The objectives of the Project ...are to reduce poverty and support pro-poor economic growth by (i) enhancing access for rural populations to economic opportunities and social services through improvement of the province's road network, (ii) improving trade facilitation and efficiency of the priority road transport corridor linking Pakistan, Afghanistan and Central Asia together, which passes through Balochistan, and (iii) providing essential institutional support and capacity building of the Communication and Works Department (CWD). The Project will improve the inadequate provincial connectivity and allow better access, psecifically for the rural poor, to education and health facilities, markets, districts, and to the provincial cities. The Project will also support subregional cooperation by (i) improving cross-border movements of goods and passengers at the Chaman border crossing between Pakistan and Afghanistan, (ii) improving access to ports located in southern Pakistan, and (iii) reducing transport cost through improved road conditions and reduced travelling time.

The overall objective of the P...roject is to support government effort to reduce poverty in rural areas of northwest Cambodia through increased agricultural production, thereby reducing food insecurity and improving farming household incomes. The immediate objective is better use of water resources and promotion of irrigated agriculture through: (i) a comprehensive policy and strategic framework to be applied in developing water resources; (ii) a better understanding, knowledge and application of the integrated water resource management approach in a river basin context; (iii) improved water resource management through rehabilitated/upgraded small to medium-scale irrigation schemes and other water control infrastructure; (iv) a strengthened capacity of communities and institutions to plan, implement, manage, and maintain such infrastructure; and (v) improved agricultural support services to the beneficiary water users. The Project will have three components: (i) Institutioinal strengthening, (ii) Irrigation infrastructure development and management, and (iii) Support to agrirrigated agriculture development.

The Project seeks to provide t...he focus for regional development in the North Central, Central and South Central development regions thereby supporting more equitable development in the country and taking some of the pressure off the capital Male. The Project includes a balance of institutional, infrastructure and environmental improvements on the 3 focus islands and their region. The Project will contribute to the achievement of the longer-term goals of safeguarding public health and the environment, supporting private-sector participation in waste management and sanitation, and increasing public awareness of responsible environmental management practices. The Project combines the three principal thrusts of policy improvement, capacity building and investment in physical facilities. The Project will (i) improve hygiene and sanitation through the implementation of settled sewerage systems in three of the focus islands with possibility of replication to other islands; (ii) improve the quality of safe drinking water through the expansion of the rain water tank program; (iii) promote environmental conservation through the introduction of an integrated waste management system on a pilot project basis and conservation of ground water resources; (iv) support the regional development management process and improve local governance of island communities through the institutionalization of a comprehensive and integrated land use planning system; (v) foster participatory development and capacity building support to promote an improved enabling environment for the support of the regional development management process (at island, atoll and central government levels).

Infrastructure Development

The objective of the TA loan i...s to help the Government develop infrastructure sectors in an integrated manner as economic development requires a comprehensive approach in terms of transportation, provision of electricity, and water resources. Focusing on improved infrastructure sector deliveries, the TA loan will (i) enable infrastructure sector institutions to conduct project preparatory activities in a timely manner and at international standards and best practices; (ii) ensure implementation readiness of the subprojects as well as the subsequent infrastructure projects, and (iii) improve institutional capacities within the infrastructure agencies to meet such strategies, business management needs, and process changes as required by recent sector policies, reforms, and regulatory agencies. The TA loan will further enhance infrastructure agencies' capacity to develop a project program and pipeline, and ensure implementation of identified projects. The TA loan will prepare follow-on projects intended for downstream ADB public and private sector financing modalities, as well as for non-ADB financing.A number of individual subprojects will emerge during the TA loan for each of the infrastructure sectors, and consulting services will be required for each subproject. Specific information regarding the subprojects will be provided at a later stage.

The purpose of the Program is ...to support the development of a sound and broad-based financial sector that effectively channels resources to productive investment. Specifically, the Program will seek to: (i) reduce the cost of borrowing and expand access to credit by improving the framework for secured transactions, (ii) protect depositors from poor governance practices in banks, (iii) enhance the role of the non-bank financial (NBF) sector in savings mobilization for investment capital, and (iv) improve investor confidence by reducing the risks from potential money laundering through the financial system.The Program has three main components: (i) banking sector; (ii) NBF sector; and (iii) Anti-money laundering (AML) regime. The banking sector component will aim to reduce the cost of borrowing and expand access to credit by facilitating debt enforcement and lowering the cost of collateral registration. This component will also introduce legal and regulatory changes to strengthen corporate governance in banks and to improve the supervision of groups and conglomerates that control financial institutions. The NBF sector component will seek to enhance the sector's role in resource mobilization and allocation by developing the legal and regulatory framework, strenghening regulatory capacity through the establishment of a single regulator for NBF sector, the Nonbank Financial Regulatory Commission (NBFRC), and strengthening corporate governance and transparency. This component will also aim to reduce the distortionary impact of tax policies on the financial sector. The AML component will seek to mitigate the potential risks from money laundering activities by supporting the development of the legal and regulatory framework for the AML regime, and the establishment of a financial intelligence unit to monitor and report suspicious financial transactions.

