Fortalecer el sistema público... de salud ante COVID-19 en los departamentos de Fco. Morazán y Cortés, Honduras La pandemia COVID-19 ha puesto de manifiesto a nivel mundial una crisis sin precedentes en las respuestas públicas del sector salud. En el sistema de salud de Honduras se han profundizado las debilidades de respuesta a todos los niveles, con sobrecarga de capacidades, priorización de unos servicios sobre otros, de las ciudades en detrimento de las áreas rurales, aparición de nuevas brechas de acceso a salud por interrupción de programas de salud básicos, especialmente en enfermedades crónicas, vacunación, atención a la violencia basada en género (VBG), intrafamiliar y contra mujeres y niñas, así como la debilidad de participación de las comunidades en el control de la epidemia y escasa información adaptada sobre prevención y protección en colectivos más vulnerables. Ante la incertidumbre en la evolución de la pandemia, la propuesta tiene como objetivo trabajar junto a la Secretaría de Salud (SESAL), como socio local, para fortalecer el sistema público de salud, ampliar la cobertura y mejorar la calidad de los servicios en respuesta a la pandemia COVID-19 y a sus consecuencias en necesidades de salud desatendidas por la emergencia, y hacerlo en trabajo articulado con la Secretaría de Derechos Humanos (SEDH) y la Universidad Nacional de Honduras (UNAH), entidades aliadas al proyecto en todo su desarrollo. Esta articulación es un valor añadido de la propuesta, ya que refuerza la calidad de la formación al personal de salud (UNAH) y la puesta en marcha de herramientas técnicas que permitan el seguimiento del acceso a los servicios de salud desde la perspectiva del derecho humano en poblaciones vulnerables (SEDH). Una sistematización de esta experiencia está incluida en el proyecto. Las acciones se centran en dos departamentos: Fco. Morazán y Cortés, a través de las Regiones Sanitarias Departamentales de Fco. Morazán y Cortés, y las Metropolitanas de Tegucigalpa y San Pedro Sula. También hay acciones de ámbito nacional, fortaleciendo a personal médico del servicio social de todo el país y hospitales de referencia nacional. El proyecto contempla un primer resultado de refuerzo de capacidades técnicas del personal de salud para atender la pandemia COVID-19: Con formación en bioseguridad control de epidemias y salud mental, al personal del primer nivel de atención de ambos departamentos, y a médicos en servicio social de todo el país y médicos en prácticas de rotatorio en ocho hospitales nacionales. Un segundo resultado de acompañamiento técnico para seguimiento y recuperación de la cobertura de programas de salud básicos afectados por la pandemia: Atención a violencia intrafamiliar, enfermedades crónicas, programa de vacunación con énfasis en la vacuna COVID-19, salud mental y dotación de equipos e insumos. Título completo del proyecto:... Fortalecimiento de las capacidades operativas y prácticas del Hospital de Bathlapalli en la lucha contra la pandemia por enfermedad del coronavirus en las zonas rurales empobrecidas del distrito de Anantapur, India :: El objetivo de la propuesta es favorecer la prevención y atención de la enfermedad de las poblaciones rurales en situación más vulnerable que se encuentran en las áreas de intervención de nuestra contraparte local, Rural Development Trust y en concreto del hospital bajo su gestión de Bathalapalli, distrito de Anantapur. Este hospital ha sido convertido por las propias autoridades del distrito en hospital de referencia en la lucha contra el COVID-19 (Ver Anexo Requerimiento gubernamental RDT Bathalapalli Covid19), para frenar el contagio comunitario mediante la detección, aislamiento y cuarentena de las personas sintomáticas y el tratamiento clínico adecuado y seguro. La propuesta se centra en el equipamiento del hospital de Bathalapalli, reforzando la atención primaria y hospitalaria, maximizar las condiciones de seguridad de las personas infectadas además del propio personal sanitario del Hospital, informar y formar al personal implicado, pacientes y familiares y las poblaciones de las aldeas de procedencia, para detener los contagios y eliminar la estigmatización social de las personas enfermas y del personal del hospital. Debido al incremento progresivo de casos y al aumento de su gravedad, es necesario disponer de camas y espacios habilitados para tratar estos casos más graves.Se solicita en este caso al Ayuntamiento de Guadalajara la colaboración en la protección del personal sanitario del Hospital de Bathalapalli, a través del suministro de equipos de protección especializada. El objetivo es reducir la transmisión intrahospitalaria del COVID 19, apoyando al personal del hospital para que se mantenga sano y motivado, y preparado para seguir luchando contra esta enfermedad.

