Background: Le programme Memis...a-MSV veut améliorer la qualité des soins de santé et permettre l'accès aux services de santé au plus grand nombre avec une attention particulière aux populations vulnérables. Nous voulons renforcer les acteurs du système de santé pour qu'ils puissent assumer leurs rôles. La mise en œuvre de la stratégie suit 3 axes de développement : (1) promouvoir la bonne gouvernance : renforcer le leadership local et la concertation à tous les niveaux, promouvoir les bonnes pratiques d'organisation et de gestion des structures , documenter les changements introduits, en collaboration avec des institutions de recherche. (2) améliorer l'offre : renforcer les capacités médicales des prestataires de soins , investir dans les infrastructures, équipements médicaments et consommables , contribuer à l'amélioration de l'organisation interne des services. (3) appuyer la demande : promouvoir un accès géographique et financier aux soins de qualité acceptables, aussi pour les plus défavorisés , appuyer différents mécanismes de subvention des soins et de mutualisation des risques , stimuler les initiatives locales et communautaires , appuyer le plaidoyer politique et les mouvements sociétaux pour une plus grande solidarité. Ce programme met un accent particulier aux aspects de la durabilité écologique, de genre et de la digitalisation.

Background: Ce projet s'inscri...t dans le mandat d'Handicap International qui vise à l'inclusion des personnes handicapées et des personnes vulnérables notamment en prévenant les incapacités d'une meilleure façon. A la suite des besoins analysés par HI (voir Section 5 – Théorie du Changement) et dans le Cadre stratégique commun (CSC) pour le Burundi (pp. 16-37), le présent projet contribue à l'atteinte de la cible stratégique commune 4 pour le Burundi en « assurant/améliorant la qualité, la disponibilité et l'accessibilité aux soins de santé pour tous (préventifs, curatifs, réadaptatifs et de promotion de la santé) », via l'approche 4E, qui consiste à sensibiliser le Ministère de la Santé Publique et de la Lutte contre le Sida (MSPLS) à la prise en compte des groupes à vulnérabilités spécifiques (très vulnérables, handicapés, enfants, des personnes souffrant de troubles mentaux et/ou détresse psychologique) ainsi que le renforcement des structures d'implication des groupes cibles dans l'orientation et le fonctionnement des services de santé.

Background: L'objectif princip...al du CICR est d'empêcher que la population ne plonge davantage dans la pauvreté et la vulnérabilité. - Specific Purpose : Au Burundi, les priorités du CICR pour l'année 2020 sont les suivantes :-renforcer sa capacité à répondre rapidement à aux besoins urgents des personnes touchées par la violence et/ou de déplacement, en coordination avec le Mouvement international de la Croix-Rouge et du Croissant-Rouge (ci-après le Mouvement) en particulier la Croix-Rouge du Burundi, et d'autres organisations d'aide ,-cultiver et/ou maintenir le dialogue avec les autorités, les porteurs d'armes et les membres clés de la société civile, pour approfondir leur compréhension du Mouvement et ainsi s'assurer de l'acheminement de l'aide humanitaire en toute sécurité ,-continuer à suivre la situation des personnes privées de leur liberté, y compris ceux qui sont détenus dans des lieux de détention temporaire, et soutenir les autorités de détention pour s'assurer que les conditions de vie des détenus répondent aux normes internationalement reconnues ,-exhorter les forces militaires et de sécurité, et autorités pertinentes, de prendre des mesures pour se conformer aux normes internationales de police et aux normes internationalement reconnues en matière de détention , en particulier, aider les forces militaires à intégrer les dispositions du DIH dans leur doctrine et opérations , et-entreprendre des activités pour aider les personnes - y compris celles touchées par la violence électorale de 2015 - pour rétablir le contact avec les parents, poursuivre et/ou maintenir leurs moyens de subsistance et l'accès à l'eau potable et à des les services de soins de santé, y compris des soins spécialisés. - Results: -Civilians are protected in accordance with applicable international norms and internationally recognized standards, including those pertaining to law enforcement operations. They are able to obtain essential services and meet their basic needs. Members of dispersed families stay in touch and, where appropriate, reunite. Actors involved in the transitional-justice process address the needs of missing people's families.- Detainees are afforded treatment and living conditions that meet internationally recognized standards. They are able to contact their relatives. Judicial guarantees are respected.- National authorities and weapon bearers understand and respect IHL and other fundamental rules protecting people during armed conflict and other situations of violence, and incorporate them in their decision-making. All actors understand the ICRC's mandate and support the Movement's work.- The Burundi Red Cross has a strong legal basis for independent action. It is able to carry out its core activities effectively. The activities of all components of the Movement are coordinated. - Covid19: Activités de prévention et réponse à la pandémie de COVID-19 sont intégrées dans la réponse du CICR.

