The Ex-Combatants Reintegratio...n Project for Djibouti aims to effectively facilitate the social and economic reintegration of ex-combatants into civilian life through targeted multi-sectoral assistance--validating, in the process, this innovative approach for an envisaged follow-up operation. There are four main components. The first, social mobilization, contains a social communication sub-component for sensitizing the local population, using various media; and a counseling and referral service for ex-combatants, offering economic and psycho-social counseling and employment referral. The second finances an economic reintegration fund offering a range of support measures for skills enhancement and micro-enterprise development. The third component funds social reintegration, supporting small-scale social infrastructure and activities aimed at reinforcing social cohesion in the ten most severely affected communities. The fourth component assists the rehabilitation of disabled ex-combatants, providing medical services, and prostheses and other aids along with special rehabilitation training and special services to the severely disabled.

The overall objectives of the ...Population Project are to help Egypt: 1) better manage population growth and prevent avoidable population growth by giving the Ministry of Health and Population (MOHP) the institutional capacity to play the lead role in the population sector; and 2) improve the conditions and status of women and children in areas where fertility remains high, mainly in rural areas of Upper Egypt, by stimulating additional demand for smaller family size and for family planning services. These objectives will reinforce and expand the goals of the national family planning program. The project consists of two major components: 1) capacity building, which will help install capacity in the population and Family Planning Sector of MOHP for a set of key functions including policy and program development, business planning, sectoral manpower development and training, research programming, planning, resource mobilization, supervision, monitoring and evaluation, and public/nongovernmental organizations/local community program coordination; and 2) population activities program, which will include projects to increase awareness of population issues, to strengthen motivation for couples to plan their families, to facilitate access to and use of reproductive health services, and to educate and motivate people in such related areas as child nutrition, safe motherhood, male awareness, and delayed age of marriage.

The project has four major com...ponents: (i) Institutional strengthening of the Ministry of Health (MOH) to provide restructuring of the MOH services, training workshops and seminars for staff at all levels, health center reconstruction and MOH office rehabilitation works, furniture and medical equipment. Reforms aimed at management and financial autonomy for the main hospitals of Malabo and Bata are to be initiated in collaboration with French aid. (ii) Health strategy development and implementation establishing a management information system and a health planning unit in MOH. (iii) Human resource development to train health sector personnel and improve MOH's technical and management capacity at all levels of the health system. (iv) Strengthening of priority health programs to improve MOH's operational capabilities and testing of new approaches to health care delivery by strengthening field work in malaria control, mother and child health and family planning, sexually transmitted diseases, and by providing essential generic drugs, with a special focus on most vulnerable groups. The project finances the rehabilitation of four rural health centers in the remote rural districts of Micomiseng and Acurenam; equipment for the mother and child and family clinics in Malabo and Bata, and supplies of essential medical materials and drugs to all these facilities. Cost recovery is introduced through a differentiated fee structure.

The Health Sector Development ...Program Project for Ethiopia aims to develop a health system which provides comprehensive and integrated primary care services, primarily based at community health level facilities. It focuses on communicable diseases, common nutritional disorders, environmental health and hygiene, reproductive health care, immunization, the treatment and control of basic infectious diseases like upper respiratory tract infections, the control of epidemic diseases like malaria, and the control of sexually transmitted diseases especially HIV/AIDS. The project has eight components. They 1) expand primary health care access; 2) improve the technical quality of primary health care service provision; 3) expand the supply and productivity of health personnel; 4) ensure a regular and safe supply of effective, safe, and affordable high quality drugs while improving prescribing behavior by health providers; 5) improve awareness about personal and environmental hygiene and basic knowledge of common diseases and their causes as well as promote political and community support for health services; 6) transform the health system into a four-tiered system that is linked, equitably distributed, and managed in a decentralized, participatory, and efficient manner; 7) monitor improvements in service delivery, quality, and financial performance and evaluate the impact, effectiveness, and cost-effectiveness of the project's components; and 8) improve financial sustainability.

The Rajasthan Health Systems D...evelopment Project for India will assist Rajasthan in improving the health status of it s population, in particular the poor and underserved population. Specifically, the project will increase access to and improve the quality of health care. The project has three main components, one of which mainly focuses on the poor and tribal population. Component 1 improves the state's institutional capacity for health policy development and planning by establishing a Strategic Planning Cell that focuses on designing and implementing strategies for public-private partnership, and developing contracting mechanisms and carrying out a diagnostic assessment, and designing a regulatory framework. The component also improves the health management information system, and supports a variety of training activities on health management, clinical aspects, waste management, equipment maintenance and behavior change communication. Component 2 physically renovates and upgrades district hospitals and health centers, implements a health care waste management system, establishes an institutional framework, trains staff and workers, improves the quality of clinical services, and strengthens the current referral system. Component 3 supports interventions to improve access to health care among disadvantaged populations, especially the tribal population and these households below the poverty line. Specifically, it carries out information, education, and communication campaigns; targets a new strategy aimed at improving health services for tribal and poor populations that focuses on improved service delivery, health camps, non-financial incentives to recruit medical personnel, and incorporates tribal medicine; and uses innovative mechanisms to reduce financial barriers to health care.

