For the first time the programme would support the fragile peace processes which have come about in the last year of DFID’s previous 2009-2012 Programme of Assistance. The new programme would support the likelihood of sustainable and voluntary IDPs and refugee return through livelihoods and awareness raising interventions to ensure IDPs and refugees are able to play a productive role in society upon return.

The basic humanitarian support... for refugees and IDPs would remain, as needs are still significant for the time being. For the first time the programme would support the fragile peace processes which have come about in the last year of DFID’s previous 2009-2012 Programme of Assistance. The new programme would support the likelihood of sustainable and voluntary IDPs and refugee return through livelihoods and awareness raising interventions to ensure IDPs and refugees are able to play a productive role in society upon return.

To deliver emergency humanitar...ian assistance to people affected by the conflict inside Syria and the wider region

The programme aims to save the... lives of, reduce suffering of and maintain dignity of, those affected by the Syria crisis in Syria, Lebanon, Jordan, Turkey, Iraq and Egypt. It addresses critical humanitarian needs through a range of interventions which have been weighted as follows:
1. Food - 25%
2. Water, Sanitation and Hygiene (WASH) – 15%
3. Health – 20%
4. Shelter and Non-food items (NFIs)15%
5. Agriculture/ Livelihoods – 5%
6. Protection – 10% --> composed of safe areas for children; psychological support for adults; SGBV
7. Education – 5%
8. Enabling activities – 5%
The output weighting reflects both prioritisation of needs and the approximate share of the budget. The weighting remains the same for the next phase of the programme.
