Cette investigation entre dans... le cadre du projet d´appui à la réduction de la malnutrition
aiguë chez les enfants de moins de 5 ans dans le district sanitaires de Nioro du Sahel, mis
en oeuvre par la Croix Rouge malienne (CRM)/Croix Rouge Belge (CRB) sous financement
ECHO. Le projet repose sur deux volets principaux :
un volet communautaire avec un accent sur la prévention
un volet curatif qui vise l'amélioration de la qualité de la PEC au niveau des structures
de santé, notamment à travers le renforcement des capacités du personnel et du

strengthened, in the context of international Scaling Up Nutrition (SUN) movement.
Specific Objective 2: Integrated packages of nutrition specific and nutrition
sensitive interventions: nutrition specific and nutrition sensitive interventions
implemented in six sectors (health, agriculture, education, water, sanitation and
hygiene, local governance, and women, children and social welfare) in at least 20
districts of Nepal with following results:
• Infant and young child feeding and caring practices improved;
• Nutritional status of adolescent girls improved;
• All young mothers and adolescent girls use improved sanitation facilities;
• Number of women with heavy workload during pregnancy and post-partum
reduced;
• Prevalence of women with chronic energy deficiency reduced
revised sector materials available for use in MSNP implementation; community
workers from all sectors involved in MSNP implementation.
Specific Objective 3: Building evidence-based accountability: MSNP monitoring
and evaluation framework completed and functional; MSNP good practices and
lessons learned documented and available; national evidence base for nutrition
information established and providing information to stakeholders; district poverty
monitoring and analysis system and sector management information systems aligned

3 main components out of which... 1 is health relevant to about 50% -> L'essentiel des activités du projet gravite autour de trois axes d'intervention dont le premier vise à augmenter et diversifier durablement les productions agricoles par : l'aménagement hydro-agricole et anti- érosif de 200 ha de périmètres maraichers ainsi que leur équipement ; la facilitation de l'accès aux intrants de qualité aux producteurs ; la facilitation de l'accès au circuit de crédit formel aux petits producteurs et la mise en place d'actions de warrantage des producteurs agricoles ; la formation finalisée à la promotion d'itinéraires techniques agro-écologiques pour les productions maraichères aptes à la conservation.
Le deuxième axe consiste à valoriser les produits locaux à des fins commerciales dans l'optique d'améliorer leurs conditions de vente par : la réalisation et l'équipement de 8 magasins de stockage améliorés de la capacité de 30 tonnes ; la facilitation de la vente différée des productions par des accords avec les commerçants en gros ; la formation pour le stockage et la transformation semi-industrielle des produits maraîchers ; la réalisation et l'équipement de deux (2) unités de transformation et conditionnement des produits agricoles à haute valeur ajoutée (sésame et oignon). Pour ce qui est du sésame, l'unité devra produire de l'huile de sésame, des tourteaux de sésame pour l'alimentation animale et la pâte du sésame enrichie pour la récupération nutritionnelle.
Enfin, l'axe 3 est relatif à l'amélioration de l'état nutritionnel des ménages vulnérables à travers : l'animation, l'éducation et la formation nutritionnelle des populations et l'appui à la récupération nutritionnelle des enfants en bas âge et de leurs mères.

