The ultimate objective of the ...Mozambican National Health Strategy (MHS), supported by this Second Health Project, is the improvement of the health status of the population, in general, and a decrease in infant and child mortality, in particular. MHS objectives are to be achieved through an increase in health coverage of the population from the present 40 percent level to 60 percent by the turn of the century, with better quality of services provided. The project supports the same objectives as the MHS, addressing urban/rural inequities, improvement of staff training and institutional development. The project will address the following areas: 1) resumption of and improvement in the quality of health services provided; 2) promotion and improvement of sector institutions, support services and sub-national health management systems; and 3) development of human resources capacity.

The Second Poverty Reduction S...upport Credit Project (PRSC 2) for Mozambique is a two-tranche operation that will support the Government's primary objective of reducing absolute poverty and achieving the Millennium Development Goals through implementing the Government's Action Plan for the Reduction o f Absolute Poverty (PARPA). The operation is designed as an exceptional two tranche PRSC in order to further harmonize with the other donors providing budget-support. This is the second operation within the framework of three operations that were designed as part o f the First PRSC approved in July 2004 (Report no. 29262-MZ). This two-tranche credit completes the support envisaged within the framework of the first PRSC. The PRSC 2 will continue to support the Government's reform agenda of promoting growth, accelerating human resource development, and strengthening governance and public sector management. The second tranche of the proposed PRSC 2 would focus on two pillars: (1) crosscutting actions to strengthen public sector performance by enhancing efficiency and effectiveness in the use of public resources, and (2) enhancing the investment climate.

The leadership of MOHS is comm...ended on continuing to make significant advances with the implementation of the National Health Plan (NHP), which
was endorsed by the Government of Myanmar in March 2017. The Annual Operation Plan for the first year was widely shared and discussed with all
the key stakeholders and the World Bank Group (WBG) is pleased to be able to support through the IDA financed Essential Health Services Access
Project (EHSAP) and the Advisory Services and Analytics Program on health systems strengthening for Universal Health Coverage.
Proposed additional financing for EHSAP through another $100 million IDA credit and $10 million grant from the Global Financing Facility is currently
undergoing the Government of Myanmar internal clearance and approval process. Once clearances have been provided, the World Bank and
Government of Myanmar intends to negotiate the financing agreement and related documents. The proposed additional financing would further support
the implementation of the NHP. Furthermore, the additional financing, which also includes restructuring of EHSAP, to address some key bottlenecks to
implementation.
Implementation of EHSAP with already approved IDA credit is progressing, with Component 1 on track and Component 2 with delays.
Component 1 is advancing as planned and implementation is considered satisfactory. MOHS has submitted the Year 2 Disbursement Linked Indicator
Achievement report, which has been shared with the Department of Medical Research for independent verification. MOHS and World Bank have also
convened an Oversight Committee to provide additional independence to the verification. MOHS report indicated that targets for all DLIs--with the
exception of DLI 7--were met (at least 100 townships meeting the service readiness level of 14 out of 20, receiving health facility funds, making outreach
visits for antenatal and postnatal care, having township health plans prepared with community engagement, and conducting supervision visits by
State/Region health departments and by Township officials). As regards DLI 7, the achievement is 87%; i.e., 87 townships have 60% of the midwives
trained in both Basic Emergency Obstetric Care and Integrated Management of Childhood Illnesses. The independent verification is still ongoing and
WB expects to receive the report at the beginning of September.
Implementation of Component 2 lags significantly with moderately unsatisfactory progress, due to the delays with reviews and clearance for work
programs to start implementation. Component 2 will be restructured under the Additional Financing. (MMR P149960.IDA55420.crs1 Essential Health Services Access Project p.2)

It will support the improvement of the quantity and quality of care in FP/MCH service delivery and finance activities designed to: (a) strengthen the effectiveness, access, and utilization of the outreach and clinical programs; (b) refurbish the health facilities and logistics infrastructure; (c) provide operational and management support; (d) develop a functioning management information system; (e) provide maintenance support; and (f) enhance institutional development and the absorptive capacity of the sector.

