El objetivo es mejorar el esta...do de Salud de la población, especialmente la más vulnerable, de la zona de influencia del Hospital de Nemba (Gakenke, Ruanda) con una intervención integral y sensible al género, en sinergia con actores presentes a nivel de distrito y comunitario. Para ello se busca: I) Mejorar los servicios y la capacidad de atención clínica del Hospital de acuerdo con los estándares nacionales. II) Mejorar la atención primaria mediante el apoyo a los Centros de Salud en gestión e infraestructuras. III) Desarrollar los servicios sanitarios de base (énfasis en nutrición y Violencia de Género) apoyando a los Agentes de Salud Comunitaria y creando 6 Casas de Salud Comunitaria. IV) Contribuir a mejorar la nutrición de mujeres y niños con huertos domésticos y grupos de ahorro/ayuda mutua. V) Contribuir al esfuerzo nacional de mejora de la higiene ambiental mediante clubes de higiene, sistemas de abastecimiento y comités de gestión de agua.

Maternidad de Yeumbeul (Senegal) :: Se pretende dotar de un dispositivo de urgencias (ambulancia medicalizada) a la maternidad de municipal para trasladas enfermos a Dákar. Se construirá también un garaje, zona de acceso y una sala para los servicios de noche. Igualmente se pretende realizar una serie de actividades sociosanitaria de prevención de ciertas enfermedades en un contexto de pandemia.

El projecte també inclou activitats de sensibilització a les escoles de les zones d'intervenció (activitats intra i extra escolars) i intervencions de sensibilització comunitària a través de l'enfortiment dels CAC (Comitès de Sensibilització Comunitària) i de la xarxa de voluntariat. El projecte incorpora una focalització important en salut preventiva i també formació i sensibilització sobre l'ús i abús dels antibiòtics.

Título completo del proyecto:... Apoyando el acceso al derecho a la Salud a través de puntos de salud en Cisjordania, población palestina. :: El presente proyecto se enmarca en el Programa de Salud de UNRWA en Cisjordania. Gracias a la contribución del Ayuntamiento de Zaragoza, se pondrán en funcionamiento tres puntos de salud en localizaciones cercanas y accesibles a comunidades aisladas, concretamente Ramadin, Beit Our y Ein Arik. En el marco del proyecto, se procederá a la contratación de 15 profesionales de la salud que formarán dos equipos profesionales para dar cobertura a los tres puntos seleccionados y prestar servicios tales como consultas, exámenes médicos, tratamientos y promoción de la salud. Como parte de la respuesta de la Agencia, los puntos de salud dispensarán medicamentos básicos de forma gratuita. La intervención permitirá el acceso a servicios de atención sanitaria primaria a, aproximadamente, 6.583 personas refugiadas de Palestina (siendo 3.950 mujeres y 2.633 hombres) en situación de vulnerabilidad que se ven privadas del ejercicio al derecho a la salud en Cisjordania. Se priorizará la atención a la población más vulnerable: mujeres, menores, personas mayores y personas con enfermedades crónicas. El proyecto tendrá un coste que asciende a 172.559, de los que 120.000 se están solicitando al Ayuntamiento de Zaragoza mediante esta propuesta y 52.559 serán aportados por UNRWA (socio local).

(b) Under Component 1, Improvi...ng service delivery and health systems performance, the
program will support the following two subcomponents:
a. Component 1.A: Improving Health Service Delivery which will support: i) the
delivery of essential health services which seek to improve reproductive, maternal
and child health and reduce population growth rate; ii) the control and treatment
of communicable and non-communicable diseases; iii) interventions to improve
nutritional status especially of pregnant women and children; and iv) the
expansion in access to and use of the essential health services. Given the state of
malnutrition and its multisectoral nature, the program will give special attention to
health interventions in the HNP sector and engage the “non-health” sectors in
order to increase its impact on nutrition.
b. Component 1.B: Strengthening Health Systems, which will support the
strengthening of the overarching health systems, including as health care
financing, human resources for health, health service delivery planning, quality
improvement, governance/decentralization, pharmaceuticals management, health
information systems, monitoring and evaluation, financial management and
supply chain management including procurement and logistics.
(c) Under Component 2, Strengthening MOHFW Institutional Capacity, the program will
provide Technical Assistance to support the management, institutional and technical
capacity of the MOHFW and its different units in order to facilitate the implementation of
component1 and achieve the program results.

