The Project's two immediate ob...jectives were to (i) foster and institutionalize IWRM in the mainstream management process of the Government at the central, provincial, and district levels; and (ii) support investment interventions in relatively degraded parts of NNRB to ensure sustainable watershed management and to provide livelihood opportunities for the poor and ethnic groups. The Project had three main components: (i) IWRM, (ii) reservoir management and river basin modeling, and (iii) watershed management. The Project was physically completed on 30 September 2010. In response to the government's request, the Asian Development Bank approved an additional financing project on 26 September 2011. The new project will promote participatory sub-basin management, consolidate and expand khet (village cluster) extension service center operations, and strengthen village development revolving fund mechanism.

Road Network Development

The principal objective of the... Project is to assist the Government to improve transport efficiency and thereby enable the country to stimulate economic growth and job creation, leading to reductions in poverty. The Project will maintain about 140 km of the EWH, improve approximately 165 km of roads to all-weather paved surface, construct a district headquarters access road of about 96 km using environment-friendly, labor-based construction methods, develop and implement performance-based maintenance on about 200-300 km of the network, and improve about 10 km of cross-border access road. The Project will induce more efficient movement of goods and passengers, provide better access to income and employment opportunities and to education and health centers; improve public sector implementation and maintenance capacity in the road sector; support development of private sector capabilities to carry out road improvement and maintenance by contract; improve road safety and axle-load control; and provide community access and complementary facilities through a participatory approach leading to poverty reduction.

Skills Development Project

The Project has four outputs: ...(i) enhanced relevance of and access to technical and vocational education and training (TVET) programs, (ii) improved capacity for good quality TVET delivery, (iii) delivery of relevant skills training, and (iv) project management.To enhance the relevance of TVET, the Project will support the (i) establishment of partnerships with industry; (ii) development of competency and training standards; (iii) evelopment of curricula, teacher guides, learning materials and assessment tools; and (iv) capacity development in external competency assessment. With a view to improving the capacity to deliver good quality training programs, the Project will assist in (i) providing in-service training to government and nongovernment TVET teachers; (ii) revitalizing two public TVET teacher training institutions; (iii) strengthening the capacity for short training programs in selected public and private training institutions; and (iv) strengthening thecapacity of the Directorate of Technical Education (DTE) for planning, research, and social marketing.To increase the delivery of relevant skills training, the Project will support (i) the delivery of skills training (market-responsive skills training) needed in the labor market, and (ii) the delivery of skills training in poor communities.

The project is designed to add...ress two binding constraints that contribute to the core sector problem of poor quality and delivery of water-related services. These constraints are insufficient human resource capacity and inadequate public infrastructure. The project will address these constraints by funding education facilities to train engineers in water-related fields that are needed to meet the heightened demands of a rapidly growing economy. The project will also address the requirements of dilapidated irrigation and drainage infrastructure with funding to upgrade and modernize the management of irrigation canal systems. It will help the government increase the number of qualified agriculturerelatedwater management engineers, improve the governance and management of irrigation systems, increase agricultural production, and improve the productivity of project areas toincrease poor farmers' incomes and reduce poverty.

Project 2 of the Investment Pr...ogram will improve WSS services in Anaklia and Mestia. The outcome of project 2 is improved access to WSS infrastructure in Anaklia and Mestia.Component 1: Infrastructure ImprovementThe first component will support infrastructure investments to rehabilitate, improve, and expand WSS facilities in Anaklia and Mestia, and benefit approximately 8,000 permanent residents of the areas and 20,000 tourists by the end of the project period. This translates to approximately 2.4% of the population benefited by the investment program. Project 2 includes construction of 67 km water network, 76 km of sewer network, and a 4.3 MLD STP. The WSS infrastructure will improve the quality of life in the two towns and cater to an ultimate design population of 50,000 persons including tourists by 2040. Component 2: Institutional EffectivenessFinancial management, accounting, and institutional development targets will focus on service centers in Anaklia and Mestia. The activities under this component are financed by the tranche 1 loan. Component 3: Project Implementation SupportProject implementation support financed through tranche 1 of the MFF will provide construction supervision oversight of works under project 2. A Construction Supervision firm recruited under project 1 will oversee the supervision of WSS system and the STP planned under project 2. Similarly, the public awareness program undertaken under project 1 will help achieve targets in Anaklia and Mestia, under project 2.

