Georgia Red Cross Society (GRC...S) has applied to the Embassy of Sweden in Tbilisi for funding of one million and twenty thousand SEK to contribute to the Georgia Red Cross Society's Emergency Response to COVID-19 in Georgia during the period of three months, May-July 2020. The intervention aims at contribute to preventing the spread of the Coronavirus and staying healthy by following: 1) Basic human needs of those affected by the new coronavirus outbreak have been met through provision of Red Cross services (food distribution, psychological first aid, psychosocial support, stress management, healthy lifestyle, incl. personal hygiene, etc.), as well as personal protective equipment to volunteer workers and Red Cross staff, 2) Raised awareness of the general public, local communities, mass media, and civil society sector through information campaigns as well as online training carried out by well mobilized and trained Red Cross and community volunteers. The GRCS's open emergency plan with total budget is around 7.5 million SEK, for which the GRCS has made an open call and till now managed to mobilize already more than 6 million SEK. Among other donors, the Embassy of Swiss Confederation in Georgia and USAID Georgia have already contributed to the GRCS response plan.

DEME SO has applied to Sida fo...r funding to carry out the following program Contribution to the Adequate Access of the Poor to Rights and Justice in Mali (CAADJ) in Mali during the period 2019-2023. The intervention aims at contributing to improve the credibility of the judiciary system and the public trust in justice by 2023 in Mali by 1) getting judiciary institutions closer to citizen and disseminating their procedures 2) assisting citizens in justice courts, 3) making justice services financially accessible to all 3) promoting prisoners' rights 4) developing proximity mechanisms to be integrated into administrative and judiciary services. DEME SO will work its paralegals, legal aid clinic and offices to deliver this program in collaboration with state authorities and community leaders.The total budget of this program for five (05) years (2019-2023) is 110 million SEK. The Embassy of Netherlands has already signed an agreement with DEME SO to fund the program for 80 million SEK. Sida will contribute to this program with a maximum of 31 million 250 thousand SEK for the period 2019-2021.

The National Research Fund (FN...I) has applied to Sida for funding of 42.5 million SEK to carry out the Support to the National Research Fund (FNI) Programme in Mozambique, during the period 2016-2021. The intervention aims to strengthen the capacity of the FNI as a funding agency, by i) strengthening FNI through development of a grant management and administration system, ii) strengthening support for research and innovation funding, and iii) improving FNI's monitoring and evaluation (M&E) framework to strengthen FNI's role as a research council. Swedish support to MCT/FNI was initiated in 2005. The first phase covered the period 2005-2006, to develop the Mozambique Science, Technology and Innovation Strategy 2006-2016 (MOSTIS). Thereafter, during the periods of 2007-10 and 2010-15 was for the implementation of MOSTIS, creation of the National Research Fund (FNI) and capacity strengthening of the ministry (MCT/FNI).The external assessments made in 2014 by E&Y raised a number of challenges within the organizations (MCT and FNI), particularly on issues related to the institutional structure of FNI: financial management, internal control system and grant process (lack of monitoring of the projects that have received grants)Despite all the challenges mentioned above, the external evaluation by Elming and Dias of April 2014, concludes that FNI has a good credibility among the Mozambican researchers and to a large extent lives up to what can be expected from a young national research funding organization, and that FNI has made substantial progress in its function as a national research council and most important, many of the recommendations presented in the evaluation of Elming and Abrahamsson (2010) and Elming and Dias (2014) have been or are being implemented by FNI.Given this institutional weakness, long term support was not approved instead, it was decided that FNI should go through an inception phase of one (1) year, in order to strengthen their capacity to implement programs, improve the institutional capacity and their management systems related to finance, monitoring and evaluation. The other reason why the inception period was important, was due to the fact that the former contribution (phased out in 2015), was administered through the MCT. So, the change in approach of providing direct support to FNI also posed a challenge to FNI, so improving institutional capacity and management systems was considered of utmost importance.With support from Ernst & Young, internal control (manuals for project implementation, organizational structure), financial management (banking reconciliation) and administration (archives) were strengthened.Despite the above mentioned challenges, Sida makes the assessment that FNI, despite serious problems over the years, now is in a much better condition and that the objectives of the intervention will be met.

