Trois axes dintervention (qual...ité des soins, accès aux soins et préventions des maladies évitables) ont été retenus pour la nouvelle phase du programme au niveau provincial. Les activités qui seront menées dans chaque axe viseront à latteinte, au terme de cette troisième phase, dun certain nombre deffets, notamment : 1) des soins dont la qualité correspond aux normes et directives nationales et internationales fournis par 70% des formations sanitaires, 2) une augmentation de lutilisation des services de santé par la population, 3) 60% des ménages qui utilisent et renouvellent les moustiquaires imprégnées, 4) 50% des femmes enceintes qui suivent la consultation prénatale lors de leur premier trimestre de grossesse.

In line with the SECO Budget Support Strategy of 2013, budget support is provided by using a three pillar approach including policy dialogue, catalogue of reforms and technical assistance.

Through its project planning a...nd implementation approach RHDP has empowered community groups, especially women, and also influenced the village development committees (VDCs) to integrate community health demands in VDC planning, and thus contributed to local state building and better service delivery. After 17 years of cooperation, this will be the last phase of RHDP that will focus on consolidation and sustainability. As in the past, the project will aim at improving overall health status of people, especially of women, poor and disadvantaged groups in remote areas of Dolakha, Ramechhap and Okhaldhunga districts. Primary beneficiaries will be women, children, adolescents, and men, with special attention to Dalits and Janajatis.

Despite the political and huma...nitarian crisis Burundi is experiencing, the SDC remains committed to providing help directly to the people. In the health sector it aims to strengthen treatment capacity in health centres and district hospitals so that these can provide accessible, good-quality care. The SDC programme covers both Burundi and Rwanda.

Democratic management of healt...h facilities
The healthcare support programme established by the SDC in Burundi also includes neighbouring Rwanda, within the framework of a regional project. Set up by the Swiss Tropical and Public Health Institute, it helps to build and renovate facilities, buy equipment and train large numbers of medical and administrative staff. The programme has benefited almost 200 health centres and regional hospitals in Burundi and Rwanda and, indirectly, some 2.5 million inhabitants.
The idea is not only to ensure the population receives better healthcare but also to make sure that health facilities are run in a professional, even democratic manner. In other words, the more local communities are involved in managing health facilities, and the more access they have to transparent information, the easier it is for them to have access to healthcare.
Health insurance
But the men, women and children requiring treatment need to be able to pay for it. With the Swiss Tropical and Public Health Institute, the SDC is helping to set up basic healthcare funding arrangements which are favourable to the majority.
In Rwanda, the SDC's advocacy contributed to the introduction of basic health insurance for the population in the early 2000s. Since then, the SDC has been striving to help the poorest people to pay their annual premiums (approx. CHF 4 per person). In 2015, more than 17,000 households benefited from subsidies. In Burundi, some 14,000 families were able to obtain a healthcare card thanks to the SDC.
The challenge now is for the whole population to be covered by this basic health insurance. The insurance membership rate today ranges from 19% to 77% in areas where the SDC is active. The healthcare support programme that has been set up is trying to make all Burundians and Rwandans aware of the benefits of these insurance schemes. At the same time the SDC takes part in the regular assessment of these schemes, together with the national authorities and local beneficiary committees, in order to improve their day-to-day running.

The humanitarian operation in ...Sudan is one of the largest in the world. According to the 2015 Humanitarian response Plan, 5.4 million people are in need of humanitarian assistance in different parts of the country, particularly in Darfur, South-Kordofan and Blue Nile State. In Darfur, fighting in 2014 has led to the displacement of 430'000 persons. That is more than in any single year since the height of the conflict in 2004. This phase of the project will be implemented in the wider region of Jebel Mara in Central Darfur. The current phase of the project runs for 19 months and will further build the capacity of IDPs, Host Communities and Public Institutions in the fields of WASH and Basic Health Services.

The Health Promotion and Syste...m Strengthening project (HPSS) is improving access to and the quality of health services both in terms of the demand (health promotion, health insurance) and the supply side (drug procurement; health technology maintenance). After a successful pilot phase in the Dodoma region, the Tanzanian government is requesting the SDC to expand this approach to two other regions with a focus on those most at risk (the poor, women, children, youth and the elderly).