The Health Sector Modernizatio...n Program (HSMP)--this project is the first phase--seeks to improve the efficiency, effectiveness, and equity of the Nicaraguan health system. The project has five components. Component 1 scales up the Integrated Model of Maternal and Child Care, centered around 8 priority interventions--acute respiratory infections, diarrheal diseases, maternal and perinatal mortality, family planning, nutrition, vaccines, tuberculosis, and malaria control. It targets nutrition with a food supplement and fortification program; information on breastfeeding; epidemiological surveillance of nutritional deficiencies; and technical support for food production. It extends Women's Centers according to nongovernmental models. It funds epidemiological surveillance, building local facilities to produce biological larvicides. Component 2, Hospital Modernization, finances training and consultant services to help implement management agreements; introduces a hospital management pilot project; and provides civil works and equipment. Component 3 improves the institutional capacity of the health ministry (MINSA) through budgets, inputs (pharmaceuticals and supplies), regulations, management information systems, strategic planning, and human resources as well as information, education, and communications. Component 4 modernizes the Nicaraguan Social Security Institute (INSS), expands health insurance, and scales up a workmen's compensation pilot.

The component aims at improving the quality, and comprehensiveness of investments; ensuring community participation; coordinating with service providers to ensure adequate supply-side interventions; and, addressing the specific needs of indigenous populations; 2) financing of participatory municipal planning, which includes technical assistance (TA), and training provision for communities, and municipalities alike, so as to be able to conduct future planning by themselves. Decentralization of subproject management will continue, through TA from FISE, while capacity building will be provided not only to communities, and municipalities, but to private stakeholders; 3) supporting the development of safety nets within a strengthened social protection strategy, and improved management of public investments in social areas, including monitoring and evaluation of safety net programs. An innovation fund will be established within FISE to pilot safety net measures for poverty reduction; and, 4) project management covering institutional strengthening, supply of equipment, and external auditing.

works, consultants’ services, non-consultant services, and operating costs in the case of a Public
Health Alert or Public Health Emergency. There are three subcomponents:
Subcomponent 2.1 Institutional Strengthening, Rehabilitation, and Equipment for the

Strategy and to develop a cervical cancer prevention program.
Component 3. Strengthening of MOH’s Capacity to Administer, Supervise and Evaluate
the Implementation of Health Services (US$0.2 million). This Component will (a) strengthen
the MOH’s capacity for administering, supervising and evaluating the activities referred to in
Component 1 of the Project, including the carrying out of an internal technical audit; (b) carry

With the overall objective of ...improving the health and well-being of Niger's population, the Health Sector Development Program Project seeks to: 1) improve the quality and coverage of basic health services, with a particular focus on establishing and supporting the district health system; 2) improve the availability and affordability of essential generic drugs through the restructuring and strengthening of the pharmaceutical sector; and 3) improve sector effectiveness and efficiency through: (i) interventions to strengthen and decentralize strategic sector management and management of resources; and (ii) efforts to appreciate more fully and to utilize more effectively the capacity of various partners active in the health sector in implementing national and district programs. The project will finance: construction or expansion of training facilities and limited health facility upgrading; furniture, equipment and transport; training costs; technical assistance; and incremental recurrent costs including medicines. It will be implemented by the provincial governments with technical support from local nongovernmental organizations and universities.

The Social Action Program Proj...ect will provide a multi-sector investment and maintenance credit to strengthen implementation of Pakistan's Social Action Program (SAP). SAP is the name given to Pakistan's overall effort to improve basic social services over the five year period 1993/94-1997/98. The Social Action Program Project will reinforce existing social sector programs and projects, whether or not aid-financed, by focusing on a few core problems that impede implementation throughout the social sectors. It will help finance the first three years (1993/94-1995/96) of the Program. For planning and monitoring, the SAP is divided into constituent sub-programs. The main ones include twelve that cover three basic social services -- primary education, primary health care, and rural water supply and sanitation (RWSS) -- in each of Pakistan's four provinces, plus the national population program. Others cover selected federally managed health and education programs and basic services in areas directly administered by the Federal Government. It intends to provide US$10 million to help promote community involvement and innovation in basic service delivery.

The overall goal of the Second... Social Action Program Project (SAPP II) is to improve the quality of social services, and to increase practical access to and use of these basic services, particularly for women and girls and more generally for the poor. While SAPP II will work mainly with government, it will also strengthen and finance nongovernmental organization (NGO) and private sector efforts through fostering partnerships and establishing funding and communication mechanisms to directly support these efforts. There are four components: 1) The Program Support component provides time-slice financing for each of the total subprograms based on these agreements. Support builds government capacity for joint planning, monitoring, and implementing of social service programs with civil society in the sectors of health (including reproductive health), education, and rural water supply and sanitation. 2) The Participatory Development component decentralizes decisionmaking and resource management; and strengthens management capacity at the district and community levels and beneficiary participation. 3) The Coordination, Monitoring, and Evaluation component strengthens government's monitoring and analytic capacity at the federal and provincial levels. 4) Technical Assistance and Institutional Capacity Development is made available to central and implementing line departments involved in the social action program as a fourth component.
