The overall objective of the H...ealth Sector Investment Project for Mauritania is to improve the health status of the population in general--and of underserved groups in particular) through providing more accessible and affordable quality health services. There are four components. The first expands health service coverage, improves health services performance, improves heath facility utilization rates, institutes quality assurance measures. The second component strengthens the planning, management, and administrative performance of the Ministry of Health and Social Affairs (MSAS); decentralizes decisionmaking to districts and health facilities; strengthens coordination of donors and nongovernmental organizations; improves health sector financing; implements effective health information and epidemic surveillance systems; and improves health personnel management. The third mitigates the effects of infant and child mortality, maternal mortality, young child malnutrition, and infectious diseases (while increasing preventive care). The fourth component promotes social action through research and service provision and creates a conducive policy and legislative framework.

Health Investment Fund Project

The Health Investment Fund Pro...ject in Moldova, will improve the health status of the country's population, and increase the quality, and efficiency of the public health sector, through better access to essential services by the poor, and, providing support in controlling both tuberculosis, and HIV/AIDS epidemics. The components will: 1) finance the development of health reform strategies, key policies, and legislation, as well as the promotion of public awareness campaigns. In addition technical, and management training programs will be provided, focusing on general practice programs to physicians, nurses health care staff, and, health services managers, and administrators will acquire the business skills necessary to manage health care facilities; 2) create, and establish the Health Investment Fund (HIF), to finance regional restructuring proposals, including the development of emergency, and primary health care services. In addition, investments in hospital refurbishment on a limited basis, will be made for essential services, including surgery, and obstetric wards, and the preparation of a business plan, through adequate financial systems; and, 3) finance project management, including procurement, and financial management, through local, and foreign technical assistance. Studies, and technical assistance will assess epidemiological, social, and institutional aspects of the project.

The overall development object...ive of the Poverty Alleviation for Vulnerable Groups Project is to mitigate the adverse effects of Mongolia's economic transition on the poor segments of the vulnerable groups. The project will contribute to the developmet of the institutional framework for implementing and coordinating the National Poverty Alleviation Program (PAP) and facilitate community participation. As the first donor-assisted project to be processed through the PAP framework, the project will demonstrate the implementation process of the PAP, while focusing on short-term, quick impacts with a view to: 1) creating gainful employment and income for the poor and absolute poor in particular; 2) raising enrollment in basic education; 3) reducing maternal and other mortality and morbidity; and 4) providing assistance to handicapped and mentally retarded children and disabled persons.

The six year (FY1995 to FY2000...) Population and Family Health Project has been designed within the framework of the Government's comprehensive Family Planning and Maternal and Child Health (FP/MCH) Program, and will supplement funds from domestic and foreign sources, ensuring resource availability and operation of the total Program. It will support the improvement of the quantity and quality of care in FP/MCH service delivery and finance activities designed to: (a) strengthen the effectiveness, access, and utilization of the outreach and clinical programs; (b) refurbish the health facilities and logistics infrastructure; (c) provide operational and management support; (d) develop a functioning management information system; (e) provide maintenance support; and (f) enhance institutional development and the absorptive capacity of the sector.

Component 2. Institutional Strengthening of Ministry of Health, Rehabilitation of Health
Care Networks and Contingent Financing of Public Health Emergencies (US$6.8 million).
This Component will strengthen the institutional capacity of essential public health functions of
the MOH and rehabilitation of municipal and national health care facilities and finance goods,
works, consultants’ services, non-consultant services, and operating costs in the case of a Public
Health Alert or Public Health Emergency. There are three subcomponents:
Subcomponent 2.1 Institutional Strengthening, Rehabilitation, and Equipment for the
Ministry of Health (US$4.6 million). This subcomponent will strengthen the institutional
capacity of essential public health functions of the MOH and rehabilitation of municipal and
national health care facilities of the recipient. Subcomponent 2.2. Establishment of a Contingency Fund for a Public Health Alert or Public
Health Emergency (US$0 million). This subcomponent supports financing goods, minor
rehabilitation works, consultants’ services (including non-consulting services) and operating
costs in the case of a Public Health Alert or a Public Health Emergency.

