The results to be achieved by ...the project are:
1. Result 1:Individual county/local government staff will be equipped with skills and knowledge in: (i) local government PFM including planning and budgeting, financial management/accounting and reporting; and (ii) producing an audit trail of payment of salaries (using the Electronic Payroll system);
2. Result 2:All resources at the County level (local revenue and all transfers) will be properly used and accounted for, thus ensuring that the Counties are eligible to receive other aid resources as well as Government transfers;
3. Result 3:The Counties and States are able to provide the required accountabilities for a satisfactory audit of the budget lines in health and education conditional salary transfers to States and Counties;
4. Result 4: Counties demonstrate progress in properly using and accounting for all resources (local revenue and all transfers) (according to indicators that are being defined as part of the LSS JPA monitoring framework) as a basis for increased funding by Government and/or other development partners. In partnership with ECHO, between 2015 and February 2017:
• More than 173,000 children under 5 years of age have been treated for Severe Acute Malnutrition (SAM)
• Over 1.700,000 children were treated for childhood illness including diarrhoea, pneumonia and measles
• Water and sanitation infrastructure was rehabilitated in 20 health facilities
• Nearly 2,000 health workers and volunteers were trained and are now able to provide improved health and nutrition services.

European and South African uni...versities team up for large international project
3 European universities of applied sciences and 3 South African research universities have established an international partnership in the fields of healthcare and welfare. This partnership, named the Caring Society 3.0 consortium – abbreviated CASO – has received a grant of more than €800,000 from the European Union’s Erasmus+ Capacity Building in the field of Higher Education programme to help them achieve their goals.
The international project, which was launched with a meeting in South Africa in Autumn 2016, will run until September 2019. The higher education institutions taking part will focus on 3 pillars: the Patient Partner Programme, the Health and Lifestyle Programme and the Care for the Caregiver Programme.

The project will be carried out in South Africa. The aim is to join forces with the 3 participating research universities based in this country and to improve South African social and healthcare through knowledge exchange. To realize this, the consortium will also collaborate with (local) associated partners from the work field. These NGO’s, companies and other organizations support the project by providing e.g. their expertise, platforms or networks.
The main Work Packages of CASO consist of three content WPs, Quality Plan and Dissemination. See the subpages for more details.
Content Work Packages in a nutshell:
The Patient Partner Programme involves patients directly in the learning process. As part of this programme, professionals are taught how to consider things from a patient’s perspective. This allows patients, in turn, to contribute to the community.
The Health and Lifestyle Programme promotes a physically active lifestyle among young people. More physical activity during classes, prevention and learning how to make healthy lifestyle choices are the focus areas of this programme.
Care for the Caregiver, the final pillar, aims to provide social and healthcare professionals with further training and multidisciplinary professionalisation opportunities related to screening and rehabilitation of discharged hospital patients in their own homes.
The design of learning modules for current and future professionals is an objective of all 3 programmes. The project partners will collaborate closely on this, with each of them contributing their own expertise. The consortium also aims to create opportunities for student and teacher mobility and for work placements abroad.

The project is expected to hav...e a positive impact on the health system through increasing:
(a) the proportion of the new flow of health professionals coming out of programs that have
completed steps aimed at improving their competencies and skills; (b) the number of managers at
all levels who have completed at least one management course; and (c) the percent of PHC teams
who are trained according to the core principles of PHC. The immediate project beneficiaries
will be medical, pharmacy and nursing universities, nursing colleges, management training
centers, PHC personnel and facilities, especially in the disadvantaged areas. The project will
have an impact on the teaching and learning process in 71% of the medical schools, 37% of the
nursing schools and 80% of the pharmacy programs. The project will also benefit communities
in the 15 targeted provinces where 80% of the CHS health staff are expected to be trained. In the
medium- to long-term, regulations and policies relative to health professionals education
(accreditation and standardized examination) will have a positive impact on the quality of health
graduates throughout the country and on patients and communities who will receive improved