The project will rehabilitate ...and upgrade deteriorated but critical rural infrastructure in 15 mountainous provinces of northern Viet Nam. These provinces have a combined population of 12.2 million people and are among the poorest in the country. Overall poverty rates average about 27%, but are considerably higher in more isolated areas, where poverty levels may be 50%-60%. One of the main reasons for these high levels of poverty is limited access to productive assets and infrastructure (such as irrigation water systems), and physical isolation. The project will focus on improving small- to medium-scale irrigation and/ordrainage systems, rural roads, and district and commune markets. The project will include 40-45 subprojects. Rehabilitation and upgrading of rural infrastructure is expected to have a positive impact on the lives and livelihoods of the population in the project area, providing easier access to inputs (including irrigation water), markets, health services, higher levels of education, and employment opportunities, while reducing production and marketing costs.

The Project consists of seven ...components under three main categories: (i) energy access, (ii) clean energy, and (iii) capacity building.Component 1-Energy Access: Facilitating Access to Clean Energy. Component 1 consists of (i) constructing the Middle Marsyangdi?Damauli? Marsyangdi transmission line and associated facilities to strengthen the evacuation of power from the 70 megawatt (MW) Marsyangdi hydropower station, (ii) constructing the second circuit of the Butwal? Kohalpur transmission line to improve cross-border power import capacity, and (iii) constructing and expanding the Chapali and Matatirtha substations and installation of capacitor banks to strengthen the capability of the transmission network to transfer power.Component 2- Energy Access Quality Enhancement: Component 2 consists of constructing eight primary distribution substations and three switching stations to strengthen the electricity system?s ability to connect new consumers and to improve the quality of electricity supply to existing consumers.Component 3-Clean Energy Plant Improvement: Clean Energy Plant Improvement. Component 3 involves rehabilitating two small-scale run-of-river hydropower plants at Marsyangdi (69 MW) and Gandak (15 MW) to increase the efficiency. Component 4: Supply-Side Energy Efficiency Improvement. Component 4- Supply Side Energy Efficiency Improvement: will develop a pilot project to rebuild selected distribution feeders and low-voltage networks which have unacceptably high losses, using international best practice to reduce both technical and commercial losses. Component 5: Energy Efficiency in Lighting. Component 5-Energy Efficiency in Lighting: involves distributing approximately 1 million compact fluorescent lamps to households and implementation support to improve energy efficiency in lighting. Component 6-Renewable Energy for Street Lighting: Component 6 consists of the installation of 1,000 solar and solar-wind streetlights in Bhaktapur, Kathmandu, and Lalitpur municipal areas to reduce the burden on the main electricity grid. Component 7-Capacity Building: Component 7 involves assisting the Nepal Electricity Authority (NEA) by providing expert services to formulate, design, and implement public?private partnerships (PPPs) in three identified distribution areas, and capacity building and implementation support to the NEA for component 4.

The Technical Assistance Facil...ity of the responsAbility (rA) Energy Access Fund supports energy companies mainly in Sub-Sahara Africa and South and South East Asia in setting up an effective sales and distribution network, i.e. how to best market, distribute and sell off-grid solutions and efficient cook stoves to the lower income population. There are 1.3 billion people in developing countries without access to electricity and around 2.6 billion without clean cooking facilities. Off-grid solutions and efficient cook stoves have shown remarkable success in recent years with regard to reducing emissions and improving environmental, social and health conditions. However, companies selling these products are often held back in meeting consumer demand due to insufficient access to working capital finance. Moreover, setting up an effective (rural) sales and distribution network is perceived as one of the key challenges.

The Emergency Assistance for R...ecovery and Reconstruction (EARR) will (i) rebuild damaged houses and improve essential public and community infrastructure, and (ii) restore the country?s immediate fiscal capacity to meet the sharp rise in incremental costs arising from the April and June 2010 conflicts. This will in turn help the Kyrgyz Republic with reconciliation efforts and restoration of normalcy. The impact of the EARR is economic recovery and social reconciliation. The EARR?s outcome is maintenance of essential public expenditures and rebuilding of critical social and public infrastructure assets in areas affected by the community violence.