Background: Capacity building ...of national institutes to conduct clinical, operational, entomological and health systems research in order to conduct and support evidence-informed health policymaking for improved population health in Cambodia. Our partners are the Sihanouk Hospital Centre of Hope (SHCH), the National Centre for Parasitology, Entomology and Malaria Control (CNM), the National Centre for HIV/AIDS, Dermatology and STD Control (NCHADS), and the National Institute of Public Health (NIPH). Background: Le programme Memis...a-MSV veut améliorer la qualité des soins de santé et permettre l'accès au plus grand nombre par le renforcement des acteurs du système de santé avec une attention particulière aux populations vulnérables. Promouvoir la bonne gouvernance : renforcer le leadership local et la concertation à partir de la périphérie, documenter les changements introduits, en collaboration avec des institutions de recherche, pour capitaliser les expériences et influencer le niveau décisionnel. Améliorer l'offre : basé sur la formation, les échanges et les stages nous voulons renforcer les acteurs du système de santé pour qu'ils puissent assumer leurs rôles: renforcement des capacités médicotechniques et organisationnelles des prestataires des soins et appui en infrastructures, matériel médical, médicaments et consommables. Appuyer la demande : assurer un accès géographique et financier aux soins de qualité acceptables, aussi pour les plus défavorisés. Différents mécanismes de subvention des soins et de mutualisation des risques et application d'une tarification forfaitaire. Stimuler les initiatives locales et communautaires. Appuyer le plaidoyer politique et les mouvements sociétaux pour une plus grande solidarité Ce programme met un accent particulier aux aspects de la durabilité écologique, de genre et de la digitalisation.

Background: L'intervention de ...Memisa en Guinée avec FMG a comme objectif d'améliorer l'accès aux soins de santé de qualité par le renforcement d'un partenaire de la société civile locale et des structures de santé, intégrées au système de Santé. Dans cette époque post-Ebola, l'accent est mis sur le renforcement du système de santé local. L'intervention est construite autour de trois axes opérationnels de développement : La promotion de la bonne gouvernance : alignée à la politique nationale, Memisa cherche à avoir un regard critique dans sa mise en œuvre, d'introduire des changements pour améliorer la qualité, et de capitaliser et documenter les expériences à fin d'alimenter le niveau décisionnel. La collaboration avec des institutions de recherches, et notamment l'IMT d'Anvers, est crucial. L'amélioration de l'offre : basé sur le renforcement des capacités du personnel de santé par des échanges et stages pratiques, en collaboration avec différents acteurs qui apportent des expertises. Appui à la demande : Stimuler les initiatives locales et communautaires, spécifiquement les initiatives mutualistes, pour améliorer l'accès financier aux soins. Background: El programa de HI ...en Cuba trabaja hacía para mejorar la calidad de vida de las personas con discapacidad, sus familias y de las personas vulnerables o en riesgo de desarrollar una discapacidad. En la continuidad del precedente programa 2016-2021, y en línea con los Marcos Estratégicos Comunes (MEC) Cuba y Trabajo Decente , se trabajaran dos temas: la Rehabilitación Basada en la Comunidad (RBC) e la Inclusión Socioeconómica (ISE) para mejorar el acceso a los servicios para todos y todas, sin discriminación de edad, sexo, o discapacidad. El primer Objetivo Estratégico (OE) incluye cuatro ejes de cambio: 1. La implementación de una estrategia Rehabilitación basada en la comunidad (RBC) en 5 municipios de Pinar del Rio para tomar en cuenta la discapacidad intelectual profunda y severa. 2. El apoyo a la creación, por los actores cubanos, de un modelo de RBC adaptado al contexto cubano. 3. La formación de los recursos técnicos necesarios al nivel nacional, provincial y municipal para asegurar la duplicación de la RBC. 4. Un apoyo para lograr que la metodología RBC este implementada de manera autónoma por los actores locales. El segundo OE contribuye al empoderamiento y la participación de las personas con discapacidad (PcD) y sus familias, con énfasis en las mujeres, en el desarrollo socioeconómico del oriente cubano. Tiene tres ejes de cambio 1. El reforzamiento de capacidades de las Organizaciones de PcD y de mujeres, 2. El fomento de oportunidades formativas inclusivas y diversas, e la implementan de iniciativas económicas para PcD y en mujeres en particular, 3. El cambio de percepción de la población sobre los derechos y competencias de las personas con discapacidad y la equidad de género. Las intervenciones se implementan con 16 contrapartes cubanas de distintos naturaleza y niveles, y, una colaboración con una ONG belga. En un contexto cubano muy sensible al cambio climático, ambos OE incorporen el tema de medio ambiente.

