The Monitoring and Evaluation ...to Assess and Use Results (MEASURE) Evaluation Phase IV Project builds on the decades-long commitment by the Bureau for Global Health to support health sector monitoring and evaluation and country health information system strengthening. The project is designed, in part, to further efforts of the U.S. Agency for International Development (USAID) to end preventable child and maternal deaths (EPCMD) by assisting partner governments and institutions to generate and make use of high-quality health systems data that can be used to guide decision-making on effective interventions. The strategic objective of the MEASURE Evaluation Phase IV Project is to enable countries to strengthen national, community, and facility-based systems to generate high quality health information that is used to inform decisions on policies, programs, and resource allocations at all levels of the health system.

These services provide the evidence base for important programming decisions across a $600 million portfolio. In addition to designing and implementing evaluations that help determine the factors that contribute to a projects success or failure, we also help USAID monitor its numerous projects in areas that are inaccessible to USAID staff, thus providing an important proxy for face-to-face oversight.

The activity will increase the use of long acting and reversible contraceptive methods, adding an estimated five million couple years of protection.

The USAID-funded Data for Impa...ct (D4I) project is a mechanism for monitoring, evaluation, data analysis and use, and other research needs. D4I is an associate award of the MEASURE Evaluation Phase IV project and is a cross-bureau global health mechanism that supports Missions across health sectors. D4I builds on and reinforces current U.S. government efforts to support countries to generate and use high quality data as evidence to improve programs, policies, and outcomes (https://www.data4impactproject.org). D4I will continue the work of MEASURE Evaluation Phase IV around evaluation, data quality and data use (the specific services are listed below) through the adaptation and use of tools and methodologies developed by MEASURE Evaluation Phase IV and through development of new ones as needed.

The Strengthening Public Secto...r Systems for Maternal and Newborn Care (SPSMNC) activity is designed to reduce maternal and neonatal mortality by strengthening public sector health systems and facilities. Major emphasis is given to strengthening primary health care providers to deliver patient-centered maternal and newborn health (MNH) services, and improving access to equitable and quality care. Through technical assistance, the activity will strengthen local facility readiness to provide MNH care, improve patient satisfaction, and increase provider compliance with evidence-based service delivery guidelines for normal delivery, basic and comprehensive emergency obstetric care, and facility-based newborn care. The activity will support technical assistance and advocacy with Government of Bangladesh and local government representatives to ensure clean water supply for improving handwashing and sanitation practices at the union level health facilities.

The purpose of this activity i...s to improve health behaviors among Cambodians. The activity will support two objectives: 1) strengthened health systems for oversight and coordination of social behavior change (SBC), and 2) improved ability of individuals to adopt healthy behaviors. Interventions will address barriers to health behavior change, both cross-cutting and specific to family planning, tuberculosis (TB), malaria, maternal and child health (MCH), nutrition, and, water, sanitation, and hygiene (WASH). .With FY 2018 funds, the activity will provide technical assistance to develop and implement targeted SBC activities. The activity will conduct demonstration interventions that use a human-centered design approach to address individual behaviors change with innovative, effective SBC strategies.

Grants encourage Arab and Israeli scientists to collaborate in solving problems constraining development in the Middle East region. By combining expertise in agriculture, biomedical research, engineering, social sciences, and natural resources management, Arab and Israeli scientists have been able to address common problems more effectively in a regional approach, while at the same time promoting peaceful coexistence in the Middle East. The MERC Program was created in the aftermath of the original Camp David Peace Accords and is administered by the USAID. This program funds applied research aimed at solving regional development problems, and seeks projects that are likely to contribute to development in an estimated time frame of ten years or less.

This is to shift state funding from financing budget lines (input-based) to purchasing services (output-based), to allow for more equitable health care system and achieve universal health coverage under the Sustainable Development Goals. The TA will lay the foundation of the strategic purchaser, which will be consolidated by the Multitranche Financing Facility (MFF): Improving Access to Health Services for Disadvantaged Groups, which is still in process and is expected to be approved by 2019.