The two objectives of the Seco...nd Provincial Health Project are to 1) bring about effective health sector decentralization, in the provinces of North Sumatra, West Java, and Banten; and to initiate key sector reforms and put health financing on a firm footing, while protecting health services essential for the poor and the public at large during a period of government restructuring; and 2) to help the Ministry of Health and Social Welfare (MOHSW) carry out its roles in a decentralized system. These responsibilities encompass providing sectoral vision and leadership, analysis and policy follow-up of the health needs of the poor and risks to the public at-large, advocacy of best practices and standards, and support for local initiative. This project has two components. One addresses health needs and issues in specific districts and provinces such as managing decentralization, resource mobilization, and district funding allocations. The second component focuses on strenthening the capacity of MOHSW to control communicable diseases, assuring equity in service provision, and assessing health research needs, capacities, and options, as well as on creating an autonomous food and drug control agency.

Provincial Health Project (02)
|
The two objectives of the Seco...nd Provincial Health Project are to 1) bring about effective health sector decentralization, in the provinces of North Sumatra, West Java, and Banten; and to initiate key sector reforms and put health financing on a firm footing, while protecting health services essential for the poor and the public at large during a period of government restructuring; and 2) to help the Ministry of Health and Social Welfare (MOHSW) carry out its roles in a decentralized system. These responsibilities encompass providing sectoral vision and leadership, analysis and policy follow-up of the health needs of the poor and risks to the public at-large, advocacy of best practices and standards, and support for local initiative. This project has two components. One addresses health needs and issues in specific districts and provinces such as managing decentralization, resource mobilization, and district funding allocations. The second component focuses on strenthening the capacity of MOHSW to control communicable diseases, assuring equity in service provision, and assessing health research needs, capacities, and options, as well as on creating an autonomous food and drug control agency.

a network of efficient, high quality, accessible public health laboratories for the diagnosis and
surveillance of TB and other communicable diseases in the East African Community member
states. The original group of countries included Kenya, Rwanda, Tanzania and Uganda.
Building on the successful implementation of the initial group, Burundi was subsequently added
with a US$15 million grant approved by the Board on May 17, 2012. All credits/grants were
declared effective quickly with only minor delays. Implementation performance has been solid
and disbursements are on track. The current closing date is March 30, 2016 while for Burundi it

This Component is expected to support the expansion and continued improvements to the district
health management information system (DHIS2); support to train internal Ministry of Health

child health, and nutrition services. Financing will be provided based on results which are tracked
through a set of DLIs. DLIs are a set of tracer indicators aimed at measuring performance against
service delivery outcomes and health system strengthening actions.

Component 3: Nutrition Social and Behavior Change Communication
Comments (optional)
This component is expected to support the design of a national social and behavior change campaign
(SBCC) which will include determinants of health and nutrition that lie outside of the health sector
such as indoor air pollution, water, and sanitation. It is also expected to finance implementation of
this SBCC in approximately 800 villages located in districts with high number of children with poor
nutrition outcomes. Activities to be supported include technical assistance, and costs related to
designing the campaign, and support for village level sanitation in high priority districts.

The component is expected to support Program management, including fiduciary tasks and
monitoring and evaluation of the Program. Financing from IDA will cover technical assistance for

Component 5: Contingent Emergency Response
Comments (optional)
The objective of the contingent emergency response component with a provisional zero allocation is
to allow for the reallocation of financing in accordance with the IDA Immediate Response
Mechanism in order to provide a rapid response to disaster or emergency events, as needed. This component would finance expenditures on a positive list of goods and/or specific works and services
required for emergency recovery. An Emergency Response Manual (ERM) will apply to this
component, detailing streamlined financial management, procurement, safeguard and any other

Health Sector Reform Project
|
The Health Sector Reform Proje...ct, will increase access to sustainable quality of health care services, particularly in the areas of rehabilitation, and prevention, within the framework of the health program in Lesotho. The components will: 1) improve financial management, and information systems, through training in accounting procedures, formulation of reporting formats, and responsiveness to information requirements in the Ministry of Finance on health planning, and statistics, and, includes the procurement of supportive information technology. Regional training will be provided, to attain a restructured, and comprehensive integrated budget, within a medium-term expenditure framework; 2) establish procedures, responsibilities, and skills for procurement planning, and implementation within the Ministry of Health and Social Welfare, and, provide technical assistance through training, addressing monitoring, and evaluation of financial, programmatic, and impact indicators; 3) develop a strategic human resources plan, to rationalize staff deployment, and recruitment/retention of health workers; 4) coordinate donor support to acquire expertise regarding annual work-plans, and budgets among developing partners; 5) include analytical activities in planning for Phase II implementation plan; and, 6) support HIV/AIDS prevention, and control policy.

