This includes but is not limited to ensuring that legal frameworks enable CSOs to form and operate freely, promoting the sustainability of the CSO sector (e.g., philanthropy and tax concessions for CSOs, access to resources, volunteering), and supporting public participation around changes to legal frameworks and their implementation (e.g., public hearings, instructional seminars, and conferences). This aspect also includes strengthening advocacy, networks, grassroots coalitions, and public support for reforms related to the enabling environment for civil society. This does not include funding for activities carried out by civil society related to Rule of Law, Human Rights, or Political Competition, which are captured by areas DR.1.2 Culture of Lawfulness, DR.1.5 Fairness and Access to Justice, and DR.3.3 Political Parties.Strengthen the organizational capacity of Civil Society Organizations (CSOs) for policy analysis and oversight, advocacy, coalition-building, internal governance, membership representation and services, and providing sustainable services that consistently meet the needs, priorities, and expectations of their constituents and communities. The USAID DISCOVER-Health Proj...ect contributes towards HIV epidemic control in Zambia while also providing reproductive health and family planning, and maternal and child health services and products. The five-year Project, which is funded by the United States Agency for International Development (USAID), partners with the Government of the Republic of Zambia to deliver assistance directly through a national network of outreach clinics and sites, and product outlets. The Project takes health services to underserved communities which are often in the poorest and remotest parts of the country. USAID DISCOVER-Health employs the overarching strategy of a total market approach, contributing to efforts to ensure that all sectors - public, subsidized, and private - work together to deliver health choices for all population segments. The Project partners with the Ministry of Health to ensure that those in need have access to priority health services and products that they can afford, whether free, subsidized, or commercially priced...By December 2020, USAID DISCOVER-Health aims to test nearly one million people for HIV, reach 700,000 people with prevention interventions, provide HIV treatment to 80,000 antiretroviral therapy-naive clients, and sell 140 million socially marketed condoms.

Building on the achievements f...rom the Family AIDS Initiative (FAI), USAID awarded funding to OPHID for a five-year program, entitled, Families and Communities for Elimination of Pediatric HIV (FACE-Pediatric HIV). The FACE Pediatric HIV program is implemented by a consortium of partners who bring a wide range of technical expertise and over ten years of experience in designing, implementing and leveraging support towards Prevention of Mother to Child Transmission of HIV in Zimbabwe. The program will expand access to high-quality prevention of mother-to-child transmission of HIV (PMTCT) services that are closely linked to HIV/AIDS treatment, care, and support for families, including children living with HIV.

The new program, dubbed Going ...the Last Mile for HIV Control, was granted with support from the Presidents Emergency Plan for AIDS Relief through USAID and the Zimbabwean Ministry of Health and Child Care (MOHCC). The program will work closely with the MOHCC, as well as other USAID health partners and Development Objective Programs, to create and implement client-centered and evidence-based solutions to fast-track the end of the AIDS epidemic by 2030. The program will change its interventions based on the needs of each population it serves in Zimbabwe at the district-level, creating intervention packages that include pre-exposure prophylaxis, voluntary medical male circumcision and condom market development.The objective of this activity is to accelerate the HIV response for epidemic control and sustain reduction in HIV incidence in Zimbabwe.

Meeting Targets and Maintainin...g Epidemic Control (TMEC) will help meet or exceed PEPFAR targets for reaching adults, key, and priority populations by finding those who have not yet been identified as positive, linking those who are positive to treatment, and by keeping those on treatment virally suppressed. This mechanism will work with a range of stakeholders to ensure that host government health systems and host countries in general are able to maintain program gains with appropriately decreasing dependence on PEPFAR/USAID. EpiC can support USAID's response to address COVID-19, by preventing, preparing for, responding to, and bolstering health systems to address COVID-19 and re-emergence. Within the scope, EpiC can support Pillar 2 activities, including emergency health response, strengthening global health security in affected countries, and health systems support.

With already weak health systems and limited diagnostic capabilities, developing countries are particularly at risk of the outbreak spreading, potentially bearing a disproportionate share of the cost of the outbreak in terms of human suffering and economic impact. In addition, the disease and necessary containment measures will disproportionately harm the poor and other vulnerable groups in developing countries. This is further exacerbated by existing epidemic breakouts in various developing regions. Moreover, around urban centers in emerging markets and developing economies, the poor are often more likely to live in densely populated housing and large parts of the population have uneven access to water, sanitation and healthcare, making social distancing and personal hygiene difficult. Equitable access to a vaccine represents one of the greatest hopes to contain and ultimately suppress the pandemic, lessen the burden on developing country health systems, and speed up their economic recovery. In the implementation of COVID-19 vaccine efforts, CEPI will ensure that awardees addressing sex- and gender-based differences following the WHO's 2016 Guidance for Managing Ethical Issues in Infectious Disease Outbreaks throughout the research and development process. / Le soutien du Canada à CEPI vise à aborder les COVID-19 défi par les pays en développement. Avec les systèmes de santé déjà faible et limité les capacités de diagnostic, les pays en développement sont particulièrement à risque de propagation de l'éclosion, potentiellement portant une part disproportionnée du coût de l'éclosion en termes de souffrance humaine et des répercussions économiques.