The support to Access to Healt...h Fund aims to increase access to quality essential health services for underserved and vulnerable people in conflict-affected areas, and to enable the health system to sustain these gains. The Access to Health fund builds on two core priorities which are 1) focus on conflict-affected areas, and 2) focus on equity, adopting a human rights based approach to health promoting inclusiveness, and explicitly targeting underserved and vulnerable populations. The Fund is a multi-donor health fund, funded by Switzerland, United Kingdom, USA and Sweden. The thematic focus areas of the Access to Health Fund will be Maternal, Newborn and Child Health, Sexual and Reproductive Health and Rights, Nutrition, Tuberculosis, HIV prevention, Health Consequences of Drug Use, Health in Prisons, Malaria, Infrastructure as well as Health Systems strengthening - all aligned to Myanmar's National Health Plan 2017-2021. The National Health Plan was developed with participation from all key stakeholders, including the health organisations of various ethnic groups.The Access to Health Fund will concentrate its interventions in Rakhine, Kachin, Shan, Kayin, Kayah and Mon, all states affected by latent or active conflict and all with very low health indicators. The reason behind the Access to Health Fund is prioritizing services in these areas is because access to health services are extremely low. By focusing on these areas, the Fund will be targeting some of Myanmar's least equitable access-to-health situations and some of the country's most vulnerable groups, in places that the government often is not able to reach and support.

Somalia is one of the fastest ...urbanizing countries in the world. The rapid urbanization is caused by significant forced displacements from rural areas into urban areas driven by conflicts, insecurity, search for economic opportunities and cyclical environmental adversities such as drought and famine. This has a huge impact not only upon livelihood opportunities, peace and stability and resilience, but also shifting rural and pastoralist livelihood to urban economies. The urban influx raises many challenges for the provision of basic urban services including secure access to land for settlement of IDPs and existing vulnerable communities. Lack of effective land administration and planning systems and weak institutions has led to arbitrary distribution of land and has aggravated contestation over land, housing and basic services. Intense competition over land exacerbates forced evictions particularly among IDPs and urban poor.The focus of this programme will be to promote inclusive employment opportunities for urban vulnerable populations, increase youth participation, integration of displacement affected households and to strengthen implementation of Durable Solutions and Youth development across Somalia. The programme will be implemented in Mogadishu, Kismayo, Baidoa and Dollow which are some of the majorly affected towns/cities.

Save the Children has submitte...d an application for program support for the years 2017-2019, with a total of 90,000,000 kronor. The contribution aims to help strengthen the Somali health sector by supporting primary health care at local level. By strengthening the capacity of local authorities in governance and decision making regarding health issues, increasing access and quality of services, and strengthening the empowerment and resilience of the population, this effort is considered to contribute to improving community health. In addition, the main focus of this contribution lies on maternity, neonatal and child health in order to help strengthen the health of women and children and their potential for survival.Since 2012, Sida has supported the Somali health sector through a comprehensive UN Joint Program (WHO, UNICEF and UNFPA), entitled Joint Health and Nutrition Program (JHNP). UN organizations in Somalia are mainly non-implementing partners and therefore subcontract local organizations, such as Save the Children to perform and deliver services. Save the Children was the largest implementing partner organization within JHNP, which laid the foundation for the design of this new program after the JHNP ended. Sida, together with the Swiss Development Cooperation in Somalia (SDC), chose to proceed with Save the Children as an individual and direct partner, given the work previously implemented by the organization were successful. Save the Children also has access to many regions around Somalia, including hard-to-reach areas, which this contribution aims to focus on.The choice to prepare a new support to Save the Children to strengthen the local health sector with particular attention to three regions - Galmudug, Jubbaland and Bari. The selection of regions for project implementation was guided by Save the Children, who concludes that these regions lag behind other regions in terms of access to essential health services. It is worth to remember that these regions are all previous JHNP regions and so continuation of services remains essential. Decision on contribution will be taken by the Head of Afica Department at Sida Stockholm.