Background: L'objectif princip...al du CICR est d'empêcher que la population ne plonge davantage dans la pauvreté et la vulnérabilité. - Specific Purpose : Au Liban, les priorités du CICR pour l'année 2020 sont les suivantes :-engager les autorités et les porteurs d'armes dans le dialogue sur les dispositions de la législation nationale et internationale protégeant les réfugiés et les autres personnes victimes affectées par la violence , réaffirmer l'importance de veiller à ce que les réfugiés qui retournent en Syrie le fassent de leur plein gré, en toute sécurité et dans la dignité ,-effectuer - en coordination avec les délégations du CICR des pays voisins - des activités liées à la protection, y compris les services de rétablissement des liens familiaux, pour les réfugiés de Syrie , soutenir les efforts des autorités pour déterminer le sort des personnes disparues et informer leurs familles ,-renforcer le continuum de soins (santé primaire, premiers secours, soins hospitaliers, chirurgie réparatrice, réadaptation physique, santé mentale et soutien psychosocial) pour les réfugiés et les résidents , fournir des revenus aux plus vulnérables d'entre eux et leur permettre de se procurer de l'eau et des services de base ,-suivre la situation des détenus de sécurité , aider les autorités de détention à prendre des mesures pour garantir que le traitement et les conditions de vie des détenus, y compris l'accès aux soins de santé, répondent aux normes reconnues au niveau international ,-renforcer ses partenariats avec la Croix-Rouge libanaise et les autres composantes du Mouvement au Liban, pour assurer une action humanitaire plus efficace et plus cohérente y compris pour les situations d'urgence qui peuvent survenir dans l'avenir , et -élargir la sensibilisation du public à l'égard des activités du Mouvement dans le pays. - Results: - People in Lebanon, including refugees, are protected and respected in conformity with applicable law, and cover their needs. They are able to exchange news with relatives abroad, and are reunited with their families if they so wish. Missing people's families are informed of the fate of their relatives, and recover the remains of those deceased.- Detainees are afforded treatment and living conditions that comply with international law and meet internationally recognized standards, including respect for judicial guarantees and the principle of non-refoulement. They are able to restore or maintain contact with their relatives.- Wounded and sick people, including refugees, have timely and unhindered access to adequate medical and surgical services, particularly during emergencies arising from armed conflict or other violence. Disabled people have access to good-quality physical rehabilitation services and are able to reintegrate into society.- The Lebanese Red Cross is able to provide effective assistance for victims of armed conflict or other violence. Background: Le projet Santé D...ar Naïm a été démarré dans les années 1990 par Caritas Mauritanie en réponse à un appel du Ministère pour faire face au manque de structures de santé dans les nouvelles banlieues de Nouakchott dont la population augmentait rapidement suite à l'exode rural. 4 structures de santé offrant des soins de santé primaires ont été créées, puis une mutuelle communautaire et un fonds d'équité pour assurer l'accès financier des populations très pauvres. L'expérience de la mise en place d'une mutuelle a inspiré la réplication de l'initiative en milieu rural (Bababé). L'IMT d'Anvers a joué un rôle important dans l'accompagnement et la documentation de ces expériences. Depuis 2014 le projet est devenu autonome (la coopérative « Association pour la promotion de la Santé Dar Naïm ») et reconnu au niveau national comme projet pilote d'apprentissage et de recherche action. Le programme vise le développement d'un système local de santé intégré avec trois composantes que sont les structures de soins de santé primaires, les mutuelles de santé et les mécanismes de fonds d'équité. L'approche proposée met un accent particulier sur la protection sociale pour la santé et sur l'autonomisation du partenaire de la société civile. La collaboration avec l'IMT Anvers sera maintenue et renforcée.

