Supporting East Jerusalem Hosp...itals ("EJH" programme): The six Palestinian
hospitals in East Jerusalem form an integral part of the network of health provision
for Palestine. They are amongst the few remaining Palestinian institutions in East
Jerusalem and provide specialized healthcare services not available anywhere else in
the West Bank or Gaza for Palestinian patients. The financial difficulties of the PA
have resulted in a situation where many of the hospital bills underwritten by the
Ministry of Health for the medical referrals of patients to East Jerusalem remain
unpaid. The EU/donors make available direct financial support to cover the cost of
unpaid medical referrals to East Jerusalem hospitals to ensure that hospital facilities
remain open and medical staff continues working. Around €40 million were disbursed
in 2014-205.
In the period 2014-2015, the EU committed nearly €342 million to implement the
aforementioned PEGASE DFS programmes.

SUPPORT VIA PEGASE 2016
|
Support via PEGASE 2016
|
The Israeli occupation is the ...main obstacle to development in Palestine. A sustainable economic growth depends on a political solution which would enable freedom of movement of persons and goods. This lack of basic preconditions for economic growth has caused a heavy aid dependency of the Palestinian Authority (PA). To reduce external financing needs, PA is looking into measures on how to increase domestic revenues through increasing the tax base and additional restraints on recurrent expenditures, such as the freezing of wages. The proposed Swedish contribution to PEGASE in 2016 aims at addressing the PA's budget deficit and the main objective of the PEGASE's Civil Servants and Pensioners (CSP) program is to provide salary and pension payments to PA employees who work with basic service delivery such as health and education. The funds cover the salaries of the PA's civil servants and pensioners to ensure the functioning of essential public services such as schools and hospitals in the West Bank and Gaza. The contribution will meet the immediate needs of the beneficiaries and support PA's overall financial situation. Direct financial support to PA thus meets a financial necessity that enables important Palestinian authorities and institutions to function. Functioning institutions are a prerequisite for the implementation of the national development agenda. PEGASE is assessed to be a well-established instrument for channeling funds to a specific result area and the support is in line with the Strategy for Sweden's international development cooperation with Palestine 2015-2019. There are control mechanisms developed within the framework of PEGASE programs which ensure good internal control.

Supporting East Jerusalem Hosp...itals ("EJH" programme): The six Palestinian
hospitals in East Jerusalem form an integral part of the network of health provision
for Palestine. They are amongst the few remaining Palestinian institutions in East
Jerusalem and provide specialized healthcare services not available anywhere else in

have resulted in a situation where many of the hospital bills underwritten by the
Ministry of Health for the medical referrals of patients to East Jerusalem remain
unpaid. The EU/donors make available direct financial support to cover the cost of

WB MULTI-PARTNER FUND SOMALIA ...2018-2021
more
|
WB Multi-Partner Fund Somalia ...2018-2021
more
|
This Country Partnership Frame...work (CPF) is currently funded by 10 donors through the the Multi-Partner Fund modality for delivery. Sweden is the fourth biggest contributor to the fund. The MPF modality is per definition a pooled fund mechanism with is the preferred mechanism of financing in conflict and post-conflict contexts. The MPF is one of three pooled funding mechanisms in Somalia established as part of the Somalia Development and Reconstruction Facility. The MPF is administered by the World Bank and operates in close cooperation with the federal government of Somalia and the contributing donors. WB-MPF are well aligned with government priorities, as articulated in the National Development Plan (2017-2019) and together cover all eight pillars of the NDP. Hence, national ownership and alignment to principles of development effectiveness is adhered to. As Administrator of the Trust Fund, the World Bank is responsible for ensuring that the MPF and its funds are used in accordance with the administrative agreements and that recipients use MPF funds in accordance with the grant agreements. The MPF has a specific focus support to core state functions, socioeconomic recovery and sustainable development compared with the UN Fund being more broad in scope and the AfDB focusing on rehabilitation and development of infrastructure. The overall aim of the CPF 2019-2022 is to lay foundations for the longer-term poverty reduction and inclusive growth by focusing on priority areas and constraints creating the current Somalia dual development trap created by low level of trusts and exacerbated by widespread vulnerability of repeated shocks. The strategy has two focus areas (1) Strengthening Institutions to Deliver Services and (2) Restoring Economic Resilience and Opportunities. The first focus area will strengthen ongoing governance programs with a new focus on fiscal space and improving access to - and quality of - key social services and resilience. Programs will specifically target public finance management reforms, domestic revenue mobilization and resource sharing, basic delivery systems for social services, and urban resilience. The second focus area aims to increase economic resilience as a basis for long-run poverty reduction and inclusive growth by improving business environment and lowering barriers to market entry, increasing access to finance for inclusion and digital development, and improved access to water and renewable energy. The World Bank will be overall responsible for implementation but the delivery model implies that 80-85% of MPF projects are recipient executed. This means that large shares of the funding to MPF will be channeled through the Federal Government of Somalia and Federal member states. The risk of using country systems in Somalia is considered high. However, the use of country systems maximizes the effectiveness of aid and can help government legitimacy and public support, strengthening the accountability between the Stat

Albania is driven by a develop...ment and EU integration agenda reflected in its National Strategy for Development and Integration 2007-2013. A functional state with effective structures at all levels and effective governance practices remains still a challenge. The disparity between rich and poor is increasing and the risk of poverty is real, especially in the underserved areas and for vulnerable groups of the population. The reform of the health system still needs many improvements at govemance, management and care levels; standards are set, but implementation is weak. Equally, a modern health workforce must continuously upgrade its knowledge and skills. To ensure it, Albania is creating a Continuing Medical Education (OME) System.

Community Healthcare Project

Promotion de la santé dans le... Haut-Badakchan.

Improving nursing care for bet...ter health services
more
|
In Bosnia and Herzegovina nurs...es make up the largest group of healthcare professionals. However, the potential offered by their proximity to local communities is underexploited. They are often responsible for administrative tasks rather than patient care and, with limited career prospects, many nurses are attracted by better working conditions in Western Europe. This is regrettable because nurses and the care they provide can be a gateway to better health services for people living in rural areas and marginalised communities.

Supporting the Medical Educati...on Reform in Ukraine
more
|
A profound health reform is un...derway in Ukraine. The currently ill-prepared medical education system is a fundamental component of it. Training curricula are outdated and teaching staff lack essentials skills, capacities and motivation. This project supports the reform of the medical education system for family doctors and nurses, and the strengthening of competencies of healthcare managers. As a result, significant quality improvements of health care delivered to the population are expected.
