UNODC's 3-year programme aims ...at improving SRHR outcomes of women and young people in prison settings in Sub-Saharan Africa in nine countries in Sub-Saharan Africa: Angola, Lesotho, Malawi, Mozambique, Namibia, Swaziland, Tanzania, Zambia, and Zimbabwe). The problem will be addressed through supporting the adoption and operationalisation of the UN Minimum Standards and Rule in relation to all prisoners retain the basic inalienable human rights that apply to all human beings, including the right to the highest attainable standard of physical and mental health. These standards and rule include; the Nelson Mandela Rules, the Bangkok Rules, the Beijing Rules as well as in international instruments such as the International Convention on the Rights of the Child, that inter alia require adolescent prisoners and detainees to be separated from adult prisoners.

Femina's Strategic Plan 2013 -... 2022 intends to strengthen citizens especially young people's opportunities to understand and influence public decisions that impact on their lives through the Citizen Engagement agenda. As a civil society, it has the proven capacity and experience in working and engaging with young people and strengthening their capacity to demand for accountability through its multimedia platform and communication expertise. Femina has strong knowledge and proven experience in SRHR and has been able to build synergies between SRHR and the Economic empowerment agenda. Femina's current TV programme on young people and their role in the agriculture sector shows clearly that young people have a key role to play in agricultural production.During this period, Sweden will have close dialogue with the organisation on issues related to programme implementation in the areas of Civic Engagement, Economic Empowerment and Sexual and Reproductive Health and Rights. These issues are in line with the Results Strategy for Sweden's International development cooperation in Tanzania 2013 - 2019 within the Results Areas 1.1: Developed markets in agricultural production with the ambition that more poor people primarily women find employment and increase their incomes, RA 2.1 Greater number of girls and boys who acquire basic knowledge and skills in schools, RA 2.2 Greater number of young people who complete vocational education and training, including the ambition that at least 10000 find employment, RA 2.3 Better opportunities for women and young people to start and run productive companies and RA 3.2 Strengthened capacity in civil society to demand accountability and increased knowledge of human rights.

The BAE (Bilateral Associate E...xpert) program was initiated by Sida in 1985, as a complement to the multilateral/UN program, JPO (Junior Professional Officer). The objective of the BAE program is to provide technical assistance to and strengthen capacity of the receiving organization through a young expert. A BAE is a young professional below the age of 33, who holds a university degree and has at least two years of relevant, paid, work experience. In the recruitment process, Sida and the receiving organization look for young professionals with knowledge and skills relevant for the organization, as well as the potential and willingness to learn and grow during the assignment. BAE:s are mainly placed within a cooperating partner organization in the global south, be it local/international NGO:s, public agencies, ministries, etc. working with international development, such as International Planned Parenthood Foundation, Saferworld, Slum Dwellers International, Western Indian Ocean Marine Science Association, Agence de l'Environnement et du Développement Durable in Mali, etc. The receiving organization drafts the ToR and is highly involved in the recruitment process, in order to ensure local ownership. Before deployment, all BAE:s undergo a one week onboarding in Sweden, to prepare for their missions. The BAE contract is for maximum three years and before starting the third year, a BAE may relocate to an Embassy working with international development.

Naguru Teenage Information and... Health Center (NTIHC) has applied to Sweden for funding of 38.2 MSEK to implement its 2015-2020 Strategic Plan. NTIHC will not forward funds to third parties.The intervention aims at increasing the understanding of sexual and reproductive health (SRH) rights and access to appropriate youth-friendly services for young people through three strategic objectives: 1) Best practice: To provide excellent youth friendly SRH services at Kiswa health center and in the surrounding community, and share best practices with practitioners by providing them with practical learning opportunities. 2) Scale up: To expand and improve youth friendly SRH services in selected public health facilities by providing material and technical support. 3) Promote ASRHR: To increase awareness, understanding and acceptance of young people's SRH rights and advocate for a more enabling environment for ASRHR.The intervention's total budget is 45.5 MSEK, out of which 7.3 MSEK will be funded by Ministry of Health, KCCA, Uganda Red Cross Society through UNFPA, AIDS Information Center and CHAU. NTIHC has requested Sweden to fund the remaining MSEK 38.2. Sweden has also provided support to NTIHC's current five year Strategic Plan (2011/2012 – 2015/2016) for the period 2011-2014, with a cost extension to June 2015.

