The 2017 Dakar consultation on... the health-related Sustainable Development Goals (SDGs) concluded with a wide consensus among participants on the need for a regional coalition to accelerate progress towards the SDGs and track where and how the progress is happening. As a next step, this project aims to advance this consensus and identify key regional priorities for the health-related SDGs. It will also propose mechanisms that can track progress towards the health-related SDGs nationally and regionally. The project will be led by Initiative Prospective Agricole et Rurale Sénégal and the West African Health Organization. Policy research institutions in Burkina Faso, Ghana, and Senegal will also collaborate in the research activities. In addition, the project aims to work with key civil society organizations across a range of social and economic sectors to analyze their involvement in implementing and monitoring the health-related SDGs, including actions to ensure meaningful engagement and participation of women and marginalized groups. A key outcome of this project will be a deeper understanding of the key indicators and the extent to which the required data exists to monitor them. The results will be used to develop a multi-stakeholder SDG monitoring approach for the health-related indicators in West Africa. The project aligns with the 2030 global agenda for sustainable development and is closely aligned with Canada's policy for civil society partnerships for international assistance.

Industry-funded research, when... conducted transparently and without interference, has led to important scientific contributions. However, private sector- or industry-funded research can be problematic if commercial interests are at odds with development goals. Researchers in developing countries can be particularly vulnerable to conflict of interest due to increasing pressures to pursue funding opportunities and partnerships with the private sector. Several studies have shown industry-funded research in fields such as public health and nutrition have been selected, designed, or have generated results that have a bias in favour of the funder's commercial interests. These studies attribute this funding-effect to conflict of interest, which can negatively affect the integrity and objectivity of research and undermine overall research quality. Its impact can have serious and far-reaching consequences, such as reputational damage to researchers and research institutions, or even putting human research subjects at risk.Science granting councils and ethics review committees in research institutes and universities could serve as gatekeepers for managing, reducing, or eliminating conflicts of interest in research proposals and projects they engage with as part of their mandates. The goal of this project is to strengthen the capacities of science granting councils and ethics review committees to protect public health research by equipping them with resources such as an e-learning module and a toolkit for managing conflicts of interest. This work will be implemented over 24 months with science granting councils and ethics review committees in West Africa, eastern Africa, and southern Africa. This project is funded through the Science Granting Councils Initiative in sub-Saharan Africa (SGCI), a multi-donor initiative developed jointly by IDRC, the United Kingdom's Department for International Development, and South Africa's National Research Foundation. Since its inception in 2015, SGCI has been strengthening the capacities of science granting councils in 15 countries in sub-Saharan Africa. Two new cross-cutting dimensions, namely research excellence and gender equality and inclusivity, have recently been added to the Initiative. As part of the SGCI's second phase, funding from the Swedish International Development Cooperation Agency and IDRC will provide grants to each council, enabling them to manage research competitions and related activities in areas aligned with their national research agendas.

Type B lymphocytes are a speci...fic type of white blood cell within our immune system. They produce and export antibodies which seek out, attach to, and neutralize microbes and toxins. A unique way that B lymphocytes boost their antibody response is through making changes in the genes that encode for antibodies. These genetic changes in B lymphocytes are carried out by AID, an enzyme that alters the sequence of antibody genes, leading to improved antibodies and hence improved immunity. However, AID activity is often misdirected to the wrong genes, or mis-expressed in the wrong cell types. This results in genetic mutations that can transform healthy cells into cancers. As a result, AID is now recognized as a leading cause of aggressive lymphoma/leukaemia and several solid tissue tumours. Furthermore, continued AID activity in cancer cells increases their ability to mutate and therefore become resistant to therapeutic approaches. Thus, the current scientific belief is that AID causes mutations to the genome of cells which in turn results in causing and/or exacerbating cancer. Strong preliminary data hints at the possibility of a completely new aspect of AID activity: DNA damaged by external sources such as radiation can itself attract AID and this may serve to correct/repair some of the damage. The aim of this project is to study the extent and mechanisms of this effect, and investigate whether it represents a possible pathway by which cancer cells can evade or become resistant to chemotherapy or radiation therapy, since many cancer therapies work through inducing DNA damage. The results of this project may have important implications for cancer treatment strategies.The project is led in Canada by Memorial University of Newfoundland in collaboration with the Hebrew University of Jerusalem (Israel) and researchers from Pakistan and India. It was selected and approved for funding through the second research competition of the Joint Canada-Israel Health Research Program, which is a partnership between Canada's International Development Research Centre, the Canadian Institutes for Health Research, the Israel Science Foundation and the Azrieli Foundation. This seven-year, $35M Canadian-Israeli effort draws on the unique scientific strengths of both countries and facilitates networking opportunities with peers from Africa, Asia, and Latin America. Projects include a plan for integrating researchers from low- and middle-income countries that will establish long-term scientific relationships.

