This contribution is implement...ed by Church of Sweden in partnership with about 110 local civil society organisations in several cooperation countries in Africa, Asia, Latin America and the Middle East during 2014-2016 with support from Sida/CIVSAM amounting to 291 000 000 SEK, with the aim to strengthen civil society capacities and contribute to the following programme objectives:- Strengthening of people's sexual and reproductive health and rights.- People living in poverty have the right to protection and their social and economic emancipation is strengthened.- People have increased safety and protection, and are empowered to deal with conflicts and to participate in peace processes.- Women and men have improved opportunities and possibilities to equal participation, voice and leadership in the church and in society.- People's right to physical and sexual integrity in the church and in society is strengthened.Church of Sweden has proposed an extension of this contribution, on basis of the existing results framework, and with a budget of 119 419 916 for the year 2017, thereby increasing the total budget to 410 419 916 SEK for the period 2014-2017.Appraisal of the contribution:The appraisal during 2016 of this contribution is made in accordance with a decision on an additional contribution, since it builds upon the appraisal of the same programme for the period 2014-2016. Diakonia frame 2016-2020

This programme is implemented ...during a five-year period (as framework organizations may now apply for grants for longer periods than in the past in order to increase aid effectiveness) and it is based on Diakonia's global strategy for 2015-2020. It includes 21 country programs in Africa, Asia, Latin America and the Middle East, and six regional programs and a new global program for innovation in the area of social and economic justice. Diakonia is working through local civil society organizations for the overall goal to change unfair structures that generate and uphold inequality, oppression and violence and to work for fulfilment of the right of all people to live a life in dignity. In total 216 partner organizations are included in this application. Operations are focused on the following six areas: human rights (HR), democracy, equality, social and economic justice, conflict and justice, as well as capacity development of partners. What is new compared to the previous contribution is primarily the inclusion of several new regional programs in various areas as well as the global innovation program.Expected results:General expected results are formulated for the six areas. These are linked to the expected results for each program (i.e. by country / regional / global program), which in many cases consist of a selection of results that are identical to the general results. The results at the program level are concretized through indicators.Examples of expected outcomes, one from each region, in some common thematic areas are: Mali: Women's political participation has been strengthened at the local and national levels (democracy) Bolivia: Gender-based violence has decreased (gender equality) Bangladesh: The conditions for decent work and fair income have improved (social and economic justice) Lebanon: The capacity of Diakonia's partners to integrate environment and conflict sensitivity in their work (where relevant) has been improved. (capacity development)Previous results:Reports often show results in terms of strengthened rights holders and increased capacity of partner organizations.The following examples show previous results in a few areas:Human rights: In Thailand five partner organizations assisted tens of thousands of stateless persons to obtain legal status. This means that they for example have the right to work and study, as well as to access rights-based services.Democracy: In Mali, partner organizations were trained in citizen budget monitoring and analysis of public policies. This has led to increased budgets for health and education in several municipalities. In one province all municipalities published their accounting in 2014, whereas in 2012 none of the municipalities did.Conflict and Justice: Seven partner organizations in Colombia, Honduras and Peru have increased their knowledge of the legal framework and have taken legal action, which in some cases resulted in the return to communities of pieces of land from extractive c

UNODC's 3-year programme aims ...at improving SRHR outcomes of women and young people in prison settings in Sub-Saharan Africa in nine countries in Sub-Saharan Africa: Angola, Lesotho, Malawi, Mozambique, Namibia, Swaziland, Tanzania, Zambia, and Zimbabwe). The problem will be addressed through supporting the adoption and operationalisation of the UN Minimum Standards and Rule in relation to all prisoners retain the basic inalienable human rights that apply to all human beings, including the right to the highest attainable standard of physical and mental health. These standards and rule include; the Nelson Mandela Rules, the Bangkok Rules, the Beijing Rules as well as in international instruments such as the International Convention on the Rights of the Child, that inter alia require adolescent prisoners and detainees to be separated from adult prisoners.

