This contribution is implement...ed by Church of Sweden in partnership with about 110 local civil society organisations in several cooperation countries in Africa, Asia, Latin America and the Middle East during 2014-2016 with support from Sida/CIVSAM amounting to 291 000 000 SEK, with the aim to strengthen civil society capacities and contribute to the following programme objectives:- Strengthening of people's sexual and reproductive health and rights.- People living in poverty have the right to protection and their social and economic emancipation is strengthened.- People have increased safety and protection, and are empowered to deal with conflicts and to participate in peace processes.- Women and men have improved opportunities and possibilities to equal participation, voice and leadership in the church and in society.- People's right to physical and sexual integrity in the church and in society is strengthened.Church of Sweden has proposed an extension of this contribution, on basis of the existing results framework, and with a budget of 119 419 916 for the year 2017, thereby increasing the total budget to 410 419 916 SEK for the period 2014-2017.Appraisal of the contribution:The appraisal during 2016 of this contribution is made in accordance with a decision on an additional contribution, since it builds upon the appraisal of the same programme for the period 2014-2016. This contribution is implement...ed by Church of Sweden in partnership with about 110 local civil society organisations in several cooperation countries in Africa, Asia, Latin America and the Middle East during 2014-2016 with support from Sida/CIVSAM amounting to 291 000 000 SEK, with the aim to strengthen civil society capacities and contribute to the following programme objectives:- Strengthening of people's sexual and reproductive health and rights.- People living in poverty have the right to protection and their social and economic emancipation is strengthened.- People have increased safety and protection, and are empowered to deal with conflicts and to participate in peace processes.- Women and men have improved opportunities and possibilities to equal participation, voice and leadership in the church and in society.- People's right to physical and sexual integrity in the church and in society is strengthened.Church of Sweden has proposed an extension of this contribution, on basis of the existing results framework, and with a budget of 119 419 916 for the year 2017, thereby increasing the total budget to 410 419 916 SEK for the period 2014-2017.Appraisal of the contribution:The appraisal during 2016 of this contribution is made in accordance with a decision on an additional contribution, since it builds upon the appraisal of the same programme for the period 2014-2016. The BAE (Bilateral Associate E...xpert) program was initiated by Sida in 1985, as a complement to the multilateral/UN program, JPO (Junior Professional Officer). The objective of the BAE program is to provide technical assistance to and strengthen capacity of the receiving organization through a young expert. A BAE is a young professional below the age of 33, who holds a university degree and has at least two years of relevant, paid, work experience. In the recruitment process, Sida and the receiving organization look for young professionals with knowledge and skills relevant for the organization, as well as the potential and willingness to learn and grow during the assignment. BAE:s are mainly placed within a cooperating partner organization in the global south, be it local/international NGO:s, public agencies, ministries, etc. working with international development, such as International Planned Parenthood Foundation, Saferworld, Slum Dwellers International, Western Indian Ocean Marine Science Association, Agence de l'Environnement et du Développement Durable in Mali, etc. The receiving organization drafts the ToR and is highly involved in the recruitment process, in order to ensure local ownership. Before deployment, all BAE:s undergo a one week onboarding in Sweden, to prepare for their missions. The BAE contract is for maximum three years and before starting the third year, a BAE may relocate to an Embassy working with international development.

The BAE (Bilateral Associate E...xpert) program was initiated by Sida in 1985, as a complement to the multilateral/UN program, JPO (Junior Professional Officer). The objective of the BAE program is to provide technical assistance to and strengthen capacity of the receiving organization through a young expert. A BAE is a young professional below the age of 33, who holds a university degree and has at least two years of relevant, paid, work experience. In the recruitment process, Sida and the receiving organization look for young professionals with knowledge and skills relevant for the organization, as well as the potential and willingness to learn and grow during the assignment. BAE:s are mainly placed within a cooperating partner organization in the global south, be it local/international NGO:s, public agencies, ministries, etc. working with international development, such as International Planned Parenthood Foundation, Saferworld, Slum Dwellers International, Western Indian Ocean Marine Science Association, Agence de l'Environnement et du Développement Durable in Mali, etc. The receiving organization drafts the ToR and is highly involved in the recruitment process, in order to ensure local ownership. Before deployment, all BAE:s undergo a one week onboarding in Sweden, to prepare for their missions. The BAE contract is for maximum three years and before starting the third year, a BAE may relocate to an Embassy working with international development.

The contribution aims to suppo...rt APHRC's programme titled Understanding the context of, and addressing sensitive sexual and reproductive health and rights issues in sub-Saharan Africa 2018-2022.The contribution aims to address one of the slowest areas of progress in sub-Sarhan Africa, namely tackling the most sensitive parts of the sexual and reproductive health and rights (SRHR) issues, particularly the right and access to safe and legal abortion, young people's access to SRHR interventions, including comprehensive sexuality education, and the human rights and freedom of expression and association, and access to sexual and reproductive and other health services among LGBTI people. These are the three most left behind SRHR agendas.The overarching goal of the programme is to generate and support the use of evidence to drive change and improve domestication and implementation of policies at national and regional levels that increase access to safe abortion for women and SRHR interventions for adolescents, and mitigate exclusion of sexual minorities.The programme aims to deliver the following three results: •Impact 1: An African-generated corpus of evidence is at the basis of policymaking, resource allocation and translation of policy into best practice in SRHR, reaching all populations regardless of age, sex or sexual or gender identity.•Impact 2: Evidence is used as a tool to influence and inform decisions that ultimately result in better policy, smarter resource allocation, scale and replication of best practice in order to improve health and wellbeing outcomes for youth, women seeking abortion services and LGBTI people.•Impact 3: African institutions (researcher, decision-making and CSO-institutions) are better generators, interpreters and users of research and are using those skills to achieve greater impact in policy deliberations and execution of better practicesThe proposed programme integrates three complementary approaches for maximum impact:1.policy-oriented evidence generation2.collaborative advocacy with new and existing networks3.capacity strengthening in the use of evidence to achieve change at both the policy and practice levels.The regional work will harness synergies with existing Sida-supported programming at the level of the Southern African Development Community, East African Community and explore entry-points to the Economic Community of West African States (ECOWAS) in order to meet identified evidence needs for improved policy formulation, implementation and resourcing within those economic blocs. It will also explore how evidence can support the domestication and implementation of global and regional policy instruments.At national level, APHRC will implement the program in Burkina Faso, Kenya, Liberia, Malawi, Rwanda, Sierra Leone and Zambia – countries identified as presenting realistic opportunities to evolve the policy environment and enhance service delivery for liberal policymaking and implementation to reach adole
