TIFA will improve government c...apacity and commitment, leverage domestic resources to maximize impact and sustain results as we work together to achieve the global target of treating 40 million people with TB by 2022. As USAID looks forward to the day when foreign assistance for TB is no longer necessary, TIFA will emphasize host government ownership and accountability of the TB programs in priority countries. TIFA recipients will create agreements with local government entities to build organizational and technical capacity to improve TB services and to sustain results long after the life of the project. Through TIFA, host governments will be empowered to implement locally-generated, context-specific solutions, focus on the scale- up of new technologies with proven results to improve TB case-detection and treatment outcomes, and utilize new approaches to increase local ownership. Newly created partnerships with local government entities will identify quantifiable milestones and targets in order to strengthen accountability of local governments and increase ownership of their TB program. TIFA s primary objectives include: ? Developing efficient mechanisms for support to national TB programs and local government entities to effectively implement National TB Strategic Plans, ? Empowering local government entities to become more self-reliant, and ? Leveraging and advocating for additional domestic resources for TB at all levels among local government entities.

The project will improve the q...uality of urban life in the capital city of Nepal by deliveringa more efficient, safe, and sustainable urban transport system (UTS),2 favoring local economicgrowth and addressing climate change and air pollution mitigation. The UTS will be enhancedby focusing on (i) a plan to rationalize and upgrade the existing public transport network, testedthrough the implementation of pilot routes provided with electric vehicles; (ii) traffic managementworks and measures that will enable heritage routes in the city center to be pedestrianized andimprove general walkability (general walking conditions); and (iii) improvement of air qualitymonitoring. The project aims to integrate these components holistically. The environment fordevelopment work has greatly improved since 2006, when the decade-long conflict ended. Theexperience of the Asian Development Bank (ADB) has shown that active communityparticipation can insulate development work from a country's wider challenges and thus bringabout effective service delivery. Consultations were undertaken with various stakeholders,including the Kathmandu Metropolitan City (KMC), relevant central government ministries anddepartments, public transport operators, and residents associations. The project design andimplementation arrangements have fully taken into account the current political context inNepal,3 with the implementation expected to proceed amid the ongoing peace process.

While the entire power sector ...needs modernization, the Government places highest priority on loss reduction and strengthening governance. This is not only to improve commercial operations, but to regain the population's confidence in the power sector and to reestablish political stability. Energy security through generation capacity expansion is a priority, but the short-term solutions are to improve system efficiency and reliability, and to enhance regional power trade. The proposed Project contributes to attaining the goals through the following components:(i)Automated Metering and Data Acquisition system (AMDA) will bring transparency to the wholesale electricity transaction between the unbundled power companies as well as in regional power trade. AMDA will eliminate errors and rampant metering data manipulation that are untraceable by the current archaic technology. Loss reduction will make more power available domestically and also improve the financial performance of the power companies. Accurate power flow data is indispensible to improve the power companies? commercial operation performance. The system also enhances regional power trade through (i) meeting the CAPS metering accuracy requirement, and (ii) eliminating unauthorized export.(ii)Substation Rehabilitation will improve reliability of the Kyrgyz power system by replacing dilapidated circuit-breakers and instrument transformers that have reached their economic lives, are technologically obsolete, or do not meet the accuracy requirement for regional power trade. Since the Kyrgyz system is intricately interconnected with the Central Asia Power System (CAPS), rehabilitation increases reliability of the regional system and enhance regional power trade. (iii)Communications and Supervisory Control and Data Acquisition (SCADA) system will link seven major substations (estimated) and the control centers via optical fiber, and enables the system operator to make efficient dispatching based on real-time data. The scope is limited to system monitoring function of the northern loop. SCADA will reduce technical losses through avoidance of overloading, and also enable faster detection and restoration of faults. The system improves the overall efficiency and reliability of the Kyrgyz system and CAPS.(iv)Study on Electricity Settlement Center will study the settlement systems appropriate to bring about transparency and accountability to the Kyrgyz power sector, and to maximize the benefits of the AMDA. It will devise mechanisms to publish data on energy flows and manage distribution of sector revenues in a transparent manner.(v)Corporate and Financial Management Capacity Building for the National Electric Grid of Kyrgyzstan (NEGK) will improve corporate management through the preparation of a corporate business plan including the review of investment needs, operation and maintenance practices, organizational reforms, internal control, asset revaluation, and cost of transmission service. Funding under this initiative ...provides support through the World Health Organisation for the coordination of the emergency response to artemisinin resistance in the Greater Mekong Subregion. Key outcomes will include: strengthened leadership, coordination and oversight mechanisms; maintenance and expansion of drug efficiency surveillance networks and acceleration of priority research; improved access for migrant and mobile populations to quality services; full implementation of the Myanmar Artemisinin Resistance Containment (MARC) Framework; strengthened response to Artemisinin resistance in Vietnam; and reduced availability of oral Artemisinin. The total value of this initiative is $5 million over 3 years, starting 2012-13.

The Pacific Malaria initiative... aims to reduce the burden of malaria through prevention, disease management and health system strengthening, Specifically: reduce malaria transmission through the use of long lasting insecticide treated nets, regular treatment of existing nets and appropriate vector control; increase the proportion of patients receiving prompt diagnosis and effective treatment; enhance service delivery through improved procurement and distribution systems, strengthened health information systems and health work force training; and eradicate malaria through elimination activities. The total value of this initiative is $10.4 million over 7 years, starting 2007-08.
