The project will increase acce...ss to water supply and sanitation, improving the health and quality of life of the rural population in six selected provinces in the central coastal region of Viet Nam. The project will support the government in implementing its Socioeconomic Development Plan, 2006-2010, including reducing poverty to 10%-11% of households by 2010. In so doing, it will help the government to achieve the Vietnamese Millennium Development Goals. The project will provide piped water and hygienic sanitation to about 350,000 people living in rural areas. The project has a strong poverty focus and its design is based on lessons from previous interventions in the sector. The implementation will follow a community-based approach and will focus on (i) improving hygienic behavior, (ii) strengthening operation and maintenance of the water supply works, and (iii) monitoring and evaluation of the outputs and impacts of rural water supply and sanitation investments.

The Samoa ERSP is a program cl...uster of two subprogram loans totaling $26.82 million. The ERSP program cluster aims to assist Samoa's economic recovery and movement to a higher medium-term growth rate, following the double impact of the global economic crisis and the September 2009 tsunami. Subprogram 2 of the program cluster will support improved fiscal management and structural measures that will place the economy on a sustainable medium-term growth path. Budget support will help create the fiscal space to enable raised levels of capital spending over the medium term. This will be complemented by measures that enable targeting of services to protect the vulnerable and by engagement with key stakeholders.Subprogram 2 completes the program reform agenda under the ERSP program cluster. Subprogram 2 is consistent with the strategic focus of the country partnership strategy for Samoa (2008-2012) to address binding constraints to growth, including deficiencies in access to public services and in the quality of public service delivery, and weaknesses in the private sector-enabling environment. Subprogram 2 of the ERSP program cluster supports the government's economic and financial reform program in coordination with key development partners including Australia, the European Union and the World Bank. The national elections, in March 2011, slowed the formulation and implementation of policy and as such proved a challenge to the program cluster. Subsequent to this, the government remains strongly committed to continuing dialogue with development partners. Subprogram 2 loan financing will help meet the Government's overall budget financing needs, particularly given the adjustment costs arising from implementing an economic reform program to place the economy on a sustainable growth path. Structural and governance measures will strengthen prospects for sustaining economic growth over the medium term. Infrastructure will be upgraded and rebuilt amid constant efforts to reinforce fiscal safeguards to preserve fiscal sustainability and sustain the expansion in capital expenditure, while paying special attention to the needs of the vulnerable members of the community and ensuring widespread engagement in the program.

On 28 August 2009, the Governm...ent of the Republic of Uzbekistan (the Government) signed a Financing Framework Agreement (FFA) with the Asian Development Bank (ADB) for a multitranche financing facility (MFF) to finance the Water Supply and Sanitation (WSS) Services Investment Program, in an aggregate amount not exceeding $300 million from ADB Special Funds resources. On 29 September 2009, the ADB Board of Directors approved the MFF WSS Investment Program with the Uzbekistan Communal Services Agency (UCSA) as the executing agency. The investment program combines physical and non-physical improvements in water supply and wastewater management sectors through investment and institutional strengthening and capacity building. The investment program's outcome is safer and more reliable WSS services and improved hygiene in targeted towns. On 30 September 2011, the Government submitted a periodic financing request (PFR3) to ADB for a loan of $59 million for the third tranche (Project 3). PFR 3 will finance (i) expansion and rehabilitation of water supply systems in Karakalpakstan, Khorezm, and Djizzak provinces; (ii) expansion and rehabilitation of wastewater networks in Andijan; and (iii) capacity development and project management support. Rehabilitation and expansion of WSS systems and development of vodokanals' O&M capacity are urgently needed to prevent the systems from further deterioration and provide improved WSS services to residents in 11 project regions.

The EARR?s outcome is maintenance of essential public expenditures and rebuilding of critical social and public infrastructure assets in areas affected by the community violence.

The project will rehabilitate ...and upgrade deteriorated but critical rural infrastructure in 15 mountainous provinces of northern Viet Nam. These provinces have a combined population of 12.2 million people and are among the poorest in the country. Overall poverty rates average about 27%, but are considerably higher in more isolated areas, where poverty levels may be 50%-60%. One of the main reasons for these high levels of poverty is limited access to productive assets and infrastructure (such as irrigation water systems), and physical isolation. The project will focus on improving small- to medium-scale irrigation and/ordrainage systems, rural roads, and district and commune markets. The project will include 40-45 subprojects. Rehabilitation and upgrading of rural infrastructure is expected to have a positive impact on the lives and livelihoods of the population in the project area, providing easier access to inputs (including irrigation water), markets, health services, higher levels of education, and employment opportunities, while reducing production and marketing costs.