SCI (Save the Children) rédui...ra la mortalité et la morbidité chez les enfants de moins de cinq ans (U5) et chez les filles et femmes enceintes et allaitantes (FEFA) dans les districts sanitaires (DS) des régions de Maradi, Zinder, et Diffa, qui ont des taux de malnutrition aiguë relevant de l'urgence. SCI assurera une prise en charge médico nutritionnelle gratuite, de qualité et la mitigation des risques liés à l'insécurité alimentaire. L'action se basera sur la capitalisation des actions précédentes.
SCI renforcera la gestion du matériel et des ressources humaines des Centre de Santé Intégré (CSI) (R1), et encouragera l'engagement des communautés dans la lutte contre la malnutrition et les maladies infantiles (R2). Pour la prévention et la résilience, SCI accentuera son programme pour l'alimentation diversifiée et en quantité suffisante des ménages vulnérables et assurera le développement des sites sentinelle dans le système de la gestion des risques et catastrophes (R5) dans les districts en situation d'insécurité alimentaire urgente. SCI mettra également en place une réponse multisectorielle pour la protection des populations vulnérables affectées par la crise humanitaire à Diffa (R4), où une personne sur deux est déplacée par le conflit.
SCI va aussi renforcer la motivation, la capacité et l'accès aux ressources des autorités sur place, pour que celles-ci deviennent pleinement prêtes à assurer la reprise des activités de prise en charge et de prévention de la malnutrition. La réussite de ces activités dépend en effet d'une étroite collaboration entre les intervenants humanitaires, organisés ensemble au sein de l'Alliance Nutrition et Sécurité Alimentaire (l'Alliance). L'Alliance facilitera le développement et la mise en place de stratégies de désengagement cohérentes, ainsi que d'outils et méthodes efficaces pour lutter contre la malnutrition (R3) et l'insécurité alimentaire (R6).

Une période de plus en plus c...ritique
Le projet a ciblé des ménages très pauvres ayant des individus à risque de malnutrition (en priorité les enfants de 6 à 59 mois et les femmes enceintes et allaitantes). L’objectif etait d’assurer la couverture de leurs besoins de base pendant la période de soudure 2016 et éviter qu’ils ne tombent en situation d’insécurité alimentaire et nutritionnelle. La période de soudure, qui correspond à la saison des pluies, est généralement sans récolte. Elle arrive désormais plus tard dans l’année et dure moins longtemps, ce qui rend encore plus criants les besoins de la population qui bien souvent, parvenue à cette période-ci de l’année, ne dispose plus d’aucun stock de nourriture (les récoltes, quoique satisfaisantes, ne suffisent pas à combler le déficit accumulé les années précédentes).
Cet appui a pris différentes formes.
Soutien financier
Pour répondre à cette crise alimentaire et nutritionnelle, le CECI a effectué une fois par mois, en juillet, août et septembre 2016, des transferts monétaires inconditionnels (distribution d’argent liquide d’un montant moyen de 80 $ CAD par famille, permettant de couvrir 100% des besoins énergétiques mensuels).
Les ménages ciblés, qui représentaient plus de 8300 bénéficiaires, ont ainsi pu s’approvisionner eux-mêmes de manière locale. Au préalable, une étude des 4 marchés principaux de la zone avait été engagée pour vérifier la disponibilité des principaux aliments. Les équipes du projet ont suivi l'évolution de cette disponibilité et des prix des denrées principales durant la période de mise en œuvre du projet afin de s’assurer que l'augmentation de la demande ne créée pas de difficultés (inflation ou rupture de stocks).
Appui alimentaire
Trois distributions alimentaires mensuelles ont eu lieu. 774 femmes enceintes et/ou allaitantes ont respectivement reçu 6 kg de farine et 1 litre d’huile. 599 enfants âgés de 6 à 23 mois ont reçu 1,3 kg de compléments alimentaires.
Parmi ces enfants, 95 ont été dépistés comme souffrant de malnutrition aiguë modérée et 7 de Malnutrition Aiguë Sévère. Ils ont été orientés vers les relais communautaires de l’Union pour la Solidarité et l’Entraide (USE), et dans les postes de santé, pour y être soignés et suivis.
Actions de sensibilisation et renforcement
En parallèle, des séances de sensibilisation aux pratiques familiales essentielles (PFE) liées aux bonnes pratiques alimentaires, à l’hygiène ou à la santé ont été mises en place sur chaque site de distribution, auprès de l’ensemble des bénéficiaires du projet. Elles ont été efficaces puisque la totalité des ménages touchés déclare connaitre et mettre en pratique aux moins trois PFE.
Au niveau national, le CECI a poursuivi son implication au sein du Collectif pour le Renforcement de l’Insécurité Alimentaire et Nutritionnelle au Sénégal(1), notamment en appuyant les efforts de l’organisme dans le processus d’harmonisation et de capitalisation de ses outils avec les autres membres du collectif. Il est aussi intervenu auprès d’autres instances nationales afin d’améliorer la coordination et la mise en œuvre des opérations.
Le CECI et ACTED, comme les autres partenaires de CORRIANS, ont participé à la mise en œuvre de l'étude comparative sur les critères de sélection de l'Analyse de l'Economie des Ménages (AEM ou HEA en anglais) et du Registre National Unique (RNU) mis en place par la Délégation générale à la protection sociale et à la solidarité nationale (DGPSN). Ils ont également contribué à l'enquête nationale de sécurité alimentaire en vue du Cadre Harmonisé 2016.