La intervención de este proye...cto se llevará a cabo en la provincia de Sofala, en concreto en tres de los distritos (Chibabava, Búzi, Machanga) en los que trabaja la Asociación con atención especial a las localidades de Barada, Mangunde y Estaquinha. El proyecto formará parte del Plan de Contingencia desarrollado para apoyar urgentemente a 41 centros de salud públicos y privados de atención gratuita. Este proyecto se integrará dentro el programa global para dar atención a los centros que más lo necesiten. La elaboración de este plan ha sido desarrollada en colaboración con los Servicios de Salud distritales y con los directores de los centros de Salud de Mangunde, Estaquinha y Barada. La ejecución del plan ha sido pensada para una duración de máxima de 6 meses.El apoyo solicitado en esta subvención se destinará a los centros de salud que requieran mayor urgencia en siguientes bloques:1. Material de protección y prevención a sanitarios y pacientes (batas de protección, mascarillas N95, mascarillas quirúrgicas, botas, guantes, sábanas, gel, termómetros, etc.)2. Necesidad de medicamentos esenciales para coronavirus y otros suministros hospitalarios insuficientes o inexistentes (sondas, jeringas, catéteres, respiradores y máscaras de oxígeno, etc.)3. Material para higiene y desinfección de los centros de salud: jabones, lejía y diversas herramientas y productos de limpieza.4. Sensibilización y difusión comunitaria para prevención y concienciación sobre la pandemia, además de apoyo psicológico: a través de un programa formativo por parte de 45 activistas

Refuerzo de la respuesta sanitaria y estrategia comunitaria hacia el COVID19 en el distrito de Matola, Mozambique. -20200296 :: Mejorar la respuesta sanitaria y comunitaria para la prevención de COVID-19 en el distrito de Matola, Puesto Administrativo de Infulene. La intervención se centrará en proporcionar capacitación a los/as técnicos/as de 6 unidades sanitárias del Puesto Administrativo de Infulene (Ndlavela, Kongolote, Boquisso, Muhalaze, Machava1 y T3) en materia de prevención, detección, diagnóstico y protocolo de Infección, Prevención y Control (IPC), creando condiciones para que los titulares de derecho tengan acceso a una atención médica de calidad. La intervención impulsará la realización de actividades coordinadas entre el sector de la salud y los actores comunitarios, para responder de una forma más holística a la pandemia del COVID-19.Una vez capacitados, los actores comunitarios llevarán a cabo acciones de sensibilización sobre COVID-19 en al menos 15 distritos del puesto administrativo de Infulene. Responder a los impactos en la... salud, medios de vida y derechos de las mujeres provocados por el COVID19 en las comunas de Maradi La presente propuesta tiene como objetivo responder a los impactos en la salud, medios de vida y derechos de las mujeres provocados por el COVI-19, en las comunas de Guidam Roumji y Guidam Sori, región de Maradi en Níger. Para ello se plantean tres resultados: R.1. - Reforzado el sistema de salud y las comunidades para gestionar los impactos del COVID en la salud. En coordinación con el sistema público de salud, se apoyará a los servicios de salud primaria y a la población de la zona de intervención para el establecimiento de un mecanismos coordinado de detección de casos, seguimiento y derivación, promoción de medidas de prevención e información. Para ello se apoyará a la población cubriendo sus necesidades de higiene básicas mediante la entrega de efectivo, así mismo, como la distribución de EPIS al personal sanitario, desinfección de lugares públicos estratégicos e información preventiva clara y visual a la población, sobre comunicación de riesgos críticos, medidas de protección y de lucha contra la desinformación. R.2. - Las mujeres recuperan y protegen sus medios de vida, potenciando su acceso a recursos económicos. Se pondrán en funcionamiento 10 Clubs de Madre (CdM), en los que participarán un total de 200 mujeres, 10 por CdM para mejorar los recursos productivos y económicos de las mujeres, en especial las más vulnerables ante los impactos del COVID y medidas de contención. Se brindará formación para la mejora de capacidades de las mujeres en la gestión de sus actividades económicas, acceso a medios de financiación a través de cajas solidarias y dotación de transferencias monetarias condicionadas para el refuerzo de las Actividades Generadoras de Ingresos (AGI), basado en el análisis de viabilidad de los emprendimientos y de oportunidades de mercado. Se fomentará la protección y los espacios de seguridad de los colectivos de mujeres a través de la construcción de centros donde poder reunirse. R.3. - Preservados los derechos de las mujeres, su