DRC is a country with very poo...r health indicators as far as maternal and infant/child health is concerned. Sanru has submitted an application for funding for its project on improving maternal and neonatal care in DRC, through accelerating the conversion of nurses to midwives, rehabilitation and equipment of maternity wards and improving overal delivery care in two priority provinces in DRC (Kasai and Maniema). The project includes also a community mobilization aspect to ensure that utilization of services is optimal by all categories of påopulation in need, especially vulnerable women and young people. Sanru will work in partnership with two nursing schools that will conduct the training, one school in each respective province. The curriculum has been developed by the Ministries of Health and that of Higher Education with technical support from UNFPA. Further improvement of skills for in-service maternity care staff will be performed, to ensure the skills of already trained midwives are up-to-date. One Swedish academic institution with expertise in midwifery will be relied upon to fulfill a quality assurance function, to ensure the academic trainig provided as well as the continued development of the midwives is in line with the internation standards established by WHO as well as the International Midwifery Council (IMC). The strengthening of human resources for maternity and neonatal care will be accompanied by improvements in physical infrastructure for delivery care, by providing basic maternity equipment as well lighting (using solar energy) in maternities in need. Conditions for better sanitation and hygiene will also be enhanced at a number of maternity wards. Behavioural change in communities will be boosted by a number of activities to fight negative cultural attitudes, raise awareness on available services and to promote utilization of services, including family planning. The project will support the conversion of 240 nurses into midwives and will rehabilitate and provide basic maternity equipment, including lighting system using solar energy and water sytems to 100 maternities (in hospitals and health centers). The project is expected to contribute to an annual increase of utilization of maternal, neonatal, child and adolescent health (MNCAH) services by 3 % and to reduce maternal mortality rate by 7% by 2021.

The overall objective of the i...ntervention is to contribute to increased employment for indigenous women and youth (15-35 years) in 12 municipalities in the Alta Verapaz region through vocational education, improved access to the labour market and increased self-employment. The intervention also includes measures to reduce violence against women and strengthen sexual and reproductive rights (SRHR) in order to facilitate the integration of women and youth into the labour market. Through the project, 10,000 indigenous women and youth are expected to get new job opportunities and thus increase income, while another 60,000 will increase their knowledge of gender-based violence and SRHR.The intervention will be carried out by the Swiss Civil Society Organisation Swisscontact, who has many years of experience in implementing similar projects both in Latin America and in other parts of the world. The project will be implemented with a so-called systemic market initiative, based on the project's strengthening existing market functions at companies and authorities instead of replacing them or creating new ones. The initiative's strategy is based on in-depth studies of the indigenous women and youth labour market in Alta Verapaz, conducted by Swisscontact during a ten months' long inception phase, identifying the main problems that prevent the local labour market from creating sufficient employment opportunities for the target group and identifying measures to solve them together with local actors.Swisscontact is responsible for implementing the Swedish contribution, for example through, education, counseling and coordination of local actors (authorities, companies, CSOs, educational institutions, etc.) improve access and quality of vocational training, strengthen the local business environment and provide the target group with access to business services and financial services. The Swedish contribution will also fund scholarships, co-finance investments in companies that create new jobs for the target group and co-finance the creation of new small businesses.The project will be implemented in 2018-2022 and the financial support from Sida is SEK 55 million.

Sida's support to DKT in Myanm...ar aims to increase knowledge about and access to sexual and reproductive health and rights as well as to contribute to changes in attitudes and behaviour, in particular among young people. Sida's support also contributes to raising awareness in Myanmar about issues related to sexual and reproductive health and rights. DKT markets and sells a complete range of high-quality contraceptives and safe-maternity products and builds the capacity of both consumers and providers alike to use such products. DKT works with social marketing and campaigns to foster more open and positive and rights-based attitudes toward sexuality among young people and young leaders. A normalization of the topic in homes, on streets and in the medical establishment will have a transformative effect on behaviors, with women and men empowered to make informed choices, rather than being steered by stigmas and fear.The key strategies of the program are to: 1) Increase knowledge of SRHR knowledge and choice, 2) Increasing availability and use of SRHR products, and 3) Raise quality of SRHR goods, services and information.

Swedish development co-operati...on with sub-Saharan Africa is being implemented through 15 bilateral strategies and two regional strategies. The focus for this remuneration survey is for the two regional strategies. One of the regional strategies has a focus on strengthening sexual and reproductive health and rights (SRHR) in sub-Saharan Africa and its implementation is coordinated from the Embassy of Sweden in Lusaka. The other regional strategy has a focus on increased regional integration and strengthened capacity to face cross-border challenges and opportunities at regional level and is coordinated from the Embassy of Sweden in Addis Abeba.The focus of this survey is on partners to whom Sweden is providing core-funding or programme support. Sida has seen a trend where remuneration related expenses constitute an increasingly large proportion of programme and core funding supports. This has necessitated the need for having a broader understanding of such costs so as to be able to prepare better budget analyses.