The project will improve the e...ffective delivery of local infrastructure and services by local authorities in less-developed areas of Sri Lanka. Under the project, about 100 local authorities selected in seven provinces (excluding the Northern and Eastern provinces), whose reform plans are reviewed and confirmed by the government, will implement subprojects for roads and bridges, water supply and sanitation, drainage, solid waste management, and other basic facilities, including building or enhancing health-care centers and public markets. The project will support the institutional strengthening of the local authorities for improved and sustainable service delivery through business process reengineering and the development of their information technology (IT) systems.

Output 1: Water supply systems... in CKD-affected areas improved. The additional financing will support development and expansion of water supply systems in CKD-affected areas in the four provinces (Central, North Central, North Western, and Uva) to provide continuous supply of safe drinking water. The schemes include development of new water supply systems and expansion of existing systems, mostly run by NWSDB. Facilities such as raw water intakes, water treatment plants, overhead tanks, and transmission and distribution networks up to household connections are eligible for financing.2 About 30 schemes will be developed or expanded, and will be implemented by respective provincial councils with technical inputs and supervision support from NWSDB. Considering the nature and complexity of the schemes, the piped-network will be operated by NWSDB, except a few local authorities which have adequate operational capacity. If local authorities are identified to be the appropriate entity to implement the subprojects, such local authorities will first have to submit a reform plan, as practiced in the original project, prior to the subproject implementation. The additional financing will also ensure efficient use of water through non-revenue water reduction programs.
6. Output 2: Local infrastructure and basic service delivery improved. The additional financing will support improvement of social and economic infrastructure in 29 new Pradeshiya Sabhas from five provinces (Central, North Western, Southern, Uva, and Western) which have not been supported under the LGIIP and LGESP. The approach will remain the same: these Pradeshiya Sabhas will first have to submit a reform plan approved through a council resolution, which will be reviewed and confirmed by the Ministerial Committee of the Ministry of Provincial Councils and Local Government to ensure that the minimum reform requirements are met. Then they will be qualified for the provision of a capital grant for infrastructure improvement.
7. Eligible subprojects include (i) environmental infrastructure such as water supply and sanitation (including sewerage), drainage, and solid waste management; (ii) economic infrastructure such as roads and bridges (including suspension bridges); (iii) public health infrastructure such as maternity and health-care centers; and (iv) other local authority facilities such as public markets. To strengthen the focus of the project, other facilities under the responsibility of local authorities, such as local authority office buildings and crematoriums, will be approved only under special circumstances and if clearly justified. For both outputs 1 and 2, only the subprojects that meet the subproject selection criteria as discussed in paragraph 9 will be implemented. Subprojects will be screened initially by the SPCUs to ensure conformity with the subproject selection criteria before they will be endorsed by the PMU. The PMU will engage one Project Management Consultant (PMC) to assist in management of the project and six teams of design and supervision consultants (DSCs) (one per province; except in Sabaragamuwa which has no new subprojects) to support preparation of design and ensure the quality of work.
8. Output 3: Local government policy reform advanced and capacity strengthened. The additional financing will support advancing business process reengineering and additional capacity building measures in the original and new Pradeshiya Sabhas.3 The activities will include (i) support for implementing the guidelines developed under the capacity development TA (CDTA);4 (ii) establishment and implementation of IT solutions in new Pradeshiya Sabhas; (iii) continuation of support and improvement of IT solutions in the original 108 Pradeshiya Sabhas including development and installation of additional software to simplify and increase efficiency of local administration; (iv) support for implementing reform plans in the original and new Pradeshiya Sabhas; and (v) capacity building programs to strengthen technical, financial, and administrative capacity of the original and new Pradeshiya Sabhas, provincial councils, and MPCLG. The project will strengthen in...stitutions and operational and management capacities in Cambodia and the Lao PDR for operating cost-effective SPS systems that facilitate trade and protect health.2 The project will focus on GMS trade in agriculture, food, and forestry (AFF) products for which SPS measures for plant health, animal health, and food safety apply. The project will establish, strengthen, and implement (i) surveillance and inspection programs for plant health, animal health, and food safety; (ii) enhanced education levels and university training of SPS specialists; and (iii) regional cooperation and harmonization for SPS measures and practices. It will selectively strengthen food safety capacities of private food handling enterprises and restaurants in tourist areas. The project will be implemented by the national authorities in each country.

