The purpose of the project is ...to contribute in reduction of Maternal Mortality, morbidity from unsafe abortion and improve the Sexual Reproductive Health and Rights (SRHR) situation of women and adolescents in the project areas. This project targets to achieve 150500 MR conducted , 12250 patient managed for Complications of unsafe abortion , 322,550 FP methods distributed during Post MR counseling, 80500 individual received Reproductive Health service at school, community and garments, Institutionalized and sustainable attention at the national level to ensure access to safe abortion and family planning. This will be achieved by ensuring that poor and marginalized women and adolescents have access to unsafe abortion and can access modern Family Planning (FP) methods; Providing comprehensive MR and PAC training to health service providers, Raising Awareness and Creation of Demand on SRHR issues and Supporting changes to the regulatory and/ or policy environments for abortion services.SRHR project will help Bangladesh to achieve MDG 5 by increasing family planning use and reducing maternal mortality in Bangladesh.

2016 - Fonden täcker 39 länd...er som ligger längst ifrån att uppnå globala mål inom barn- och mödradödlighet. MHTF tar sin utgångspunkt i mänskliga rättigheter och jämställdhet. Fonden har bidragit till att UNFPAs humanitära arbete har stärkts och att grund har lagts för att återhämtning under och efter en kris går snabbare. Stärkta hälsosystem är ett annat resultat som fonden bidragit till genom utbildning, tillhandahålla service och preventivmedel, data etc. Under perioden har fonden bidragit till att rädda 19 200 flickor och kvinnor från att dö i samband med graviditet. Likaså har fonden bidragit till att 39 000 fistula operationer har utförts under perioden liksom att 300 barnmorskeskolor stärkts. Fondens syfte att vara katalytisk har stärkt UNFPAs arbete med systematisk dokumentering av resultat, syd-syd lärandet, interna lärandet m m. Innovation har också varit ett syfte med fonden och under 2016 lanserades en portal för webbaserat lärande för barnmorskor. En utmaning har varit brist på statistik över fistula fall vilket gör det svårt för länderna att planera för behovet av fistula operationer. Vg statistik över mödradödlighet har fonden bidragit till att fler länder har etablerat intersektoriella statistik kommitteer för mödra- och barnhälsa.

Marie Stopes Zambia is a local...ly registered non-profit organization working to inform Zambians about SRHR and to provide comprehensive SRHR service. There is an unmet need for these services that the Zambian Government has not been able to meet. Marie Stopes could therefore support and complement the efforts done by the Zambian government to meet MDG 5. The organization is innovative in its methods to reach out to the rural population and have a track record of being able to provide tangible results.The result strategy for development cooperation with Zambia (2013-2017) has improved health as a result area and one of the results under the result area is Increased awareness of and access to sexual and reproductive health services and the rights for girls and boys. Marie Stopes work is in line with the strategy and the specific SRHR result and also complements already decided Swedish interventions as their focus is more on SRHR services. MSZ is also special as it provides with a broader spectrum of services including safe abortion. The organization covers a large part of Zambia which few organizations do. Marie Stopes programme is considered relevant for Swedish priorities and results.

The contribution concerns a jo...int programming initiative between UNDP, UN Women and UNFPA, The programme is a continuation and a previous program from 2012 – 2015. The UN agencies are responsible for one component each and the agreement is signed with UNDP. UN Women will have the role as a convening agent to strengthen coordination between the UN agencies. The content and planned results of the components are as follows. UNDP is responsible for component 1 which aims at enhanced women's political and economic empowerment and includes activities related to the Inter-Agency Human Rights Council, vocational training for women and support to women local councilors. UN Women is responsible for component 2 , which aims at creating an enabling environment to eliminate violence against women and girls, especially sexual violence and domestic violence. The component will include activities to support the work of the police and prosecutors office and the creation of two new shelters. UNFPA is responsible for component 3 with the aim to advance gender equality and reproductive rights, including for the most vulnerable women, adolescents and youth. This component includes for example work with the inclusion of sexual health information in school curriculum, support to the Public Defender's Office to monitor sexual and reproductive rights and advocacy campaigns which a special focus on men and fatherhood. All components include activities on national local and grassroots level and will have a holistic approach working with policy advocacy, strengthening national systems and public advocacy.

