The Australian Volunteers for ...International Development (AVID) program was launched by the Australian Government in May 2011. It was aimed at bringing together four separate and unaligned volunteer programs under a single Australian Government banner with unified program goal and objectives. The goal of the program is to contribute to sustainable economic growth and poverty reduction and advance Australia's reputation and relationships in partner countries. AVID programme makes a considerable contribution to the achievement of the Government's public diplomacy objectives. Volunteers promote a positive perception of Australia in the region, and promote a positive perception of the aid program domestically. AVID also contributes to development outcomes and links the Australian community with people and organisations in developing countries. The AVID programme seeks to: build understanding of Australia's international role and commitment to integration with the Indo-Pacific region; increase the number of volunteers working to improve the economic livelihoods of people in developing countries; and develop volunteer assignments in priority areas of governance, health, social infrastructure and services and education. Funding under this initiative assists Scope Global's ongoing costs for implementation of the AVID program including volunteer allowance, recruitment, travel, insurance, management and other associated administrative costs. The total value of this investment is $147.8 million over 7 years, starting 2011-12.

The South-East Asia Regional D...iscretionary Development Fund (SDF) supports small-value development activities that contribute to Australia's foreign, trade and development policy objectives in Southeast Asia, including supporting regional institutions. Examples of assistance include: support to the World Organisation for Animal Health to support a Regional Risk Analysis for Incursion of New Strains of Foot and Mouth Disease in Southeast Asia; support to UN Women to develop regional guidelines on administrative data collection and prevalence data surveys which will assist Southeast Asian countries to build evidence to eliminate violence against women; and mainstreaming the rights of persons with disabilities in Southeast Asia through technical support for the development of a Regional Plan of Action on Disability Rights for the ASEAN Intergovernmental Commission on Human Rights (AICHR) and support to Disabled People's Organisations for the development of 3 position papers to guide the 3rd AICHR Regional Dialogue on disability rights. The Gender Action Platform (th...e GAP) is a competitive grants program for Australian Non-Government Orhanisations (NGOs) accredited under the Australian NGO Cooperation Program (ANCP) to strengthen gender equality programming in the Indo-Pacific. ANCP NGOs will have the opportunity to submit a proposal for a grant between $0.5 million and $3.0 million for a new or existing project addressing gender equality that scales up good practice or trials innovation. The proposals must align with Australia's Department of Foreign Affairs and Trade's (DFAT)Gender Equality and Women's Empowerment Strategy. DFAT has also identified country/regional gender equality challenges to create collective action around key gender challenges. The objective of the GAP is to strengthen NGO projects to enhance gender equality outcomes in developing countries through: the delivery of innovative or transformational NGO projects that reduce violence against women, increase women's economic opportunities and improve leadership for and by women through collective action; shared learning on good gender equality practice and lessons from trialling new approaches with GAP NGOs and the broader ANCP; increased collaboration on gender equality development challenges, including between NGOs and DFAT bilateral and regional programs. GAP aims to encourage innovation, development coordination, improved monitoring, evaluation and shared learning processes and effective partnerships across projects addressing gender equality. The total value of this investment is $10.0 million over 4 years, starting 2016-17.

The Government of Australia and Samoa have agreed to cooperate on a Program under the regional Australian Government initiative entitled Pacific Women Shaping Pacific Development. Australia has contributed funding and partnership support for the Program over five years in Samoa. The Program facilitates the implementation of priority community-based and related activities which are included in the Samoan Government's Community Development Sector in the area of gender equality. The Goal of the Samoa Women Shaping Development (SWSD) Program is: 'improve gender equality in Samoa'. High Level objectives are: increased women's economic empowerment; increased participation of women in public life and decision making; and reduced incidence of gender based violence. The Solomon Islands Justice Pr...ogram (SIJP) builds on the RAMSI Law and Justice Program, which focussed on restoring law and order in Solomon Islands. Commencing in July 2013, the four year program is working to help the Solomon Islands Government strengthen the legal system and increase access to justice for communities across Solomon Islands. SIJP works with the Ministry of Justice and Legal Affairs, National Judiciary, Attorney-General's Chambers, Public Solicitors Office, Office of the Director of Public Prosecutions, Police Prosecutions Directorate, Seif Ples, Correctional Services Solomon Islands and other agencies. SIJP has five targets (i) courts and justice agencies are better able to deliver their core functions (ii) courts and justice agencies are better able to manage their financial and human resources (iii) the delivery of a range of justice services to rural communities is expanded (iv) strengthened laws, increased services and focus on violence against women and gender equality in the workplace, and (v) improved correctional centre management and sustained focus on rehabilitation. The total value of this investment is $42.0 million over 5 years, starting 2013-14.