Sida supports UNFPA's country ...program in Sudan through a non-earmarked programme support with SEK 45 million in period between 2017-2020. The total budget of the country programme 2018-2021 is approximately USD 40 million. The country programme is iplemented within three strategic outcome areas: sexual and reproductive health, gender equality and women's empowerment and population dynamics. The overall goal of the UNFPA country programme for Sudan is to reduce maternal deaths and disabilities throughan integrated approach to sexual and eproductive health, family planning andprevention and response to gender-based violence. The programme seeks to strengthencapacities of health ministries and civil society partners at federal and priority state level.The objectives of the programme include to ensure access to high-quality sexual andreproductive services, family planning services, and preventing and responding to gender-based violence, while also increasing national capacities for data production and analysis. UNFPA's country programme includes both development and humanitarian interventions. Humanitarian needs in this context are often protracted and require a flexible approach that supports both development and humanitarian assistance.

The intervention aims at improving awareness of and access to a continuum of quality sexual and reproductive health and rights information and services, including comprehensive abortion care, by women and girls in the two provinces by 2021 through: 1) Health systems strengthening to increase the provision of quality comprehensive abortion care (CAC) services, including post abortion family planning (PAFP)and 2) Community awareness and mobilization to increase knowledge, awareness, access, and social support for CAC services among community members. Ipas Zambia will work with the Ministry of Health at all levels to ensure that implementation is conducted in line within the approved guidelines and legal framework and to ensure complete ownership of the programme by the government. The intervention's total budget is 28 million SEK.

The intervention aims to impro...ve the availability and utilization of health services within the framework of sexual and reproductive health and rights (SRHR) through support to Population Services International (PSI) in Zimbabwe during the period 2018-2021. PSI works broadly to assist health authorities in providing women and girls with modern contraceptives, information and education about SRHR, access to medicine, counselling and service regarding safe abortions. A clear focus is on poor young people, both in rural and urban areas.PSI is a registered nonprofit global health organization with programs targeting malaria, child survival, HIV, and reproductive health. PSI was founded in 1970 to improve reproductive health using commercial marketing strategies. PSI has its headquarters in Washington D.C. and programs in 69 countries. PSI normally works in partnership with the public and private sectors, and harnessing the power of the markets. At the same time, PSI works in partnership with local governments, ministries of health and local organizations. PSI provides life-saving products, clinical services and behavior change communications for the most vulnerable populations in the world.Access to contraception, lack of post-abortion care (PAC) and gender based violence (GBV) against women and girls are widespread issues in Zimbabwe that are aggravated further by the economic crisis. The challenges of the last years have increased the households' vulnerability, demolished social structures, and increased the risk of GBV against women and girls (such as sexual violence, forced marriage, child marriage, psychosocial and emotional violence) both domestically and outside the domestic sphere.Synergies will be sought with the Swedish regional support from our Embassy in Lusaka to PSI focusing on social marketing of contraceptives. PSI is with support from Sweden, starting a regional pharmaceutical enterprise with a targeted focus on developing pharmaceutical delivery channels to introduce commercially viable SRHR products. The products will include short-term and long-acting reversible contraceptives and other reproductive health and HIV products and services. The planned PSI enterprise has the potential to both address market gaps and deliver health impact.The main target group for the new Swedish strategy for development cooperaiton with Zimbabwe, is young people. This target group is particularly relevant when one in three young girls in Zimbabwe is subjected to sexual abuse before reaching the age of 16. Zimbabwe currently has one of the highest numbers of child marriage and GBV in southern Africa (more information in the Global Gender Gap Report and in Girls Not Brides Report). Plan International and partner...s propose a combination of proven interventions, which form a composite mechanism for addressing the twin challenges of SRHR violations and SGBV and for empowering adolescent girls, adolescent boys, young men and young women (including adolescents with disabilities) in keeping with Zimbabwe's Adolescent Sexual and Reproductive Health Strategy, the National Gender Policy and Sweden's Development Cooperation Strategy. The Conceptual Framework of the proposed project will intervene at three levels – individual, household and community and will address structural, behavioural and clinical barriers to accessing SRH information and rights. The intervention will combine SGBV prevention and response strategies with SASA & Champions of Change modules. Community Mobilization and Positive Parenting as the main prevention strategies, while Therapeutic Support groups, 24hr Helpline and linkages to clinical services form the response package for addressing SGBV and SRHR constraints.