protección y participación para una mejor gobernanza. Se trabajará con el fin de reducir la violencia contra las mujeres. Para ello se pondrá en funcionamiento un canal telefónico, que garantice la protección y confidencialidad, para que las mujeres beneficiarias del proyecto dispongan de un canal a través del cual puedan recibir asesoramiento contra cualquier tipo de violencia hecha contra ellas o contra cualquier miembro de su familia.. Se pretende fomentar la plena y efectiva participación de las mujeres y la igualdad de oportunidades, entre otros, en el acceso al registro de propiedad de sus tierras, a través de formación en derechos políticos y de familia y la consolidación de colectivos de mujeres. The strategy was adopted by the African Union (all Africa's 55 health ministers/health ministries) on February 22, 2020 during a crisis meeting. The strategy has two overarching goals: to prevent severe disease and death from Covid-19 infection in member states and to minimize the social and economic consequences of the Covid-19 outbreak.An Addendum to the strategy has also been developed, the AU COVID-19 Pandemic Preparedness and Response Plan Addendum to the African Union COVID-19 Continental Strategy, which includes specific reference to ensure access to basic health care, including maternal and child health care during the Covid-19 pandemic.Henceforth, it should be noted that the reference to strategy includes both the Africa Joint Continental Strategy for COVID-19 Outbreak and its Addendum. The strategy includes the following pillars: Coordination and Collaboration, Surveillance, Laboratory, Countermeasures, Healthcare Preparedness, Risk Communication and Social Engagement, Supply Chain Management, Special Populations, Settings, and Policies, and Science, Standards and Regulations.Africa Centers for Disease Control and Prevention (Africa CDC) is a specialized agency of the African Union. Africa CDC has been tasked by the African Union to implement the strategy.Sida intends to support the Africa CDC with 20 million SEK to implement the pillars focused on Coordination and Collaboration and Risk Communication and Social Engagement.This has been determined in consultation with the EU and other member states that constitute Team Europe, which includes Sweden. The arrangement means that the EU and the member states (Spain, Sweden, Germany and Austria) are coordinated through a joint budget and work plan and joint reporting (both narrative and financial, including audit). Team Europe's total support amounts to EUR 25.85 million (includes SEK 20 million from Sida). Attached document Joint planning and reporting arrangements for Team Europe support to ACDC sets out all relevant details. However, it should be noted that Sweden will enter into a bilateral/separate agreement with Africa CDC.Sida will contribute to Africa Joint Continental Strategy for COVID-19 Outbreak and its Addendum through two other contributions: WHO-AFRO (SEK 30 million) and Together4SRHR (SEK 30 million through an amendment to the agreement). Sida views the contributions as three parts of a coherent support in line with the above strategy, and comprises a total of SEK 80 million.The strategy is implemented through the Africa Task Force for Coronavirus (AFTCOR), where Africa CDC, UN and AU member countries lead working groups, and through Africa CDC's Incident Management System (IMS). The International Organization... for Migration (IOM) has applied to Sida for funds of SEK 20 044 000 to carry out the COVID-19 Preparedness and Response in Southern and Horn of Africa Project over a period of six months, July 2020 to January 2021. The intervention aims to contribute to a well-coordinated, informed, and timely response to COVID-19 in two Regional Economic Communities (RECs) of the African Union – namely Intergovernmental Authority for Development (IGAD) and Southern African Development Community (SADC) - in line with the Africa Joint Response to COVID-19, through mobility tracking systems and preparedness and response efforts to reduce associated morbidity and mortality.IOM is proposing to strengthen the support provided to Member States along the following 2 pillars of collaboration:1) Information Management2) Strengthened Member State Capacity The International Organization for Migration (IOM) will be the implementer of the project in collaboration with national governments of Djibouti, Ethiopia, Kenya, Malawi, Tanzania and Mozambique. The intervention's total budget is 20 044 000 SEK.Disbursement of the total amount will be made upon signing of the agreement since the project has a duration of only six months and because of the emergency nature of the intervention.

