1. Strengthening the Capacitie...s of the Key Ministries (Appraisal: US$ 6.57 million; Additional Financing (AF): US$ 1.4
million; Actual: US$ 8.5 million): This component aimed to build capacity of the various national and local level
government units in developing and implementing HIV /AIDS interventions. For the Ministry of Public Health, support
was planned for information and education communications, voluntary counseling and testing, and surveillance
systems. For the key ministries (identified as Communication, Justice, National Defense and Reinsertion, Interior,
Education, and Social Action/Family), this component would support implementation of ministry -specific action plans
targeting priority vulnerable groups .
2. Strengthening the Social Fund for Grants and Micro -credits (Appraisal: US$ 8.87 million; AF: US$ 7.5 million;
Actual: US$ 16.4 million): This component aimed to support the activities of the Social Fund (FOSAP), which
provided grants to local NGOs for HIV/AIDS and population activities, as well as micro -credits to women and
women's associations for income-generation activities. Activities to be financed by the Social Fund included :
condom distribution; targeted information and education campaigns; income generation; psycho -medical and social support for people living with HIV/AIDS; care for HIV/AIDS orphans; voluntary counseling and testing; prevention of
mother-to-child transmission of HIV; and promotion of modern contraceptives .
3. Support to Social Marketing (Appraisal: US$ 4.04 million; AF: US$ 5.0 million; Actual: US$ 7.7 million): This
component aimed to support an established NGO (MASOCOT) in marketing condoms and rehydration salts, as well
as to expand the program to new products such as insecticide -treated bed nets and oral contraceptives .
4. Support to the Declaration of Population Policy (Appraisal: US$ 3.45 million; AF: US$ 0.1 million; Actual: US$ 3.13
million): This component aimed to support the Division of Population in implementing the National Population Policy .
Support would focus on prioritizing interventions with greatest impact on reproductive health and population growth
outcomes; building capacity of the Division of Population; conducting information and education campaigns; and
operational research.
5. Project Management (Appraisal: US$ 1.64 million; AF: US$ 6.0 million; Actual: US$ 7.18 million): This component
provided support for coordinating and managing the project through the project coordination unit .
Additional Financing for the original project was approved in May 2010, with the following revisions to the above
components:
1. Strengthening the Capacities of the Key Ministries : Support was increased to the health sector, in recognition of
its critical role in combatting HIV/AIDS, while other sector-specific support was reduced to three key ministries
(Education, National Defense, and Public Security ). In particular, support was increased in the health sector for
deployment of mobile teams to reach remote areas with maternal and child health services .
2. Strengthening the Social Fund for Grants and Micro -credits: Micro-credit activities were dropped due to lack of
results.
3. Support to Social Marketing: The social marketing activities were dropped as the activities were now being
supported by the Global Fund and KfW . A new results-based financing pilot was introduced in two regions to
improve maternal and child health outcomes . A performance purchase agency (Project Paper for the Additional

government units in developing and implementing HIV /AIDS interventions. For the Ministry of Public Health, support
was planned for information and education communications, voluntary counseling and testing, and surveillance
systems. For the key ministries (identified as Communication, Justice, National Defense and Reinsertion, Interior,
Education, and Social Action/Family), this component would support implementation of ministry -specific action plans
targeting priority vulnerable groups .
2. Strengthening the Social Fund for Grants and Micro -credits (Appraisal: US$ 8.87 million; AF: US$ 7.5 million;
Actual: US$ 16.4 million): This component aimed to support the activities of the Social Fund (FOSAP), which
provided grants to local NGOs for HIV/AIDS and population activities, as well as micro -credits to women and
women's associations for income-generation activities. Activities to be financed by the Social Fund included :
condom distribution; targeted information and education campaigns; income generation; psycho -medical and social support for people living with HIV/AIDS; care for HIV/AIDS orphans; voluntary counseling and testing; prevention of
mother-to-child transmission of HIV; and promotion of modern contraceptives .
3. Support to Social Marketing (Appraisal: US$ 4.04 million; AF: US$ 5.0 million; Actual: US$ 7.7 million): This
component aimed to support an established NGO (MASOCOT) in marketing condoms and rehydration salts, as well
as to expand the program to new products such as insecticide -treated bed nets and oral contraceptives .
4. Support to the Declaration of Population Policy (Appraisal: US$ 3.45 million; AF: US$ 0.1 million; Actual: US$ 3.13
million): This component aimed to support the Division of Population in implementing the National Population Policy .
Support would focus on prioritizing interventions with greatest impact on reproductive health and population growth
outcomes; building capacity of the Division of Population; conducting information and education campaigns; and
operational research.
5. Project Management (Appraisal: US$ 1.64 million; AF: US$ 6.0 million; Actual: US$ 7.18 million): This component
provided support for coordinating and managing the project through the project coordination unit .
Additional Financing for the original project was approved in May 2010, with the following revisions to the above
components:
1. Strengthening the Capacities of the Key Ministries : Support was increased to the health sector, in recognition of
its critical role in combatting HIV/AIDS, while other sector-specific support was reduced to three key ministries
(Education, National Defense, and Public Security ). In particular, support was increased in the health sector for
deployment of mobile teams to reach remote areas with maternal and child health services .
2. Strengthening the Social Fund for Grants and Micro -credits: Micro-credit activities were dropped due to lack of
results.
3. Support to Social Marketing: The social marketing activities were dropped as the activities were now being
supported by the Global Fund and KfW . A new results-based financing pilot was introduced in two regions to
improve maternal and child health outcomes . A performance purchase agency (Project Paper for the Additional

