The Refugee Consortium of Keny...a is a registered national Non-Governmental Organization (NGO) under registration certificate NO. OP.218/051/2004/0230/3356. RCK was initiated in 1998 in response to the increasingly complex refugee situation in Kenya. The core mandate of RCK is promoting and protecting refugee rights in Kenya and in the East Africa region through provision of legal aid in Kenyan courts of law on asylum related matters; legal counseling and advice in the refugee status determination (RSD) process; advocacy for creation of refugee-friendly policies and laws and promoting and monitoring the protection of refugee rights through research and documentation.Kenya is host to approximately 579790 refugees and asylum seekers from the Horn of Africa and the Great Lakes Region. Of these over 70% are women and children. Majority of refugees and asylum seekers are found in 3 main locations namely Dadaab refugee camp Kakuma refugee camp and Nairobi for urban refugees. Whereas Garissa town is settled by pockets of refugees it is a major transit point for asylum seekers and refugees to and from Somalia Dadaab and other urban areas. The participatory assessment conducted by UNHCR on 19th February 2014 revealed that women continue to face risk of GBV as a result of insecurity in the camps inadequate alternative sources of fuel that force women to go fetch firewood in the bush where women are raped by bandits. Current interactions with clients in our legal aid clinics continue to confirm the same. This indicates there is a continued need for GBV response and preventions. The UNHCR Comprehensive Needs Assessment report highlighted the need to increase support and accessibility of services to persons with disabilities.The main objectives of the proposed project: ?To increase access to justice and legal assistance for refugees and members of host communities? survivors of SGBV within Kakuma and Dadaab refugee camps and Garissa by August 2015;?To improve access of psychosocial support to survivors of SGBV within Kakuma refugee camp and Garissa by August 2015?To enhance protection monitoring of transit corridors for cases on SGBV and trafficking in persons by August 2015

Escalation of violence between... Israel and Palestine has been building up frome early June 2014. UN Relief and Works Agency for Palestine Refugees UNRWA declared emergency in the Gaza Strip on 8 July 2014 and launched a rapid response to provide the most pressing life-saving assistance. On 16 July UNRWA published a Flash Appeal for one month. The appeal covers necessary Food and Non Food Items for individuals staying at UNRWA Designated Emergency Shelters and the repair of damage to these shelters. Also essential drugs and medical supplies and psycho-social support needs during the emergency will be met.

Pakistan s border regions of K...hyber Pakhtoonkhwa (KP) Federally Administered Tribal Areas (FATA) and Balochistan suffer from prolonged conflict and social instability. The socio-economic development in these areas is significantly lagging behind the rest of the country. The lack of economic opportunities and public services as well as weak governmental structures has created a breeding ground for extremist Islamist ideology the development of a variety of terrorist groups and crime. Also the status of women is particularly poor in these areas. The Multi-Donor Trust Fund (MDTF) administered by the World Bank supports the development of Pakistan s border regions and the implementation of Pakistan?s reconstruction program. It also reduces the possibility of an escalation or recurrence of conflict. The Fund complements and strengthens the Pakistani government?s action in the following areas: (i) efficient sustainable and reliable provision of basic services; (ii) community-based development of livelihoods infrastructure and services; (iii) creating market opportunities and revenue-generating activities; (iv) recovery from the crisis supporting peace-building and reconstruction; and (v) capacity development institutional performance and efficiency. The MDTF benefits 4.87 million people in the region. Supporting Pakistan s border areas is part of a regional approach and is in accordance with Finland?s action plan for Afghanistan. Supporting the development of the border regions of Afghanistan and Pakistan is a logical and coherent part of Finland s efforts to support the development and consolidation in Afghanistan. Carrying out efficient development interventions in the turbulent Pakistani border areas is very challenging but at the same time necessary for the stability of South Asia. Finland has granted 5.6 million euros to the MDTF in 2010. By replenishing the Fund with 2 million euros in 2014 Finland will continue to support the Fund s activities until 2020.

Humanitarian aid to the victim...s of the war in Syria through the United Nations Relief and Work Agency. Of the around half a million Palestine refugees who lived in Syria before the war every second has had to flee their homes and become internally displaced persons and 13% have become refugees before the borders were in practice closed for them. The agency needs 417 mln USD in 2014 to help Palestine refugees in Syria of which half is still not funded. Amidst the crisis UNRWA continues to deliver basic services to Palestine refugees eg. its schools in Syria are attended by over 46 000 children. The agency also runs a sizeable cash assistance programme which helps Palestine refugees buy food and pay their rent. In the camps eg. in the besieged Yarmouk UNRWA delivers food and other emergency assistance also to the Syrians living there.