UNICEF has applied to Sida for... support to Multisectoral response to Covid 19: Building Resilient and Integrated Essential Services for Underserved Communities in Cox's Bazar and Gazipur Districts, Bangladesh.In partnership with the Government of Bangladesh (GoB) International and National Non-Governmental Organizations and Civil Society Organizations UNICEF proposes to contribute to the reduction of the adverse impacts of COVID-19 on poor and vulnerable children and women in two districts of Bangladesh. This project complements GoB's commitment to achieve food security and improved nutrition, ensuring healthy lives and promoting wellbeing at all ages and elimination of different forms of violence to women and adolescent girls, by improving their human capabilities.The Integrated Package of Services proposed are aligned with the Bangladesh Preparedness and Response Plan (BPRP) for COVID-19 health response and address the critical lifesaving interventions in nutrition, WASH, and protection including GBV and are essential to minimize the impact of the pandemic among vulnerable children and women. The proposal is developed in consultation with Government of Bangladesh and multisectoral partners.The proposed one-year project will contribute to the following outcomes by addressing at the national level key issues of targeting and quality of social protection and in the districts of Gazipur and Cox's Bazar focused on strengthening systems and access to social protection and social services for women and children in poor and vulnerable communities by:I. Enhanced capacity of essential services and personnel to respond to COVID-19 outbreaks and provide quality health, nutrition, child protection, GBV, water, hygiene, waste management and sanitation services II. Advocate to expand the coverage and strengthen effectiveness of national social protection system and ensure the urgent release, reunification, and reintegration of children in juvenile detention facilities and other institutions. III. Integrated support to the Bangladeshi host communities and Rohingya refugees undergoing treatment for COVID-19 at the 200 bed SARI ITC in Teknaf, Cox's Bazar District.The intervention budget is 30 000 000 SEK and will be financed by Sida.

