Funding under this initiative ...supports the implementation and monitoring the towards ending violence against women (EVAW) in Timor-Leste program. The program aims to reduce violence against women and increase the well-being of women and children affected by violence in Timor-Leste. The program works with government and NGO partners and is framed around three interlinked pillars: (i) prevention (ii) services and (iii) access to justice. The initiative also covers costs associated with two other activities, being (i) development of the EVAW concept and design and (ii) a bridging activity from 1 January 2014 for up to six months to support Timorese civil society organisations (CSOs) providing critical services to women affected by violence in advance of the new program. Funding under this proposal provides support to civil society organisations providing critical services to women affected by violence. The total value of this initiative is $23.4 million over 5 years, starting 2012-13.

Ending Violence Against Women ...- Program Design

Ending violence against women ...and girls at home, in their communities and in disaster and conflict situations is one of the four pillars of Australia's gender equality strategy. This strategy highlights that a more strategic and targeted focus is needed in areas where progress has been slow and that the highest levels of expenditure will be in the countries with the most severe gender gaps. Cambodia meets this criterion as it ranks 99 out of 145 countries in the Gender Inequality Index (GII) of the 2011 Human Development Report (HDR), which is one of the lowest rankings in the region. The program will work with the Ministry of Women's Affairs (MOWA) of the Royal Government of Cambodia (RGC), the Ministries of Interior and Justice (through CCJAP) and Cambodian Civil Society to deliver a comprehensive response to VAW. In the short term, we will: support the development of a new National Action Plan on Violence Against Women (NAPVAW) that is fully costed, evidence based, and developed in consultation with communities, survivors of violence, Civil Society Organisations (CSO) and whole of government, to identify a comprehensive and coordinated response to VAW; and b) support a prevalence study that will ensure resources are well targeted need. In the medium term (July-December) the program will undertake a joint design with UN Women to: 1) identify the best modality for civil society support for providing victim assistance services, legal aid, advocacy and community awareness/behaviour change; and 2) assess the feasibility of integrating the legal enforcement aspects of the NAPVAW into the new phase of assistance to the justice sector); andlonger term we will have: i) an Agreement with UN Women to manage a civil society program window; and ii) integrated feasible components of NAPVAW into the 2013 CCJAP Annual Plans, leveraging additional funding to make real improvements. The total value of this initiative is $3.6 million over 4 years, starting 2011-12.

Since 2001, the case detection... rate of Tuberculosis (TB) patients in Mongolia is increasing. The TB cases in 2008 reached 1 838, of which 84 percent were cured and 3.3 percent completed treatment from the National TB Program Report in 2008. According to the Drug Resistance Survey Report, estimated number of multi-drug resistant TB (MDR-TB) cases is 1 percent among new and 14 percent among retreatment cases. The goal of the program is to reduce the prevalence and mortality from all forms of TB by half by 2015 and ensure universal access to diagnosis and treatment of all forms of TB including smear negative and M/XDR-TB. The beneficiaries of the program will include homeless TB patients, prisoners, migrant or mobile population groups, MDR-TB patients and HIV positive patients. The current grant will implement activities such as Public Private Mix (PPM) that will monitor and supervise the family group practice network, help the people be involved in Advocacy, Communication and Social Mobilization (ACSM) to have a better knowledge of TB cases, improve diagnosis that will upgrade the National TB Reference Laboratory (NTRL) and prevention and control the Multi Drug Resistance Tuberculosis (MDR-TB) which will establish treatment centres within the country.

The Kiribati Disability initia...tive aligns with the newly developed Development for All 2015-2020: Strategy for Strengthening Disability Inclusive Development in Australia's Aid Program. The initiative supports a range of activities that focus on inclusive development that is geared to better deliver health and education services to the most vulnerable and excluded individuals, people with disabilities. Activities under the initiative include: core funding support to the School and Centre for Children with Special Needs; the Ministry of Education's inclusive activities; improving disability related services of the Ministry of Health including infrastructural developments to the rehabilitation centre and the mental health facility; and strengthening the Ministry of Women Youth Social Affairs as the lead GoK division in the disability sector. The total value of the initiative is $3m over 5 years, starting 2011-12.

