Empowering Indonesian Women fo...r Poverty Reduction Program (MAMPU) aims to improve the welfare of poor women in Indonesia. The program will work with Government, civil society, parliamentarians and the private sector to target improvements to selected policy and regulatory reforms that constrain progress on poverty reduction, particularly for women. The program will focus on five thematic areas where reform would make a significant difference for poor women: increasing women's access to jobs and removing workplace discrimination; improving women's access to government programs for social protection; improving conditions for women's overseas labour migration; strengthening women's leadership for better health and reproductive rights; strengthening women's leadership to address violence against women. The program will work with all stakeholders to analyse constraints, identify and test solutions, work with the media, and use an evidence base to advocate for change. The total value of this initiative is $105.5 million over 8 years, starting 2012-20.

Funding under this investment ...provides support to the Acid Survivors Foundation (ASF) to assist provide medical support and rehabilitation for victims of acid violence. This support will also assist ASF to conduct awareness raising and advocacy initiatives on reducing acid violence in Bangladesh. Funding will support the implementation of the Information Communication Rechnology (ICT) based response and support mechanism to bridge the gap between victims and services for women in Bangladesh. The proposed intervention will develop a subdistrict based electronic and print mapping of available emergency support services; introduce a phone alert system and helpdesk for quick response and referral; establish an e-clinic for medical, legal and psychological support; and provide tele-counselling services. The project builds on Australia's support to the Acid Survivors Foundation for the provision of medical support and rehabilitation to victims of acid violence and to conduct awareness raising and advocacy initiative on reducing acid violence. Ending violence against women ...and girls at home, in their communities and in disaster and conflict situations is one of the four pillars of Australia's gender equality strategy. This strategy highlights that a more strategic and targeted focus is needed in areas where progress has been slow and that the highest levels of expenditure will be in the countries with the most severe gender gaps. Cambodia meets this criterion as it ranks 99 out of 145 countries in the Gender Inequality Index (GII) of the 2011 Human Development Report (HDR), which is one of the lowest rankings in the region. The program will work with the Ministry of Women's Affairs (MOWA) of the Royal Government of Cambodia (RGC), the Ministries of Interior and Justice (through CCJAP) and Cambodian Civil Society to deliver a comprehensive response to VAW. In the short term, we will: support the development of a new National Action Plan on Violence Against Women (NAPVAW) that is fully costed, evidence based, and developed in consultation with communities, survivors of violence, Civil Society Organisations (CSO) and whole of government, to identify a comprehensive and coordinated response to VAW; and b) support a prevalence study that will ensure resources are well targeted need. In the medium term (July-December) the program will undertake a joint design with UN Women to: 1) identify the best modality for civil society support for providing victim assistance services, legal aid, advocacy and community awareness/behaviour change; and 2) assess the feasibility of integrating the legal enforcement aspects of the NAPVAW into the new phase of assistance to the justice sector); and longer term we will have: i) an Agreement with UN Women to manage a civil society program window; and ii) integrated feasible components of NAPVAW into the 2013 CCJAP Annual Plans, leveraging additional funding to make real improvements. The total value of this initiative is $15.7million over 5 years, starting 2011-12.

The Cambodia Communication Ass...istance Project Phase 1 mid-term evaluation recommended a new phase to build on the unique success of the phase 1, extending governance-focused capacity building to other provinces to build a network of government radio stations which have the reach and critical mass to support improved governance at the local/provincial level. This Investment focuses on enhancing the successes of participating PDIs and the Kratie community radio rather than extending reach to other provinces. The overall objective of this investment is to contribute to the achievement of better governance in Cambodia. The final destination is a local and sub-national situation whereby there is better government accountability and transparency, with evidence of contribution from citizens expressing their views and holding government to account. The purpose is the creation of a dialogue platform that enables citizens to gain access to elected officials, local authorities and civil society organisations (CSOs), leading to improved citizen access to quality information with which they can seek better accountability and transparency. The intermediate outcomes are: enhanced capability of PDI in relation to citizen voice and government responsiveness; strengthened influence of citizen voice in government accountability and transparency; and greater transparency and accountability of authorities towards citizen issues. The total value of this investment is $3.5 million over 3 years, starting 2015-16.