La campagne agricole 2014/2015... est marquée par un déficit céréalier plongeant les ménages les plus pauvres dans une situation d'insécurité alimentaire. En réponse à cette situation, la Croix-Rouge Sénégalaise, avec l'appui de la FICR, compte intervenir dans les régions de Tambacounda (Goudiry) et de Louga, qui affichent des taux de malnutrition très élevés. A Goudiry, où le Secrétariat Exécutif du Conseil National à la Sécurité Alimentaire, a déclenché un plan de réponse, l'action de la CRS vise à assister 1,578 ménages très pauvres, soit environ 12,624 personnes affectées L'assistance va couvrir les besoins alimentaires des ménages à travers des transferts monétaires et la distribution de compléments alimentaires à 763 enfants âgés de moins de deux ans ainsi qu'à 705 femmes enceintes et femmes allaitantes. Des activités de dépistage de la malnutrition et de référencement ainsi que la diffusion des bonnes pratiques en nutrition seront menées en collaboration avec la Croix-Rouge Française. Une coordination au niveau communautaire sera faite avec les partenaires de la Cellule de Lutte contre la Malnutrition
Dans la région de Louga, identifiée comme étant une zone d'insécurité nutritionnelle accrue par le cadre harmonisé de mars 2016 et les enquêtes SMART de 2015, l'action de la Croix-Rouge Sénégalaise vise à dépister 184,320 enfants de 0 à 5 ans, soit un taux de couverture de 100% de la cible. L'intervention dans ce cadre sera orientée vers: l'organisation de 02 campagnes de dépistage actif de masse, le dépistage communautaire autour du poste, la mise en place d'un système de référencement systématique, la mise en place d'un paquet de communication/ sensibilisation à travers les mobilisations sociales, les visites à domicile, les causeries communautaires et les émissions radiophoniques. Des actions de coordination seront menées avec ACF en charge de la PECMAS et les Districts Sanitaire

WFP's response to this crisis ...proposes a three-pronged approach:
a) Relief assistance through cash transfers to internally displaced people (IDPs), who are one of the most vulnerable communities in south and central Somalia (including returnees and refugees from Yemen and Kenya) and the communities affected by shocks such as El Niño.
b) Immediate nutrition response to reduce worsening child and maternal morbidity and mortality rates among vulnerable populations and those affected by the recent El Niño phenomenon.
c) Building human and physical capacities to enable the vulnerable populations to enhance their resilience to future similar shocks.

UNICEF scaled up its interventions in 2014, and in particular since the activation of the Level 3
Emergency in February 2014. To date, UNICEF and partners have:
Treated 93,204 children for severe malnutrition;
Through the integrated vaccinations campaign and RRMs, 879,865 children in the conflictaffected
states have been vaccinated against with measles and 837,645 children against
polio;
Provided safe water to 495,750 people and safe sanitation to 273,650 people;
Supported 77,750 children in receiving a basic education, including supplies;
Provided 139,767 children with critical child protection interventions, including psychosocial
support and family tracing.