Introduction of Nutrition Serv...ices. It will support introduction of preventive nutrition
services in all 36 districts by scaling up the provision of micronutrients and deworming (see
details in Annex 2) and expanding the delivery of behavior change communication, focusing
on the prevention of malnutrition during pregnancy and in the first two years of life. In 12
districts and urban slums in 9 cities with the highest prevalence of acute malnutrition, therapeutic nutrition services will be delivered, including commodity support micronutrients
and Ready-to-Use Therapeutic Foods. The project will improve the capacity of health service
providers to deliver nutrition interventions at the facility and community level and
coordinating structures to implement multi-sectoral response to address nutrition.
iii) Expanded Coverage of HIV/AIDS Preventive Services. The component will support
expanding coverage of preventive, treatment, and care services for population subgroups
vulnerable to HIV infection [IDUs and Men Who Have Sex with Men (MSM)] in targeted
cities; and support provincial integrated biological and behavioral surveillance. Service

The overall objectives of the ...Population Project are to help Egypt: 1) better manage population growth and prevent avoidable population growth by giving the Ministry of Health and Population (MOHP) the institutional capacity to play the lead role in the population sector; and 2) improve the conditions and status of women and children in areas where fertility remains high, mainly in rural areas of Upper Egypt, by stimulating additional demand for smaller family size and for family planning services. These objectives will reinforce and expand the goals of the national family planning program. The project consists of two major components: 1) capacity building, which will help install capacity in the population and Family Planning Sector of MOHP for a set of key functions including policy and program development, business planning, sectoral manpower development and training, research programming, planning, resource mobilization, supervision, monitoring and evaluation, and public/nongovernmental organizations/local community program coordination; and 2) population activities program, which will include projects to increase awareness of population issues, to strengthen motivation for couples to plan their families, to facilitate access to and use of reproductive health services, and to educate and motivate people in such related areas as child nutrition, safe motherhood, male awareness, and delayed age of marriage.

The project consists of two major components: 1) capacity building, which will help install capacity in the population and Family Planning Sector of MOHP for a set of key functions including policy and program development, business planning, sectoral manpower development and training, research programming, planning, resource mobilization, supervision, monitoring and evaluation, and public/nongovernmental organizations/local community program coordination; and 2) population activities program, which will include projects to increase awareness of population issues, to strengthen motivation for couples to plan their families, to facilitate access to and use of reproductive health services, and to educate and motivate people in such related areas as child nutrition, safe motherhood, male awareness, and delayed age of marriage.

health management information system (DHIS2); support to train internal Ministry of Health

Component 3: Nutrition Social and Behavior Change Communication

This component is expected to support the design of a national social and behavior change campaign
(SBCC) which will include determinants of health and nutrition that lie outside of the health sector
such as indoor air pollution, water, and sanitation. It is also expected to finance implementation of
this SBCC in approximately 800 villages located in districts with high number of children with poor
nutrition outcomes. Activities to be supported include technical assistance, and costs related to
designing the campaign, and support for village level sanitation in high priority districts.

