The guide's primary goals are to raise awareness of malaria elimination, encourage long-term commitment from decision-makers and mobilise sustainable resources. The guide outlines two strategic objectives: (1) creating a shared understanding of the long-term requirements for malaria elimination, including funding, surveillance and multi-sectoral engagement, and (2) expanding support among public, private and cross-sectoral stakeholders. With malaria cases having already reduced by 88% since 2000, the guide emphasises the importance of maintaining focus and investment in order to fully eliminate the disease and prevent its re-establishment in Central America.

Adopting a human-centred design approach, the campaign collaborated with the Ministry of Health, mining organisations, and miners throughout its development. LMBP used visual, low-literacy materials featuring animated and live-action characters to raise awareness of the risks of malaria and encourage key behaviours such as timely testing, adhering to treatment and consistently using insecticide-treated nets. Launched in 2019 and scaled up until 2024, this multi-channel campaign aimed to change attitudes and improve malaria prevention in these hard-to-reach communities.

The guidance highlights the barriers that hinder access to SRH care, such as affordability, availability, acceptability, and appropriateness, and illustrates how CVA can address financial obstacles by covering transport, user fees, or other indirect costs, while reinforcing health system strengthening efforts.