Of the 15.1 million SEK, approx. 11.6 million SEK will be forwarded to six African researchers participating in four transnational research consortia that have applied for Sida funding and were granted funding after expert review.The purpose of the proposed partnership between Sida, the NRF and Belmont Forum is to facilitate participation of researchers from low-income countries in sub-Saharan Africa and other sub-Saharan countries where Sweden has bilateral development cooperation in transnational research projects addressing challenges related to understanding, mitigating, and adapting to global environmental change. Belmont Forum is a partnership of funding organizations, research councils and regional consortia working with open CRA calls. Sida will partner with the NRF for administration and management of funding to African research partners selected through Belmont Forum CRA calls. In 2018, Belmont Forum, in collaboration with Future Earth and the Joint Programming Initiative Healthy and Productive Seas and Oceans (JPI Oceans), launched the CRA call for proposals on Transdisciplinary Research for Ocean Sustainability with the aim to bring together researchers and other expertise across the globe to find innovative solutions in order to accelerate sustainable use of oceans and minimize the effects from global change. In this call, 16 funding organizations from 14 countries went together to fund transnational research projects. Funding was allocated to 13 projects with a total sum of 14.3 million Euro (approx. 149.4 million SEK) with Sida's contribution of 1.1 millio Euro (approx. 11.4 million SEK) representing approx. 7.4% of the total funding.Previous experience from supporting research through the Belmont Forum framework shows that Belmont Forum CRAs follow a well-established robust call and review process, research themes are highly relevant to sustainable development and funded projects have a great potential for impact.

The Gaza Community Mental Heal...th Programme (GCMHP) is a long-term partner to Sweden and was established in 1990 as a recognized non-governmental organization that provides specialized mental health services in Gaza. GCMHP focuses on offering community mental health services and is a resource for other community based organizations (CBOs) in Gaza, the Ministry of Health, and UNRWA. GCMHP's mission is: 'guided by the principles of justice and human rights, GCMHP provides inclusive, integrated, and specialized community mental health services in Palestine.'Sweden has supported GCMHP's previous strategic period 2014-2018 along with the Norwegian Representative Office and the Swiss Development Cooperation. The focus of the 2014-2018 strategic period was on strengthening the organizational structure of GCMHP to improve the efficiency and effectiveness of the mental health services delivered.The focus for GCMHP in the upcoming strategic period 2019-2021 is to contribute to improve the mental wellbeing of the population in the Gaza Strip through providing access to specialized mental health services, having emergency response mechanisms in place to provide first aid psychological interventions, counselling, and referrals to those impacted by trauma, continuing to expand the pool of mental health professionals in Gaza through building the capacity of health care professionals, support the capacity of relevant organizations to provide basic care, non-specialized support, and an effective referral system, and focusing on action-oriented research.The intervention entails Sweden's contribution to GCMHP's core budget to work towards the following three strategic goals: 1. contribute to improving the mental health situation of the population in the Gaza Strip, 2. support the capacity of professionals and other actors to provide appropriate focused care, and 3. strengthen GCMHP's leadership role through implementing model procedures, protocols, and research.

Save the Children Sweden has a...pplied to Sida for funding of 55 million SEK to carry out the Driving Sustainable Change for Children's Rights Programme and the Covid19 Response Plan in Zambia during the period 2020-2023. The main purpose of the intervention is that children in Zambia benefit from child-focused legal and policy frameworks, plans and budgets and services for the realization of their rights by 1) CSOs and communities having enhanced skills to engage government to prioritise the effective allocation and spending of resources to improve children`s outcomes in education, health, child protection and social protection , 2) CSOs, communities and children holding government accountable to the delivery of social services (Health, Education, Child protection and Social protection) that benefit children , and 3) Zambia having an independent coordinated monitoring and accountability mechanism that provides for the promotion and protection of children`s rights. Save the Children will implement the intervention together with the local CSOs and other agencies. The Covid-19 Response Plan which will be implemented in the first year of the support, aims to protect the most vulnerable children and communities from infection, to slow down the transmission, alongside the secondary impacts on non-COVID-19 related health, education and protection. The intervention's total budget is 55 million SEK and will be fully funded by Sida. Approximately 28.5 million SEK of the intervention budget will be forwarded from Save the Children to CSOs.