In 2008 The United Nations Pop...ulation Fund (UNFPA) launched the Maternal andNewborn Health Thematic Fund (MHTF). MHTF is a thematic fund aiming at improving maternal and newborn health and wellbeing in countries with high burden of maternal and newborn mortality and morbidity by supporting the strengthening of the countries health systems. The goal of the MHTF in Phase III is to support countries to ensure the health, survival and rights of every woman, adolescent girl and newborn. The fund assists countries with high burdens of maternal and newborn mortality and morbidity in strengthening health systems to provide equitable and accountable access to quality sexual, reproductive, maternal and newborn health care. Sida has supported Phase I (2008-2013) and Phase II (2013-2017) of MHTF and this contribution refers to Phase III (2019-2022) and part of UNFPA's strategic plan (2018-2021). Phase III is driven by a more comprehensive SRHR agenda and inclusion of newborn health. Further, Phase III of MHTF has a more pronouncedfocus on adolescents reproductive and sexual health and rights, access to safe abortionand post-abortion care, and support throughout women and girl's lifespan.

The Women and Girls First Prog...ramme is a joint donor programme managed by UNFPA. The Programme is set up to work for empowerment of the most vulnerable women and girls through pioneering integrated sexual and reproductive health and rights, mental health and psychosocial support as well as gender-based violence response and prevention service. The Women and Girls First Programme Phase II aims to continuing the work done during the first phase of the programme. The continued focus is to work for people who are furthest behind in conflict affected states, for women, girls and young people to realise their sexual and reproductive health and rights and fulfill their potential through improved gender equality and protection from gender-based violence as well as access to mental health and psycho social support services.

The UN Population Fund (UNFPA)... in South Sudan has submitted a funding application to Sida regarding unearmarked support amounting to a total of 120 million SEK in order to implement its country program for South Sudan. The UNFPA South Sudan country program focuses on four goals. 1. Sexual and reproductive health and rights: Activities to ensure that crisis affected populations, particularly women and adolescent girls, have increased access to information and services regarding e.g., maternal health, family planning, gender-based violence and HIV prevention.Activities to ensure that national systems, especially for maternal health and family planning, are strengthened for the provision of integrated information on sexual reproductive health rights (SRHR) and access to services and as well as for accountability on SRHR.2. Young people: Activities to ensure that young people are better able to make informed decisions on regarding their SRHR, and to participate in the planning, implementation and evaluation of peace-building, development and humanitarian policies and programs.3. Gender equality and women's empowerment:Activities to ensure increased multi-sectoral capacity to prevent and respond to gender-based violence and harmful norms, including child marriage.4. Population dynamics:Activities to ensure improved national systems for generation and dissemination of population data and demographic information, including in humanitarian settings.The total budget for the UNFPA South Sudan country program amounts to USD 55 million, out of which USD 36 million have currently been secured (includes the expected Sida contribution of the equivalence of USD 13.5 million). UNFPA will out of its own resources contribute USD 7.8 million, Norway with USD 4.5 million, and, Canada with USD 10 million. The ambition of UNFPA is to mobilize the remaining USD 19 million (i.e., the gap between the budget and thus far secured funds).The UNFPA South Sudan country program will largely be implemented by several implementing partners (approximately 15). UNFPA will therefore forward about 60 percent of the Sida contribution to implementing partners. Approximately 80 percent of the total budget is dedicated to the implementation of activities that are focused on SRHR (the first goal). During the course of implementation, UNFPA will also collaborate with the rest of the UN-system in South Sudan, especially with UN Women, and other donors within the context of the donor fund, Health Pooled Fund. This is important, especially since Sida is currently assessing potential support to both UN Women and the Health Pooled Fund in South Sudan.