Background: La plateforme MAS...MUT (Plateforme belge pour la micro assurance santé et les mutuelles de santé),créée en 2004, regroupe des représentants de mutualités, d ONG, d institutions de recherche et de lacoopération belge au développement qui travaillent en Belgique dans le champ de la protectionsociale. Son objectif est de promouvoir une collaboration entre les organisations membres et debénéficier de leur complémentarité afin de renforcer la pertinence des systèmes de micro assurancesanté et des mutuelles de santé dans les pays du Sud.Le programme est un programme unique présenté dans le cadre de la plateforme MASMUT et sera misen oeuvre par trois mutualités en collaboration avec trois ONG agréées, toutes membres de laplateforme : - L'Alliance nationale des mutualités chrétiennes (ANMC) et l'ONG Wereldsolidariteit solidarité mondiale(WSM) ; - L'Union nationale des mutualités libres (ML/OZ) et l'ONG Louvain coopération au développement (LD) ; - L'Union nationale des mutualités socialistes (UNMS) et l'ONG Solidarité socialiste – formation,coopération & développement (SOLSOC -FC&D).Des accords de collaboration, annexés au programme, fixent les modalités de collaboration entre lestrois mutualités et les trois ONG en vue de l'exécution du programme. - General objective: Objectif : Les mutuelles de santé du Burundi, de la RDC et de la zone UEMOA, contribuent à une couverture universelle du risque maladie.Pour le programme MASMUT 2014 -2016, les pays retenus sont: - La République Démocratique du Congo ; - Le Burundi ; - L'UEMOA (cette zone d'intervention couvrira les quatre pays suivants : le Burkina Faso ; le Sénégal ; leTogo ; le Mali). Il s'agit d'une « zone d'intervention » particulière : en effet, bien qu'elle constitue uneorganisation et couvre plusieurs pays, l'UEMOA apparaît comme un partenaire essentiel etincontournable notamment au regard des démarches entreprises pour la reconnaissance des mutuelleset de leur environnement légal ainsi que pour la création d'une plateforme d'accompagnement et desuivi en vue de la professionnalisation des acteurs de l'UEMOA (Comité consultatif...). Son objectif est de promouvoir une collaboration entre les organisations membres et debénéficier de leur complémentarité afin de renforcer la pertinence des systèmes de micro assurance - General objective: Objectif : Les mutuelles de santé du Burundi contribuent à une couverture universelle du risque maladie. - Specific objective: Les organisations burundaises d'appui aux mutuelles et les organisations mutualistes burundaises ont réussi à s'organiser entre elles et ont amélioré leurs capacités pour renforcer les mutuelles de santé afin qu'elles jouent leur rôle dans le régime d'assurance maladie universelle. - Results: RESULTAT 1 : CAPACITES INSTITUTIONNELLESLes acteurs mutualistes et les structures d'appui se sont organisés en une plateforme représentative du mouvement mutualiste, la PAMUSAB, dotée des compétences et des structures nécessaires pour être légitimes et réaliser des actions concrètes communes.RESULTAT 2 : CAPACITES TECHNIQUESLa PAMUSAB a renforcé ses capacités techniques de gestion mutualiste et de l'assurance maladie et de formation des cadres techniques.RESULTAT 3 : CAPACITES THEMATIQUESLa PAMUSAB est un centre d'expertises et d'information en matière de couverture universelle du risque maladie. RESULTAT 4 : CAPACITES POLITIQUESLe rôle des mutuelles de santé et de la PAMUSAB est reconnu par les autorités publiques nationales, sous régionales, internationales et les partenaires techniques et financiers. -