UNFPA has proposed an interven...tion to enhance delivery of integrated sexual and reproductive health and rights and services in districts with high maternal mortality burden in Uganda. The embassy judges the intervention to be relevant and that it will contribute to the Swedish development cooperation strategy for Uganda, result area 3: Improved basic health and, more specifically, the objectives 1) improved access to high quality child and maternal care, and 2) Improved access to sexual and reproductive health and rights for women and men, girls and boys. Links between SRHR and women's autonomy and empowerment are well documented, starting with a person's right to decide over her/his body. The focus of the project in this field will hence move beyond the mere health aspect of reproductive health and into the democracy/right aspect of women's empowerment. The preventive aspect of SRHR will also address the need to decrease strain on the overburdened health sector in Uganda as well as its spiralling population growth.The sexual and reproductive health situation in Uganda is a mixed picture, with wide variations in achievements in across the country in access to and use of services such as facility-based delivery and modern contraceptive use (ranging from 7 per cent in Karamoja to 40 per cent in Kampala). Teenage pregnancy rates, unsafe abortions and rising HIV rates are of particular concern. Inadequacies in the health system to address the SRH/HIV situation include a shortage of human resources for health with 1,400 vacant posts for midwives, suboptimal emergency obstetric care services, stock outs of essential drugs, and poor infrastructure. Socio-cultural, economic factors and gender inequality deter access to services by rural communities particularly adolescents, and other marginalized groups. Poorly coordinated community mobilization and engagement coupled with inadequate male involvement in health restrict women and young people from utilizing available services. Given the above, UNFPA has designed an intervention to increase availability and use of rights-based, integrated SRH services that meet standards of quality of care and equity in access for women, young people, sex workers and LGBT persons in 10 high-need districts in post-conflict areas of Uganda (plus 4 HIV hubs). The strategic objectives of the intervention are 1) To strengthen the capacity of the health system to deliver rights-based Reproductive, Maternal, New-born and Adolescent Health services to high maternal mortality burdened regions of the country; and 2) To mobilize institutional structures including community, religious and cultural leadership for increased utilization of stigma-free SRH/HIV services. UNHCO was founded in 1999 to p...romote full integration and implementation of the rights based approach in Uganda's health sector through meaningful citizen-duty bearer engagement in healthcare planning and delivery. Since 2003, UNHCO has functioned as the secretariat for a coalition of 25 Civil Society Organisations called the Voices for Health Rights (VHR). VHR is a group of health rights advocacy NGOs from diverse health thematic areas of focus. In 2010 a sub-coalition of the VHR, consisting of eight of the VHR NGOs, formed to implement the Maternal Health Project (MHP). The initial selection of partners from VHR to become IPs was based on a system review that took into consideration organizational capacity and cost-efficiency. A proposal was submitted to Sweden for a five-year support. Building on the previous financial support by Sweden to the project, a new project proposal has been submitted for an additional five year support, in what is called a phase II, 2015-2019. The working title of the project is: Improving Maternal, Sexual and Reproductive Health through the Rights-Based Approach among rural communities in Uganda. The goal for the MHP phase II is To contribute to reduction of maternal and new born mortality in Uganda and its purpose is To improve demand and utilisation of maternal, sexual, reproductive and new born health services at community level through the rights-based approach. Health is a resource strained public sector in Uganda. Focus has been to supply services, while