Trois axes d'intervention (qua...lité des soins, accès aux soins et préventions des maladies évitables) ont été retenus pour la nouvelle phase du programme au niveau provincial. Les activités qui seront menées dans chaque axe viseront à l'atteinte, au terme de cette troisième phase, d'un certain nombre d'effets, notamment : 1) des soins dont la qualité correspond aux normes et directives nationales et internationales fournis par 70% des formations sanitaires, 2) une augmentation de l'utilisation des services de santé par la population, 3) 60% des ménages qui utilisent et renouvellent les moustiquaires imprégnées, 4) 50% des femmes enceintes qui suivent la consultation prénatale lors de leur premier trimestre de grossesse.

As the first steps showed very positive results, the project has been scaled up to a national level.

Le Programme de Renforcement d...u Système de Santé au Rwanda a débuté en août 2002, apportant un appui aux districts et aux formations sanitaires afin d'améliorer l'offre et la qualité des soins de santé. Les principaux défis persistants, concernant les capacités de gestion des mutuelles, la qualité des soins dans la prise en charge des mère et des enfants, ainsi que la fonctionnalité de l'équipe cadre de district. Comme précédemment, la finalité du PSP sera de réduire durablement dans les districts de Karongi et Rutsiro la morbidité et la mortalité dues aux maladies évitables et/ou facilement traitables, et ainsi de contribuer à la lutte contre la pauvreté . Cette 5ème phase se concentrera sur la pérennisation des acquis et un désengagement progressif considérant les capacités des partenaires à assurer les tâches et responsabilités qui leur incombent.

Despite the political and huma...nitarian crisis Burundi is experiencing, the SDC remains committed to providing help directly to the people. In the health sector it aims to strengthen treatment capacity in health centres and district hospitals so that these can provide accessible, good-quality care. The SDC programme covers both Burundi and Rwanda.

Democratic management of healt...h facilities
The healthcare support programme established by the SDC in Burundi also includes neighbouring Rwanda, within the framework of a regional project. Set up by the Swiss Tropical and Public Health Institute, it helps to build and renovate facilities, buy equipment and train large numbers of medical and administrative staff. The programme has benefited almost 200 health centres and regional hospitals in Burundi and Rwanda and, indirectly, some 2.5 million inhabitants.
The idea is not only to ensure the population receives better healthcare but also to make sure that health facilities are run in a professional, even democratic manner. In other words, the more local communities are involved in managing health facilities, and the more access they have to transparent information, the easier it is for them to have access to healthcare.
Health insurance
But the men, women and children requiring treatment need to be able to pay for it. With the Swiss Tropical and Public Health Institute, the SDC is helping to set up basic healthcare funding arrangements which are favourable to the majority.
In Rwanda, the SDC's advocacy contributed to the introduction of basic health insurance for the population in the early 2000s. Since then, the SDC has been striving to help the poorest people to pay their annual premiums (approx. CHF 4 per person). In 2015, more than 17,000 households benefited from subsidies. In Burundi, some 14,000 families were able to obtain a healthcare card thanks to the SDC.
The challenge now is for the whole population to be covered by this basic health insurance. The insurance membership rate today ranges from 19% to 77% in areas where the SDC is active. The healthcare support programme that has been set up is trying to make all Burundians and Rwandans aware of the benefits of these insurance schemes. At the same time the SDC takes part in the regular assessment of these schemes, together with the national authorities and local beneficiary committees, in order to improve their day-to-day running.

Malnutrition and waterborne diseases are the main factors contributing to the child mortality rate (the highest among CIS countries).The present project will contribute to the ongoing health reform implemented by the Ministry of Health and Social Protection, by improving the access of the targeted population (400'000) to quality family medicine services provided in the local Primary Health Care Centres.

Since the initiation of the Trust Fund in 2002, Millions of Afghan women, men and children have gained access to services and improved their income. It also significantly contributed to the Afghan state's capacity.

WASH in Takhar Province
|
Takhar province is one of the ...most underserved areas in Afghanistan, especially regarding access to safe water, sanitation and hygiene education (WASH). The Danish Committee for Aid to Afghan Refugees (DACAAR) has extensive experience in the WASH sector in Afghanistan. DACAAR will cooperate closely with Terre des Hommes Lausanne (TdHL), SDC's partner in Takhar, to address the WASH needs of the most deprived communities. This project will sustainably improve their health status.
