Under a five-year contract wit...h USAID, EnCompass manages the Global Health Professional and Organizational Development (GHPOD) II program. GHPODs role is to provide professional and organizational development support to USAIDs health sector staff around the world to build their capacity to lead and manage health programs. Through the GHPOD mechanism, EnCompass provides a variety of training and learning programs to build capacity in technical areas, program management, leadership, personal and team effectiveness, retreats and strategic meetings, and staff performance management. Each year GHPOD II designs and delivers as many as 45 professional development programs and 50 OD interventions, and provides coaching to about 60 USAID global health professionals.

In Bangladesh, the activity will use FY17 funds to continue providing technical assistance to the Ministry of Health and Family Welfare (MoHFW) to maintain the operations of the digitized supply chain management systems developed by USAID in the last six years. Digital Square will work with a local Information Technology firm to assist MoHFW to maintain and use the system for procurement planning..

Breakthrough-RESEARCH will con...vene and engage a broad range of health and development stakeholders, supporting them in developing, promoting, and operationalizing visionary, consensus-driven agendas for Social and Behavior Change (SBC) research that contribute to measurable global health impact by providing the evidence needed to increase the practice of priority health behaviors and enable social norms for improved health and development outcomes. This may include, for example, synthesizing evidence and building consensus around SBC research agendas, designing and implementing high-priority SBC studies, and developing research utilization strategies and products tailored to end-users. Breakthrough-RESEARCH may also conduct performance and impact evaluations of SBC activities implemented through Mission bilateral or other central projects.

Breakthrough-ACTION will use s...tate-of-the-art, evidence-based tools to encourage people in developing countries to adopt healthy behaviors, from using modern contraceptive methods to sleeping under bed nets to being tested for HIV. Much of the work will harness the power of communication from mass media campaigns to TV and radio dramas to simple posters in a health clinic to inspire long-lasting change. The project will also take advantage of other behavioral science approaches such as behavioral economics and human-centered design to improve programs. The program which builds on a prior five-year, 31-country project called the Health Communication Capacity Collaborative (HC3) is expected to be double the size. It will be led by CCP who will partner with Save the Children, ideas42, ThinkPlace Kenya and Camber Collective. Breakthrough-ACTION will also be supported in the field by ActionSprout, the International Center for Research on Women and Human Network International. CCP is based at the Johns Hopkins Bloomberg School of Public Health.

INVEST was designed to directly address operational challenges that usually inhibit USAID from working alongside the investment community. The Rajasthan Maternal and New...-born Health (MNH) Impact Bond is an innovative results-based financing mechanism that will use private investor capital to fund interventions aimed at improving maternal and new-born health in the state of Rajasthan, India. Specifically, the Development Impact Bond (DIB) will support the preparation for accreditation to national standards of private sector small health-care organizations (SHCOs) in Rajasthan. Achievement of the accreditation will result in better quality care, and in turn this is expected to reduce maternal and neonatal mortality. The DIB aims to prepare at least 360 SHCOs to apply for a combined quality certification from the Federation of Obstetrics and Gynaecological Societies of India (FOGSI) and the National Accreditation Board for Hospitals and Healthcare Providers (NABH).

The goal of Medicines, Technol...ogies, and Pharmaceutical Services (MTaPS), a new activity, is to strengthen low- and middle-income country health systems to ensure sustainable access to, and appropriate use of, safe, effective, quality-assured, affordable essential medicines and medicines-related services. This will be accomplished by using a systems strengthening approach to technical assistance, customized based on country context, Mission objectives, and technical feasibility. In furtherance of this purpose, specific objectives that MTaPS will work to accomplish through technical assistance include: 1) Strengthening pharmaceutical sector governance; 2) Increasing institutional and human resource capacity for pharmaceutical management and services, including regulation of medical products; 3) Advancing the availability and use of pharmaceutical information for decision-making; 4) Optimized pharmaceutical sector financing, including resource allocation and use; and 5) Improved pharmaceutical services including product availability and patient-centered care to achieve desired health outcomes.