Ceci ne sera possible qu'à travers des mécanismes de solidarité obtenu par l'action d'un mouvement social représentatif des populations exclues ou marginalisées dans leur accès à la santé.L'objectif général du programme est que les mutuelles de santé de la République Démocratique du Congo contribuent à une couverture universelle du risque maladie dans leur pays. - Specific objective: Le programme 2014 -2016 qui a une durée de deux et demi, vise à consolider les bases du mouvementmutualiste pour qu'il puisse jouer son rôle dans l'élaboration et la mise en oeuvre de systèmesd'assurance maladie universelle. Background: La plateforme MAS...MUT (Plateforme belge pour la micro assurance santé et les mutuelles de santé),créée en 2004, regroupe des représentants de mutualités, d ONG, d institutions de recherche et de lacoopération belge au développement qui travaillent en Belgique dans le champ de la protectionsociale. Son objectif est de promouvoir une collaboration entre les organisations membres et debénéficier de leur complémentarité afin de renforcer la pertinence des systèmes de micro assurancesanté et des mutuelles de santé dans les pays du Sud.Le programme est un programme unique présenté dans le cadre de la plateforme MASMUT et sera misen oeuvre par trois mutualités en collaboration avec trois ONG agréées, toutes membres de laplateforme : - L'Alliance nationale des mutualités chrétiennes (ANMC) et l'ONG Wereldsolidariteit solidarité mondiale(WSM) ; - L'Union nationale des mutualités libres (ML/OZ) et l'ONG Louvain coopération au développement (LD) ; - L'Union nationale des mutualités socialistes (UNMS) et l'ONG Solidarité socialiste – formation,coopération & développement (SOLSOC -FC&D).Des accords de collaboration, annexés au programme, fixent les modalités de collaboration entre lestrois mutualités et les trois ONG en vue de l'exécution du programme. - General objective: Objectif : Les mutuelles de santé du Burundi, de la RDC et de la zone UEMOA, contribuent à une couverture universelle du risque maladie.Pour le programme MASMUT 2014 -2016, les pays retenus sont: - La République Démocratique du Congo ; - Le Burundi ; - L'UEMOA (cette zone d'intervention couvrira les quatre pays suivants : le Burkina Faso ; le Sénégal ; leTogo ; le Mali). Il s'agit d'une « zone d'intervention » particulière : en effet, bien qu'elle constitue uneorganisation et couvre plusieurs pays, l'UEMOA apparaît comme un partenaire essentiel etincontournable notamment au regard des démarches entreprises pour la reconnaissance des mutuelleset de leur environnement légal ainsi que pour la création d'une plateforme d'accompagnement et desuivi en vue de la professionnalisation des acteurs de l'UEMOA (Comité consultatif...). Lors d'ateliers,l'UEMOA a évoqué son souhait de collaborer avec MASMUT : des pistes de collaboration ont étédégagées afin d'assurer la mise en place optimale de la législation sur les mutuelles sociales au sein del'espace de l'UEMOA.Dans chaque pays, une ou plusieurs organisations partenaires, membres de la plateforme nationale,ont été identifiées pour assurer le pilotage et coordonner l'action du programme avec la plateformenationale. - Specific objective: Le programme 2014 -2016 qui a une durée de deux et demi, vise à consolider les bases du mouvement mutualiste ouest -africain pour qu'il puisse jouer son rôle dans l'élaboration et la mise en œuvre d'un système d'assurance maladie universelle. Son objectif est de promouvoir une collaboration entre les organisations membres et de bénéficier de leur complémentarité afin de renforcer la pertinence des systèmes de micro assurance - General objective: Objectif : Les mutuelles de santé du Burundi contribuent à une couverture universelle du risque maladie. - Specific objective: Les organisations burundaises d'appui aux mutuelles et les organisations mutualistes burundaises ont réussi à s'organiser entre elles et ont amélioré leurs capacités pour renforcer les mutuelles de santé afin qu'elles jouent leur rôle dans le régime d'assurance maladie universelle. - Results: RESULTAT 1 : CAPACITES INSTITUTIONNELLES Les acteurs mutualistes et les structures d'appui se sont organisés en une plateforme représentative du mouvement mutualiste, la PAMUSAB, dotée des compétences et des structures nécessaires pour être légitimes et réaliser des actions concrètes communes. RESULTAT 2 : CAPACITES TECHNIQUES La PAMUSAB a renforcé ses capacités techniques de gestion mutualiste et de l'assurance maladie et de formation des cadres techniques. RESULTAT 3 : CAPACITES THEMATIQUES La PAMUSAB est un centre d'expertises et d'information en matière de couverture universelle du risque maladie. RESULTAT 4 : CAPACITES POLITIQUES Le rôle des mutuelles de santé et de la PAMUSAB est reconnu par les autorités publiques nationales, sous régionales, internationales et les partenaires techniques et financiers. -

Ceci ne sera possible qu'à travers des mécanismes de solidarité obtenu par l'action d'un mouvement social représentatif des populations exclues ou marginalisées dans leur accès à la santé.
