DFID supported all areas of IC...RC’s current programme which focuses on four areas:
1) Protection: monitoring and reporting on violations of IHL by the Israeli and Palestinian authorities; monitoring the condition of Palestinians detained in relation to the conflict; restoring and maintaining family links via visits to prisoners;
2) Assistance: completing emergency water and sanitation projects particularly in Gaza; emergency agricultural inputs to farmers, those directly affected by the conflict in border areas in Gaza and the seam zone in the West Bank; support to ambulance services and the emergency departments of hospitals in Gaza;
3) Prevention: promotion of and training on IHL and its inclusion in military doctrine and education curriculae;
4) Cooperation with National Societies: support to the emergency services of the Israeli Magen David Adom and the Palestinian Red Crescent, improving their preparedness to respond to crises. In addition, its mandate and unique access means that the ICRC is often one of the main organisations to respond to spikes in conflict, as was the case in Operation Protective Edge (2014) in Gaza.

1. Macroeconomic:
a) Short-term fiscal stimulus: Palestinians benefit from higher incomes, employment and lower poverty in the short-term. GDP increases in the first year by 40% of any increase in public spending resulting from financial assistance to the PA. Trust Fund: £41.8m each year for four years,
PEGASE: £42.0m each year for four years.
b) Economic growth: Palestinians potentially benefit from higher incomes, employment and lower poverty in the medium-term. Judged to not be significant enough to try to quantify. Not applicable.
2. Delivering government functions:
a) Education: Palestinian children have better access to education. 5,796 non-refugee children supported by DFID in primary education in 2014. £4.6m per year 2011-2025
b) Health: Palestinians have better access to healthcare. 1,991 non-refugee children under 5 years old immunised for measles in 2014. Not possible to monetise in a way that incorporates the full range of health outputs.
c) Poverty and social exclusion: Palestinians have better access to social protection and policies to address the root causes of social inequalities. 8,052 extremely poor individuals covered by DFID-supported cash transfers in 2014.
Not monetised to avoid double-counting with the short-term fiscal stimulus benefit.
d) Security and justice: Palestinians are more secure and have better access to justice. Contribute to raising the proportion of citizens who are satisfied with the performance and services of the security establishment from 42% to 57%. Not possible to monetise.
e) Economic development and infrastructure: Palestinians benefit from a more vibrant economy and better public utilities. Not to be monitored as part of the intervention. Not applicable.
f) Environment: Palestinians benefit from better environmental standards. Not to be monitored as part of the intervention. Not applicable.
3. Strengthening Government systems:
a) Public financial management and accountability: the PA makes better use of its resources to meet the needs of its citizens. Contribute to DFID’s Fiduciary Risk Rating of the PA’s systems improving from High in 2010 to Substantial by 2014. Not possible to monetise.
b) Improved fiscal sustainability: PA able to reduce its dependence on foreign aid and its vulnerability to fiscal crises World Bank: Net Present Value of $100m in money saved for the PA from reforms in DPG Matrices 2011-2014 and in Results Compact.
PEGASE: only savings from Results Compact. Not possible to monetise.
4. Conflict prevention and progress towards a negotiated peace settlement:
a) Progress towards two state solution: Palestinian people are more likely to achieve their objective of a viable state at peace with Israel. Contribute to increased public satisfaction with the PA from 53% in 2011 to 70% in 2015. Not possible to monetise.

This intervention aligns with ...3 of 4 pillars of DFIDs 2010 Framework for Results for Improving Reproductive Maternal and Newborn Health:
• Pillar 2. ‘Remove barriers that prevent access to quality services, particularly for the poorest and most at risk’: the programme will support key health systems reforms and seek to eliminate user fees for maternal and child health care. The coverage and quality of MNCH services will be improved by strengthening the training and retention of skilled health workers, ensuring increased availability of essential drugs, commodities and equipment, and revitalising decentralised financing for health facilities. Delivering these improvements and ensuring adequate financing for service delivery will enable health facilities to support the elimination of user fees, thereby removing one of the main barriers to access for the poorest women and children.
• Pillar 3 ‘Expand the supply of quality services, delivering cost effective interventions …….. delivered through stronger health systems with public and private providers’; the programme will support implementation and scale up of a package of high impact and cost-effective interventions that evidence demonstrates contribute to a reduction in maternal and under-5 mortality (MDGs 4 and 5) and numbers of underweight under-5s (MDG 1 c), and that help combat HIV, malaria and other diseases (MDG 6). The interventions will include maternity and newborn care, immunisation, treatment of common childhood illnesses, nutrition and improving access to Anti-retroviral treatment for adults and children living with AIDS.
• Pillar 4 ‘Enhance accountability for results at all levels with increased transparency’: the programme will strengthen the ability of communities to hold service providers accountable for the quality of health care delivered to them. This will be done by revitalising Community Health Committees and introducing community monitoring systems using a ‘community scorecard’ approach that has helped improve the quality and outcomes of health services in Malawi and Uganda .