Background: HI et la DGD ont e...n commun l'objectif d'atteindre un développement humain durable (article 3, chapitre 2 de la loi 19 Mars 2013, modifiée par la Loi du le 16 Juin 2016). Pour ce faire, HI cherche à mettre en œuvre des activités visant à améliorer la qualité de vie de toutes et tous, et plus particulièrement des personnes handicapées, en gardant toujours à l'esprit l'éradication de la pauvreté, l'exclusion et les inégalités par des activités d'inclusion et l'accès aux services. Au travers de ce projet, HI est en phase avec les notes stratégiques de la DGD. Ainsi, les 3 OS de ce programme s'inscrivent dans la lignée de la note stratégique de la DGD relative au droit à la santé et aux soins de santé . En effet, ce projet vise à renforcer le secteur de la santé et à renforcer le système de santé au Rwanda, notamment en favorisant la formation de meilleure qualité pour un plus grand nombre de personnel de santé et d'améliorer la qualité et l'accessibilité des soins de santé. Le projet de HI est également en conformité avec le droit de la politique stratégique de la DGD concernant les enfants dans le secteur de la santé, qui encourage les pays partenaires à stimuler les programmes qui organisent des soins adaptés aux enfants handicapés préconisant une approche multidisciplinaire de la notion de handicap dans les soins de santé. Plus spécifiquement, l'OS 2 est quant à lui cohérente avec la note stratégique pour le secteur de l'éducation .

Background: Ce programme s'ins...crit dans le cadre d'une demande du MINEMA (Ministry of Emergency Management) et de l'UNHCR pour une présence et un soutien accru de la CRR dans les camps de réfugiés. Elle vise à soutenir l'UNHCR et le MINEMA dans le renforcement de la cohésion sociale entre les réfugiés et les communautés hôtes à travers la mise en place d'Activités Génératrices de Revenus (AGR) et de coopératives pour l'autonomisation financière des réfugiés, à la protection de l'environnement et surtout à la mobilisation sociale pour la résolution des problèmes de santé au niveau communautaire. Cette nouvelle intervention permettra de consolider les actions du projet en cours financé par la DGD intitulé « Réponse innovante et localisée aux besoins humanitaires des réfugiés vulnérables et des communautés d'accueil au Rwanda » qui s'achèvera en avril 2020.En concertation avec l'UNHCR et le MINEMA, le programme proposé (2020-2022) suit donc une approche intégrée. Cette approche réconcilie une stratégie de réponse aux besoins de base avec une stratégie durable visant une transition socio-économique en passant par une meilleure inclusion des réfugiés. - General Purpose: Contribuer à l'amélioration des conditions de vie des populations affectées par les crises humanitaires qui touchent les Grands Lacs. - Specific Purpose : 2.Au Rwanda, la santé et les conditions socio-économiques des réfugiés Burundais et Congolais et des communautés hôtes sont améliorés. - Results: Résultat 3 : Au Rwanda, les réfugiés et les communautés hôtes ont accès aux soins de santé de base et aux matériels et équipement domestiques de première nécessité. Résultat 4 : Au Rwanda, la cohésion sociale entre les réfugiés et les communautés hôtes est renforcée à travers une amélioration de l'environnement physique, économique et social, avec un accent particulier sur l'épanouissement des jeunes.