The preparatory phase of proje...ct by Najda Now is expected to run for 6 months starting in July 2013 and ending in December 2013.In order to induce the Syrian refugee children?s and adolescents? capabilities to overcome sufferings and psycho-social entailments of war and armed conflict the NNI introduced the invitation to establish a psycho-social support center in Aleppo area (Bustan Al Qasr). The project will form a nucleus centre where more centers are expected to be established throughout Syria to reach to a wider number of potential beneficiaries and to be able to contribute towards the crisis of the Syrian displaced community.It is expected and during the first year 2014 of this project that it will provide psycho-social care to approximately 300 beneficiaries of the Syrian displaced children and adolescents residing in the Aleppo Area in the locality of the Bustan AlQasr and contributing to the psycho-social self-reliance of the Syrian children and adolescent displaced in the Aleppo Area.The overall cost of the project is EURO90000 to finance establishment and running of the psycho-social support centre based in the Bustan Al Qasr for one year months. The cost will also cover the administrative overheads of the project salaries of the project manager assistants school support teachers volunteers therapist and psycho-social support team. It also includes cost of office furniture and computers in addition to the utilities materials and rewards for the various workshops. The center will be established in a poor and overcrowded geographical area in Aleppo where need and necessity are quite essential and pressing.The gender in this project is very balanced and the NNI will stress on this in the call for registering the little children and adolescents. The NNI s experience in Beirut for a similar project is witnessing a 53% of females compared to 47% of males. The NNI expects the same proportion to approach the center.The climate is tolerated and there is no kind of pollution whatsoever touched upon in the flow of this project.Democracy is the base in recruitment of staff on board of the project and the NNI will also be keen to register the children on base of democracy without any discrimination of any ethnic racial or religious background. The principles of democracy will be also taught to the children.

The project by the Economic an...d Social Commission for Western Asia (ESCWA) focuses on assessing the damage caused by the Syrian crisis and it aims to begin the process to establish a common understanding on the reconstruction of Syria (National Agenda for the Future of Syria Project). The goal is to produce a comprehensive range of options for national reconciliation democracy and the promotion of economic reconstruction. The project has progressed to its second stage during which an initial assessment of the needs for the reconstruction of Syria will be produced. The priorities of the construction phase will be water management and agriculture housing small business support energy and infrastructure. Also questions regarding trade industry and social infrastructure such as schools and hospitals will be examined.It is recommended that the proposal be funded by 200000 Euros in one installement in 2014.

The project will establish a w...omen s community center (Women s Community Center WCC) in Dohuk Iraq. Of the Syrian refugess in Iraq 97% reside in the Kurdistan Region and 63% of these are women and children. The area has three refugee camps but most of the refugees live outside the camps. WCC will work for disadvantaged women in the security center which offers both psycho-social support and income support with the aim to prevent social and economic exclusion. The community s own resources will be used to ensure the sustainability of the project. The center will be open also to other vulnerable women in the area. Funding for the project is 777 609 Euros for a duration of 12 months.

On Saturday the 25th of April ...a 7.8 magnitude earthquake struck the Central and Western Regions of Nepal. There are 8 million people affected in 39 districts the number of dead is over 4 300 and injured about 8 000. Numbers can still crow. Finn Church Aid responds to the immediate needs by providing shelter non-food items WASH and psychosocial support. 500 households will be assisted 30 Nepali psychosocial support practitioners will receive support. This group will assist people in 30 affected communities. 1000 school children will benefit from the activities to be carried out in the education sector.