This appraisal forms the basis... for a decision on support to the World Bank's Reproductive, Maternal and Child Health Services Improvement Project in Uganda. In July 2015, Uganda was chosen as one of eight countries to receive support from the Global Financing Facility (GFF) Trust Fund. The GFF in support of the Every Woman Every Child movement is a country-driven partnership aiming at accelerating efforts to end preventable maternal, newborn, child and adolescent deaths and improve their health and quality of life, through an integrated health system approach and evidence-based solutions aiming at improving Reproductive, Maternal Newborn, Child and Adolescent Health (RMNCAH) outcomes. In light of the GFF, the Goverment has revised the 2016-2020 RMNCAH Sharpened Plan, highlighting key gaps in service utilization and coverage and establishing priority RMNCAH interventions. The Uganda Reproductive, Maternal and Child Health Services Improvement Project, implemented by the World Bank through the Ministry of Health (MoH) and co-funded by IDA and GFF Trust Fund, will directly contribute to the implementation of the 2016-2020 RMNCAH Sharpened Plan for Uganda. The planned support aims at improving quality of care, access and utilization of essential health services within RMNCAH and scaling up birth and death registration activities in targeted districts in Uganda. The overall project objectives are to:a) improve utilization of essential health services with a focus on reproductive, maternal, child and adolescent health services in target districts, and b) scale-up birth and death registration servicesThe specific objective of Component 1, which stands for the largest part of the project budget, is to scale-up and institutionalize RBF with a focus on RMNCAH services. The RBF-package comprises of RMNCAH interventions at facility level III and IV, including Village Health Teams (VHT) and focusing on Ante-Natal Care (ANC), safe delivery, comprehensive emergency obstetric care, essential newborn and postnatal care services, post-abortion care, family planning and community-based RMNCAH services including nutrition, prevention and treatment of common childhood diseases and provision of adolescent health services. RBF payments will be made against verified outputs within all the above areas. RBF is part of the RMNCAH Sharpened Plan as well as Uganda's National Health Financing Strategy and the intervention is aligned with the national RBF Framework and builds on previous RBF experience and pilots in Uganda.Under Component 2, support will be provided to the MoH to address the most critical bottlenecks to RMNCAH service delivery, focusing on improving availability of essential RMNCAH drugs and supplies, recruitment and training of staff, providing, distributing and redistributing medical equipment, improving health infrastructure and improving quality of care and supervision at district level.In addition to providing financial support for the Uganda Reproductive

WFP in cooperation with UNICEF... has applied to Sida for 477 000 000 SEK (49 499 474 USD) to support implementation of the programme Child-Sensitive Social Protection in Refugee-Hosting Districts of West Nile, Uganda during the period 2019-2024. The programme aims to achieve increased resilience and social protection, improved health and nutrition for vulnerable children and mothers in West Nile. It has a focus on the nexus between humanitarian support and long-term development cooperation through strengthening the inclusion of refugees in existing national systems for health and social protection. The overarching philosophy of the programme is to not create new programmes and systems, but to strengthen and complement existing, national social protection and health programmes and systems with a strong focus on making such systems more efficient and effective and more child- and nutrition-sensitive. This approach seeks not only to make program results sustainable, but also to help leverage the efforts and resources of these national programmes, services and systems to achieve enhanced results, in particular in terms of resilience, health and nutrition.The programme objectives are improved economic inclusion of households, improved maternal and child nutrition and improved maternal and child health. Programme outcomes are pursued at two levels, the level of direct beneficiaries of programme activities and the level of systems. The programme aims to affect the systems level through achieving more efficient, transparent, child- and nutrition-sensitive social protection systems as well as more efficient child- and nutrition-sensitive health systems. The systems-strengthening support will link to ongoing social protection programmes (such as SAGE, Social Assistance Grants for Empowerment, NUSAF3, Northern Uganda Socail Assistance Fund, DRDIP, Development Response to Displacement Impacts Project) and will cover essential gaps in current health care and social protection systems.Behavioural change communication directed to beneficiaries will support increased demand for services and changed behaviour that improves resilience, health and nutrition.The outcomes for targeted beneficiaries will be:- Increased or more secure income, through cash transfers- Improved access to markets, with lower prices and higher diversity - Improved dietary diversity- Improved access to quality health services- Improved health-seeking behaviourThe new aspect of the programme is the social protection component with direct cash transfers to beneficiaries. This component is expected to add to efficient poverty reduction for vulnerable households and to provide an improved situation for both refugees and the refugee hosting population which can decrease tension in these societies where the risk for conflicts over insufficient resources and services has increased after the refugee influx. WHO AFRO has applied to Sweden... for funding of 80 million SEK to carry out the Country Level AFRO Reform (DCL): From COVID to HEALTH), which is divided into two pillars. Pillar 1: COVID-19 implications on essential health service delivery (i.e., SRHR) and mitigating the risk of system collapse and pillar two Coordinated Strategic and Policy Support for Structural and Functional Transformation of WHO Country Offices. The programme will be implemented between 1 July 2020 and 31 December 2021. Sida will contribute 30 Million SEK to pillar one and the Ministry for Foreign Affairs (MFA) will contribute 50 million SEK to pillar two. The funding will be used to strengthen and amplify the convening power, influence, and mandate of the WHO/AFRO to offer quality and timely technical support to the focus countries. More specifically, this Grant will allow WHO/AFRO to support the focus countries in achieving the following outcomes:1. Maintained continuity of essential high-quality SRHR information and services through a health system approach, including preventing and responding to sexual and gender-based violence2. Increased access to a wider range of contraceptive methods (expanded method mix) through Task Sharing and self-care interventions3. Strengthened monitoring system for tracking progress in SRHR/Family Planning.This investment will enable WHO-AFRO to contribute to components of its Transformation Agenda 2015-2020—pro-results values, smart technical focus, responsive strategic operations, and effective communication and partnerships in the SRHR workspace. It will also contribute to the Regional WHO transformation aiming at understanding the country's priorities as well as the type and level of support required and align WHO country presence to the Member States and partner expectations (linked to Pillar II).WHO AFRO will implement the contribution in close coronation with 2Gether4SRHR (ID: 10596), in particular the agreement amended (ZAM-DC19/2020). The total budget of the contribution is 80 Million SEK, where Sida contributes 30 MSEK and the Swedish Ministry for Foreign Affairs 50 MSEK (Decision UD2020/08919/IU, UD2020/01985/FN) .The contribution is in line with the Africa Joint Continental Strategy for COVID-19 Outbreak.

