USAID/Democratic Republic of t...he Congo (DRC) and the World Bank/DRC are combining resources to support the DRC Ministry of Health's program on Health System Strengthening for Better Maternal and Child Health Results. The objective of this project is to improve the utilization and quality of maternal and child health services in targeted areas. This will be achieved by increasing the availability of a minimum package of services as well as by strengthening the management of the health commodity supply chain. Specifically, USAID's resources will support the institutionalization of performance-based financing and joint solutions with the World Bank to address bottlenecks to health commodities supply chain management.

Breakthrough-ACTION
|
Breakthrough-ACTION will use s...tate-of-the-art, evidence-based tools to encourage people in developing countries to adopt healthy behaviors, from using modern contraceptive methods to sleeping under bed nets to being tested for HIV. Much of the work will harness the power of communication from mass media campaigns to TV and radio dramas to simple posters in a health clinic to inspire long-lasting change. The project will also take advantage of other behavioral science approaches such as behavioral economics and human-centered design to improve programs. The program which builds on a prior five-year, 31-country project called the Health Communication Capacity Collaborative (HC3) is expected to be double the size. It will be led by CCP who will partner with Save the Children, ideas42, ThinkPlace Kenya and Camber Collective. Breakthrough-ACTION will also be supported in the field by ActionSprout, the International Center for Research on Women and Human Network International. CCP is based at the Johns Hopkins Bloomberg School of Public Health.

The activity will strengthen t...he capacity of Congolese institutions and communities to deliver quality, integrated health services to improve sustainably the status of the Congolese population, focused on reducing maternal and child deaths. Supporting the Democratic Republic of the Congo (DRC) in meeting the basic health needs of women and children will foster more resilient communities, advance the DRC along its pathway to self-reliance, and help protect U.S. national security. This will be achieved by strengthening health systems, governance, and leadership at provincial, health zone, and facility levels; increasing access to quality, integrated health services; and increasing adoption of healthy behaviors, including through improved care seeking of health services. USAID's Integrated Health Program (IHP) will serve approximately 30 million people in nine provinces, covering an estimated 30 percent of the Congolese population. High-impact and innovative approaches will be tested, scaled, and rigorously documented to promote continuous collaboration, learning, and adapting. Cross-sectoral, integrated approaches to strengthening resilience capacities at the individual, household, community, and system levels will drive USAID's IHP in all targeted health zones, each of which will receive its own, tailored support package developed in collaboration with other co-located mechanisms. The activity will provide a platform for linkages with Breakthrough-ACTION, Global TB Challenge, Food for Peace's DFSAs, FtF's Strengthening Value Chains, CARPE, and the integrated youth, education, and governance activities. The mechanism will also contribute to USAID's Global Water Directive by implementing appropriate community-based approaches for the design, construction, operation, and maintenance of water sources. Sanitation activities will increase demand for sanitation-related products and services through, for example, community-led total sanitation.

SIAPS focuses on enhancing pha...rmaceutical services through patientcentered solutions while continuing to support essential supply chain functions and medical products supply security. The SIAPS goal is to support the achievement of improved and sustained health outcomes by applying a systems strengthening approach consistent with the Global Health Initiative (GHI) principles. The SIAPS result areas address the intersections of five health systems components as they pertain to pharmaceutical services (governance, human resources, information, financing, and service delivery) in the design of potential interventions to ensure that they respond to health element and cross cutting concerns in support of health system strengthening.

From 2011 to 2018, the USAID-f...unded Systems for Improved Access to Pharmaceuticals and Services (SIAPS) Program worked to ensure equitable, affordable access to safe, quality-assured medicines and related services in 46 countries throughout Africa, Asia, Europe, Latin America and the Caribbean, the Middle East, and Oceania.
The SIAPS pharmaceutical systems strengthening approach included local counterparts and partners in addressing five interrelated health system functions—governance, human resources, information, financing, and service delivery—with a focus on medicines.
The program tackled systemic deficiencies, going beyond the selection, procurement, and distribution of pharmaceutical products to include dispensing and supplying pharmaceuticals to individuals and providing medication-related information and counseling. Treatment focused on critical health areas, such as family planning, HIV/AIDS, malaria, maternal and child health, tuberculosis, and neglected tropical diseases and, more recently, Ebola.

The goal of the TB Care II act...ivity supports the Government of Bangladesh's National Tuberculosis (TB) Control Program (NTP). Specifically, the activity increases case notification and cure rates, improves the management of multi drug resistant (MDR) tuberculosis, and strengthens health systems. The TB Care II activity will also expand GeneXpert technology and community-based TB management to all districts of the country, support the NTP to ensure compliance with the mandatory notification of TB, expand childhood TB activities to involve private providers, and assist the NTP in rolling-out a shorter MDR-TB regimen. TB Care II will further strengthen health system capacity to deliver quality TB and MDR-TB services by training lab technologists, providing lab supplies, and improving monitoring and supervision.*****(South Africa): TB Care-2 will continue the work of the bilateral TB project for a one-year bridging period. It will:- Strengthen health care worker capacity in TB management and integration of TB and HIV into primary healthcare.- Expand antiretroviral therapy services for TB/HIV co-infected patients and provide isoniazid preventive therapy (IPT) to HIV-positive/TB-negative people. - Expand directly observed therapy short-course (DOTS), including public-private mix DOTS. - Build business sector capacity in TB management and advocacy, communication and social mobilization to promote early case detection, non-discrimination and support for workplace TB services. - Provide technical assistance (TA) to mines, including developing workplace policies, training providers, conducting intensified TB case finding and HIV counseling and testing campaigns. - Provide TA to the National Department of Health on program oversight. - Support district health teams in community management of MDR-TB.
