The intended outcome of COMDIS...-HSD is that research evidence on effective health service delivery for communicable and non-communicable diseases is adopted by policymakers and practitioners for the benefit of poor men and women. Their work is focused around:
• primary care services, and continuity of care for chronic conditions such as TB and HIV;
• community interventions, with a particular focus on communicable diseases that particularly impact on under 5 year olds;
• urban health for the poorest residents;
• the avoidance of drug resistance in relation to TB control and the use of antibiotics;
• quality healthcare (cross-cutting) ;
• accessible and patient friendly services (cross-cutting); and
• the provision of quality care and performance management (cross-cutting).
The RPC will undertake a co-ordinated set of activities that lead to the delivery of four integrated outputs:
• a well organised, fully functioning research consortium made up of eleven partners - the majority being southern based organisations;
• developing country partners have increased capacity to identify, complete and disseminate high quality, demand- led research and service delivery design;
• production of high quality, policy relevant new research findings that contribute to improved understanding of effective health service delivery;
• and
effective uptake of research (as indicated by the production and adoption of research-informed products; and the number of research informed policy changes at the national and supranational level)

The results attributable to UK support will include:
• 1.3 million couples have access to family planning
• 335,000 births delivered by a skilled health care provider
• 3.9 million Insecticide Treated Nets (ITN) for malaria prevention distributed
• 665,000 babies being exclusively breastfed
• 200,000 children vaccinated against measles
• 1 million women accessing antenatal care
• 11,000 deaths from tuberculosis averted

Basic drinking water supply an...d basic sanitation: 16% not reported separately - DFID will support Bihar to address direct as well as underlying causes of mortality and morbidity, requiring convergent actions from at least three service delivery departments: a) Health ; b) Social Welfare (responsible for child and maternal nutrition); and c) Public Health Engineering (responsible for water and sanitation). SWASTH programme will improve planning, implementation and monitoring as well as co-ordination across departments. DFID support, both financial aid and technical co-operation, will fund amongst others:
• Design and operationalisation of an Essential Health Care Package for Primary and Hospital Services;
• Quality assurance mechanisms for health, nutrition and water sanitation services
• Establishment of a State Nutrition Authority incorporating ICDS and other central, state and donor supported programmes;
• Raising community awareness on safe health, nutrition and hygiene through an integrated state level campaign;
• Establishing/upgrading Nursing Schools and Colleges;
• Setting up a Bihar Medical Supplies Corporation under Department of Health.

DFID financial and technical a...ssistance will help GoMP in delivery of maternal and child health and nutrition services in the poorest remote, rural and underserved areas. DFID funds will help in improved functioning of primary hospitals, child feeding centres, more doctors, nurses and medicines at the rural hospitals. Technical assistance will procure external expertise to help Government of Madhya Pradesh (GoMP) to improve planning, human resource management, improve monitoring and financial management and procurement systems. Illustrative areas of support for health and nutrition services under MPHSRP include:
• Quality improvement of maternal health services
• Promotion of Zn ORS use during childhood diarrhoea
• Family planning counselling and delivery of post partum family planning service
• Malaria prevention: distribution and use of Bed nets in malaria endemic districts and IRS spray in communities with more than 2 API (Annual parasitic index
• Setting up and functioning of state Nutrition Mission and district management and monitoring units
• Setting up of State and divisional Nutrition Resource Centres based in medical colleges or NGOs to help plan, implement and monitor the nutrition actions. The Centres will be the main resource for public health nutrition in the state and will be responsible for undertaking nutrition surveillance.
• Capacity development at all levels, supportive supervision, IT enabled MIS, strengthening financial management and procurement systems.

3) Increased and consistent use of Family Planning commodities to improve family planning
4) Improving Health systems and accountability mechanisms
5) Improving the efficiency of government health facilities
6) Piloting Health Financing mechanisms to improve access to government health services.
The UK funding is expected to
1) Distribute 6.48 million bed-nets to pregnant women for malaria
2) Treat 522,400 pregnant women for malaria
3) Provide 662,000 women with family planning
4) Distribute 173.5 million condoms
This will avert more than 36,000 malaria deaths, 16,765 HIV infections and 770,800 unwanted pregnancies

In addition to the provision of technical support and oversight, the key framework for Development Partners (DPs), support to HSSP will be a detailed Joint Financing Arrangement (JFA) which will contain major safeguard provisions to control fiduciary risks around health systems management and health procurement in particular. The JFA will include clear requirements on procurement oversight and audit, and a procurement management agency will be appointed to co-manage the procurement activities of the Central Medical Stores (CMS) for at least 2 years.
There will also be specific conditions on access to foreign currency by MOH, on the need for significant continuing progress on financial management and procurement management action plans, and on the levels of Government’s budgetary allocations to the health sector over the five year period.