The overall objective and expected results are: The overall objective: To contribute to improving the wellbeing of Rohingya refugee and vulnerable host-community children and their families.The specific objective: To provide access to quality humanitarian assistance through integrated child protection, education and health services.Result 1: Children affected by the Rohingya Refugee crisis are protected from abuse, neglect, exploitation, and other forms of violence through child protection services and child-focus advocacy based on minimum standards for child protection.Result 2: School-age vulnerable adolescent girls access to quality learning opportunities.Result 3: Rohingya population and host community have equitable access to quality comprehensive and life-saving primary health care and mental health services with focus on reproductive, maternal, neonatal and child health care.Rädda Barnen will collaborate with the local civil society organisation Jagorani Chakra Foundation (JCF). Rädda Barnen is lead applicant to Sida and has the overall responsibility for the coordination and implementation of the Project. The contribution has the EU Commission reference number: ECHO/-XA/BUD/2019/91019. The contribution's total budget is 2 144 181 EUR, which corresponds to approximately 23 002 920 SEK. The requested support from Sida is 1 402 810 SEK, which corresponds to 6% of the total budget.

The rights of LGBTIQ persons a...nd women's and girls' access to SRHR are protected in Guatemalan legislation and in international agreements entered into by the country. Despite this, LGBTIQ persons are subjected to violations, violence and discrimination. Similarly, girls and women's sexual and reproductive rights are violated, in practice, access to sexual and reproductive health is limited (SRHR).The programme Network for diversity and inclusion in Guatemala will be implemented by HIVOS, an international civil society organisation with headquarters in the Netherlands, in collaboration with eight partner organisations. The programme has a three-fold purpose:• Through influence, accountability, constructive proposals and cooperation, support state institutions to better guarantee statutory rights, focusing on the SRHR and the judiciary's ability to act against violations, violence and discrimination (including labor law).• To improve access to comprehensive sexual education in accordance with national laws and strategies.• Strengthening civil society organisations that work for these rights and their ability to create networks that work towards common goals.The Swedish grant to the program, SEK 32 million, will help carry out communication work, produce research and evidence-based policy proposals, educate and inform, as well as provide legal and psychological support to persons who have been violated. Strengthening the systems, administration and internal democracy of local organisations is another important element.The fact that the programme encompasses both SRHR, LGBTIQ rights, women's and girls 'empowerment, and masculinity is a new approach that can increase the effects of the various organisations' activities and also open up to broader alliances between organisations that have not traditionally collaborated.The eight partner organisations have a presence in four of Guatemala's 17 regions, both the metropolitan region, and regions with a high proportion of indigenous peoples, who are particularly hard hit by maternal mortality, sexual violence and teenage pregnancies.Dialogue and strategic communication will be coordinated with the Netherlands Embassy in Costa Rica, which funds a regional HIVOS programme on the same theme.

UNFPA is the United Nations sexual and reproductive health agency with a mission to deliver a world where every pregnancy is wanted, every childbirth is safe and every young people's potential is fulfilled. Sweden is a main funder of the work of UNFPA both globally and in Liberia. The UNFPA CPD for Liberia seeks to achieve four main priorities including sexual and reproductive health, adolescents and youth, gender equality and women's empowerment and population dynamics.