The Gender Action Platform (th...e GAP) is a competitive grants program for Australian Non-Government Orhanisations (NGOs) accredited under the Australian NGO Cooperation Program (ANCP) to strengthen gender equality programming in the Indo-Pacific. ANCP NGOs will have the opportunity to submit a proposal for a grant between $0.5 million and $3.0 million for a new or existing project addressing gender equality that scales up good practice or trials innovation. The proposals must align with Australia's Department of Foreign Affairs and Trade's (DFAT)Gender Equality and Women's Empowerment Strategy. DFAT has also identified country/regional gender equality challenges to create collective action around key gender challenges. The objective of the GAP is to strengthen NGO projects to enhance gender equality outcomes in developing countries through: the delivery of innovative or transformational NGO projects that reduce violence against women, increase women's economic opportunities and improve leadership for and by women through collective action; shared learning on good gender equality practice and lessons from trialling new approaches with GAP NGOs and the broader ANCP; increased collaboration on gender equality development challenges, including between NGOs and DFAT bilateral and regional programs. GAP aims to encourage innovation, development coordination, improved monitoring, evaluation and shared learning processes and effective partnerships across projects addressing gender equality. The total value of this investment is $10.0 million over 4 years, starting 2016-17.

Funding under this investment ...provides support to the Cook Islands Ministry of Internal Affairs to support gender empowerment activities in 2016-17, specifically: fund a new project coordinator position within MIA to help increase their capacity to deliver on their 'Gender Equality and Women's Empowerment' Policy. The project coordinator would work with MIA to implement the recommendations of the Country Plan review (including consolidation of activities supported through the first Pacific Women Country Plan for Cook Islands) and prepare a forward work plan; and continue support for Ending Violence Against Women (EVAW) through local gender support group Punanga Tanturu Inc (PTI). PTI will continue to provide counselling, legal aid, training and advocacy on eliminating violence against women. The review team noted that continued support for EVAW was a critical area to continue support; and that PTI has demonstrated the strongest outcomes in this activity. The total value of this investment is $0.4 million over 2 years, starting 2016-17.

Funding under this project wil...l support mixed methods research to investigate the effect of cash transfers on violence against women in the Asia-Pacific. Field research will be undertaken in Indonesia and other locations that are yet to be finalised. Findings from the primary research will be analysed along with existing international evidence to identify design features of social protection programs that contribute positively or negatively to women's wellbeing and safety. It is hoped that this will assist governments in the region to modify cash transfer programs to mitigate harm and enhance protective features. Australia-Indonesia Partnershi...p for Gender Equality and Women's Empowerment (MAMPU II) aims to improve the access of poor women in Indonesia to essential services and other government programs in order to achieve gender equality and women's empowerment and support the achievement of relevant GOI's Sustainable Development Goals (SDGs) targets. The purpose of the Activity is to improve policies, regulations and government services through a partnership between inclusive coalitions of civil society organisations, and other institutions that are concerned with and committed to helping resolve gender issues in development, and GOI. The program will focus on five thematic areas where reform would make a significant difference for poor women: increasing women's access to jobs and removing workplace discrimination; improving women's access to government programs for social protection; improving conditions for women's overseas labour migration; strengthening women's leadership for better health and reproductive rights; strengthening women's leadership to address violence against women. MAMPU II is the extension of the first MAMPU (Empowering Indonesian Women for Poverty Reduction Program INK714). The total value of the this investment is $51.9 million bringing the total value of the two initiatives to $108.3 million over 8 years, starting in 2012-13.

