Consequence of La Nina conditi...ons, Hagaya/Deyr rains have failed in most parts of East Africa, including southeast of Ethiopia. Late onset and poor performance of Gu rains has further limited livestock conception and milk production, and caused livestock deaths. In parallel, staple food prices have steadily increased, triggering deterioration of the terms of trade for pastoralists. Decreasing purchasing power has forced households to reduce food intake, eventually leading to acute food and nutritional insecurity. The overall goal is to help drought-affected pastoralist and agro-pastoralist communities of Dhas and Miyo Woredas (Borena Zone) and Kebri Dehar District (Korahe Zone) recover from recent drought (reconstruction) and increase their resilience to future natural hazard (preparedness).

The development objective of t...his program is to contribute to sustainable economic growth and poverty reduction through supporting Ghana s Shared Growth and Development Agenda (GSGDA). In particular the program aims to improve the effectiveness of the government budget in allocating resources and delivering services, sustain macroeconomic stability and support the design and implementation of sound public policies in accordance with the GSGDA through providing financial and policy support in the form of GBS in the context of the Multi-Donor Budget Support (MDBS) framework. Switzerland has been providing General Budget Support (GBS) to Ghana through the MDBS framework since the introduction of the instrument in 2002. Since then Switzerland carried out four GBS programs contributing a total of CHF 87 million to the government budget in support of national development policies. From 2009 to 2010 Switzerland also co-chaired the MDBS core group.

The Samoa Health Program (2014...-2022) is currently being planned and designed as a follow on investment the sector-wide approach to health development (Health SWAp). The Health SWAp started in 2008 and has been implemented in partnership with Government of Samoa, New Zealand's Ministry of Foreign Affairs and Trade (MFAT) and the World Bank. Funding under this initiative represents Australia's contribution covering technical expertise in: sector assessment of national systems; quality at entry appraisal; civil society conducted health seeking behaviour study; technical assistance for a theory of change workshop for the sector; design technical assistance; and other ad-hoc technical input. The total value of this initiative is $9.2 million over 5 years, starting 2013-14.

In this context, Swiss Cooperation has developed, in partnership with the Swiss Red Cross, the 'Community Action for Health model' – CAH Model. The model has been recognized as the main approach to address health promotion in the country. The project is entering in its exit phase, which will lead to integration of the CAH model into the health system, by gradually handing over the project to the competent structures of the Ministry of Health.

PARUA is addressing poverty an...d food security of uplands ethnic communities in Lao PDR. It is aiming at supporting Prai villages, which belong to most marginalized and vulnerable ethnic poor. PARUA will strengthen the capacity of government at local levels and the Prai people to establish improved pre-conditions for sustainable development through different modalities of public/private partnerships and private initiatives. Aim is to sustainably increase livelihood security among poor ethnic groups in remote upland areas and to consolidate the use of skills and technologies introduced and applied in order to sustain improved food security, health and household incomes amongst poor families in Saysathan District'. Outcomes are: 1) Project stakeholders apply the knowledge, skills and equipment to sustainably manage and deliver livelihood improvement services 2) Poor and middle income households in target villages have sustainable, increased food security and household income through applying technologies introduced by the project. 3) Prai people have a better health and an improved quality of life in target villages. 4) Prai women and men have improved their capacities to influence development processes in their villages. 5) Best practices, appropriate technologies and approaches are documented and replicated at Province and National levels.

The Project continues the supp...ort of the Asian Development Bank (ADB) for the rehabilitation and upgrading of irrigation and drainage infrastructure and capacity development for water management. The Project is structured as a sector loan project. It involves two areas of the country: (i) the Zarafshan River Basin, and (ii) the Fergana Valley. The Project will (i) rehabilitate and upgrade pumping stations, (ii) rehabilitate and upgrade inter-farm irrigation and drainage canals and structures, and (iii) improve inter-farm water management through state water agencies and on-farm management through water users' associations (WUAs). The primary aim is sustained and increased agriculture productivity.

Le PASS-MS a permis de nouer u...ne relation de confiance tant avec les autorités qu avec les populations et de largement contribuer à faire de la région de Sikasso celle qui offre la meilleure couverture sanitaire du pays grâce notamment: - au renforcement des infrastructures sanitaires et à l amélioration des indicateurs socio sanitaires de la région comparativement à ceux des autres régions et aux moyennes nationales; - à la mise en œuvre des approches novatrices telles que la prise en compte des savoirs locaux, la participation des accoucheuses traditionnelles au suivi des femmes enceintes; - à l établissement d un partenariat avec les collectivités territoriales et associations communautaires; - à la mise en place de nouvelles solidarités sociales telles que l organisation des évacuations des urgences obstétricales et le développement du système de communication; - à une gestion rationnelle des déchets d origine biomédicale par la construction d incinérateurs mieux adaptés aux conditions locales d utilisation. Le PASS entend poursuivre son intervention dans la région de Sikasso en continuant à privilégier l approche système. Switzerland contributes to the... General Budget Support Operation in Mozambique with max. CHF 32 Million for a period of three years (2013-2016). Budget Support fosters the implementation of the national Poverty Reduction Strategy (PARP) and accompanies sound macroeconomic policies for sustainable and inclusive economic development. Switzerland provides Budget Support under the Mozambican multi-donor budget support framework (PAPs). The program supports the development process and poverty reduction in Mozambique by providing an efficient transfer mechanism for additional budgetary resources with a structured dialogue. Through a continous focus on performance in key areas for development, Budget Support contributes to macrostability.