Strategy and to develop a cervical cancer prevention program.
Component 3. Strengthening of MOH’s Capacity to Administer, Supervise and Evaluate

Overall progress toward projec...t development objective remains Satisfactory. The project is implemented in all 52 Local Government Areas (LGAs) of
the three states - covering 1470 primary and secondary health facilities. There is significant improvement in service utilization particularly for skilled
delivery, family planning, and immunization. Quality of care has also improved over the last time of reporting. The Performance based financing (PBF)
component of the project is currently implemented in 26 LGAs. Compared with the last reporting, outpatient consultation, normal skilled delivery,
focused antenatal care, completely vaccinated child and family planning utilization show steady improvement both at the primary and secondary
health care level. In terms of quality of care, there was improvement in general in the three states. However, some the team in agreement is working
with the National Primary Health Care Development Agency (NPHCDA) to introduce quality improvement plan and management for some health
facilities in four (4) LGAs per state using the Safecare model. The progress in the decentralized facility funding (DFF) arm is also encouraging in most

The project will finance: construction or expansion of training facilities and limited health facility upgrading; furniture, equipment and transport; training costs; technical assistance; and incremental recurrent costs including medicines. It will be implemented by the provincial governments with technical support from local nongovernmental organizations and universities.

Social Action Program Project

The Social Action Program Proj...ect will provide a multi-sector investment and maintenance credit to strengthen implementation of Pakistan's Social Action Program (SAP). SAP is the name given to Pakistan's overall effort to improve basic social services over the five year period 1993/94-1997/98. The Social Action Program Project will reinforce existing social sector programs and projects, whether or not aid-financed, by focusing on a few core problems that impede implementation throughout the social sectors. It will help finance the first three years (1993/94-1995/96) of the Program. For planning and monitoring, the SAP is divided into constituent sub-programs. The main ones include twelve that cover three basic social services -- primary education, primary health care, and rural water supply and sanitation (RWSS) -- in each of Pakistan's four provinces, plus the national population program. Others cover selected federally managed health and education programs and basic services in areas directly administered by the Federal Government. It intends to provide US$10 million to help promote community involvement and innovation in basic service delivery.

Introduction of Nutrition Serv...ices. It will support introduction of preventive nutrition
services in all 36 districts by scaling up the provision of micronutrients and deworming (see
details in Annex 2) and expanding the delivery of behavior change communication, focusing
on the prevention of malnutrition during pregnancy and in the first two years of life. In 12
districts and urban slums in 9 cities with the highest prevalence of acute malnutrition, therapeutic nutrition services will be delivered, including commodity support micronutrients
and Ready-to-Use Therapeutic Foods. The project will improve the capacity of health service
providers to deliver nutrition interventions at the facility and community level and
coordinating structures to implement multi-sectoral response to address nutrition.
iii) Expanded Coverage of HIV/AIDS Preventive Services. The component will support
expanding coverage of preventive, treatment, and care services for population subgroups
vulnerable to HIV infection [IDUs and Men Who Have Sex with Men (MSM)] in targeted
cities; and support provincial integrated biological and behavioral surveillance. Service
provision will be contracted out through a competitive process complementing the Global

This plan will consist of: a) the reform program; b) improved access to and quality of public health services; c) improvements in the management and delivery of reproductive and child health (RCH) programs; d) strengthening the MPHSA (Ministere de la Sante Publique et de l'Action Sociale) institutional capacity; e) reorganization and reinforcement of epidemiological surveillance; and f) improvement of the quality of life of deprived families and vulnerable social groups.