The project aims at strengthen...ing urban health systems with focus on structural reform, coordination and partnerships at the national level. This proposal, in partnership with the Government of Bangladesh, Government of Sweden and UNICEF, represents a step towards sustainable urban PHC programming for quality health services, especially for the poorest and most vulnerable urban population. The proposed four years ( 2019-2023) of technical assistance from UNICEF will focus on the following results to be achieved by 2023: 1.Health systems are strengthened through institutional reform for functioning institutional structure and data management system to improve accountability for delivery of efficient Primary Health Care (PHC), 2.Innovative model of sustainable service delivery is established to improve access to and utilization of PHC services including standard minimum package of nutrition interventions especially by the poorest and most vulnerable population,3.Improved coverage of PHC in urban slum settlements and for socially segregated groups,4.Evidence on good practices and lessons learned is available for policy dialogue and advocacy to influence decision making processes.One of the most important features of this project is that it benefit 845,000 slum and non slum poor and low income population will benefit from the direct provision of primary health care services in the project areas. This will be achieved through a combination of efforts mix of a balance between upstream policy dialogue and advocacy and downstream work.PHC services will be strengthened through introduction of financial risk protection scheme which will improve the use and coverage of health services by women and children amongst vulnerable populations especially living in slum areas will increase. This will contribute towards improving demand, access and use of quality Maternal Newborn Child and Health services from vulnerable and underserved areas, and ultimately their rights to health care and survival is fulfilled,This will lead to the Innovative model of sustainable service delivery is established to improve access to and utilization of PHC services including standard minimum package of nutrition interventions especially by the poorest and most vulnerable/segregated population,Financial Protection mechanism through group health insurance mechanisms for low income and socially segregated populations will empower to benefit from quality PHC services close to their place of residence. DRC is a country with very poo...r health indicators as far as maternal and infant/child health is concerned. Sanru has submitted an application for funding for its project on improving maternal and neonatal care in DRC, through accelerating the conversion of nurses to midwives, rehabilitation and equipment of maternity wards and improving overal delivery care in two priority provinces in DRC (Kasai and Maniema). The project includes also a community mobilization aspect to ensure that utilization of services is optimal by all categories of påopulation in need, especially vulnerable women and young people. Sanru will work in partnership with two nursing schools that will conduct the training, one school in each respective province. The curriculum has been developed by the Ministries of Health and that of Higher Education with technical support from UNFPA. Further improvement of skills for in-service maternity care staff will be performed, to ensure the skills of already trained midwives are up-to-date. One Swedish academic institution with expertise in midwifery will be relied upon to fulfill a quality assurance function, to ensure the academic trainig provided as well as the continued development of the midwives is in line with the internation standards established by WHO as well as the International Midwifery Council (IMC). The strengthening of human resources for maternity and neonatal care will be accompanied by improvements in physical infrastructure for delivery care, by providing basic maternity equipment as well lighting (using solar energy) in maternities in need. Conditions for better sanitation and hygiene will also be enhanced at a number of maternity wards. Behavioural change in communities will be boosted by a number of activities to fight negative cultural attitudes, raise awareness on available services and to promote utilization of services, including family planning. The project will support the conversion of 240 nurses into midwives and will rehabilitate and provide basic maternity equipment, including lighting system using solar energy and water sytems to 100 maternities (in hospitals and health centers). The project is expected to contribute to an annual increase of utilization of maternal, neonatal, child and adolescent health (MNCAH) services by 3 % and to reduce maternal mortality rate by 7% by 2021.

Diakonia has applied to Sida f...or funding of SEK 42 877 799 to carry out the program Strengthening the civil society for a life in dignity for all 2018-2021 in DR Congo during June 2018- May 2021.The development objective of the program is to support - A democratic state building in the DRC where all women, men, girls and boys can enjoy their freedoms, demand their rights and live a life in peace and dignity.The intervention aims at: a. Civil society strengthened and advocates for democracy, accountability, gender equality and greater respect for human rights, in dialogue with duty bearers,b. The Congolese citizens, in particular women, demand respect for human rights, c. Increased number of women present in public decision-making processes promoting non-discriminatory laws and public policies towards women, d. The Congolese citizens embrace democracy, elect their local, provincial and national leaders and hold them accountable. Diakonia will implement the intervention together with local civil society organisation. A total of 56% of the budget will be forwarded from Diakonia to 8 local organisations. After consultation with Sida, Diakonia will also enter into agreements with other partners for implementation of cultural activities within the program. The program will primarely be implemented in Kongo Central, Kwilu, Maindombe, Kasai Central, Lualaba and Kinshasa.