The South-East Asia Regional D...iscretionary Development Fund (SDF) supports small-value development activities that contribute to Australia's foreign, trade and development policy objectives in Southeast Asia, including supporting regional institutions. Examples of assistance include: support to the World Organisation for Animal Health to support a Regional Risk Analysis for Incursion of New Strains of Foot and Mouth Disease in Southeast Asia; support to UN Women to develop regional guidelines on administrative data collection and prevalence data surveys which will assist Southeast Asian countries to build evidence to eliminate violence against women; and mainstreaming the rights of persons with disabilities in Southeast Asia through technical support for the development of a Regional Plan of Action on Disability Rights for the ASEAN Intergovernmental Commission on Human Rights (AICHR) and support to Disabled People's Organisations for the development of 3 position papers to guide the 3rd AICHR Regional Dialogue on disability rights. The Australian Volunteers for ...International Development (AVID) program was launched by the Australian Government in May 2011. It was aimed at bringing together four separate and unaligned volunteer programs under a single Australian Government banner with unified program goal and objectives. The goal of the program is to contribute to sustainable economic growth and poverty reduction and advance Australia's reputation and relationships in partner countries. AVID programme makes a considerable contribution to the achievement of the Government's public diplomacy objectives. Volunteers promote a positive perception of Australia in the region, and promote a positive perception of the aid program domestically. AVID also contributes to development outcomes and links the Australian community with people and organisations in developing countries. The AVID programme seeks to: build understanding of Australia's international role and commitment to integration with the Indo-Pacific region; increase the number of volunteers working to improve the economic livelihoods of people in developing countries; and develop volunteer assignments in priority areas of governance, health, social infrastructure and services and education. Funding under this initiative assists Scope Global's ongoing costs for implementation of the AVID program including volunteer allowance, recruitment, travel, insurance, management and other associated administrative costs. The total value of this investment is $147.8 million over 7 years, starting 2011-12.

Funding under this initiative ...supports the implementation and monitoring the towards ending violence against women (EVAW) in Timor-Leste program. The program aims to reduce violence against women and increase the well-being of women and children affected by violence in Timor-Leste. The program works with government and NGO partners and is framed around three interlinked pillars: (i) prevention (ii) services and (iii) access to justice. The initiative also covers costs associated with two other activities, being (i) development of the EVAW concept and design and (ii) a bridging activity from 1 January 2014 for up to six months to support Timorese civil society organisations (CSOs) providing critical services to women affected by violence in advance of the new program. Funding under this proposal provides support to civil society organisations providing critical services to women affected by violence. The total value of this initiative is $23.4 million over 5 years, starting 2012-13.

The Pacific Women Initiative (...Vanuatu) initiative provides support to the Vanuatu Women's Centres' Against Violence Against Women program and expands the centre's direct assistance to women and children who suffer violence in Vanuatu. The program aims to achieve the following: strengthen community education and advocacy to achieve universal acceptance of women and children's human rights; and help to put an end to violence and discrimination. The program has five components to achieve its outcomes: legal assistance, counselling and support through the main centre in Port Villa, and regional branches; Community education for social change through selected partnerships, e.g. with schools, faith-based organisations, youth groups and through the media; legal advocacy, lobbying and human rights training to reduce discrimination and improve gender equality in law, policy and practice; and management, training and technical assistance to improve program management and facilities. The total value of this initiative is $6.8 million over 4 years, starting 2012-13.

The Gender Action Platform (th...e GAP) is a competitive grants program for Australian Non-Government Orhanisations (NGOs) accredited under the Australian NGO Cooperation Program (ANCP) to strengthen gender equality programming in the Indo-Pacific. ANCP NGOs will have the opportunity to submit a proposal for a grant between $0.5 million and $3.0 million for a new or existing project addressing gender equality that scales up good practice or trials innovation. The proposals must align with Australia's Department of Foreign Affairs and Trade's (DFAT)Gender Equality and Women's Empowerment Strategy. DFAT has also identified country/regional gender equality challenges to create collective action around key gender challenges. The objective of the GAP is to strengthen NGO projects to enhance gender equality outcomes in developing countries through: the delivery of innovative or transformational NGO projects that reduce violence against women, increase women's economic opportunities and improve leadership for and by women through collective action; shared learning on good gender equality practice and lessons from trialling new approaches with GAP NGOs and the broader ANCP; increased collaboration on gender equality development challenges, including between NGOs and DFAT bilateral and regional programs. GAP aims to encourage innovation, development coordination, improved monitoring, evaluation and shared learning processes and effective partnerships across projects addressing gender equality. The total value of this investment is $10.0 million over 4 years, starting 2016-17.

The third pillar of Australia'...s Aid Investment Plan 2015-2020 for Vietnam commits to 'Promoting women's economic empowerment, focusing on ethnic minorities'. This directly contributes to Gender Equality Strategy, specifically: enhancing women's voice in decision making, leadership and peace-building; and promoting women's economic empowerment; as well as indirectly supporting the third priority of ending violence against women. This program will support women starting businesses, building their skills to support taking on leadership roles. The program will target (but not limited to) female-headed households, in Vietnam's disadvantaged remote northern areas to break out of the cycle of poverty and become active participants in economic development. It will not target the poorest of the poor who may be better reached by social assistance measures; rather, it will aim to identify those who are already economically active, such as those women engaged with commune-level markets, and equip them to access greater benefits from the market, for example by making agricultural and tourist value chains more inclusive by the provision of market information to cooperatives and networks for input into local market development planning. The investment consists of three main activities with the total value of $38.0 million over 7 years, starting 2015-16.