Sweden's Policy Framework for ...Development Cooperation and Humanitarian Assistance (Skr. 2016/17:60) identifies dialogue for normative shifts as a critical tool in achieving the policy framework's objectives. Among others, the framework specifically stipulates that Swedish political dialogue should include gender equality and all women's and girls' full enjoyment of their human rights including SRHR. SRHR is also one of six priority areas in the feminist foreign policy. Sweden's strategy for Sexual and Reproductive Health and Rights in Sub-Saharan Africa covers a five year period 2015-2019. Activities within the strategy aim to strengthen sexual and reproductive health and rights in the region by contributing to Improved basic health with focus on (i) women's and children's health and SRHR, (ii) health and SRHR of young women and men and LGBTI people, and (ii) strengthened health systems for greater access to SRHR and Strengthened democracy and gender equality, and greater respect for human rights with focus on the prevention of GBV and human rights for LGBTI people.The regional SRH team is refocusing its effort on advocacy, strategic communication and policy dialogue, in our own right, as well as with partners, other donors and strategic partners. This forward-looking effort also feeds into the mid-term review of the strategy. As part of the above effort, the embassy aims to contract a consultant to conduct a study in two steps, as well as lead a participatory process for the SRHR-team to develop a policy dialogue and advocacy plan. Part one is a rapid policy and actor analysis and development of a key contacts database and analysis of the continental SRHR-policy landscape and entry points. Part two is development of the policy dialogue and advocacy plan which includes the following sub-deliverables: •Methodology for the in-depth actor/policy and policy analysis. •Fact-finding missions.•In-depth actor/policy analysis report (20-30 pages max).•Expanded database of key contacts and arenas•Conceptualize and lead the strategy development workshop, develop outcome document and the policy engagement and influence strategy

The impact of the SRH challeng...es is worsened by structural and underlying political, socio-cultural and economic factors. Sexuality Education for young people has not been mainstreamed and standardized in the education system. Young people continue to rely on informal sources of information which are sometimes inaccurate, age-inappropriate or not scientifically proven. Decisions for non-contraception use by adolescent girls and young women are further buttressed by powerful institutions that govern young people's sexuality such as patriarchy, religion and cultural practises. Furthermore, some young people are faced with attitudinal and perception barriers of health service providers.Description of the contributionFollowing the above stated challenges, SAYWHAT proposes a three year, SEK16 000 000 Action for Choice (A4C) project. The A4C project is inspired by a belief in students' power to make choices about their Sexual and Reproductive Health. It is built on an understanding that if students' Sexual and Reproductive Health choices are broadened, there is increased potential for them to excel in other development facets such as education, professional careers and employability. The project aims to improve access to and utilisation of contraception, HIV and GBV services by students in 10 State Universities in Zimbabwe. It seeks to achieve this through harnessing the collective action of students, and strengthening their voices to make choices on SRH services that have an impact on their lives. It seeks to ensure that duty bearers craft policies and programs which are in line with students preferred choices with reference to choices that have been taken away from them on morality, religious and cultural grounds.Noting the high numbers of sexual abuse, SAYWHAT will ensure and facillitate that all universities and tertiary institutions have a Sexual Abuse and Sexual Exploitation (SASE) policy that protects that students (from fellow students and institution staff members) and details the reporting mechanisms and whistleblowing protocols.The Action for Choice Project shall primarily target as ultimate beneficiary's students from the 10 State Universities. The project shall not be selective in excluding students and/or young people to be key beneficiaries of the project however, special attention shall be given to students with disabilities, students living with HIV, first year students, students on internship, and student survivors of Gender Based Violence.Objectives1. To strengthen life-skills, agency and assertiveness of students in 10 State Universities in Zimbabwe to make informed choices on their sexuality by 2021,2. To expose students to sexuality information and education using ICTs and multimedia in 10 State Universities by 2021.3. This programme is implemented ...during a five-year period (as framework organizations may now apply for grants for longer periods than in the past in order to increase aid effectiveness) and it is based on Diakonia's global strategy for 2015-2020. It includes 21 country programs in Africa, Asia, Latin America and the Middle East, and six regional programs and a new global program for innovation in the area of 'social and economic justice.' Diakonia is working through local civil society organizations for the overall goal to change unfair structures that generate and uphold inequality, oppression and violence and to work for fulfilment of the right of all people to live a life in dignity. In total 216 partner organizations are included in this application. Operations are focused on the following six areas: human rights (HR), democracy, equality, social and economic justice, conflict and justice, as well as capacity development of partners. What is new compared to the previous contribution is primarily the inclusion of several new regional programs in various areas as well as the global innovation program.Expected results:General expected results are formulated for the six areas. These are linked to the expected results for each program (i.e. by country / regional / global program), which in many cases consist of a selection of results that are identical to the general results. The results at the program level are concretized through indicators.Examples of expected outcomes, one from each region, in some common thematic areas are:'Mali: Women's political participation has been strengthened at the local and national levels' (democracy)'Bolivia: Gender-based violence has decreased' (gender equality)'Bangladesh: The conditions for decent work and fair income have improved' (social and economic justice)'Lebanon: The capacity of Diakonia's partners to integrate environment and conflict sensitivity in their work (where relevant) has been improved.' (capacity development)Previous results:Reports often show results in terms of strengthened rights holders and increased capacity of partner organizations.The following examples show previous results in a few areas:Human rights: In Thailand five partner organizations assisted tens of thousands of stateless persons to obtain legal status. This means that they for example have the right to work and study, as well as to access rights-based services.Democracy: In Mali, partner organizations were trained in citizen budget monitoring and analysis of public policies. This has led to increased budgets for health and education in several municipalities. In one province all municipalities published their accounting in 2014, whereas in 2012 none of the municipalities did.Conflict and Justice: Seven partner organizations in Colombia, Honduras and Peru have increased their knowledge of the legal framework and have taken legal action, which in some cases resulted in the return to communities of pieces of land from extractive c