UNICEF has submitted an applic...ation for support to its country program. This contribution is a consolidated support to the implementation of UNICEF country program in DRC, focusing on three thematic areas: health, protection of children who previously were involved with in armed groups and strengthening vulnerable societies' capacity to withstand recurrent crises (resilience). The contribution is in line with the priorities of Sweden's Development Cooperation Strategy with DRC 2021-2025- specifically areas 2: Equitable health and nutrition, result area 3: Inclusive and sustainable communities as well as our cross-cutting focus resilience/nexus by strengthening the resilience of vulnerable groups and societies.This support will specifically contribute to improved access to high-quality care for children and pregnant women. Explicitly, the contribution's results concern improved vaccination coverage, access to basic drugs to treat diarrhea, pneumonia and malaria at community levels, water and sanitation, and the strengthening of health systems for sustainability of the results. Attention to young women and adolescents' SRHR needs (including menstrual hygiene) is emphasized more than ever, in line with UNICEF Gender Action Plan (GAP) 2018-2021.Children released from armed groups will have access to psychosocial assistance and be given support to reintegrate their communities, resume their education or engage in economic activities. The contribution will also help strengthen resilience or reduce vulnerability (health / nutrition, education, conflict transformation / reconciliation, water and sanitation, etc.) among internally displaced persons and local populations so that they can better prevent or cope with further crises in the future.UNICEF's country program in DRC covered initially the period 2013-2017, it was then extended until 2019. The current program covers the period 2020-2024, and is based on UNICEF's global Strategic Plan 2018-2021 adopted by UNICEF's Board in 2017. The priority areas of the UNICEF country program are health, protection of vulnerable children (protection), education and humanitarian assistance and resilience.Sida previously supported UNICEF DRC through three different contributions: one thematic support for health, one project's support for child protection and another for resilience. This contribution is a consolidated model and has gradually gathered all Swedish support to UNICEF DRC country program. This modality aims to increase both ??flexibility (easier planning and reinforcing synergies between interventions in the focus areas on the partner's side), but also cost-effectiveness by enabling better utilization of resources (including reduced administrative staff time and cost, joint follow-up and dialogue meetings, etc.) for both UNICEF and the Embassy. Sida has assessed the UN High ...Commissioner for Refugees as a relevant and strategic humanitarian partner with good implementation capacity. Sida's Central Organisational Assessment of UNHCR (2015) concludes that the organisation's systems for internal control are adequate according and in line with Sida contribution regulations. Sida provides support, in addition to the MFA's annual core contribution, based on the UN Consolidated Appeals (HRP) and UNHCRs Global Appeal, Supplementary Budget Appeals and UNHCR Regional Response Plans (RRRP). Sida allocates funding to UNHCR on a country / regional level and support is unearmarked at this level. During the year Sida assesses UNHCR's Supplementary Appeals for possible additional funding through supplementary decisions.With its mandate, to protect refugees, forcibly displaced communities and stateless people, and assist in their voluntary repatriation, local integration or resettlement to a third country, UNHCR is alongside ICRC Sida's key protection partner. In addition to its operational role in the protection of refugees, UNHCR has a normative role in monitoring and interpreting the Refugee Convention. UNHCR is the lead Agency in Refugee operations within the humanitarian system with responsibility to coordinate UN agencies and NGOs response in refugee crisis. This includes coordination of several regional refugee appeals such as Syria, Horn of Africa, Nigeria, South Sudan, Yemen, CAR, Burundi and Europe.UNHCR coordinates its response under OCHA in emergency within countries (internally displaced people). UNHCR is responsible for leading and coordinating the Protection Cluster, the clusters of Camp Coordination and Camp Management, as well as the Emergency Shelter cluster. UNHCR is thereby contributing strategically to the humanitarian system, at global, regional and country level.Through this support Sida contributes humanitarian funding to UNHCR in order to assist refugees and internally displaced people in armed conflict, providing legal protection from persecution and violence, emergency shelter (tents, semi-permanent structures, rent for temporary accommodation) and basic necessities (such as food, water, hygiene and primary health care, etc), as well as opportunities for durable solutions, when the situation so allows. The