The Multi-Sectoral Nutrition A...ctivity (MSNA) will be the new flagship nutrition activity managed by the Nutrition and Environmental Health Division, with support from the Bureau for Food Security, the Office of Food for Peace, the Office of HIV/AIDS, the Center on Children in Adversity, and USAID mission buy-ins. Activities will start in late FY18 and will focus on implementation of USAID's Multi-Sectoral Nutrition Strategy around the following three intermediate results: 1) Equitable provision and utilization of proven quality nutrition interventions and services at scale; 2) Country commitment and capacity for multi-sectoral programming strengthened; and 3) Global learning, evidence, and innovative practices generated and applied to nutrition programs. Through MSNA, USAID will partner with countries to help achieve their nutrition goals that reduce maternal and child mortality and promote healthy growth and development in individuals. These individuals contribute substantially to the economic growth and stability of nations as they progress along the path to self-reliance. As nutritional status is affected by a complex array of factors, improving it requires a multi-sectoral approach to scaling up integrated, country-led programs comprised of effective nutrition-specific and nutrition-sensitive interventions. To be sustained at scale, services will be integrated into existing systems, structures and processes that will be strengthened simultaneously. The Agency's Multi-Sectoral Nutrition Strategy and results framework will guide implementation of evidence-based nutrition-specific interventions that impact optimal growth and development of the human being. The MSNA will also promote the adoption of healthy behaviors that are essential to achieve and sustain optimal maternal and child health and nutrition.

Purpose: The Bureau for Food S...ecurity along with the Bureau for Global Health and the Office of Food For Peace co-designed an Agency-wide, applied research activity to support innovations in the prevention and treatment of nutrition vulnerabilities in complex environments. The activity is in support of the Agency's Multi-Sectoral Nutrition Strategy and contributes to the Agency's objectives under Ending Preventable Child and Maternal Deaths (EPCMD), and the Global Food Security Strategy (GFSS). The activity is part of the partnership USAID announced at the 2017 Global Nutrition Summit and builds on the Agency's strong history of investments in effective and scalable interventions that prevent and treat undernutrition. It will contribute to USAID's understanding of how to address poor nutrition in complex environments to strengthen resilience in areas of recurrent crises. Activities: This activity employs development research in regions of Ethiopia where chronic and acute malnutrition and food security remain a substantial challenge. Formative research will be conducted to inform a package of supply and demand side behavior change interventions to improve consumption of animal-source foods (ASFs). This package will be tested via a cluster-randomized control trial (cRCT); impact will be measured through key purchase, consumption, and behavior-related indicators. The results from the applied research will provide important insights into the most effective mix of incentives to support year-round access to affordable, nutritious diets in complex environments where local markets are not well-developed. This activity is led by John Snow, Inc. (JSI) with the International Food Policy Research Institute (IFPRI) as a principal partner. JSI and IFPRI both have extensive experience in Ethiopia and provide a unique mix of local and global technical expertise in the technical topic and the research methodologies.

ONCE will assess, monitor and evaluate an innovative multi-sectoral approach designed to reduce drivers of child malnutrition. Specifically, the activity will conduct formative research, program intervention and process monitoring; an impact evaluation; and a sustainability assessment. This research is innovative as it focuses on identifying implementation best practices to improve global understanding of how to implement high-quality, effective, sustainable, multi-sectoral programming in complex environments. A research uptake strategy will be employed to link research and learning to policy and practice.This activity is led by Tufts University, who is well-situated to achieve the activity goals, as Tufts has principal investigators with unique expertise in nutrition in complex environments as well as extensive experience in managing successful research partnerships. Tufts has a Uganda office and four active studies in the country.

MCSP places a greater emphasis on key cross-cutting issues such as innovation, e/mHealth, equity, quality, gender, public-private partnerships and involvement of civil society, community approaches, health systems strengthening, and behavior change interventions. While maintaining a focus on technical, high-impact interventions; the Program works toward sustainable scale-up to include the health systems that deliver these interventions. In addition to contributing to high-level technical and policy dialogue at the global level, the Program provides tailored technical assistance to help countries meet specific priorities and contextual needs of local RMNCH programs.

The USAID Growth through Nutri...tion project targets the 1000 Days householdsthe critical window for preventing stuntingwith activities and Social and Behavior Change Communications to promote the use of services, products, and practices for optimal nutrition. As a follow-on to USAIDs flagship ENGINE project, Growth through Nutrition will build on, expand, and strengthen many of ENGINEs interventions while making significant new investments in agriculture and WASH, ensuring that nutrition efforts are coordinated across organizations, and harmonizing efforts within GOE agencies. Growth through Nutrition will continue ENGINEs strategy, focused on supporting country-led policies and programs, strategies, and institutions at all levels, while bringing in additional government and local NGO involvement, as well as the private sector, and the full range of nutrition stakeholders who work on addressing stunting in Ethiopia through partnerships and collaboration.