The Afghanistan Reconstruction... Trust Fund (ARTF) was established in 2002 to respond to the need for a dependable and predictable mechanism to support the Government of Afghanistan s budget. The ARTF is critical to efforts to build a more functional and representative government system that successfully delivers services to Afghan citizens. The ARTF consists of two funding channels. As with all budget support initiatives, Canada is working in close cooperation with the World Bank, other donors, and the Government of Afghanistan to promote effective, transparent, and accountable country systems; to increase donor coordination and harmonization; and to strengthen mutual accountability. Budget support initiatives also foster greater policy dialogue among donors, government, and partners, thus helping to strengthen efforts towards effective, focussed aid and long-term development results. CIDA has been contributing to the ARTF Recurrent Cost Window since 2002. The Afghanistan Reconstruction... Trust Fund (ARTF) was established in 2002 to respond to the need for a dependable and predictable mechanism to support the Government of Afghanistan s budget. The school grants support improvements to existing school facilities and help to create school environments that are conducive to learning. A portion of CIDA s contribution to EQUIP was allocated to the construction or rehabilitation of Canada s Signature Schools in the province of Kandahar. EQUIP is funded through the multi-donor Afghanistan Reconstruction Trust Fund, managed by the World Bank. The World Bank launched EQUIP in 2004. CIDA has been contributing to EQUIP since 2007. / Ce projet représente la contribution de l ACDI au Programme d amélioration de la qualité de l éducation (PAQE) en Afghanistan, mis en oeuvre par la Banque mondiale. Le PAQE aide à accroître la qualité de l éducation, l accès aux écoles et le nombre de filles qui fréquentent l école. Il s agit du plus important programme d éducation nationale de l Afghanistan. This project supports the Syst...em Enhancement for Health Action in Transition program (SEHAT), one of the Afghanistan Reconstruction Trust Fund (ARTF) Investment Window initiatives. SEHAT aims to improve national basic health services for people in Afghanistan, with a focus on services for women and children. The project provides support to Afghanistan's Ministry of Public Health (MoPH) for the implementation of the country's Health and Nutrition Sector Strategy. It seeks to help expand the delivery of basic health services throughout the country, particularly for women and children; increase access to essential hospital services in rural areas; and strengthen the ability of the MoPH to manage, monitor, and evaluate the national health system. The ARTF was established in 2002 to respond to the need for a dependable and predictable mechanism to support the Government of Afghanistan's budget. The ARTF is critical to building a more functional and representative government system that is able to successfully deliver services to Afghan citizens. The ARTF consists of two funding channels: (1) the Recurrent Cost Window, which provides funding for salaries of non-uniformed government employees and for operations and maintenance expenditures, to enable the Government of Afghanistan to deliver and manage essential services. (2) the Investment Window provides funding for priority development programs in key sectors such as education, health, agriculture, rural development, infrastructure, and governance. Canada is working in close cooperation with the World Bank, other donors and the Government of Afghanistan to promote effective, transparent, and accountable country systems; to increase donor coordination and harmonization; and to strengthen mutual accountability. The ARTF also fosters greater policy dialogue among donors, government, and partners, thus helping to strengthen efforts towards effective, focussed aid and long-term development results. Canada's total contribution to the ARTF is valued at 136 million dollars and is divided into four components: (1) the first component provides operational funds to the government of Afghanistan through the Recurrent Cost Window; (2) this component supports the SEHAT program through the Investment Window; (3) the third component supports the Education Quality Improvement Program (EQUIP) through the Investment Window; and (4) the last component represents funds set aside for technical assistance, plus monitoring and evaluation. This project supports the Syst...em Enhancement for Health Action in Transition program (SEHAT), one of the Afghanistan Reconstruction Trust Fund (ARTF) Investment Window initiatives. SEHAT aims to improve national basic health services for people in Afghanistan, with a focus on services for women and children. The project provides support to Afghanistan's Ministry of Public Health (MoPH) for the implementation of the country's Health and Nutrition Sector Strategy. It seeks to help expand the delivery of basic health services throughout the country, particularly for women and