The Micofinance Development Pr...ogram will support the development of a market-oriented microfinance to increase access to formal financial services for the poor, especially in rural areas. It will focus on regulatory reforms, supervisory capacity building, institutional development, and financial infrastructure development. Planned regulatory reforms will be anchored by the integration of microfinance into the formal financial market, encouraging investment in microfinance, establishing standard sets of prudential and performance requirements and with fiscal and regulatory incentives. Strenthening operational and supervisory capacities will ensure sustainability and expand outreach of microfinance. State-owned financial institutions engaged in lending to the poor and microenterprises funded by the government budget will be reformed to become sustainable community-based financial institutions operating within market principles. Finally, the program seeks to develop financial infrastructure supporting the formal microfinance training, the advocacy of financial literacy on sustainable microfinance and customer protection, and credit information exchange systems.

Component 3 is designed to strengthen institutional capacity for project management and implementation activities.L2977The proposed project (the Project) to be funded through additional financing of $40 million from ADB s special fund resources will not change the scope of the original project. The Project will supplement funding of the original project to meet cost overruns to ensure that safe drinking water and sanitation services are provided to the four urban areas of Chilaw, Mannar, Puttalam, and Vavuniya and to achieve the full impact envisaged under the original project. The reasons for the cost overruns are (i) original estimates were based on feasibility studies in 2007 and not on detailed designs, (ii) increase in cost 2008 estimates caused by price escalations between 2009 and 2011 , (iii) increase in distribution pipe diameters to cater for future population growth, and (iv) enhanced water treatment improvements for rehabilitation works at the Chilaw and Puttalam water treatment plants. There will be no changes to the sanitation infrastructure and existing arrangements under the original loan will be followed. The closing date of the Project is December 2016, which will be synchronized with the original project after extension of closing date of the original loan .

The project will enhance the c...ompetitiveness of towns along the Southern Economic Corridor (SEC). The project will transform the corridor towns of Battambang, Bavet, Neak Loeung, and Poipet in Cambodia into economic hubs by improving urban-environmental infrastructure and strengthening institutional capacities of provincial and local authorities. The productivity of economic enterprises in these towns will be significantly improved since there will be increased climate resilience through flood control measures. The environment will be improved through clean wastewater, disposal of solid waste, and enhanced mobility on improved urban roads. The project will provide environmental infrastructure for wastewater treatment and solid waste management, which will, among others, help to reduce the carbon footprint of these towns, making them cleaner and greener, and more livable. The project will finance 10 subprojects in these towns.

The Greater Mekong Subregion S...outhern Coastal Corridor (GMS-SCC) Project is part of the Southern Economic Corridor involving Thailand, Cambodia, and Viet Nam. In Viet Nam, the GMS-SCC runs from the Cambodia border south through Kien Giang and Ca Mau provinces to Ca Mau city on sections of national highway (QL) 80, QL61, and QL63. The project area in Vietnam includes the provinces Kien Giang (population 1.63 million) and Ca Mau (population 1.20 million). Implementation of the Viet Nam component will be undertaken under two or more stages because of funding constraints. Funding is currently available for stage 1 of the GMS-SCC Project, which includes improvement of a short section of QL80 between the border at Xa Xia and Ha Tien, and completion of the transport corridor to Ca Mau on the Minh Luong?Ca Mau city section. Improvements to be funded under future stages will include improvements to the Ha Tien?Rach Gia section of QL80 and a bypass to Rach Gia.

The proposed program involves... a budget support for the Government of Bhutan which is currently facing weakening growth prospects as well as challenges in macroeconomic management. The objective of the program is, therefore, to strengthen macrofinancial management in the country to ensure adequate and sound development financing in a balanced and non-distortionary manner. The expected impact of the proposed program is strengthened macrofinancial management of the government in a sustainable manner. The outcome will be increased predictability in funds-flow and creation of greater fiscal space in the government budget. A preliminary agreement between ADB and the Government of Bhutan was reached on the reform measures and policy actions required for ADB's support under the Bhutan Strengthening Economic Management Program (BSEMP), and the areas covered under policy reform program will include:(i) Output 1: Improved budget and debt management systems. Whereby expenditure efficiency measures will be rolled out for the major spending departments, leading to better allocative efficiency of scarce public resources. (ii) Output 2: Improved revenue management system. Revenue efforts will be strengthened by introducing a Revenue Administration Management System and introduction of property taxation based on property valuation.(iii) Output 3: Improved macroprudential management framework. Policy actions will be initiated.(iv) Output 4: Improved external and internal audit operations. Whereby the Royal Audit Authority (RAA) will roll out an Audit Information Management System in a phased manner over the program period. Similarly, staff of all the major departments will be trained to carry out internal audit.