little resources have been put into quality assuring services. Yet, it is the quality assurance that ensures that services can be, and are, used. The resource constraint spills over into weak and often incomplete service delivery chains. The MDG that has progressed least in Uganda is the MDG 5. Progress to fulfil MDG 5 is ultimately a combination of sexuality rights and a health system chain that can ensure safe pregnancies through to deliveries. In light of a stagnant maternal mortality indicator in Uganda, the MHP was formed to create demand for accountability of delivering quality and equity health services in a transparent manner followed by promotion of access to, and utilization of, maternal health services. In general terms the project will use a right based approach to programming to build capacity amongst potential maternal health service users to demand for quality services. In order to fulfil the project goal and purpose, there are four project result areas identified for the MHP:•Communities aware of their rights and demand quality comprehensive MSRH services. •Communities have good access to and high utilization of comprehensive MSRH services. •Key duty bearers held accountable for delivery of comprehensive MSRH services. •IPs and Secretariat have capacity to effectively implement MHP and mainstream comprehensive MSRHR. Diakonia's proposal in Guatema...la is aimed at strengthening civil society organisations, especially those organisations that promote the rights of women, youth, indigenous people and the right to Transitional Justice for human rights violations. Diakonia's project is essentially a continuation of the 2012-2014 programme. It was difficult to extend the agreement of the programme mentioned above because it was prepared previous to the introduction of the Trac system.Diakonia presented a project for one year in Guatemala because they are in the process of developing a new programme document, which will be presented in Stockholm for the next five years. The objective of the project is to contribute to the strengthening of civil society organisations in order to promote, protect and to enforce their human rights as well as the promotion of their citizenship in the electoral process, which will take place in 2015. The proposed objectives/results are: (i) Human rights organisations will be strengthened in their political and technical capacities as well as their access to justice system. This will contribute to fight impunity in the country. (ii) To strengthened the knowledge of holders so they are aware of their rights and have the ability to demand their own rights when necessary.(iii) Strengthened women organisations so they are contributing to the prevention of gender based violence in youth pregnancy.(iv) Promoted gender equality in all Diakonia's partners tackling gender based violence, promote male participation, sexual and reproductive rights and promote the role of women in the prevention and resolution of conflicts. (v) Contribute to a fair and transparent electoral process; protect space for civil society at local level. The project will be implemented in the departments of Guatemala, Solola, Quiché, Huehuetenango and Alta Verapaz. The previous programme had fourteen partners. However in the project proposal for 2015, Diakonia proposes the inclusion of the organisations named Aqabal and CEDFOG. The main target groups are: women, men and youth.

The proposed intervention by U...NFPA 'Empower and Fulfilled' has an activity period of four years 2016-2020 with a total cost of SEK 44 million; of this amount, the expected Swedish contribution is expected to be SEK 40 million, with Sweden as the only main donor. UNFPA intends to allocate SEK 4million from its own Resources. The project has a medium term goal to increase access and utilization of sexual reproductive health and family planning services by young people between the ages of 10-19 years, with a long term goal to contribute to the reduction of the high rate of teenage pregnancies in Liberia. The main development problem the intervention seeks to address is the limited access to the full realization of the sexual and reproductive Health and rights particularly of adolescent girls and boys.