The Gender Action Platform (th...e GAP) is a competitive grants program for Australian Non-Government Orhanisations (NGOs) accredited under the Australian NGO Cooperation Program (ANCP) to strengthen gender equality programming in the Indo-Pacific. ANCP NGOs will have the opportunity to submit a proposal for a grant between $0.5 million and $3.0 million for a new or existing project addressing gender equality that scales up good practice or trials innovation. The proposals must align with Australia's Department of Foreign Affairs and Trade's (DFAT)Gender Equality and Women's Empowerment Strategy. DFAT has also identified country/regional gender equality challenges to create collective action around key gender challenges. The objective of the GAP is to strengthen NGO projects to enhance gender equality outcomes in developing countries through: the delivery of innovative or transformational NGO projects that reduce violence against women, increase women's economic opportunities and improve leadership for and by women through collective action; shared learning on good gender equality practice and lessons from trialling new approaches with GAP NGOs and the broader ANCP; increased collaboration on gender equality development challenges, including between NGOs and DFAT bilateral and regional programs. GAP aims to encourage innovation, development coordination, improved monitoring, evaluation and shared learning processes and effective partnerships across projects addressing gender equality. The total value of this investment is $10.0 million over 4 years, starting 2016-17.

Funding under this investment ...supports activities promoting gender equality and women's empowerment in Africa, in line with the Gender Equality and Women's Empowerment Strategy. The investment also aligns with the Africa Union's Agenda 2063 10-year implementation plan of working towards full gender equality and the empowerment of women in all spheres of life. Two gender equity and women's empowerment projects will be funded through this investment the Sonke Gender Justice What's Violence Got to Do With It program, in South Africa and Tanzania, and the UN Women's Situation Room supporting electoral processes in Kenya. Both these programs aim to reduce gender based violence and its impact on women's ability to participate. The total value of the investment is $0.9 million over 2 years, starting 2016-17.

The Government of Kiribati (Go...K) is committed to ending violence against women and has developed and endorsed a policy on Eliminating Sexual and Gender Based Violence, and an accompanying 'National Action Plan for Eliminating Sexual and Gender Based Violence in Kiribati' (NAP). GoK is developing a Family Peace Bill that aims to criminalise domestic violence. The policy and national action plan came after the release of the Kiribati Family Health and Support Study (KFHSS) report findings of 2009 that documented extremely high levels of domestic violence specifically physical and sexual violence in the country. The endorsed ESGBV policy, 10 year national action plan and development legislation (the Family Peace Bill) demonstrates GoK's strong commitment to take action to address this issue. Funding under this investment supports engagement with GoK and other UN agencies about the implementation of the national action plan and inc collaboration with UNWomen, the Shared Implementation Plan (SHIP) and UN Joint Plan (UNJP) and design efforts to implement the national action plan. The accumulated total value of this initiative is $11.4 million over 9 years starting 2011-12.

The South-East Asia Regional D...iscretionary Development Fund (SDF) supports small-value development activities that contribute to Australia's foreign, trade and development policy objectives in Southeast Asia, including supporting regional institutions. Examples of assistance include: support to the World Organisation for Animal Health to support a Regional Risk Analysis for Incursion of New Strains of Foot and Mouth Disease in Southeast Asia; support to UN Women to develop regional guidelines on administrative data collection and prevalence data surveys which will assist Southeast Asian countries to build evidence to eliminate violence against women; and mainstreaming the rights of persons with disabilities in Southeast Asia through technical support for the development of a Regional Plan of Action on Disability Rights for the ASEAN Intergovernmental Commission on Human Rights (AICHR) and support to Disabled People's Organisations for the development of 3 position papers to guide the 3rd AICHR Regional Dialogue on disability rights. The Standing Up and Speaking O...ut project is designed to reduce violence against women (VAW) in Laos through prevention and increased access to community-based response mechanisms. The expected outcomes of the project are: 1) 'Change Agents' contributing to changing social norms around VAW; 2) men and women (including community leasders) are empowered to take action to prevent and respond to VAW in their communities; and 3) evidence and knowledge on social norm change in Laos. The target beneficiaries are remote ethnic communities, particularly men and boys, in Sekong and Phongsaly province and disadvanataged villages of Vientiane. The funding will be provided through CARE Australia who will work with the Lao Women's Union at the village and district level, and local civil society organisations. The total value of this investment is $0.8 million over two financial years, starting 2016-17.