The Health Sector Development ...Project, will assist the Government of the Solomon Islands improve rural communities' health, by strengthening reproductive health and malaria programs, through new testing methods, and improved planning, management, and monitoring of priority health programs. The project components call for: a) improved reproductive health, in provincial services, focusing on training for medical, and nursing staff, including clinical supervision, and upgrading of rural health facilities. International assessment, and monitoring guidelines for health quality will be adapted, and, an inter-sectoral task force, with provincial representation will provide feedback to the Ministry of Health and Medical Services (MHMS); b) improved malaria prevention and control, which will provide funds for the National Malaria Control Program, while improving analysis and monitoring, of factors affecting program success, while improving its effectiveness. An inter-sectoral task force will support, and fund pilot studies for an improved community response; c) capacity building, to strengthen the MHMS institutional capacity in health planning, emphasizing health management information systems, monitoring evaluation/research, and, donor coordination; and, d) project coordination and management, which will provide support functions, including financial, and procurement management.

This PforR operation will supp...ort the Government’s primary health care (PHC) program for the
2015/16 – 2019/20 period, with a strong focus on a key government initiative, the Big Results Now in
Health (BRN in Health).
12. PHC under the Health Sector Strategic Plan IV (including BRN in Health) constitutes the
Government’s program. In the structure of the Tanzania health system, PHC is delivered at the district
level and below, involving district hospitals, health centers, dispensaries and community based health
services under the management of Council Health Management Teams (CHMTs). Over the next five
years, PHC will be guided by the HSSP IV, which will drive major reforms and implementation
including the BRN in Health.
13. The 2015-2018 BRN in Health program aims to accelerate the reduction of maternal and
neonatal mortality through improving performance, governance and accountability in PHC. It was
developed as part of Tanzania’s Development Vision 2025 and has four national key results areas
(NKRAs) as follows:
Performance Management: This result area aims to improve health workers’
performance. Interventions include: (i) a stepwise accreditation scheme for all PHC
facilities in the country (aka “Star Rating” initiative) which has both nation-wide
assessment and a subsequent facility improvement program (including incentives) to
help facilities improve their performances and star ratings, (ii) fiscal decentralization at
the facility level, (iii) performance contracts and targets at individual health worker
levels, and, (iv) social accountability mechanisms.
Human Resources for Health: This result area aims to improve the distribution of
skilled PHC workers especially in nine regions with critical shortages in human
resources for health (i.e. less than national averages). Interventions include: (i)
increasing PHC employment permits for such regions, (ii) engaging the private sector to
provide skilled HRH for public health facilities through PPPs, (iii) redistributing health
care workers within regions, and, (iv) optimizing the pool of new recruits through
“bonding” policy or compulsory attachments.
Health Commodities: This result area aims to improve the availability of essential
medicines in PHC facilities. Interventions tackle key issues along the health
commodities supply chain and include: (i) introducing new governance and
accountability mechanisms, (ii) developing new finance and business model for Medical
Stores Department (MSD), (iii) engaging private sector in procurement and distribution,
(iv) implementing quality improvement initiatives for inventory management, and, (v)
using innovative information and communication technology (ICT) to report stock-outs.
Maternal, Neonatal and Child Health: This result area aims to improve the coverage
and quality of MNCH along the continuum of care. Interventions include: (i) ensuring dispensaries and health centers meet Basic Emergency Obstetric and Neonatal Care
(BEmONC) requirements, (ii) expanding Comprehensive Emergency Obstetric and
Neonatal Care (CEmONC) to selected hospitals and health centers, (iii) strengthening
the corresponding satellite blood banks which serve facilities with CEmONC, and, (iv)
extending MNCH services to communities through the use of community health
workers (CHWs) and awareness campaigns. Five regions that are poorly performing on

The National Health Support Pr...oject's overall objective is to improve the health status of the rural population of Viet Nam in the poorer areas of the country. Specifically, it will aim to: 1) provide high quality, reliable primary health care on a sustainable basis in fifteen of the poorer provinces; 2) reduce nationwide mortality and morbidity due to malaria, tuberculosis and acute respiratory infections, as well as the adverse socio-economic impacts associated with these diseases; and 3) strengthen the capacity of the ministry of health (MOH) in policy-formulation, planning and management. To achieve these objectives, the project consists of the following components: 1) service delivery in the areas of: (a) infectious and communicable diseases; (b) maternal and child health care; (c) family planning; (d) reproductive health services; and (e) other basic health care; 2) national program assistance for the Malaria, Tuberculosis and Acute Respiratory Infection Programs including provision of drugs, insecticides, transport, equipment and technical assistance; and 3) strengthening institutional health planning and management.