DKT International (US-based no...n-for-profit) have submitted an application for a regional programme to contribute to improved sexual and reproductive health and rights in six countries in the region (Tanzania, Ethiopia, Kenya, Uganda, DRC, Mozambique). Focus is on decreasing the number of unwanted pregnancies and the availability to safe abortion. By increasing peoples access to a wide range of contraceptives, like IUD and implants, one contributes to their opportunities to decide over their own bodies and fertility. The programme is also specifically focused on young people through efforts to reduce teenage pregnancies and this is intended to help reduce the maternal mortality rates. The programme will also complement the programmes implemented through existing health systems and the public sector which often suffers from lack of resources. This complementing programme with the private sector is intended to contribute to reduced poverty and in the end support economic development. The six countries have demographical similarities when it comes to the large number of Young people, high maternal mortality rates and a huge unmet need for information and health services related to sexual and reproductive health and rights. Access to and the use of modern contraceptives (Contraceptive Prevalence Rates - CPR) is for example in Uganda only 8%. In Ethiopia, which is the second most populated country in Africa with approximately 100 million people, more than 66% are young below 25 years. In Tanzania more than 50% are below the age of 18 and the trend is similar in the remaining countries. There is therefore a great potential to increase the market in the region on access to contraceptives and especially among young people given the demographic similarities. There is also a big potential to build on already ongoing initiatives and existing programmes which DKT is implementing in these six countries. This regional programme is planned to complement programmes at bilateral in those countries where Sida is working on SRHR. Initial discussions have been held with the Embassies in Kinshasa, Maputo and Dar es Salam. Continuous consultations will be held with these as well as with the Embassies in Kampala and Addis Ababa. There are also clear Connections to Sidas global programme support to strategic partners such as IPAS and IPPF who are also working on SRHR, contraceptives and abortion. Synergies will be explored throughout the programme and there is also a firm interest from DKT International to look at potential connections and collaborations at bilateral level as well as with Sidas partners at global level,of which many are already established collaborating partners with DKT International. DKT International are well established as one of the worlds' main organisations with expertise in Contraceptive Social Marketing (CSM). The proposed programme will realise 4 strategic objectives,- Policy Development: Support the development of Southern Africa Development Community (SADC) Sexual Gender-based Violence (SGBV) Response Guidelines for Adolescents by Member States, by 2020,- Policy Advocacy: Advocate to SADC Member States to scale up prevention of unintended pregnancies and unsafe abortions among sexually active adolescents by 2020,- Social Accountability Monitoring: Strengthen the capacity of regional youth organisations and networks in social accountability monitoring of the delivery of youth-friendly SRH Information and services in Southern Africa, by 2020,- Evidence and Knowledge Sharing: Enhance knowledge sharing of models, innovations and strategies on Sexual Gender Based Violence (SGBV), unintended pregnancies and unsafe abortions among adolescents and social accountability monitoring within the region and across the broader sector by 2020. In regards to the budget, it is assessed that the proposed total budget of 75,000,000 SEK for this invention is sufficient, and reasonable to meet the planned outcomes. The allocated budget for the SAfAIDS six months inception phase is USD1,958,836 (SEK16,249,131). Six per cent (6%) of the inception budget relates to activities for a technical expert report, internal regional 2 day inception meeting, regional partner visit and regional and national sensitization meetings with key stakeholders. 28% of the program activities also relate to costs for arranging a regional rapid assessment on the adolescent Sexual Gender Based Violence (SGBV) related policy environment, organizing a meeting to develop an Assessment Methodology Protocol (AMP), conducting an induction meeting for assessment team, conducting a national meeting to validate the rapid assessment findings, regional meeting to validate the rapid assessment findings, developing a mobile social accountability monitoring application (including tech tools and systems) for SRHR in partnership with Rhodes University, develop a toolkit on social accountability monitoring for youth SRH Services and Technical Consultancy. Two per cent (2%) of the budget has been allocated to monitoring & evaluation and finance compliance and monitoring visits, while six per cent (6%) of the budget has been allocated to capital expenditure. The program intends to contrib...ute to the policy goals adopted by the Government of Boliviain MR, Democracy and Gender Equality. The purpose of this effort is focus on strengtheningand support civil society organizations, especially women's organisations and HBTQ groupsin Bolivia. The effort will focus on strengthening the rights of these groups, in particular, theiropportunities for political participation and influence sexual and reproductive rights and thefight against gender-related violence, including trafficking in human beings.The intervention 2017-2019 is in line with the Patriotic Agenda 2025 and the National Socialand Economic Plan (PDES). In this context, Diakonia-Bolivia continues betting on thestrengthening and empowerment of civil society, the realization and full exercise of political,democratic and sexual citizenship (social and legal legitimacy of sexual and gender diversity)and the rule of law.The objectives of this intervention are well in line