Component 2: Infrastructure Re...habilitation and Reconstruction
37. This component will generally employ contractor-built approaches for reconstruction and
rehabilitation, complementing the labor-intensive program under Component 1. These investments
will be guided by sector Building-Back-Better standards, such as right sizing and right siting, as
well as the Flood Risk Management Action Plan under the SRBMP. These will be technically
screened to ensure adequate flood resistant designs.
38. Sub-component 2.1: Reconstruction and Improvement of Roads and Bridges – US$24
million: This sub-component will support the reconstruction of selected critical access
infrastructure, including secondary roads, bridges and other drainage structures. This will include
the reconstruction and improvement of approximately 90km of secondary roads, as well as 780m
of bridges (including drainage structures) that were either partially or totally destroyed during the
floods. However these are notional estimated amounts and eventual utilization of funds under this
component will factor in subsequent prioritization exercises and ground surveys by the
Government. This subcomponent also retains the flexibility of funding the repair and rehabilitation
of other roads (including primary, tertiary, district and community roads) if subsequently agreed
between the Bank and GoM. Sub-Component 2.2: Irrigation and Rural Water Supply and Sanitation – US$5 million:
This sub-component will fund the operational restoration of selected and prioritized irrigation and
water supply schemes that have been destroyed or damaged by the floods. This will entail the
repair and rehabilitation of:
(a) Critical Irrigation Schemes and Infrastructure ($3.5 m): This can include headworks, flood
protection bunds, main canal sections, drains and in-field infrastructure. All of the irrigation
schemes proposed to be rehabilitated are community infrastructures that are smallholder
farmer managed and range from mini schemes (below 10 hectares) to about 400 hectares.
Rehabilitation will be required, especially for recently constructed and revived schemes that
were showing high productivity and have incurred a significant setback.
(b) Water Supply and Sanitation Schemes and infrastructure ($1.5 m): This can include water
intake structures, water treatment plants, conveyance systems, storage systems, distribution
networks, pumping stations, wells and boreholes.
40. Sub-Component 2.3: Water Resources Management – US$6 million: This sub-component
will finance flood mitigation works, including: (a) river training works; (b) river bank protection,
afforestation of river banks and localized embankment repair works in critical flooding rivers; (c)
creation and restoration of storm-water drainage; (d) restoration of riparian forests; and; (e) flood

and will be in line with the Flood Risk Management Action Plan for the Shire Basin.

The Health Sector Modernizatio...n Program (HSMP)--this project is the first phase--seeks to improve the efficiency, effectiveness, and equity of the Nicaraguan health system. The project has five components. Component 1 scales up the Integrated Model of Maternal and Child Care, centered around 8 priority interventions--acute respiratory infections, diarrheal diseases, maternal and perinatal mortality, family planning, nutrition, vaccines, tuberculosis, and malaria control. It targets nutrition with a food supplement and fortification program; information on breastfeeding; epidemiological surveillance of nutritional deficiencies; and technical support for food production. It extends Women's Centers according to nongovernmental models. It funds epidemiological surveillance, building local facilities to produce biological larvicides. Component 2, Hospital Modernization, finances training and consultant services to help implement management agreements; introduces a hospital management pilot project; and provides civil works and equipment. Component 3 improves the institutional capacity of the health ministry (MINSA) through budgets, inputs (pharmaceuticals and supplies), regulations, management information systems, strategic planning, and human resources as well as information, education, and communications. Component 4 modernizes the Nicaraguan Social Security Institute (INSS), expands health insurance, and scales up a workmen's compensation pilot.

The Health Sector Modernizatio...n Program (HSMP)--this project is the first phase--seeks to improve the efficiency, effectiveness, and equity of the Nicaraguan health system. The project has five components. Component 1 scales up the Integrated Model of Maternal and Child Care, centered around 8 priority interventions--acute respiratory infections, diarrheal diseases, maternal and perinatal mortality, family planning, nutrition, vaccines, tuberculosis, and malaria control. It targets nutrition with a food supplement and fortification program; information on breastfeeding; epidemiological surveillance of nutritional deficiencies; and technical support for food production. It extends Women's Centers according to nongovernmental models. It funds epidemiological surveillance, building local facilities to produce biological larvicides. Component 2, Hospital Modernization, finances training and consultant services to help implement management agreements; introduces a hospital management pilot project; and provides civil works and equipment. Component 3 improves the institutional capacity of the health ministry (MINSA) through budgets, inputs (pharmaceuticals and supplies), regulations, management information systems, strategic planning, and human resources as well as information, education, and communications. Component 4 modernizes the Nicaraguan Social Security Institute (INSS), expands health insurance, and scales up a workmen's compensation pilot.