The overall purpose of the Pop...ulation and Family Health Project is to support the strengthening and revitalization of the family health and family planning sector, thereby improving the health status of the population and bringing a further reduction in fertility and population growth. The project will operate at two levels, the first national and the second in a selected group of15 provinces. The project's objectives are: a) to increase utilization of family planning and related family health services; b) to improve the quality and range of family planning and related family health services; c) to enhance the National Committee for Population and Family Planning's (NCPFP) management, planning and policy formulation capabilities; and d) to expand the knowledge base on which policy and technical guidelines would be founded. For the selected 15 provinces, the focus will be on strengthening of the Primary Health Care (PHC) system at commune and district levels, with a particular emphasis on Maternal and Child Health (MCH) and family planning services. The project consists of five components, of which four are national in scope and focused on family planning and the fifth covers the primary health care system (commune and district-level). These components consist of: service delivery; information, education and communication; contraceptive supplies, family planning management and institutional development; and service delivery model initiative.

The overall purpose of the Pop...ulation and Family Health Project is to support the strengthening and revitalization of the family health and family planning sector, thereby improving the health status of the population and bringing a further reduction in fertility and population growth. The project will operate at two levels, the first national and the second in a selected group of15 provinces. The project's objectives are: a) to increase utilization of family planning and related family health services; b) to improve the quality and range of family planning and related family health services; c) to enhance the National Committee for Population and Family Planning's (NCPFP) management, planning and policy formulation capabilities; and d) to expand the knowledge base on which policy and technical guidelines would be founded. For the selected 15 provinces, the focus will be on strengthening of the Primary Health Care (PHC) system at commune and district levels, with a particular emphasis on Maternal and Child Health (MCH) and family planning services. The project consists of five components, of which four are national in scope and focused on family planning and the fifth covers the primary health care system (commune and district-level). These components consist of: service delivery; information, education and communication; contraceptive supplies, family planning management and institutional development; and service delivery model initiative.

In order to facilitate the gov...ernment's efforts to improve health services and to expand health care coverage, the project will strengthen the administrative, human resources, and support services base at the regional level through : 1) development of regional administrative capabilities, medical equipment maintenance, supplies management, staff training and retraining, construction of 9 maintenance workshops for biomedical equipment and 9 pharmaceutical storage facilities and provision of equipment, materials and furniture; 2) health manpower development : construction of 3 regional institutes for nursing and midwifery training; provision of training materials and equipment, and upgrading of curricula for nursing and medical technicians; and 3) development of a program to strengthen health care management and hospital administration.

Family Health Project
|
To assist the Ministry of Publ...ic Health to implement the national population policy, to reduce fertility and maternal and infant mortality, the project will: (a) improve access to and quality of maternal and child health and family planning services within the primary health care system; and (b) improve management effectiveness in the health sector more broadly. The project has three major components: strengthening the delivery of services in selected rural areas; strengthening manpower training and health education; and improving management and logistics.

The development objectives of ...the Health Reform Support Project (HRSP) are to: 1) increase access for women and children to a package of integrated maternal and child health services provided in district hospitals and health centers in selected districts; and 2) to improve the effectiveness of national public health programs and resource allocation within the public health sector in Yemen. There are three main project components. The first component strengthens health services delivery at the district level, as part of the policy of the Ministry of Public Health and Population to operationalize a District Health System (DHS) by upgrading district hospitals and health centers in eight districts and ensuring the effective delivery of a package of integrated maternal and child (PIMAC) health services together with supporting the decentralization of resource management. The second component improves the effectiveness of public health programs by strengthening two critical programs, namely, malaria and health education. It finances civil works for minor renovations of referral laboratories, proivides equipment and supplies for laboratories and vector control and disease surveillance, computers and vehicles, emergency stocks of essential drugs and insecticide treated materials, staff training, etc. The third component supports human resources development in the areas of financial analysis and health systems management.