with the priorities of the Swedish development cooperation in Bolivia and with the feministic foreign policy, in order to ensure that women can enjoy their fundamental human rights within the framework of Swedish international commitments. The intervention also focus on preventing and combating violence and other abuse against women.Diakonia's intervention will be implemented by three network organizations, so-called platforms working with human rights and gender equality issues. This specific intervention includes a total of 11 recognized non-governmental organizations. Diakonia has a coordinating, promotion and administrative role.General Expected Results:1. Empowered women and their organizations2. Increased access to HR information for women and men3. Improved compliance from governmental institutions towards international Human Rights treaties.The intervention is based on an intersectorial perspective which considers power relations between and within groups defined by age, class, disability, ethnicity, gender, nationality, political conviction, religion or sexual orientation and identity. It takes into account gender based violence issue, including human trafficking.88% of the overall budget goes to support three platforms of NGOs supported by Diakonia. 12% of the support from the Embassy will cover Diakonia's administration costs (7% will support actions related to quality assurance from the headquarters and regional office and 5% will cover country office costs).This is intervention is considered relevant, effective and feasible.Diakonia in Bolivia has received support from Sida since the late 1990s. Since 2012, the support has been channeled through Sida-CIVSAM framework agreement with Diakonia. It is important to note that CIVSAM funds do not support the three intervention platforms, so there is no risk for overlaping. The proposed intervention inte...nds to address inadequate sexual reproductive health and rights (SRHR) among the South Sudan refugees and local host communities in Gambella Region. Unlike food and medical supplies which are often provided instantly for refugees and displaced people, the SRHR services and needs are largely overlooked in response to relief assistance for refugees. However, they are of no less importance to the refugees as women, girls and children, who constitute the big majority of the refugee population, suffer disproportionately from sexual and gender-based violence (SGBV), unwanted pregnancies, unsafe delivery and sexually transmitted diseases (STDs), including HIV and AIDS. In most conflict settings these risks are heightened as women and girls lack means to protect themselves and their families. Without targeted SRHR intervention women and girls face an increased risk of early and forced marriage, sexual abuse and exchanging of sex for basic goods. The intervention will help increase availability of women friendly spaces to create women's and girls' awareness on and risk reduction of SGBV, post abortion care, treatment of STIs and HIV testing kits.The intervention will target 277,756 people of which 188,875 are South Sudan refugees located in Leitchor, Terkidi and & Kule refugee camps in NyeinNyang, Lare and Itang Woredas and 88,881 are surrounding host communities in the same Woreda.The intervention aims to help increase improved availability, access and use of comprehensive SRHR services, reduced prevalence of sexual gender-based violence (SGBV); Increased access and utilization of Basic Emergency Obstetric and New-born Care (BEmONC) and Comprehensive Emergency Obstetric and New-born care (CEmONC) services; and reduced incidence of HIV among the refugees and the host communities..Given that refugees reside alongside host communities, the needs of host communities and refugees are inextricably linked. Public services in host communities surrounding the refugees are usually stretched beyond their capacity as they are facing an unprecedented increase in demand for health and other social services. To mitigate the impact of refugee on host communities, the intervention will reinforce basic services to host populations. It will also provide lifesaving medical assistance, reproductive and maternal drugs, equipment and supplies, train health staffs and buffer them through secondment of staffs and strengthen the referral system through provision of ambulances to increase the provision of services. In both refugee and host communities, adolescent and young people reproductive health services are provided in the context of general health services. The contribution concerns a jo...int programming initiative between UNDP, UN Women and UNFPA, The programme is a continuation and a previous program from 2012 – 2015. The UN agencies are responsible for one component each and the agreement is signed with UNDP. UN Women will have the role as a convening agent to strengthen coordination between the UN agencies. The content and planned results of the components are as follows. UNDP is responsible for component 1 which aims at enhanced women's political and economic empowerment and includes activities related to the Inter-Agency Human Rights Council, vocational training for women and support to women local councilors. UN Women is responsible for component 2 , which aims at creating an enabling environment to eliminate violence against women and girls, especially sexual violence and domestic violence. The component will include activities to support the work of the police and prosecutors office and the creation of two new shelters. UNFPA is responsible for component 3 with the aim to advance gender equality and reproductive rights, including for the most vulnerable women, adolescents and youth. This component includes for example work with the inclusion of sexual health information in school curriculum, support to the Public Defender's Office to monitor sexual and reproductive rights and advocacy campaigns which a special focus on men and fatherhood. All components include activities on national local and grassroots level and will have a holistic approach working with policy advocacy, strengthening national systems and public advocacy.