The overall objective of the T...rust Fund is to provide a coherent and reinforced aid response to the Syrian crisis on a regional scale responding primarily in the first instance to the needs of refugees from Syria in neighbouring countries as well as of the communities hosting the refugees and their administrations in particular as regards resilience and early recovery. The Trust Fund will thus focus on current priority needs and may also be adapted to reconstruction needs in a future post-conflict scenario. Assistance inside Syria will be considered taking into account and avoiding overlap with the action of other existing international funding instruments and depend on agreement with the Syria Recovery Trust Fund which Finland is also funding.The fund has been established for five years and the Finnish support is proposed to be 3 MEUR which is also the threshold level for seat on the Operational Board. The initial size of the fund was 45 MEUR (Commission 37 Italy 3 and Germany 5).So far the Fund has financed three projects: 1) schooling in Turkey (175 MEUR); 2) regional higher education and training programme in Syria and its neighbors (12 MEUR); and 3) livelihoods of refugees and host communities in Jordan and Lebanon (10 MEUR). The decisions were made at the first Operational Board meeting on May 2015. The emphasize has been on children youth and anti-radicalization work which works well with Finnish priorities as well.Currently the project pipeline includes 520 MEUR worth of projects from the call for proposals on summer 2015. Biggest applicant groups were 1) large European INGOs; 2) UNICEF; 3) ICRC; 4) Member States? agencies; 5) UNRWA; and 6 ) IOM and UN-Habitat. Madad fund is supposed to work in tight strategic partnership with the UN but not channel the majority of its funding through UN agencies (roughly 30 %). The Trust Fund aims at funding larger interventions on which several NGOs pool their resources and funding thus aiming to achieve economies of scale.Syria and its neighboring states are ODA-eligible as middle-income (low or high) countries. Syria itself however is probably de facto among the least-developed countries by now.

Humanitarian assistance to the... occupied Palestine territory (West Bank and Gaza) through UNRWA (the United Nations Relief and Works Agency for Palestine Refugees in the Near East). UNRWA s 2015 OpT Emergency Appeal totals 414 million U.S. dollars. The majority of the needs are in Gaza where the humanitarian situation is still critical after the war in summer 2014. UNRWA needs funding especially for emergency shelter and repairs and food assistance in Gaza. There are a total of 19 million people in need of humanitarian assistance in the OpT according to the United Nations. In Gaza nearly 90 000 homes of Palestine refugees were destroyed in the war and reconstruction has been slow to start. Nearly 800 000 Palestine refugees in Gaza and 94 000 in the West Bank require UNRWA s food assistance.

According to initial estimations and based on the latest earthquake intensity mapping over 8 million people are affected in 39 of Nepal?s 75 districts. Over 2 million people live in the 11 most critically hit districts. The UN Flash Appeal calls for US$415 million to respond to the most urgent humanitarian needs for the next three months. Finland will allocate 500 000 euros in humanitarian assistance to the victims of the earthquake in Nepal through World Health Organisation (WHO).

Syria Recovery Trust Fund

Syria Recovery Trust Fund (SRT...F) was launched at late 2013 and its trustee is the German Development Bank KfW. The SRTF is dedicated to financing the restoration and provision of essential public services and infrastructure while strengthening the resilience and improving the conditions of the Syrian population in areas primarily held by moderate opposition groups. It also aims to rebuild and enhance the capacity of the local institutions that provide such services.In practice the SRTF is Funding local level public sector community infrastructure programs with priority focus on the water health electricity education food security and waste/rubble removal sectors and secondary considerations in the rule of law agriculture transportation communication public enterprise and housing sectors. It s amounts to 90 MEUR at the moment and it has a large project pipeline with 22 approved projects valued at 47 MEUR so far. The operations have begun well and the management and risk management systems are robust. The operations are taken place at very high risk environment practically on war zone.The Syrian Interim Government (SIG) of the Syrin Opposition Coalition (SOC) is directly engaged at the management of the fund thus making the intervention political. Finland has acknowledged the SOC as one legitimate representative of Syrian people.Finland Sweden and Denmark have jointly put together the 10 MEUR which is the threshold for acquiring a seat on the Steering Board. The Nordics rotate the seat every half a year. Finnish first installment was 3 MEUR in 2013 and now the 2nd installment is 3 MEUR as well.

The Save the Children operatio...ns 2017 will be implemented in Iraq and Somalia. The operation in Iraq assists the IDPs and the host community in Sinjar in the region of Ninewa. The Operation will provide life-saving emergency kits. There are direct beneficiaries 21 000 of whom at least 50 % are children. The amount granted is 400 000 euro. The operation in Somalia assists the most vulnerable IDPs in Baidoa. The operation targets mothers and children suffering from food insecurity and malnutrition. The activities include cash contributions. Women will attend pre-natal care services and participate in awareness raising on child feeding. There will be guidance on care practices and prevention and response to violence and abuse. The number of beneficiaries is over 12 800. The support granted is 400 000 euro.