In addition to the provision of technical support and oversight, the key framework for Development Partners (DPs), support to HSSP will be a detailed Joint Financing Arrangement (JFA) which will contain major safeguard provisions to control fiduciary risks around health systems management and health procurement in particular. The JFA will include clear requirements on procurement oversight and audit, and a procurement management agency will be appointed to co-manage the procurement activities of the Central Medical Stores (CMS) for at least 2 years.
There will also be specific conditions on access to foreign currency by MOH, on the need for significant continuing progress on financial management and procurement management action plans, and on the levels of Government’s budgetary allocations to the health sector over the five year period.

El proyecto pretende formar y ...capacitar recursos humanos (mujeres y hombres) para fortalecer la capacidad de propuesta, negociación e incidencia de Organizaciones Indígenas a nivel sub nacional en lo referente a políticas públicas de desarrollo, para el manejo sostenible de sus RRNN y sistemas productivos, en el marco de una gestión territorial acorde a medidas adaptativas al cambio climático. Bajo esta línea, se insertarán propuestas de desarrollo en los municipios respectivos y se contribuirá en la gestión territorial con la implementación de iniciativas productivas: sistemas agroforestales, cosecha y aprovechamiento de agua, producción de miel, transformación y comercialización, mejoramiento de infraestructura pecuaria. Todo esto orientado a mejorar la seguridad alimentaria de las familias, pero dando especial énfasis a la generación de propuestas relacionadas a necesidades estratégicas de las mujeres (económico/productivas y políticas). Al mismo tiempo se garantizara el derecho al acceso/uso del territorio por parte del pueblo guaraní de Karapari enfatizando en los derechos de acceso a la tierra por parte de las mujeres, a partir de la reactivación del saneamiento de tierras bajo la modalidad SAN-TCO, consolidando las áreas saneadas a partir de la nueva legislación agraria. Con el proyecto también se fortalecerán estructuras organizativas con la formación de líderes y lideresas con capacidades de gestión y autodeterminación, para que desde sus organizaciones indígenas puedan decidir en el proceso de implementación del régimen autonómico y gestionen el proceso de conversión de municipio a autonomía indígena.

o £33.1 million for SBS to the MoH. DFID will join 13 other partners who use this mechanism to support the MoH’s current strategic plan (2007 – 2012) and their new strategic plan (2013-2017). This mechanism should allow Mozambique to accelerate progress towards achieving the health related MDGs by making services more responsive, accountable and efficient. Technical assistance within this will contribute to strengthen public financial management and value for money (VfM) in the sector.
o £2.5 million for a demand side pilot to increase institutional deliveries, which have stagnated at 55% between 2007 and 2009 (the year for which the latest reliable data is available). A change in o approach based on international good practice is needed if Mozambique is to achieve the target for births with skilled birth attendants at 66%.
o £1 million for a pilot to develop the capacity of the MoH to sub-contract the private sector for contraceptive distribution.

The HCS is focussed on helping... the three regional health authorities of Somaliland, Puntland and the Transitional Federal Government (TFG) put into action the EPHS framework which they adopted in 2009. This sets out 10 priority health interventions to be implemented at primary health units (community), health centres, and local and regional hospitals, with overarching support for nutrition. The framework includes activities that increase demand, such as community meetings and radio and mobile phone messages, increasing awareness of the benefits of family planning and safe delivery, improving health clinics, providing family planning, ante-natal care and safe delivery, caring for new-borns, giving vaccinations, preventing and treating pneumonia, diarrhoea, malaria, TB and AIDS, as well as screening for and treating malnutrition. The HCS is addressing all EPHS issues, but with a priority on RMNH and family planning and child health.