Somalia is ranked bottom in gl...obal indicators on gender inequality, maternal, reproductive and neonatal health and survival. One in 22 women dies every year due to pregnancy or childbirth related complications. Neonatal deaths in children (i.e. deaths in children during the first 28 days of life) occur at a higher rate in Somalia than in any other country in the world (UNICEF 2016). Fertility in women is high with an average of 6.6 children per woman. At the same time, the incidence of gender-related violence among women including child marriages and forced marriage (more than 45 percent of girls under 18 years and one in 10 girls under 15 have been forced to marriages) and female gender mutilation (about 98 percent) are still high in the country. Women and girls have limited ability, if at all, to decide over their own bodies such when and whom to marry and when and how many children she wants and desires. Family planning still remains a difficult subject to openly discuss. Women seek these services in secrecy. UNFPA has after engagement by the embassy submitted a request to Sida for continued support to UNFPA:s country program document for the period 2011-2015, which has been formally extended until 31 December 2017. Focus for the CPD is on four key areas: 1) reproductive, maternal and neonatal health; 2) gender equality, with a special attention on SGBV; FGM and early marriage; 3) population data and statistiks; and 4) youh. Sweden has given support to UNFPA since 2014 within the framework of the previous joint health and nutrition program (JHNP) which ended in April 2017. Within the framework of JHNP, UNFPA has contributed to several important results, including: 1) training, quality assurance and registration of midwives; 2) maternal health services for pregnant women including increased access to modern contraception; 3) advocacy and community engagement in preventing female genital mutilation, child marriages, and violence against women; and 4) legal support towards for FGM and SGBV bill, both approved and adopted in Puntland region of Somalia while in federal government and in Somaliland the bills are awaiting parliament approval. UNFPA's work has a clear ownership of the Somali government and its federal administrations.In addition to Sweden, UNFPA recieved new funding during 2017 from Finland, UK, Japan and Italy. Swedens longer-term support to UNFPA Somalia operations will be aligned with the new UNFPA Country Program Document (CPD) for the period 2018-2020, which is expected to be endorsed on the September board meeting in New York, and which will be part of the Swedens support to the UN Multi Partner Trust Fund Phase II which will be assessed during late autumn 2017.

Hivos Southern Africa Hub has ...applied to Sweden's Regional SRHR Team in Lusaka for funding of 78 million SEK to support Hivos Regional Sexual Reproductive Health and Rights Fund (RSRHR) strengthen Adolescent Sexual Reproductive Health and Rights in Southern Africa, and to an extent East Africa, during the period 2017-2021. The current Hivos RSRHR Programme Fund has as its goal the Improved realisation of rights and access to quality SRHR services in a safe, fair and equitable manner by all citizens/people in the region, particularly women, girls and key populations/marginalised groups. The purpose of the proposed project is to supplement Hivos' regional programme with a targeted approach to adolescent and youth SRHR through strengthening the capacity of young people and their organisations to gather the evidence and to influence regional SRHR policy and programmatic agendas. Hivos RSRHR Fund, through their grant making approach, will undertake grant making activities focused on five (5) areas: Capacity Strengthening, Knowledge management, Advocacy and Awareness Raising, Coordination and Convening and Needs Based Funding. Through focus on these areas the intervention seeks to achieve the following outcomes:1. Increased regional policy and service delivery responsiveness to the SRHR needs of adolescents and youth2. Regional health system increasingly responds to new and emerging knowledge and data on ASRH3. Regional health structures engage more substantively with youth-led /youth-focused organisations4. Strengthened youth-led / youth-focused ASRHR movement in the region 5. A Fund for strategic and responsive grant-making is in place to facilitate engagement in strategic regional SRHR initiativesProject staff will be located in Zimbabwe (head office) ane South Africa to oversee implementation of the project. Hivos Southern Africa Hub also has country offices in Malawi and Zambia. Due to the nature of Hivos work, the exact location of sub-grantees will only be known once calls are made and grantees are selected and awarded.