This research project will con...tribute to evidence from four country case studies in Syria, South Sudan, Mali, and Colombia or the Democratic Republic of Congo as part of a global project to inform developing operational guidance on interventions related to reproductive, maternal, newborn, child, and adolescent health (RMNCAH) in conflict settings. The objectives of this project are to understand how decisions on RMNCAH interventions in conflict settings are reached, the gaps in service provision and in the populations reached, and the impact of such interventions, including intervention delivery strategies. The project will be conducted by a global academic research consortium led by the SickKids Hospital's Centre for Global Child Health (Canada) in collaboration with local academic and implementation partners. The outcomes include a set of five papers in an early 2019 issue of The Lancet that will synthesize findings from across this global project and will be launched at the International Congress of Pediatrics in March 2019. There will be other venues of dissemination, including conferences, symposia, and in-country dissemination of findings.

The disruption in livelihoods and protective networks has undermined the bargaining power of women, exposing them to higher risk of abuse and exploitation in domestic and public spaces and in the workplace. This further sets the stage for the increased occurrence of harmful traditional practices that are anchored in gender norms, such as female genital mutilation, early and forced child marriages, and child labour. This project will undertake research to inform gender-responsive, accountable, and democratic policies and strategies that ensure vulnerable populations affected by COVID-19, such as female workers in informal urban economies, can recover and rebuild their lives and livelihoods. Research in three urban settings in India, Kenya, and Uganda will generate data on the impact of the COVID-19 response on women workers in the informal economy. This will provide an understanding of how gender norms, pathways to economic empowerment, and the gendered impacts of violence and access to essential health services can inform policy that is responsive to the specific needs of women workers in these informal economies.

The Intergovernmental Panel on... Climate Change estimates that rising global temperatures will increase the amount and severity of heat waves. In India, these heat waves are exacerbated by the heat generated by human activities in urban areas. This has a considerable impact on the health of vulnerable communities, including a rise in fatalities. According to the Indian Meteorological Department, in 2015 alone more than 2,400 people died of heat-related causes. Despite projections by climate models of a warming climate and increasing frequency of extreme heat events in the coming years, in India the public recognition of the magnitude of these hazards remains low. Administrative support systems generally lack preparedness measures and data to quantify how heat stress affects human health, work productivity, and livelihoods. This project, implemented by the New Delhi-based organization Integrated Research for Action and Development, will support the development of location-specific and gender-sensitive heat stress action plans in Delhi, Bhubaneswar, and Rajkot. These plans will be based on quantitative and qualitative measures, primary and secondary data, and shared learning dialogues with stakeholders. The researchers, in collaboration with the municipal corporations, will identify the spatial vulnerability of populations during extreme heat events, analyze the impact of extreme heat events on health, work productivity, and livelihoods, select appropriate, innovative, and affordable climate adaptation measures that consider associated cost effectiveness and gender-based implications, provide training to urban planners, municipal commissioners, city engineers, officials from various healthcare centres, and municipal health officers to improve their ability to execute heat stress action plans, and organize policy workshops to facilitate the implementation of the heat stress action plans into municipal disaster strategies in the selected areas. The research process and plans developed are expected to influence appropriate adaptation actions and associated policy at the municipal scale, which will improve resilience and reduce vulnerability of more than 10 million at-risk people in the selected areas. The plans will be made available to the Natural Resources Defense Council and the Indian Institute of Public Health to enable an analysis of their potential to be applied to other cities in India.

