There are over 25 million refu...gees globally, the highest number since the end of the Second World War. ODA-eligible countries, many in Africa, host the majority of the refugee population, Uganda alone hosts 1.36 million refugees and is the third largest refugee-hosting country in the world. The vast majority of refugees are in long-term, protracted displacement situations. At a population level, there can often be stark social and health inequities between host and refugee populations, as well as within the refugee community itself. For example, refugee (and internally displaced) women and girls are less likely than men and boys to have secure access to food, health care, shelter, nationality and documentation, and are more vulnerable to sexual violence and exploitation. The response to protracted displacement settings has commonly been the development of separate parallel health responses in which international donor funding is directed largely towards international NGOs, and less so towards host governments, even where there are efforts to integrate refugee populations within host communities. While helping to address needs in the short-term, this approach risks weakening the public health system response and community cohesion over the longer term. For example, it can cause poorly coordinated and inefficient responses by government and NGOs, fragment national governance mechanisms, divert financing and expertise away from government, and undermine national strategic plans. Parallel approaches also mean that the opportunity to address issues of social and health inequity are limited, through the siloed application of numerous advocacy and development programmes. Overall, the current nature of humanitarian response is unsustainable as it fails to build long term national capacity to respond effectively and equitably as needs arise. The REfugees in Africa ClusTer (REACT) aims to respond to this situation by partnering specialist researchers - in the areas of health governance, political economy, refugee health needs, health economics and gender analysis - with policymakers from the east, central and southern Africa region - comprising Eswatini, Kenya, Lesotho, Malawi, Mauritius, Tanzania, Uganda, Zambia and Zimbabwe, represented collectively by the ECSA Health Community. REACT will cluster two existing large GCRF programmes - Thanzi la Onse (Health of All), led by the University of York, focused on health economics and related research to inform resource allocation in the ECSA region, and RECAP, led by the London School of Hygiene and Tropical Medicine (LHSTM), focused on health in humanitarian crises. It will include partnership of two major research institutes in the ECSA region, based in countries with amongst the largest refugee populations globally - Makerere University, School of Public Health, in Uganda, and KEMRI-Wellcome Trust, in Kenya. Equitable access to healthcare... is a key element of emergency preparedness. However, in low-income countries, efforts to strengthen preparedness tend to be disconnected from actions to achieve universal health coverage (UHC). We aim to provide decision-makers with the evidence they need to pursue preparedness and equity goals in synergy. By establishing the Re_Emerge consortium, we aim to produce the evidence needed by key stakeholders working in disease outbreak-affected low-income countries (LIC), so that they can align their efforts, and advance preparedness and UHC through integrated governance and synergistic decision-making. The consortium will conduct research in four low-income countries (LICs) - Sierra Leone, Liberia, Guinea and the Democratic Republic of Congo (DRC) - which recently experienced (and, in DRC's case, is currently experiencing) outbreaks of Ebola Virus Disease (EVD). We intend to use the development grant to lay the groundwork for this by consolidating an emerging multi-partner collaboration on achieving integrated approaches to health systems strengthening in Ebola-affected settings – led by the University of Edinburgh (UK) and the College of Medicine and Allied Health Sciences (Sierra Leone).

Achieving Universal Health Cov...erage (UHC) is a global priority to ensure health for all and reduce health inequalities (SDG3.8). However, progress towards UHC is an inherently political process. Political Economy Analysis (PEA) is an essential tool in the field of health policy and system research to shed light on the barriers and facilitators of UHC reforms. Although recent work has been done to develop PEA frameworks for UHC and to apply PEA, francophone West Africa remains understudied and underrepresented in the research arena. This project aims to develop a strong, effective and equitable research partnership between research institutions in the UK and francophone West Africa (initially in Benin, to be expanded to other countries during the grant period), to strengthen research capacity and frameworks and to build networks with stakeholders and communities. This will enable us to launch cutting-edge research on UHC and collectively to improve progress towards it in this region.

Breakthrough-RESEARCH will con...vene and engage a broad range of health and development stakeholders, supporting them in developing, promoting, and operationalizing visionary, consensus-driven agendas for Social and Behavior Change (SBC) research that contribute to measurable global health impact by providing the evidence needed to increase the practice of priority health behaviors and enable social norms for improved health and development outcomes. This may include, for example, synthesizing evidence and building consensus around SBC research agendas, designing and implementing high-priority SBC studies, and developing research utilization strategies and products tailored to end-users. Breakthrough-RESEARCH may also conduct performance and impact evaluations of SBC activities implemented through Mission bilateral or other central projects.

This activity will initiate eight implementation research studies on family planning, maternal and newborn health, nutrition and tuberculosis. These studies will inform USAID and the GOB on programmatic strategies to improve utilization of health services and health outcomes. The results of these studies will provide the evidence base to support policy analysis and programmatic guidance to assist the GOB, USAID, and other partners in strategic decision-making on health. The activity supports Bangladesh's national health policy and its investments in health.

The purpose of this activity i...s to improve health behaviors among Cambodians. The activity will support two objectives: 1) strengthened health systems for oversight and coordination of social behavior change (SBC); and 2) improved ability of individuals to adopt healthy behaviors. Interventions will address barriers to health behavior change, both cross-cutting and specific to family planning; tuberculosis (TB); malaria; maternal and child health (MCH); nutrition; and, water, sanitation, and hygiene (WASH). .With FY 2018 funds, the activity will provide technical assistance to develop and implement targeted SBC activities. The activity will conduct demonstration interventions that use a human-centered design approach to address individual behaviors change with innovative, effective SBC strategies.

The HEARD Project undertakes r...esearch efforts that accelerate the achievement of USAID health and development goals as envisioned within the Agency goals of preventing child and maternal deaths, controlling the AIDS/HIV epidemic, and combating infectious diseases threats. The project aims to contribute to the reduction of mortality, morbidity, and infectious diseases in newborns, children, and women through successful research and development, sustained utilization, and progress to scale of new or refined products, technologies, and interventions through engagement of researchers, policy makers, and implementers. Services provided include: multidisciplinary applied and implementation research that accelerate the research-to-use process, which focuses on targeted questions, barriers,or technologies, interventions, and policies around the main causes of maternal, child and neonatal deaths and morbidity.

This may include, for example, synthesizing evidence and building consensus around SBC research agendas, designing and implementing high-priority SBC studies, and developing research utilization strategies and products tailored to end-users. Breakthrough-RESEARCH may also conduct performance and impact evaluations of SBC activities implemented through Mission bilateral or other central projects.