SAT has applied to Sida for fu...nding of 53 million SEK to implement their regional strategy Comprehensive, Equitable and Inclusive: Girls, Adolescents and Young women in Systems for Health, a SAT Strategy 2016-2021 during 2016-2018. In this decision it is suggested that the Embassy supports the programme with 46 million SEK over the period, with a distribution of 23 MSEK per year. The overall goal of the intervention is to improve health and well being of girls, adolescents and young women in more equitable and inclusive systems for health. This aims to be achieved through the following outcomes:1) Strengthened models of health interventions that improve the SRHR and well-being of girls, adolescents and young women2) Increased participation of communities, young people and women in systems for health3) A supportive environment where girls and women can realise their rights and wellbeing4) Partnerships of government and civil society that use data on gender and health for improved health and health systemsThe expected outcomes and the objectives of the intervention are fully in line with the Swedish strategy for sexual and reproductive health and rights (SRHR) in sub-SaharanThe intervention's total budget is around 80 MSEK (10 MUSD) over the period of 2016-2018 out of which Sweden intends to fund 46 MSEK (5,5 MUSD). The Swiss Development Cooperation contributes 2 MUSD in core support per year 2016/17 and 2017/18 as well.

DKT International (US-based no...n-for-profit) have submitted an application for a regional programme to contribute to improved sexual and reproductive health and rights in six countries in the region (Tanzania, Ethiopia, Kenya, Uganda, DRC, Mozambique). Focus is on decreasing the number of unwanted pregnancies and the availability to safe abortion. By increasing peoples access to a wide range of contraceptives, like IUD and implants, one contributes to their opportunities to decide over their own bodies and fertility. The programme is also specifically focused on young people through efforts to reduce teenage pregnancies and this is intended to help reduce the maternal mortality rates. The programme will also complement the programmes implemented through existing health systems and the public sector which often suffers from lack of resources. This complementing programme with the private sector is intended to contribute to reduced poverty and in the end support economic development. The six countries have demographical similarities when it comes to the large number of Young people, high maternal mortality rates and a huge unmet need for information and health services related to sexual and reproductive health and rights related to access to and the use of modern contraceptives (Contraceptive Prevalence Rates - CPR).This regional programme is planned to complement programmes at bilateral in those countries where Sida is working on SRHR. There are also clear Connections to Sidas global programme support to strategic partners such as IPAS and IPPF who are also working on SRHR, contraceptives and abortion. Synergies will be explored throughout the programme and there is also a firm interest from DKT International to look at potential connections and collaborations at bilateral level as well as with Sidas partners at global level,of which many are already established collaborating partners with DKT International. DKT International are well established as one of the worlds' main organisations with expertise in Contraceptive Social Marketing (CSM). In Ethiopia DKT is running the largest programme in the country on contraceptives and safe abortion since 1990 and it also represents the third largest CSM programme in the World. The proposed programme is over 4 years (2016-2020) and has a budget of a total 80 million SEK and Sida is the first and so far only donor to this regional programme. This is based on the fact that there are very few regional SRHR-focused donors in the region and ever fewer that are focusing on access to safe and legal abortions. There is a possibility that other donors who has expressed an interest for this programme will contribute with funding later on. A potential support from Sida is expected to generate 28 million Couple Years Protection (CYP), which is a method used to estimate the protection against a pregnancy during one year by different contraceptive methods. Sida supports UNFPA's country ...program in Sudan through a non-earmarked programme support with SEK 45 million in period between 2017-2020. The total budget of the country programme 2018-2021 is approximately USD 40 million. The country programme is iplemented within three strategic outcome areas: sexual and reproductive health, gender equality and women's empowerment and population dynamics. The overall goal of the UNFPA country programme for Sudan is to reduce maternal deaths and disabilities throughan integrated approach to sexual and eproductive health, family planning andprevention and response to gender-based violence. The programme seeks to strengthencapacities of health ministries and civil society partners at federal and priority state level.The objectives of the programme include to ensure access to high-quality sexual andreproductive services, family planning services, and preventing and responding to gender-based violence, while also increasing national capacities for data production and analysis. UNFPA's country programme includes both development and humanitarian interventions. Humanitarian needs in this context are often protracted and require a flexible approach that supports both development and humanitarian assistance.