Sida will procure a supplier t...o provide social marketing of a comprehensive mix of sexual and reproductive health commodities and devices. Additionally, the supplier will deliver demand generation, training, quality assurance, registration of products, regional added-value, and – where possible – contributions to local and/or regional advocacy efforts to promote access to high-quality contraceptive and safe abortion services and products and to reduce stigma around contraceptive use among unmarried, sexually active young people as well as abortion stigma.The target groups are Sexually active adolescents (10-19 yrs), Married/cohabiting and unmarried young adults (20-24 yrs), married/cohabiting and unmarried women and men over 24 years, and men who have sex with men.The program will take place from 2019-2022.There are three geographical components: 1) A regional West and Central Africa program (at least 10/15 countries, of which Mali must be one), 2) country programs in Democratic Republic of Congo, Liberia and Mozambique, and 3) an option for a regional East African program from 2020 (at least 3 of 5 countries), which will allow Sida to expand the program to another regional program for up to 50 MSEK.The total budget for the program (including the option) is 365 MSEK.

Sida will procure a supplier t...o provide social marketing of a comprehensive mix of sexual and reproductive health commodities and devices. Additionally, the supplier will deliver demand generation, training, quality assurance, registration of products, regional added-value, and – where possible – contributions to local and/or regional advocacy efforts to promote access to high-quality contraceptive and safe abortion services and products and to reduce stigma around contraceptive use among unmarried, sexually active young people as well as abortion stigma.The target groups are Sexually active adolescents (10-19 yrs), Married/cohabiting and unmarried young adults (20-24 yrs), married/cohabiting and unmarried women and men over 24 years, and men who have sex with men.The program will take place from 2019-2022.There are three geographical components: 1) A regional West and Central Africa program (at least 10/15 countries, of which Mali must be one), 2) country programs in Democratic Republic of Congo, Liberia and Mozambique, and 3) an option for a regional East African program from 2020 (at least 3 of 5 countries), which will allow Sida to expand the program to another regional program for up to 50 MSEK.The total budget for the program (including the option) is 365 MSEK.

This contribution aims at stre...nthening UNFPA's capacity to deliver on the results set by the organisation's country programme for DRC covering the period 2020-2023. In DRC, all indicators concerning maternal health, sexual and reproductive services and rights (SRHR), including poor access to contraceptives are alarming. Also, overall policy environment with regards to SRHR and population dynamics is inadapted to country's challenges. UNFPA is a key actor in DRC whose strong action within the framework of its global mandate is needed to support both decision makers, implementing actors (international and national), and different target groups (professionals as well as services users, such as the youth).This contribution proposes providing an institutional support to UNFPA in the country to allow them flexibility, freedom and means to position themselves and provide the needed assistance to the multitude of actors on SRHR and related issues in the country.