Opportunity International: The... project responds directly to Rwanda's Poverty Reduction Strategy and builds on an existing DFID-funded project targeting smallholders in Northern and Eastern Rwanda. It will reduce poverty in Western and Southern Rwanda by strengthening the livelihoods of poor rural households. There will be 12,000 direct beneficiaries: 8,500 smallholders (50% women) and 3,500 Village Savings and Loans Association (VSLA) members (75% women). 48,000 family dependents will indirectly benefit from better access to nutrition, housing, education and healthcare.

The intended outcome of COMDIS...-HSD is that research evidence on effective health service delivery for communicable and non-communicable diseases is adopted by policymakers and practitioners for the benefit of poor men and women. Their work is focused around:
• primary care services, and continuity of care for chronic conditions such as TB and HIV;
• community interventions, with a particular focus on communicable diseases that particularly impact on under 5 year olds;
• urban health for the poorest residents;
• the avoidance of drug resistance in relation to TB control and the use of antibiotics;
• quality healthcare (cross-cutting) ;
• accessible and patient friendly services (cross-cutting); and
• the provision of quality care and performance management (cross-cutting).
The RPC will undertake a co-ordinated set of activities that lead to the delivery of four integrated outputs:
• a well organised, fully functioning research consortium made up of eleven partners - the majority being southern based organisations;
• developing country partners have increased capacity to identify, complete and disseminate high quality, demand- led research and service delivery design;
• production of high quality, policy relevant new research findings that contribute to improved understanding of effective health service delivery;
• and
effective uptake of research (as indicated by the production and adoption of research-informed products; and the number of research informed policy changes at the national and supranational level)

To improve the functionality o...f primary health care units, reducing health inequalities, and increasing domestic financing for health to sustain and accelerate the pace of improvement in adolescent, maternal and child health in Ethiopia. This will be achieved through the Sustainable Development Goals Performance Fund, which will provide essential medicines, and improve the readiness of primary health care units and skills of primary health care staff to provide quality health services. The programme will also provide technical assistance for effective implementation of the National Health Financing Strategy to increase domestic financing for health, refine and scale-up the Ethiopian Health Insurance systems, and to develop and implement a Public Private Partnership Strategy to improve health outcomes.

Financial aid, of up to £238 ...million, will be applied for improving the functioning of primary health care units by: (i) enhancing the skills of primary level health care providers; (ii) increasing the availability of essential medicines; and, (iii) improving the readiness of primary health care units for providing quality adolescent, maternal and child health care, including use of solar technology, to improve basic amenities such as electricity and water. Throughout all of this there will be an emphasis on prioritising proven and cost-effective interventions and reducing disparities in adolescent, maternal and child health outcomes.
Technical assistance, of up to £12 million, will be provided to the Ethiopian Federal Ministry of Health for effective implementation of the National Health Financing Strategy to: (i) increase domestic financing for health; (ii) refinement and scaling up of the Ethiopian Health Insurance systems; and, (iii) developing and implementing a Public Private Partnership Strategy to improve health outcomes. This technical assistance will increase Government of Ethiopia’s investment in health and support DFID’s transition out of the health sector.

Community-based Health Plannin...g and Services (CHPS) is a national strategy adopted by the MoH to provide a ‘close-to-client’ doorstep health delivery with household and community involvement, focusing on addressing the demand side and preventive side of service provision . The number of CHPS functional zones has risen slowly to cover 23% of the total population by 2011 . Tensions have arisen around increasing their clinical tasks (rather than health education and prevention) and debate is ongoing about their role in, for example, treating malaria or provision of family planning. DFID will implement the MHSP, ...designed as part of a multi-donor programme of support for the delivery of the HSSP. The HSSP is highly cost effective (£184 ($295) per disability adjusted life years (DALYs)) and, building on the POW, is anticipated to accelerate equitable health gains.
MHSP will use sector budget support (SBS) to support HSSP. The largest component of the MHSP will consist of core financial aid, including a performance tranche. Mid programme, the MHSP may also seek additional funding linked to achievement of a Results Compact agreed with GOM.
There will also be a sizeable technical assistance (TA) programme, with two main components: capacity development support to Ministry of Health (MOH) in health systems management and health policy issues, and a crucially important procurement oversight arrangement for all HSSP drugs and commodity procurements.
There are recognised significant fiduciary risks within Malawi’s health sector, which the MHSP has been carefully designed to address. In addition to the provision of technical support and oversight, the key framework for Development Partners (DPs), support to HSSP will be a detailed Joint Financing Arrangement (JFA) which will contain major safeguard provisions to control fiduciary risks around health systems management and health procurement in particular. The JFA will include clear requirements on procurement oversight and audit, and a procurement management agency will be appointed to co-manage the procurement activities of the Central Medical Stores (CMS) for at least 2 years.
There will also be specific conditions on access to foreign currency by MOH, on the need for significant continuing progress on financial management and procurement management action plans, and on the levels of Government’s budgetary allocations to the health sector over the five year period.