2016 - Improved and equitable ...use of high-impact maternal and child health interventions from pregnancy to adolescence has been improved during the implementation period 2016. The indicators related to the programme implementation indicates a positive development during 2016. Examples of results for 2016 supported by Sweden:- UNICEF supported the Government in the establishment of 26 new provincial health divisions (DPS) and deployed personnel to technically support the effective operationalization of provincial health divisions.- UNICEF Ensured availability of essential drugs and commodities for iCCM (Amoxicillin and ORT+Zinc) in 129 health zones out of the 516 in the DRC.- UNICEF supported 37 health zones in 12 provinces with community structures, family kit distribution, financial access, MAA etc. - UNICEF supported 129 Health zones to complete the community strengthening exercises through establishment of community based organizations (CBO) - networks of polyvalent community development workers (iCCM) with complementary funding from EU and RMNCH TRUST FUND- UNICEF supported the scale up Option B+ protocol (reducing mother top child HIV transmission) in line with the elimination of new HIV infections. - UNICEF carried out social mobilization and management tools to improve the quality of measles management and to reduce measles incidence as well as vaccinated more than 10,9 million children during the campaign.

The JHNP (2012-16), is a joint... UNICEF, WHO and
UNFPA development programme, managed
and administrated by UNICEF Somalia. The
largest health programme in Somalia, the JHNP
contributed US$57.5 million to the health sector in
2014. Key achievements included the approval of a
joint Health Policy with continued implementation
of the Health Sector Strategic Plans. A Reproductive
Health Strategy, an Expanded Programme on
Immunization (EPI) Policy, Nutrition Plans of
Action, Micronutrient Strategy, FGM/C Policy and
Community-based Health Care Strategy were also
approved.
The Essential Package of Health Services were
provided through 139 Health Centres/Maternal
and Child Health Clinics (out of which 78 provide
full time basic obstetric care services), 205
Primary Health Units, 44 out-patient therapeutic
programme centres and 52 mobile teams.
Continuous comprehensive emergency obstetric
care services were offered in seven hospitals,
improved availability of medicines, supplies
and commodities was ensured and ‘Standard
Treatment Guidelines’ and ‘Essential Drugs List’
were finalized and approved.

ARTF finances investments and recurrent costs. The investment window, that constitutes approximately 60% of the total volume, finances projects within agriculture, human development, rural development, infrastructure and governance. The recurrent cost window, that constitutes approximately 40% of the volume, comprises a component for reimbursing the Afghan government for public non security related salary costs, as well as an incentive program supporting important PFM reforms and domestic resource mobilisation. Projects financed under the ARTF are in line with Afghan priorities expressed in national documents. The ARTF amounts to approximately 900 million USD annually. 16 bilateral donors contributed to the fund during 2014. The financing gap (the difference between agreed donor contributions and planned projects) amounts to approximately 2,3 billion USD. Based on indications from donors this gap is likely to be closed.