Comme précédemment, la finalité du PSP sera de 'réduire durablement dans les districts de Karongi et Rutsiro la morbidité et la mortalité dues aux maladies évitables et/ou facilement traitables, et ainsi de contribuer à la lutte contre la pauvreté'. Cette 5ème phase se concentrera sur la pérennisation des acquis et un désengagement progressif considérant les capacités des partenaires à assurer les tâches et responsabilités qui leur incombent.

Au cours des dix dernières an...nées, la Suisse a contribué de manière successive au Rwanda et au Burundi au renforcement des capacités d'environ 106 formations sanitaires décentralisées et a ainsi amélioré l'accès de plus de 1.4 millions de personnes à des soins et services de meilleure qualité. Cette amélioration à contribué dans les deux pays à une baisse sensible du taux de mortalité infantile et maternel. Ce nouveau programme vise à rendre durable cet impact. Il est prévu ainsi un désengagement progressif des structures de santé qui ont atteint un niveau acceptable et un engagement dans des nouvelles zones moins favorisées.

The healthcare support programme established by the SDC in Burundi also includes neighbouring Rwanda, within the framework of a regional project. Set up by the Swiss Tropical and Public Health Institute, it helps to build and renovate facilities, buy equipment and train large numbers of medical and administrative staff. The programme has benefited almost 200 health centres and regional hospitals in Burundi and Rwanda and, indirectly, some 2.5 million inhabitants.
The idea is not only to ensure the population receives better healthcare but also to make sure that health facilities are run in a professional, even democratic manner. In other words, the more local communities are involved in managing health facilities, and the more access they have to transparent information, the easier it is for them to have access to healthcare.
Health insurance
But the men, women and children requiring treatment need to be able to pay for it. With the Swiss Tropical and Public Health Institute, the SDC is helping to set up basic healthcare funding arrangements which are favourable to the majority.
In Rwanda, the SDC's advocacy contributed to the introduction of basic health insurance for the population in the early 2000s. Since then, the SDC has been striving to help the poorest people to pay their annual premiums (approx. CHF 4 per person). In 2015, more than 17,000 households benefited from subsidies. In Burundi, some 14,000 families were able to obtain a healthcare card thanks to the SDC.
The challenge now is for the whole population to be covered by this basic health insurance. The insurance membership rate today ranges from 19% to 77% in areas where the SDC is active. The healthcare support programme that has been set up is trying to make all Burundians and Rwandans aware of the benefits of these insurance schemes. At the same time the SDC takes part in the regular assessment of these schemes, together with the national authorities and local beneficiary committees, in order to improve their day-to-day running.

Darfur continues to suffer und...er a protracted and multifaceted conflict situation. The outbreak of fighting since December 2012 in Central Darfur State has considerably increased the IDP caseload in the Nertiti area. The present proposal is designed to increase access to improved basic primary health care and WASH services in the Nertiti area of the Central Darfur State for about 43'000 conflict affected persons (of which 53% are female). Phase 1 allowed to increase access to basic health service and WASH for 28'000 conflict affected people in Central Darfur.

Tajikistan is the poorest coun...try in CIS region, and only 2.2% of the countrys $6.9 billion GDP is allocated to the healthcare sector. Malnutrition and waterborne diseases are the main factors contributing to the child mortality rate (the highest among CIS countries).The present project will contribute to the ongoing health reform implemented by the Ministry of Health and Social Protection, by improving the access of the targeted population (400000) to quality family medicine services provided in the local Primary Health Care Centres.

Despite significant progress i...n the reduction of child mortality (MGD 4) and in the control of communicable diseases (MDG 6) over the last decade, Tanzania needs to sustain its gains and renew efforts in order to reach the Millennium Development Goals (MDGs) targets by 2015. Well-organized policy dialogue (SWAp) together with pooled funding (Health Basket Fund) have largely contributed to current health results. SDC long-standing political and financial support to the health sector is proposed to be renewed.

Partenariats intervilles en Uk...raine. Situation initiale: La constitution ukrainienne définit l'Etat comme une entité homogène délimitée par les frontières nationales. Ce texte occulte de la sorte la diversité culturelle et linguistique de l'Ukraine, ainsi que l'aspiration de nombreuses régions à plus d'autonomie. Vu la taille de l'Ukraine, il serait indiqué d'accorder une plus grande autonomie aux régions. Le gouvernement s'est engagé à respecter davantage sa diversité intérieure. Etant un Etat fédéral, la Suisse entend soutenir l'Ukraine dans son projet de décentralisation. Objectifs: Le projet vise à instaurer une gestion des affaires publiques qui soit proche du citoyen et qui améliore la qualité de vie des habitants. Il importe par ailleurs d'améliorer les services publics dans les domaines de l'efficacité énergétique, de l'eau et de la santé. Mise en oeuvre: Au cours des deux premières phases, 26 petites villes réparties dans douze régions ont pris part à 200 initiatives. L'économie privée et des associations citoyennes ont par ailleurs participé à leur financement. Les autorités compétentes suivent une formation en gestion de projet et les villes entretiennent des contacts réguliers, afin d'échanger leurs expériences.

The Economic Management and Co...mpetitiveness Credit (EMCC) is designed as a General Budget Support Operation, implemented under the lead of the World Bank to support Vietnam in the implementation of important structural reforms, which contribute to sustainable economic growth and poverty reduction. As Vietnam graduated to a middle-income country, the introduction of EMCC implies a shift from an exclusive focus on poverty reduction towards sustaining Vietnam's development and growth path by supporting critical second generation reforms. Vietnam has seen most impressive records on economic growth and poverty reduction in the space of twenty five years. There is growing recognition however that reform now need to promote an efficient use of its production factors to icrease productivity. EMCC is co-financed by the Asian Development Bank, Japan, Canada and Switzerland, while other donors contribute to analytical work.