Industry-funded research, when... conducted transparently and without interference, has led to important scientific contributions. However, private sector- or industry-funded research can be problematic if commercial interests are at odds with development goals. Researchers in developing countries can be particularly vulnerable to conflict of interest due to increasing pressures to pursue funding opportunities and partnerships with the private sector. Several studies have shown industry-funded research in fields such as public health and nutrition have been selected, designed, or have generated results that have a bias in favour of the funder's commercial interests. These studies attribute this funding-effect to conflict of interest, which can negatively affect the integrity and objectivity of research and undermine overall research quality. Its impact can have serious and far-reaching consequences, such as reputational damage to researchers and research institutions, or even putting human research subjects at risk.Science granting councils and ethics review committees in research institutes and universities could serve as gatekeepers for managing, reducing, or eliminating conflicts of interest in research proposals and projects they engage with as part of their mandates. The goal of this project is to strengthen the capacities of science granting councils and ethics review committees to protect public health research by equipping them with resources such as an e-learning module and a toolkit for managing conflicts of interest. This work will be implemented over 24 months with science granting councils and ethics review committees in West Africa, eastern Africa, and southern Africa. This project is funded through the Science Granting Councils Initiative in sub-Saharan Africa (SGCI), a multi-donor initiative developed jointly by IDRC, the United Kingdom's Department for International Development, and South Africa's National Research Foundation. Since its inception in 2015, SGCI has been strengthening the capacities of science granting councils in 15 countries in sub-Saharan Africa. Two new cross-cutting dimensions, namely research excellence and gender equality and inclusivity, have recently been added to the Initiative. As part of the SGCI's second phase, funding from the Swedish International Development Cooperation Agency and IDRC will provide grants to each council, enabling them to manage research competitions and related activities in areas aligned with their national research agendas.

There is a significant need for researchers, ethics review boards, and other relevant actors to collaborate and address limitations and challenges in how research ethics are applied in non-biomedical fields in the region. This project will promote a locally grounded and evidence-driven culture of research ethics in MENA by strengthening research in the social sciences, public health, and humanities, with a focus on fragile and challenging contexts. It will support individual and institutional capacity strengthening, interdisciplinary debates, methodological inquiry, small research grants, and localized tools and guidelines development. In collaboration with other grantees under this initiative, Birzeit University in the West Bank will produce localized, rigorous, and evidence-based research ethics protocols on social sciences, public health, and humanities research, a body of knowledge on existing practice and new innovations in research ethics, and an established community of practice in the region with influence in MENA and beyond. Through these efforts, the project will promote regional critical thinking and produce practical knowledge and tools that can be adapted to other regions facing similar fragility challenges. Working collaboratively with Canadian, regional, and international bodies on similar issues, the project aims to inform and influence global policies and practices for conducting research in fragile settings.

This project will partner with two other IDRC-funded projects in MENA: the development of a research ethics learning portal (led by Birzeit University) and an initiative that intends to strengthen individual and institutional capacities by providing training and research grants on research ethics (led by the Arab Council for Social Sciences). Together, these teams will produce localized and evidence-based research ethics protocols in social sciences and public health and humanities research. They will generate knowledge on existing practices and new innovations in research ethics, including a focus on fragile environments, and they will establish a community of practice with regional and global influence. These efforts will also produce practical knowledge and tools that can be adapted to other regions, with the aim of informing and influencing global policies and practices to conduct research in fragile settings.

Modern concepts that govern ma...ny of the accepted research ethics practices and principles in the Middle East and North Africa (MENA) are based on western value systems that do not speak to the region's diverse local and cultural contexts and realities. Applying research ethics in the region tends to be isolated and heavily focused on biomedical research, with a lack of attention on how political, social, and economic contexts affect researchers and research settings. There is a significant need for researchers, ethics review boards, and other relevant actors to collaborate and address limitations and challenges in how research ethics are applied in non-biomedical fields in the region. This project will fund researchers from the American University of Beirut to map and assess research ethics practices and processes of universities in MENA. This multi-stakeholder study will involve academics, research participants, and national ethics committees, among others. It will also investigate the social and structural determinants that influence and impact research processes and conduct. This project will partner with two other IDRC-funded projects in MENA: the development of a research ethics learning portal (led by Birzeit University) and an initiative that intends to strengthen individual and institutional capacities by providing training and research grants on research ethics (led by the Arab Council for Social Sciences). Together, these teams will produce localized and evidence-based research ethics protocols in social sciences and public health and humanities research. They will generate knowledge on existing practices and new innovations in research ethics, including a focus on fragile environments, and they will establish a community of practice with regional and global influence. These efforts will also produce practical knowledge and tools that can be adapted to other regions, with the aim of informing and influencing global policies and practices to conduct research in fragile settings.