country allocations for 2019 includes a total of 250 MSEK, including 30 MSEK to the global COVID-19 response plan.To facilitate rapid humanitarian planning and response, disbursement the main part of the amount is made at the beginning of the year after signing of the Agreement and upon disbursement request from UNHCR. Funds are utilized within a short timeframe after disbursement and UNHCR has a general utilization rate of 98% of the annual contributions. It is Sida's experience that funds available for activities at the country level rarely reaches or exceeds UNHCR's total funding needs. Established in 1983, HelpAge I...nternational (HAI) is a civil society organisation that supports older people to claim their rights and challenge discrimination and poverty, so that they can lead dignified, secure, active and healthy lives. The organization represents a global network of civil society organisations working to promote and protect the rights of older women and men in nearly 90 countries, with over 157 member organisations, the majority of which are located in Low and Middle Income Countries (LMICs). HAI works with a wide range of activities, covering advocacy, development and humanitarian operations.In the previous collaboration (2015-2019), core funding from Sida supported a 5 year strategy (2015-2020) with a focus on income, health and care, voice and inclusion (gender and disability). During this period, HAI has specifically strengthened their work with health systems strengthening (also in collaboration with WHO), Non Communicable Diseases (NCDs), including mental health, and mainstreaming gender equality and inclusion (focus on disability). This contribution refers to core funding support from Sida to enable HAI to implement their new 10 year strategy (2020-2030). The 2030 strategy identifies 10 focus areas (including health and education) to achieve a positive impact on the quality of life of the poorest older people, with a focus on wellbeing, dignity and voice. Of the 10 focus areas, the 2020-22 planning priorities include: 1. Inspire a movement for change, 2. Promote age-inclusive systems, 3. Champion healthy ageing, 4. Deliver inclusive humanitarian action, 5. Challenge violence, abuse and neglect. Complementary to the Core Activities, additional support targets HAI's Global COVID-19 Response Plan.

Sida plans a core voluntary co...ntribution to WHO:s biennial programme budget 2020-2021 so as to support the implementation of all results in WHO:s General programme of Work 2019-2023(GPW13) . Sida's support will hence contribute to the implementation of all three billion goals more specifically 1 billion more people enjoying better health and well-being (henceforth referred to as the Healthier populations-target), 1 billion more people better protected from health emergencies, 1 billion more people benefiting from universal health coverage (UHC). In addition, GPW13 contains a fourth prioritization aimed at increasing the effectiveness of WHO:s operations as well as an improved support to member states. GPW13 is based on the global SDG goals in line with Agenda2030.The planned contribution does not entail a change of objectives as defined in the current GPW. However, the Programme Budget 2020 is different from the previous PB in that WHO:s total budget amounted 4421 million USD for 2018-19. The total programme budget for the period 2020-21 amounts 5840 million USD which represents an increase of 32 percent in comparison with the previous programme budget.There are some main differences with the previous Programme Budget(PB) where the PB2020-2021 has a much clearer focus on:-strengthening WHO:s capacity to deliver at country level-increasing investments aimed at expanding WHO:s normative work primarily with a focus on data and innovation (eg digital health).-increasing investment for polio transition in order to mainstream essential public health functions (eg surveillance, immunization) into base budget. Sida states that the budget for 2020-2021 represents the same challenges as for previous budgets eg a gap in the base-budget leaving some areas under-funding and others over-funded. Rights-based issues are being integrated throughout WHO:s program budget 2020-2021. For the budget it has further been decided that the organisation - at all levels- shall incorporate issues of equity, gender and human rights as part of the annual performance review. Dialogue:In conclusion Sida will during 2020-2021 continue the ongoing dialogue focusing on the same issues as for the previous support period although with an intensified dialogue on issues related to the Healthier populations-target. Sida will hence focus on issues of women's, children's and adolescent's health, SRHR, WASH, health systems, UHC, country focus, Antimicrobial resistance (AMR) and the risk of corruption. Continous follow-up as part of team Sweden will be central in following up on results as well as for pushing for stronger performance both thematic and organisational. The dialogue on Healthier populations (msek 30) will focus on the work of developing different tools and their potential application.