Restless Development focuses o...n addressing the needs and aspirations of young people and creating an enabling environment for inclusive engagement and participation of young women and men in economic development and decision making processes. The organisation also works with partners to address gaps in youth rights, capacities and wellbeing. Its work focuses on three thematic goals – economic empowerment; voice, accountability and participation; and non-discrimination in SRHR. The organization creates and implements grassroots programs to deliver targeted results under each thematic goal to its target groups. In the next five years, Restless Development intends to reach at least 500,000 young people across 18 regions of Tanzania. It targets to serve 5,000 youth groups and networks engaged at the community and district level, 600 young volunteer leaders, and 1,200 alumni.This decision proposes the third phase of Swedish support to Restless Development Tanzania for the period of 2016–2021. The overall budget for the five year period is 15.8 million GBP (approximately 209 MSEK). The Embassy's appraisal is for proposed funding of 46.5 MSEK which is about 22.2% of the total budget. This decision covers three components of the contribution as outlined below - Component 1: 5117009701 Restless Development SP 2016-2021. Component's budget 45 000 000 SEK at 9 000 000 per year. - Component 2: 5117009702 End of Programme External Evaluation. Component's budget 1 000 000 SEK for 2021. - Component 3: 5117009703 Audits. Component's budget 500 000 for 2016.The new phase of support will enable the organization to (i) strengthen and scale-up its employability, livelihoods and enterprise programs through partnering with the private sector; and (ii) scale the girls' leadership and rights programmes, and participation and accountability work. Sida's support will be channeled through Restless Development Tanzania who is the agreement and implementing partner.

Health is a priority focus of ...the Solomon Islands-Australia Partnership for Development and funding under this proposal supports the Health Sector Support Program - Phase 2 which continues Australia's long-term commitment to strengthen health systems and improve outcomes through a Sector Wide Approach (SWAp) which commenced with HSSP Phase 1 in 2008-12. The SWAp and partnership support the Solomon Islands Government in providing quality health services for all people in the Solomon Islands through its own National Health Strategic Plan (2011-2015). The SWAp emphasises the importance of partnership, mutual respect, mutual responsibility and the underlying principles of aid effectiveness. The total value of this initiative is $90.0 million over 4 years, starting 2012-13.

This programme is implemented ...during a five-year period (as framework organizations may now apply for grants for longer periods than in the past in order to increase aid effectiveness) and it is based on Diakonia's global strategy for 2015-2020. It includes 21 country programs in Africa, Asia, Latin America and the Middle East, and six regional programs and a new global program for innovation in the area of social and economic justice. Diakonia is working through local civil society organizations for the overall goal to change unfair structures that generate and uphold inequality, oppression and violence and to work for fulfilment of the right of all people to live a life in dignity. In total 216 partner organizations are included in this application. Operations are focused on the following six areas: human rights (HR), democracy, equality, social and economic justice, conflict and justice, as well as capacity development of partners. What is new compared to the previous contribution is primarily the inclusion of several new regional programs in various areas as well as the global innovation program.Expected results:General expected results are formulated for the six areas. These are linked to the expected results for each program (i.e. by country / regional / global program), which in many cases consist of a selection of results that are identical to the general results. The results at the program level are concretized through indicators.Examples of expected outcomes, one from each region, in some common thematic areas are:Mali: Women's political participation has been strengthened at the local and national levels (democracy)Bolivia: Gender-based violence has decreased (gender equality)Bangladesh: The conditions for decent work and fair income have improved (social and economic justice)Lebanon: The capacity of Diakonia's partners to integrate environment and conflict sensitivity in their work (where relevant) has been improved. (capacity development)Previous results:Reports often show results in terms of strengthened rights holders and increased capacity of partner organizations.The following examples show previous results in a few areas:Human rights: In Thailand five partner organizations assisted tens of thousands of stateless persons to obtain legal status. This means that they for example have the right to work and study, as well as to access rights-based services.Democracy: In Mali, partner organizations were trained in citizen budget monitoring and analysis of public policies. This has led to increased budgets for health and education in several municipalities. In one province all municipalities published their accounting in 2014, whereas in 2012 none of the municipalities did.Conflict and Justice: Seven partner organizations in Colombia, Honduras and Peru have increased their knowledge of the legal framework and have taken legal action, which in some cases resulted in the return to communities of pieces of land from extractive companies.T