This appraisal forms the basis... for a decision on support to the World Bank's 'Reproductive, Maternal and Child Health Services Improvement Project' in Uganda. The Embassy proposes a support of 250 million SEK over a five year period, from 2017 to 2021. The duration of the project is four years and six months, with a total budget of approximately 165 million USD including the Swedish contribution. Out of the total project budget of 165 million USD, 110 million USD is provided through World Bank International Development Association (IDA) loans and 30 million USD is provided by the Global Financing Facility - GFF fund. The project is expected to start being rolled out in June 2017. In July 2015, Uganda was chosen as one of eight countries to receive support from the Global Financing Facility (GFF) Trust Fund. The GFF in support of the 'Every Woman Every Child' movement is a country-driven partnership aiming at accelerating efforts to end preventable maternal, newborn, child and adolescent deaths and improve their health and quality of life, through an integrated health system approach and evidence-based solutions aiming at improving Reproductive, Maternal Newborn, Child and Adolescent Health (RMNCAH) outcomes. In light of the GFF, the Goverment has revised the '2016-2020 RMNCAH Sharpened Plan', highlighting key gaps in service utilization and coverage and establishing priority RMNCAH interventions. The 'Uganda Reproductive, Maternal and Child Health Services Improvement Project', implemented by the World Bank through the Ministry of Health (MoH) and co-funded by IDA and GFF Trust Fund, will directly contribute to the implementation of the 2016-2020 RMNCAH Sharpened Plan for Uganda. The planned support aims at improving quality of care, access and utilization of essential health services within RMNCAH and scaling up birth and death registration activities in targeted districts in Uganda. The overall project objectives are to:a) improve utilization of essential health services with a focus on reproductive, maternal, child and adolescent health services in target districts, and b) scale-up birth and death registration servicesThe project consists of four different components:Component 1: Results-Based Financing (RBF) for Primary Health Care Services (IDA 43 MUSD, GFF 25 MUSD, Swedish funding 17.5 MUSD)Component 2: Strengthen Health Systems to Deliver RMNCAH Services (IDA 54.5 MUSD, Swedish funding 7.5 MUSD)Component 3: Strengthen Capacity to Scale-up Delivery of Births and Death Registration Services (IDA 5 MUSD, GFF 5 MUSD)Component 4: Enhance Institutional Capacity to Manage Project Supported Activities (IDA 7.5 MUSD)The specific objective of Component 1, which stands for the largest part of the project budget, is to scale-up and institutionalize RBF with a focus on RMNCAH services. Sida's regional SRHR team, bas...ed in Lusaka, Zambia, has the mandate to implement Sweden's strategy for strengthening sexual and reproductive health and rights (SRHR) in sub-Saharan Africa. The strategy is for the period 2015-2019 and comprises a total of SEK 1,900 million. In order to deliver against results, Sida 2016 decided to contribute SEK 80 million to DKT International for the program Reduction of unwanted pregnancies and increasing access to safe abortion in eastern and southern Africa (activity period 1 December 2016-30 November 2020). The agreement was subsequently amended to add an additional 24 MSEK, making the total contribution 104 MSEK over the four-year period.As part of the Sida Agreement, a mid-term review (MTR) will be conducted by the 2018 program. The purpose of the review is to analyze DKT International's model to gain a deeper understanding of its potential market-destructive and / or market-development effects, program persistence, goal fulfillment, to better understand the model's possibilities and risks from an HRBA. The Embassy in Lusaka therefore makes a call for the Global Health and SRHR Framework Agreement in order to implement MTR according to the attached ToR.