There are currently 26 million... IDPs in Iraq fleeing the conflict ongoing since 2014. The fight against ISIL increased the number of persons in need of humanitarian assistance to 87 million. The UNHCR's operation in Iraq focuses on the protection of the refugees and the IDPs shelter provision and related coordination as well as distribution of relief items. In 2018 UNHCR's response will also assist IDP returns and advance a transition from humanitarian interventions to more development-oriented programmes. UNHCR's requirements for the Iraq operation amount to 560 million USD.

The International Committee of the Red Cross (ICRC) has estimated that the entire operation will have a severe humanitarian impact on the lives of 3 million people. The ICRC's contingency plan focuses on the distribution of water food hygiene and household items to IDP's supporting clinics with medicine and dressing kits as well as training and supporting the staff of health facilities. The Finnish Red Cross (FRC) will support the ICRC's operation by procuring emergency goods and by deploying a logistician under the ICRC umbrella.

While many refugees face vario...us protection challenges sexual and gender based violence is common and widespread among mainly refugees and asylum seekers living in Dadaab Kakuma and Garissa. Some of the causative factors include overpopulation in the refugee camps lack/inadequate livelihood activities harful cultural norms beliefs and practices such as Female Genital Mutilation (FGM) and illiteracy.The objectives of the project;- to enhance access to justice an legal assistance for survivors of SGBV in Kakuma and Dadaab refugee camps and Garissa- to improve access of psychosocial and medical support to survivors of SGBV within Dadaab refugee camp and Garissa- to strengthen the capacity of key stakeholders to prevent and respond to GBV in Dadaab and Kakuma

In Syria the International Com...mittee of the Red Cross (ICRC) organizes education on mines and explosives for staff of the Syrian Arab Red Crescent (SARC) and builds together with SARC a network of volunteers to raise the awareness of risk of mines and explosive remnants of war in local communities. Medical service providers are unable to cope with the constant influx of patients needing emergency care. ICRC will distribute material assistance. ICRC will also continue to help physically disabled people in the rehabilitation centers in Aleppo and Damascus. Rehabilitation Centers will provide also psychosocial support and funds for microeconomic initiatives for the most vulnerable. Beneficiaries of the action are the local population disabled people and SARC as the humanitarian aid provider. Support will be channeled through the Finnish Red Cross. Finland will fund ICRC's humanitarian activities in Syria through FRC with 963 000 euros during 2016-2020.

There are five sectors: NFIs food security psychological support emergency education and WASH-hygiene promotion. In Iraq Fida will focus on providing shelter and non-food items as the IDPs return to their destroyed villages. The second focus is in providing protection and education services in retaken villages. FIDA receives funding from the MFA altogether 600 000 euros (DRC 300 000 euros Iraq 300 000 euros).

The UN Team of Experts on Rule... of Law/Sexual Violence in Conflict is a body created to assist governments in conflict and post-conflict situations to address impunity for sexual violence. The mandate of the Team of Experts is focused on supporting local institutions to address such crimes and it works in close cooperation with other UN organizations.The experts team has conducted a project in Guinea focusing on events in Conakry Stadium. The events resulted in serious human rights violations including crimes related to sexual and gender based violence (SGBV). Finland has supported this regional and thematical Guinea project previously in 2013. The project contributes to the enhancement of rule of law the rights of women and girls as well as the fight against impunity. Now the project has reached a phase when trial preparations are proceeding. Finland's support would be used to establishing a coordination committee to prepare for the trials protection of witnesses and victims community level initiatives as well as training judges. The work of the expert team in Guinea has effectively supported local government officials ownership and national criminal accountability. Support is still needed in order to support the efforts in ensuring fair trials and in ensuring the expertise needed to prosecute SGBV-crimes.

The Save the Children operatio...ns 2017 will be implemented in Iraq and Somalia. Save the Children will assist the most vulnerable families with special focus on the well-being of children in 14 IDP camps in Baidoa Somalia focusing on drought affected IDPs to address their urgent livelihood and basic needs in an extremely fragile situation where poor women and their children are exposed to food insecurity malnutrition poor health and gender-based violence. In Iraq Save the Children will reduce the vulnerabilities of refugee IDP and returnee children and their families through specialized child protection services cash transfers and strengthened community capacity to identify prevent and respond to child protection needs in Iraq. The project focuses on vulnerable camp and non-camp settings: two villages in Sinoni in Ninewa and Gawilan refugee camp in Dohuk. Funding from the MFA for the two operations is 900 000 euros (Iraq 440 000 euros Somalia 460 000 euros).