The Project supports the Gover...nment's program to promote sustainable and community-managed freshwater, brackishwater and marine aquaculture development to reduce poverty and increase the food supply among poor fish-farming communities. It focuses on the development of small-scale and low-cost aquaculture production systems that are economically sound and environment friendly, and that can be easily replicated by fish farmers organizations and small- to medium-scale private entrepreneurs. The Project will provide technical and extension support to fish farmers in order to ensure successful project implementation. Such support includes innovative mechanisms to assist organized fish farmer groups with securing production inputs and marketing their final product. The Project builds the capacity of the Directorate General of Aquaculture (DGA) and the participating district governments to formulate policies and regulations for sustainable aquaculture development and environmental management, and to support the needs of the beneficiaries, their communities, and the country's aquaculture industry as a whole.The Project is implemented in five districts in four provinces: namely: (i) Langkat in North Sumatera Province, (ii) Ogan Komering Ilir (OKI) in South Sumatera Province, (iii) Karawang and Sumedang in West Java Province, and (iv) Buton in Southeast Sulawesi Province.

To help Georgia address emerge...ncy needs under the JNA, the EAPCR will enable the Government to meet critical public expenditures through the budget and help cushion the adverse revenue shocks. The EAPCR will supplement the Municipal Services Development Fund Project recently approved by the Asian Development Bank (ADB). The United States has signed an agreement providing $250 million to meet critical expenditures through the budget. The World Bank recently approved $40 million in budget support using the Fourth Poverty Reduction Support Operation. The European Union is also expected to provide budgetary assistance in the near future. The major outputs of the EAPCR are to ensure that:(i) the immediate incremental expenditure needs arising from the conflict are met; and(ii) the core public expenditure program for 2008 is delivered in accordance with the approved budget.

The Investment Program focuses... on the Highlands core road network (HCRN) of 2,500 kilometers (km) of major national and some provincial roads, which carry the bulk of the traffic in the region. The investment program will include (i) projects to improve about 1,400 km of the HCRN, to be funded through four or more tranches under this multitranch financing facility (MFF); (ii) design and supervision of road improvement works, preparation and administration of long-term road maintenance contracts for the entire 2,500 km of the HCRN, and capacity development of road agencies; and (iii) monitoring the socioeconomic benefits of the improved and maintained roads in the Highlands region. Support will also be provided for policies such as road user charges (to increase the resources available for road maintenance). In addition, technical assistance (TA) will be provided to support the Department of Transport to prepare a new National Transport Development Plan (NTDP) for 2011-2020.

Thanh Hoa City Comprehensive S...ocioeconomic Development Project

The Project seeks to enable an... intermediary state of development for Thanh Hoa and support its socioeconomic enhancement. It is a comprehensive and multisectoral project that will target priority investments and create a suitable and sustainable urban environment for Thanh Hoa and strengthen its role as provincial capital. The Project will upgrade Thanh Hoa?s urban core, integrate its peri-urban areas and further develop its urban infrastructure and key economic sectors. The expected outputs will be: (i) an improved urban road network (22 km) to link peri-urban urban villages with the city center along with complementary basic urban services; (ii) an expanded and upgraded water supply distribution network, including about 19 km of primary and secondary water supply pipes and connections to expand the service to peri-urban areas and replacement of 19 km of damaged pipes in the city; (iii) improved drainage and wastewater treatment in Thanh Hoa through the construction of 47 km of interceptors for sewerage and drainage, 13 pumping stations, a central wastewater treatment pond, and three delocalized wastewater treatment facilities for the city general hospital; (iv) improved tourism infrastructure through the construction of tourism facilities at tourist sites in Ham Rong and Mat Son; and (v) improved human capacity within local utilities and line departments of Thanh Hoa and THP and improved labor skills, achieved through the upgrading of vocational training centers and other capacity building initiatives .