Sports for Development
|
The Sports for Development pro...gram aims to build the capacity of Government of Papua New Guinea and private sector partners to manage sports facilities and events to increase economic opportunities for all, leverage diplomatic opportunities through engagement in sports to further Australia's national interests and strengthen people to people links, and support sports for girls and women and for people with disabilities, and promote respect, inclusion and equality and water and sanitation. The total value of this investment is $10.0 million 4 years, starting 2014-15.

Sport for development
Australi...a has successfully delivered sport for development programs since 2009 through its $49 million Australian Sports Outreach Program (ASOP).
Sport is a globally recognised - and increasingly utilised - vehicle to achieve development outcomes in areas such as health, social cohesion, gender equality and disability inclusion. The Australian Government strongly supports these outcomes through its targeted sport for development programs in the Asia-Pacific region.
Sport is a uniquely effective agent of change because:
• Participation in quality physical activity significantly reduces the risk of developing Non Communicable Disease (NCDs). NCDs such as diabetes have been identified as an urgent health and economic risk across Pacific Island countries, which feature in the world’s top ten countries with the highest rates of obesity (World Bank 2015).
• Sport provides governments and public health organisations a mass audience platform to deliver high-impact messaging on other health issues (e.g. HIV/AIDS, tobacco and alcohol).
• Sport fosters social cohesion through engaging with communities experiencing conflict, and by providing opportunities for disengaged groups within society such as youths.
• Sport supports equality of women and girls through showcasing achievement and challenging gender norms.
• Sport provides safe and supportive community spaces for women and minority groups in developing countries who are at an increased risk of experiencing violence.
• Sport helps improve the quality of life for people with disability by fostering inclusion and social interaction. This inclusion challenges negative community attitudes and self-perceptions of people with disability.

Interim sub-sector objectives for HSCDP 2011-2015:
Purpose:
> To strengthen key partner performance, functions and systems, and incentives within PNG’s health
system to better deliver rural services (with a particular focus on five provinces);
Organisational capacity development objectives:
> Priority provinces and PHAs with demonstrated capacity to manage, deliver (including to
outsource) and monitor a minimum package of health services;
> NDoH with demonstrated capacity to perform core enabling functions (including sector
coordination);
> Health worker training institutions with demonstrated capacity to perform core enabling functions
(including sector coordination);
> Non-state actors (particularly the churches) with demonstrated capacity to deliver a minimum
package of health services;
Health systems, functions and incentive objectives:
> Financing: integrated and bottom-up approaches to all sources of health financing; increased direct
facility financing in priority provinces;
> Medical supplies: strengthened NDoH capacity to transparently procure internationally quality
assured medical supplies and manage outsourced supply chain; increased capacity of priority
provinces to budget for drug distribution and manage pull system;
> Human resources: increased quality and capacity of pre-service training institutions to meet
demand; comprehensive approaches to in-service training, supportive supervision and
accountability in priority provinces;
> Infrastructure: increased capacity of priority provinces to fund and implement maintenance of
health facilities and staff housing; rehabilitation of health infrastructure in Western Province;
> Public health: increased capacity of NDoH to manage disease outbreaks quickly and effectively; and
strengthened approaches to water supply, sanitation and hygiene (WASH) and tuberculosis in
Western province;
Cross-cutting capacity development objectives:
> Increased number of public-private partnerships in priority provinces;
> Gender equality approaches reflected in district-level service delivery planning, strategies,
implementation and reporting;
> Increased analytical and operational research evidence-base, and use of monitoring and evaluation
(M&E), to inform strategies, implementation and promote accountability.