Component 4: Management, Monitoring and Evaluation
Comments (optional)
The component is expected to support Program management, including fiduciary tasks and
monitoring and evaluation of the Program. Financing from IDA will cover technical assistance for
Provinces to achieve the DLIs, contracting of a firm to carry out independent verification of the
DLIs, and selected studies.

Component 5: Contingent Emergency Response
Comments (optional)
The objective of the contingent emergency response component with a provisional zero allocation is
to allow for the reallocation of financing in accordance with the IDA Immediate Response
Mechanism in order to provide a rapid response to disaster or emergency events, as needed. This component would finance expenditures on a positive list of goods and/or specific works and services
required for emergency recovery. An Emergency Response Manual (ERM) will apply to this
component, detailing streamlined financial management, procurement, safeguard and any other

Concept Description
29. The ex...perience gained in the implementation of a sector-wide approach as well as the use of
pooled funding made the health sector the key entity for the multi-sectoral project management.
Tackling health, nutrition and population dynamics will require, among other factors: (i) improved
provision of quality RMNCHN services; (ii) expanded community-level interventions to overcome
demand-side barriers; and (iii) improvements in educational outcomes for boys and girls while
addressing gender gaps. Women’s education is negatively associated with infant mortality and
fertility and positively associated with female labor force participation, which in turn results in
increased opportunity costs of women's time and thus contributes to reducing family size. It is the
combination between improved empowerment of women and better access to RMNCHN services
which will eventually improve health, nutrition and population outcomes.
30. The project is organized around: (i) improving the supply of high quality RMNCHN services;
and (ii) improving the demand for RMNCHN services through SBCC and women's and girls’
empowerment.
31. Component 1: Improving the provision of high quality RMNCHN services. This
component aims to strengthen the delivery of health services for women of reproductive age
(including young women, pregnant women) and children under age five through improvements in
the quantity and quality of services. A gradual shift from financing inputs to paying for results,
making M&E a core function, and improving transparency and accountability in the sector will be
envisaged during the project life through a combination of results-based financing (RBF)
approaches. This component will benefit from complementary efforts of the regional Sahel
Women's Empowerment and Demographic Dividend (SWEDD) Project.
34. The component will also support the establishment of a PBF Technical Unit as well as the
preparation activities identified for the PBF strategy implementation in the sector. This PBF
Technical Unit will be strengthened with procurement, logistical and technical capacity to ensure
fluid implementation of PBF. The component will also support strengthening of the health
information system to improve M&E within the health sector and some initial start-up costs (in the
form of investment units) for material and equipment during the start-up phase to strengthen the
capacity of health facilities to deliver quality services.
35. Component 2: Increasing the demand for and utilization of RMNCHN services. This
component aims to increase demand for and utilization of RMNCHN services by promoting social
and behavior change among the main stakeholders and decision makers and empowering women.
Several synergies and complementaries have been identified between the proposed activities in this
component, the SWEDD Project, and the ongoing Social Safety Nets (SSN) Project and Education
and Skills projects in Niger.
• Sub-component 2.1. Promote Social and Behavioral Change. The sub-component will
support community-level SBCC activities on RMNCHN, population, and development issues using
performance contracts with NGOs and supported by community agents (relais communautaires).
SBCC will be used to increase the demand for RMNCHN services by addressing knowledge, social,
cultural and gender barriers.
• Sub-component 2.2. Reaching opinion leaders. The sub-component aims to expand peer education for behavior change among decision makers at the community level. The sub-component
will support the implementation of initiatives to reach opinion leaders, especially men in the
community and religious and traditional leaders.
• Sub-component 2.3. Women's and Adolescent Girls’ Empowerment. This sub-component
will improve community-level demand for RMNCHN services by empowering women and
adolescent girls with the knowledge and skills needed to make informed use of RMNCHN services
coupled with economic incentives for participation in key initiatives.
36. Component 3: Management, Monitoring and evaluation of the project. The component aims
to support project implementation by strengthening management and supervision. It will strengthen
MoH and MoP capacities in management and coordination through the provision of (i)
administrative, management and fiduciary support, (ii) capacity building at the central, regional and
local levels; (iii) technical support to enhance the design of policies and strategies and (iv)
implement monitoring and evaluation. The component will finance goods, consultants, training, and