Women, girls, and people livin...g in marginalized areas in the Middle East and North Africa and West Africa face barriers to accessing and receiving healthcare, but very few use legal means to overcome these barriers and assert their health rights. Anecdotal evidence indicates that these rights are under greater threat in the context of the COVID-19 pandemic, but legal empowerment is an approach that can help balance individual rights in the face of public health emergency measures. Exploitation, dehumanizing healthcare, and lack of accountability and justice cannot be overcome without strengthening individuals' knowledge of their rights to health. This knowledge enhances their capacities and capabilities to claim and exercise their rights through legal channels. Legal empowerment entails going beyond purely court- or lawyer-based access to justice services and contributes to unleashing people's health rights.This project seeks to identify key challenges and propose future directions for research on how legal empowerment can contribute to overcoming barriers to access health services for the most vulnerable in the Middle East and North Africa and West Africa. It will map the legal hurdles and identify legal empowerment approaches to empower marginalized populations, such as using paralegals, local mechanisms, and civil registration and vital statistics systems. The aim is to identify strategies that have a high impact on health outcomes, as well as key stakeholders that can use these empowerment strategies to contribute to equitable and accountable health systems.

Industry-funded research, when... conducted transparently and without interference, has led to important scientific contributions. However, private sector- or industry-funded research can be problematic if commercial interests are at odds with development goals. Researchers in developing countries can be particularly vulnerable to conflict of interest due to increasing pressures to pursue funding opportunities and partnerships with the private sector. Several studies have shown industry-funded research in fields such as public health and nutrition have been selected, designed, or have generated results that have a bias in favour of the funder's commercial interests. These studies attribute this funding-effect to conflict of interest, which can negatively affect the integrity and objectivity of research and undermine overall research quality. Its impact can have serious and far-reaching consequences, such as reputational damage to researchers and research institutions, or even putting human research subjects at risk.Science granting councils and ethics review committees in research institutes and universities could serve as gatekeepers for managing, reducing, or eliminating conflicts of interest in research proposals and projects they engage with as part of their mandates. The goal of this project is to strengthen the capacities of science granting councils and ethics review committees to protect public health research by equipping them with resources such as an e-learning module and a toolkit for managing conflicts of interest. This work will be implemented over 24 months with science granting councils and ethics review committees in West Africa, eastern Africa, and southern Africa. This project is funded through the Science Granting Councils Initiative in sub-Saharan Africa (SGCI), a multi-donor initiative developed jointly by IDRC, the United Kingdom's Department for International Development, and South Africa's National Research Foundation. Since its inception in 2015, SGCI has been strengthening the capacities of science granting councils in 15 countries in sub-Saharan Africa. Two new cross-cutting dimensions, namely research excellence and gender equality and inclusivity, have recently been added to the Initiative. As part of the SGCI's second phase, funding from the Swedish International Development Cooperation Agency and IDRC will provide grants to each council, enabling them to manage research competitions and related activities in areas aligned with their national research agendas.

The COVID-19 pandemic has wrou...ght a global socio-economic crisis, with profound implications for the wellbeing of individuals, households, and communities. It has further deepened existing social inequalities and heightened risks for gender-based violence and violation of sexual and reproductive health and rights among marginalized groups. The disruption in livelihoods and protective networks has undermined the bargaining power of women, exposing them to higher risk of abuse and exploitation in domestic and public spaces and in the workplace. This further sets the stage for the increased occurrence of harmful traditional practices that are anchored in gender norms, such as female genital mutilation, early and forced child marriages, and child labour. This project will undertake research to inform gender-responsive, accountable, and democratic policies and strategies that ensure vulnerable populations affected by COVID-19, such as female workers in informal urban economies, can recover and rebuild their lives and livelihoods. Research in three urban settings in India, Kenya, and Uganda will generate data on the impact of the COVID-19 response on women workers in the informal economy. This will provide an understanding of how gender norms, pathways to economic empowerment, and the gendered impacts of violence and access to essential health services can inform policy that is responsive to the specific needs of women workers in these informal economies.