This contribution is implement...ed by Church of Sweden in partnership with about 110 local civil society organisations in several cooperation countries in Africa, Asia, Latin America and the Middle East during 2014-2016 with support from Sida/CIVSAM amounting to 291 000 000 SEK, with the aim to strengthen civil society capacities and contribute to the following programme objectives:- Strengthening of people's sexual and reproductive health and rights.- People living in poverty have the right to protection and their social and economic emancipation is strengthened.- People have increased safety and protection, and are empowered to deal with conflicts and to participate in peace processes.- Women and men have improved opportunities and possibilities to equal participation, voice and leadership in the church and in society.- People's right to physical and sexual integrity in the church and in society is strengthened.Church of Sweden has proposed an extension of this contribution, on basis of the existing results framework, and with a budget of 119 419 916 for the year 2017, thereby increasing the total budget to 410 419 916 SEK for the period 2014-2017.Appraisal of the contribution:The appraisal during 2016 of this contribution is made in accordance with a decision on an additional contribution, since it builds upon the appraisal of the same programme for the period 2014-2016. Hence the assessment made for the period 2014-2016 is still relevant and referred to, whereas an update is given for the period 2017 with special emphasis on:- The relevance of the contribution in the light of the strategy for CSO support 2016-2022.- The development of the contribution during 2014-2016 and focus for 2017.- Capacities, internal management and control during 2016-2016.

The BAE (Bilateral Associate E...xpert) program was initiated by Sida in 1985, as a complement to the multilateral/UN program, JPO (Junior Professional Officer). The objective of the BAE program is to provide technical assistance to and strengthen capacity of the receiving organization through a young expert. A BAE is a young professional below the age of 33, who holds a university degree and has at least two years of relevant, paid, work experience. In the recruitment process, Sida and the receiving organization look for young professionals with knowledge and skills relevant for the organization, as well as the potential and willingness to learn and grow during the assignment. BAE:s are mainly placed within a cooperating partner organization in the global south, be it local/international NGO:s, public agencies, ministries, etc. working with international development, such as International Planned Parenthood Foundation, Saferworld, Slum Dwellers International, Western Indian Ocean Marine Science Association, Agence de l'Environnement et du Développement Durable in Mali, etc. The receiving organization drafts the ToR and is highly involved in the recruitment process, in order to ensure local ownership. Before deployment, all BAE:s undergo a one week onboarding in Sweden, to prepare for their missions. The BAE contract is for maximum three years and before starting the third year, a BAE may relocate to an Embassy working with international development.

UNFPA SRHR. The project main o...bjective is to contribute to the fulfillment of adolescents and youth'ssexual and reproductive health and rights (SRHR) including the right to live a lifewithout sexual violence (SV). It aims, on one hand, to strengthen civil societyorganization's capacities to formulate, advocate and monitor the implementation ofpublic policies for SRHR; and on the other; to foment duty-bearers accountability toformulate political policies and implement mechanisms to guarantee the young peoples'SRHR. The project includes advocacy on national level, but will mainly be implementedby UNFPA in collaboration with social organizations including youth-led organizationsand state institutions in 12 municipalities in 5 regions. The national and departmentalworking groups on SRHR are key partners in the project.

This contribution is implement...ed by Church of Sweden in partnership with about 110 local civil society organisations in several cooperation countries in Africa, Asia, Latin America and the Middle East during 2014-2016 with support from Sida/CIVSAM amounting to 291 000 000 SEK, with the aim to strengthen civil society capacities and contribute to the following programme objectives:- Strengthening of people's sexual and reproductive health and rights.- People living in poverty have the right to protection and their social and economic emancipation is strengthened.- People have increased safety and protection, and are empowered to deal with conflicts and to participate in peace processes.- Women and men have improved opportunities and possibilities to equal participation, voice and leadership in the church and in society.- People's right to physical and sexual integrity in the church and in society is strengthened.Church of Sweden has proposed an extension of this contribution, on basis of the existing results framework, and with a budget of 119 419 916 for the year 2017, thereby increasing the total budget to 410 419 916 SEK for the period 2014-2017.Appraisal of the contribution:The appraisal during 2016 of this contribution is made in accordance with a decision on an additional contribution, since it builds upon the appraisal of the same programme for the period 2014-2016. Hence the assessment made for the period 2014-2016 is still relevant and referred to, whereas an update is given for the period 2017 with special emphasis on:- The relevance of the contribution in the light of the strategy for CSO support 2016-2022.- The development of the contribution during 2014-2016 and focus for 2017.- Capacities, internal management and control during 2016-2016.