The intervention will contribu...te to improving the health of women, children and adolescents by increased access to and demand for quality-assured health services at district level. The activities at district/primary health care level will be complimented by support to strengthen the national health system in order to maximize sustainability.The intervention has been developed by Ministry of Health, Ministry of Community Development, Mother and Child Health, Ministry of Finance, civil society, Sida and DFID in consultation with the major health actors in Zambia (UN, USAID, World Bank and EU). The initial plan was that two health ministries would jointly implement the contribution. However, on 18 September 2015, the Government made the unpredictable and abrupt decision that all health issues should again be managed by the Ministry of Health. As of 2012, primary health care including maternal and child health was managed by the Ministry of Community Development, Mother and Child Health. The decision to manage all health issues under the same ministry is most welcome as the separation of primary health care from health system building blocks (policy, medicines and supplies, human resources, information systems, health financing etc.) presented formidable challenges to health development in Zambia. This grant will thus be managed by one (Ministry of Health) instead of two ministries which will greatly facilitate and improve coordination, governance, management, reporting, procurement, supervision, capacity building etc. At the same time, the startup of the implementation is expected to be slowed down due to the administrative changes needed. The appraisal of this contribution was made prior to the Government's decision to merge all health activities to one ministry. Capacity and risk assessments have been made for both ministries and evaluations show that the Ministry of Health has better governance, management and human resource capacity. As a result, Sida considers that a decision can be made on this contribution despite the significant changes in the Government structure. The intervention follows international and national policies and guidelines for cost-effective and high-impact reproductive, maternal, newborn, child and adolescent health (RMNCAH) and nutrition services. Three out of a total of 10 provinces (central, eastern and southern) have been chosen following analysis of health indicators, socioeconomic data and a mapping of partner organizations work. Sweden will support interventions in eastern and southern provinces and DFID is expected to support the central province.The Swedish contribution is MSEK 408.8 for 2015-2019. The majority of funds (82%) will support activities at district level. The remaining part (18%) will be managed centrally by Ministry of Health as well as by provincial medical offices. Together with the Afghan Gover...nment, the World Bank has prepared an overarching Financing Strategy 2015-2017 that describes the overall direction of the Afghanistan Reconstruction Trust Fund (ARTF) for the period 2015-2017. ARTF finances investments and recurrent costs. The investment window, that constitutes approximately 60% of the total volume, finances projects within agriculture, human development, rural development, infrastructure and governance. The recurrent cost window, that constitutes approximately 40% of the volume, comprises a component for reimbursing the Afghan government for public non security related salary costs, as well as an incentive program supporting important PFM reforms and domestic resource mobilisation. Projects financed under the ARTF are in line with Afghan priorities expressed in national documents. The ARTF amounts to approximately 900 million USD annually. 16 bilateral donors contributed to the fund during 2014. The financing gap (the difference between agreed donor contributions and planned projects) amounts to approximately 2,3 billion USD. Based on indications from donors this gap is likely to be closed.

UNICEF, as the management agen...t for the Joint Health and Nutrition Programme (JHNP) for Somalia, has applied to Sida for MSEK 210 to fund and implement the programme during the remaining part of the strategic period of the programme; 2014-2016. Sweden has previously contributed with 64 MSEK to the programme during 2012-2013. The intervention aims at improving the health and nutrition status of the Somali people and thus contributing to reduction in maternal and child mortality by increasing the use of Reproductive Maternal Neonatal Child Health (RMNCH) and nutrition services that are accessible, available, affordable, of acceptable quality and affordable.The intervention adopts the Health Systems Strengthening approach and will: 1) Improve governance and leadership at all levels of the health sector; 2) Ensure skilled and motivated health workforce that is distributed equally and equipped to deliver quality RMNCH and nutrition services through a continuum of care; 3) Ensure RMNCH and Nutrition services available, accessible, affordable, of acceptable quality and adaptable, within the Essential Package of Health Services (EPHS) framework; 4) Improve access, availability, quality and rational use of essential medicines, vaccines and medical equipment and physical structures; 5) Improve access, availability, acceptability, quality and use of health information that covers disease surveillance as well as management information system; and 6) Promote steady progress to an equitable and efficient health financing system.The Somali Health Authorities (consisting of the Federal Ministry of Health for the Somali Republic as well as the Ministries of Health in Somaliland and Puntland) owns the program, UNICEF is the management agent and hence the contracting administrative agent for this joint-UN programme, where also WHO and UNFPA support the operationalization of the programme. The programme is overseen by the Somali Health Sector Committee with technical back-stopping through the Health Advisory Board. The intervention's total budget is MSEK 1 522 for 2014-2016. Current donors that have committed support to the programme are Sida, DFID, USAID and the Swiss Development Cooperation (SDC). The current total funding commitments for 2014-2016 amount to approximately 50% of the planned budget. Implementation of the programme is planned in accordance to available funding. A health finance strategy is about to be finalized that will be used to mobilize remaining needed resources to take the programme to its full potential.

The JHNP (2012-16), is a joint... UNICEF, WHO and
UNFPA development programme, managed
and administrated by UNICEF Somalia. The
largest health programme in Somalia, the JHNP
contributed US$57.5 million to the health sector in
2014. Key achievements included the approval of a
joint Health Policy with continued implementation
of the Health Sector Strategic Plans. A Reproductive
Health Strategy, an Expanded Programme on
Immunization (EPI) Policy, Nutrition Plans of
Action, Micronutrient Strategy, FGM/C Policy and
Community-based Health Care Strategy were also
approved.
The Essential Package of Health Services were
provided through 139 Health Centres/Maternal
and Child Health Clinics (out of which 78 provide
full time basic obstetric care services), 205
Primary Health Units, 44 out-patient therapeutic
programme centres and 52 mobile teams.
Continuous comprehensive emergency obstetric
care services were offered in seven hospitals,
improved availability of medicines, supplies
and commodities was ensured and ‘Standard
Treatment Guidelines’ and ‘Essential Drugs List’
were finalized and approved.