The BAE (Bilateral Associate E...xpert) program was initiated by Sida in 1985, as a complement to the multilateral/UN program, JPO (Junior Professional Officer). The objective of the BAE program is to provide technical assistance to and strengthen capacity of the receiving organization through a young expert. A BAE is a young professional below the age of 33, who holds a university degree and has at least two years of relevant, paid, work experience. In the recruitment process, Sida and the receiving organization look for young professionals with knowledge and skills relevant for the organization, as well as the potential and willingness to learn and grow during the assignment. BAE:s are mainly placed within a cooperating partner organization in the global south, be it local/international NGO:s, public agencies, ministries, etc. working with international development, such as International Planned Parenthood Foundation, Saferworld, Slum Dwellers International, Western Indian Ocean Marine Science Association, Agence de l'Environnement et du Développement Durable in Mali, etc. The receiving organization drafts the ToR and is highly involved in the recruitment process, in order to ensure local ownership. Before deployment, all BAE:s undergo a one week onboarding in Sweden, to prepare for their missions. The BAE contract is for maximum three years and before starting the third year, a BAE may relocate to an Embassy working with international development.This BAE position is located at the organisation IPAS in Bangladesh.

The Partnership for Women, Chi...ld and Adolescents' Health, PMNCH (in short referred to as the Partnership) is the world's largest international partnership aimed at improving maternal, child and adolescents' health in the world. PMNCH has applied for a contribution to its strategic plan 2016-2020 by realizing its business plan for 2018-2020.PMNCH was created in 2005 with the aim of improving the conditions for the world's poor countries to achieve Millennium Goals 4 and 5 at a time when resources and political commitment to maternal, child and adolescents health were not high on the global agenda. Today, the partnership includes over 1,000-member organisations representing countries in the South, donors, multilateral, academic institutions, private actors, civil society organizations, professional bodies, and youth organizations. PMNCH has a small secretariat that is housed at the WHO in Geneva. In addition to strengthening the partnership on the main issues, the secretariat's task is to coordinate and align the work in the partnership with a focus on analysis, accountability, advocacy and country engagement. The link to the UN's global strategy for women's, children's and adolescents' health (2016-2030) is institutionalized by PMNCH being given a special responsibility by the UN Secretary-General to follow up the implementation of the global strategy and to develop indicators for this purpose. An independent panel, the Independent Accountability Panel, has been appointed to report annually on compliance of countries' commitments. Sida is a member of the PMNCHs board since 2013 and in particular advocaet for and monitor the issue of an expanded focus on SRHR including the right to safe abortions. Sida and Sweden's role in the partnership is central to Sweden's strong commitment and high funding of SRHR globally.PMNCH's business plan for 2018-2020 has a budget of $ 30 million. It is funded by 15 donors from bilateral organizations, private foundations and the UN. Sida's contribution is SEK 12 million for three years (2019-2022), which represents about 4% of the total budget.

The first 1,000 days of life, ...before and after birth, is the period with the most profound consequences for short- and long-term health. This period carries the burden of an annual 300,000 maternal deaths, 2,6 million stillbirths, and 4 million infant deaths. Furthermore, long-term consequences for the surviving but affected newborns include impaired cognitive development and increased risk of future chronic diseases. The period from onset of pregnancy to two years of age thus provides a unique window of opportunity to establish a solid foundation for survival, health, growth, and cognitive development.Low-income countries that were successful in the past few decades to expand primary health services and reduce child mortality now face new challenges. To further increase the chances for children to survive and thrive there is a need for communities to engage in the health and welfare of the mother-and-child dyad and primary health services to respond to these needs with quality services. There is well-researched evidence that the use of facilitated participatory groups is an effective social innovation but no large scale-up of this promising innovation has so far taken place.The current application aims to support the establishment of the multi-disciplinary SUSTAIN network that aim to develop and test social innovations across diverse health system settings to improve the health and survival during the first 1,000 days of life.

The focus of the project is to...:-Improve women and girls' agency to exercise their SRHR in Ethiopia.-Improve duty bearers' accountability and reduce discrimination towards women and girls' access to SRH information and services.-Strengthen the enabling environment at interpersonal and family level to support women and girls to demand and exercise SRHR.In order to achieve this goal, young women and men will be empowered as the rights holders to demand their SRHR while service providers and educators will be strengthened as the duty bearers to create an enabling environment for young people to exercise these rights. Focus will also be on monitoring and evaluation and learning. The project will reach 7,680 girls and boys over three years.The project will be piloted in Addis Ababa, with the aim to create a replicable model to expand into other areas after the pilot. Addis Ababa has been selected as the pilot location primarily for the large concentrations of young people and the increasing rates of migration into the city from rural areas.