children; increase access to essential hospital services in rural areas; and strengthen the ability of the MoPH to manage, monitor, and evaluate the national health system. The ARTF was established in 2002 to respond to the need for a dependable and predictable mechanism to support the Government of Afghanistan's budget. The ARTF is critical to building a more functional and representative government system that is able to successfully deliver services to Afghan citizens. The ARTF consists of two funding channels: (1) the Recurrent Cost Window, which provides funding for salaries of non-uniformed government employees and for operations and maintenance expenditures, to enable the Government of Afghanistan to deliver and manage essential services. (2) the Investment Window provides funding for priority development programs in key sectors such as education, health, agriculture, rural development, infrastructure, and governance. Canada is working in close cooperation with the World Bank, other donors and the Government of Afghanistan to promote effective, transparent, and accountable country systems; to increase donor coordination and harmonization; and to strengthen mutual accountability. This project represents funds ...set aside for monitoring and evaluation of Canada's support to the Afghanistan Reconstruction Trust Fund (ARTF) 2014-2017, as well as for technical assistance. For administrative reasons, sometimes the funds identified for this purpose are included in the main project budget and sometimes, as in this case, they are assigned a separate project number. The ARTF was established in 2002 to respond to the need for a dependable and predictable mechanism to support the Government of Afghanistan's budget. The ARTF is critical to building a more functional and representative government system that is able to successfully deliver services to Afghan citizens. The ARTF consists of two funding channels: (1) the Recurrent Cost Window, which provides funding for salaries of non-uniformed government employees and for operations and maintenance expenditures, to enable the Government of Afghanistan to deliver and manage essential services. (2) the Investment Window provides funding for priority development programs in key sectors such as education, health, agriculture, rural development, infrastructure, and governance. Canada's total contribution to the ARTF is valued at 136 million dollars and is divided into four components: (1) the first component provides operational funds to the government of Afghanistan through the Recurrent Cost Window; (2) the second component supports the System Enhancement for Health Action in Transition program (SEHAT) through the Investment Window; (3) the third component supports the Education Quality Improvement Program (EQUIP) through the Investment Window; and (4) this component represents funds set aside for technical assistance, and monitoring and evaluation. / Ce projet représente des fonds qui sont mis de côté pour le suivi et l'évaluation de l'appui du Canada au Fonds d'affectation spéciale pour la reconstruction de l'Afghanistan entre 2014 et 2017, ainsi que pour de l'assistance technique. This project focuses on a numb...er of urgent public health problems in Afghanistan and contributes to addressing the underlying and immediate causes of maternal and child death. The objective is to improve the health of women, newborns, and children under five in select areas of Bamyan and Badakhshan provinces in Afghanistan. The project encompasses four main components: (1) enhancing access to maternal, newborn, and child health services by improving health facilities; (2) improving the quality of health services provided by strengthening the skills of health workers (midwives, nurses, managers) and by strengthening the educational programs at selected professional development institutions; (3) enhancing the participation of communities in decision-making processes within the health sector, including the management and distribution of health services, holding the government to account, and raising awareness of better health practices; and (4) improving the health and nutrition practices of women, men, and children under five in selected areas in Badakhshan. Project activities include infrastructure work, including the construction of the new Bamyan Provincial Hospital, and the provision of maternal, newborn and child health equipment to health facilities. The project also involves training new nurses, community health nurses, and midwives and strengthening national and provincial training institutes. On the nutrition front, the project includes stocking health facilities with nutritious food, training facility staff in the treatment of severe acute malnutrition, and supporting micronutrient suppliers. At the community level, the project provides training for men, women, and children under five in hygiene, nutrition, and sanitation, in addition to undertaking community awareness activities. It also supports the production of nutritious food and helps communities to implement water, sanitation, and