The Embassy entered into the c...urrent agreement with UNAIDS in 2013 with the aim to accelerate and expand the multi-sector response to the HIV epidemic in the ESA region. An important component of the cooperation has been to support the process of integration of HIV and SRHR in the region through a joint UNAIDS/UNFPA initiative. It started off as an EU-funded project in 2011 and Sweden joined in 2013 with the aim to address and remove barriers to linkages and integration between SRHR and HIV at policy; systems; service delivery and community levels. The Swedish support to the joint initiative has been channelled through the agreement with UNAIDS RST/ESA which in their turn has had a MoU with UNFPA and through that channelled funds to UNFPA. The first phase of that component/joint initiative ends in December 2015 and the Embassy has now received a proposal for support towards the second phase. The objectives of the intervention are fully in line with the Swedish strategy for sexual and reproductive health and rights (SRHR) in sub-Saharan Africa, 2015–2019. The intervention contributes to the overall result area of health systems strengthening and some other specific results, mainly: increased access to integrated basic health services for women and children; reduced number of unwanted pregnancies; better conditions for young people to make informed decisions about their health, sexuality and reproduction; reduced number of new HIV infections; improved access to SRHR for young women and men; improved knowledge among decision-makers about more sustainable and equitable health systems and prevention of sexual and gender based violence.The total budget for this Project USD33,048,159 (SEK288,362,000). Sida budgeted funding for this programm is USD9,666,344 (SEK84,343,700). Other partners are expected to contribute to support this project for the period of 4years. EU to contribute 29% i.e. USD9,666,344 (SEK84,343,700), DFID to contribute 16% i.e. USD5,406,130, (SEK47,171,200), WHO to contribute 7% i.e. USD2,341,143 (SEK20,427,600) and counterparts (participating countries) will contribute 20 % USD5,968,199 (SEK52,075,500). DFID has committed their funding through a direct agreement with UNFPA while negotiations are ongoing with the others.The Embassy proposes that funds totalling 40 million SEK (20+20) be added to the current agreement with UNAIDS in 2016 and 2017 to continue the implementation of the UNAIDS/UNFPA integration initiative (strategic outcome 7 under on-going agreement). The activity period for all activities under the on-going overall UNAIDS agreement will be extended to 31 December 2017 and the validity period of the agreement will be extended until 31 December 2018. The EAC secretariat has applie...d for support to the EAC-Sida integrated health program 2016-2020.The purpose of the program is to, at a policy level, address weaknesses of member states' health systems. If the member states collectively and effectively harmonize standards for SRHR- maternal-, child and HIV/AIDS health services this will in turn strengthen regional cooperation in health. Furthermore, the program seeks to strengthen relevant research, innovation, knowledge management, leadership, governance and accountability within the region. The EAC expects that the long-term outcome of a deeper collaboration in the abovementioned areas will be that the goals of eliminating preventable maternal- and child mortality and eventually ending the AIDS-epidemic can be reached faster. The project has a budget of 45 million SEK over 4.25 years and Sida is the sole donor. The project part of the EAC-secretariats more overarching health strategy which includes also other donors. The majority of costs are represented by salaries of project staff at the EAC-secretariat and costs related to development of EAC policies (e.g. workshops, travels, consultancy fees)

Together with the Afghan Gover...nment, the World Bank has prepared an overarching Financing Strategy 2015-2017 that describes the overall direction of the Afghanistan Reconstruction Trust Fund (ARTF) for the period 2015-2017. ARTF finances investments and recurrent costs. The investment window, that constitutes approximately 60% of the total volume, finances projects within agriculture, human development, rural development, infrastructure and governance. The recurrent cost window, that constitutes approximately 40% of the volume, comprises a component for reimbursing the Afghan government for public non security related salary costs, as well as an incentive program supporting important PFM reforms and domestic resource mobilisation. Projects financed under the ARTF are in line with Afghan priorities expressed in national documents. The ARTF amounts to approximately 900 million USD annually. 16 bilateral donors contributed to the fund during 2014. The financing gap (the difference between agreed donor contributions and planned projects) amounts to approximately 2,3 billion USD. Based on indications from donors this gap is likely to be closed.