hygiene projects. In addition, technical assistance is provided through the project to Afghan Ministry of Public Health personnel, on topics relating to maternal, newborn, and child health. / Ce projet met l'accent sur un certain nombre de problèmes urgents de santé publique en Afghanistan et contribue à lutter contre les causes sous-jacentes et immédiates de la mortalité maternelle et infantile. It also works in partnership with local governments and civil society organizations. / Le projet vise à améliorer les résultats en matière de développment humain en Afrique et en Asie et il est composé de quatre volets: (i) le renforcement des systèmes de santé en Asie centrale pour assurer que les personnes aient accès à de l'information et des soins de santé de qualité fournis par un personnel qualifié et des installations bien équipées, (ii) le renforcement des systèmes d'éducation en Afrique de l'Est pour améliorer la qualité de l'éducation des élèves du préscolaire et du primaire, (iii) l'amélioration de la capacité des organisations de la société civile en Afrique et en Asie à promouvoir l'égalité entre les sexes et à intégrer l'adaptation au changement climatique dans leur programmation tout en développant des moyens novateurs pour aider les personnes à améliorer leurs moyens de subsistance, (iv) la sensibilisation et la mobilisation accrues des Canadiens au développement international. Le projet soutient une approche régionale pour renforcer les systèmes de santé et d'éducation en engageant les agences partenaires du réseau de développement d'Aga Khan en Afrique et en Asie. Il travaille également en partenariat avec les organisations de la société civile et les gouvernements locaux.

The African Health Systems Ini...tiative (AHSI) is a 10-year Canadian International Development Agency (CIDA)-supported program for strengthening African-led health systems and human resources for health. The focus of AHSI is on national-level health strategies and architecture, human resources for front-line service delivery, and health information. This project will endeavor to provide answers to relevant operational issues in line with African priorities through a competitive grants process on the theme of human resources for health - specifically, the effectiveness of training programs for front-line health workers - and equity (including gender equality) in health system development and mechanisms for pro-poor funding. The idea is to provide decision-makers, policy advocates and health service managers with evidence that their strategies result in improved health outcomes.

As African countries move towa...rd universal health coverage, it is clear there is a shortage of African experts with applied research skills in health financing such as fiscal space analysis, needs-based resource allocation methods, and benefit incidence analysis of the equity impact of health funding. This project aims to build African expertise in these areas and better inform policies and practices for universal health coverage. . This will reduce dependency on external experts and provide solutions that are most relevant and responsive to the issues faced by African countries. Firstly, the project will upgrade the health finance skills of approximately 75 African experts through a series of training sessions by the African Health Economics and Policy Association (AfHEA), in collaboration with French and English institutions. The project will also develop an interactive website and establish a community of practice for health economics and policy. This will improve access to the literature (including grey literature) and research findings related to universal health coverage. In addition, to encourage dissemination of research on African health financing, AfHEA will organize or contribute to at least three events for knowledge sharing, and policy dialogue and influence, in Africa.

This project contributes to th...e planning and logistics of the 2014 Partnership for Maternal, Newborn and Child Health (PMNCH) Partners Forum, which is taking place in Johannesburg, South Africa, from June 29 to July 1, 2014. The Forum brings together over 800 international key stakeholders working in the field of maternal, newborn and child health, including stakeholders from developing countries, non-governmental organizations, government, multilateral organizations, universities, the private sector, and youth groups. The Forum offers an opportunity to: (1) develop a strategic vision for the reproductive, maternal, newborn and child health community for the post-2015 era; (2) review lessons learned from achievements to date to inform and guide future investments and action; and (3) strengthen the implementation of existing commitments and promote greater accountability for women and children s health to 2015 and beyond. / Ce projet contribue à la planification et à la logistique du Forum des partenaires 2014 du Partenariat pour la santé des mères, des nouveau-nés et des enfants (PSMNE), qui a lieu à Johannesburg, en Afrique du Sud, du 29 juin au 1er juillet 2014.
