This Action aims to provide cr...ucial support to the education response in Lebanon through formal education, and will complement educational activities undertaken under earlier EU-UNHCR agreements and by UNICEF, while contributing to reincforcement of MEHE's capacity. Moreover, the Action continues providing the Lebanese MoPH with support following the EU-funded project through the IfS (end iin Decemmber 2015), in terms of capacities and access to care and medicine.

Led by MoPH and funded by the ...European Union(EU), the main goal of the IFS/EU project ‘Conflict Reduction through Improving Healthcare Services for the vulnerable population in Lebanon’, is for the MoPH to better respond to the challenge of serving and protecting the residents of Lebanon through strategic institutional support using a conflict sensitive approach and leading to enhanced access to primary health services and increased capacity to monitor and respond to communicable disease outbreaks.

The ICRC will continue to resp...ond to the needs of people affected by the conflict and other situations of violence. It will distribute food and essentials household items to IDPs, refugees, and returnees to help them improve their diet and living conditions. Given the effects of security-related restrictions and climatic conditions on livelihoods, the ICRC/National Society will help vulnerable households to bolster their food security and income-generating capacities. Vegetable seed, agricultural equipment, veterinary services and fodder for their livestock bill be provided, as well as cash for work in community-based projects.
The ICRC will continue to support Primary health-care centres in four priority regions. They will receive technical and material support from the ICRC; this will help them to provide preventive and curative care to communities and to pay close attention to the specific needs of women, children and victims of sexual violence. A few million people, mostly I...DPs, met their urgent needs with
the help of food and household essentials distributed by the ICRC
and National Societies. In northeastern Nigeria and Diffa region
in Niger, IDPs, residents and returnees benefited from expanded
distributions of relief. In Nigeria, the ICRC distributed more
food than initially planned, to assist communities with unmet,
urgent needs. Over 1.2 million people benefited, some of whom
reported having staved off malnutrition thanks to such aid.

and pregnant women through fixed health facilities, outreach and mobile clinics, in particular in drought affected areas
and AWD/cholera hotspots. In 2016, Somalia experienced a major in AWD/cholera outbreak which was one of the
most severe in scale and coverage in the past five years. More than 15,600 cases were reported, including 548 deaths
with a case fatality rate of 3.5 per cent, well above the emergency threshold of 1 per cent. Children bared the brunt
of this crisis with children under-5 representing more than half of the cases. To respond to this crisis and mitigate a
further increase in cases, UNICEF prepositioned at health facilities 54 Diarrheal Disease Kits (DDKs) to support 27,000
people (moderate and severe cases), as well as 197 Interagency Emergency Health Kits (IEHK), enough to support close
to 2 million people for three months, affected by drought and conflict as well. UNICEF also expanded the coverage of
health services with an additional 38 facilities, 16 health posts and 35 mobile clinics supported through new
partnerships. The AWD/cholera outbreak continues in 2017 with more than 2,300 cases recorded since the start of
the year in 33 districts of southern and central regions, of which 39 per cent are children under-5 and 32.6 per are
reported from Baidoa district alone.
In 2016, a total of 5,657 suspected measles were detected, affecting a majority of children under-5. Central and
southern regions were the most affected, in particular Banadir (2,226) and Lower Shabelle (1,217). As a response,
UNICEF and partners immunised 857,225 children against measles, a 192 per cent achievement of the 2016 target.
Somalia has remained free of polio for the past two years, and with the aim to achieve the eradication of polio, UNICEF
procured vaccines, and supported the Social Mobilization network and cold chain management to reach over 95 per
cent of the 2.4 million children under-5 targeted. Nomadic elders were also oriented and contacted to mobilise the
nomadic communities with only a 2 per cent refusal recorded. As a part of Polio End-Game Strategy, bOPV has been
used in all polio campaigns since April 2016.
NUTRITION: The nutrition situation in Somalia remains fragile with drought conditions increasing the vulnerability of
children to acute malnutrition. The FSNAU-FEWSNET Post Deyr results indicate a deterioration of the nutrition
situation over the past six months with 363,000 children under-5 acutely are malnourished (up from 320,000 in August
2016), including 71,000 severely so (up from 50,000) and in need of urgent life-saving assistance. In 2016, UNICEF
supported the treatment of 122,072 severely malnourished children under-5 across Somalia (112 per cent of targeted
SAM), with 92.8 per cent recovery, 0.5 per cent death and 5.4 per cent defaulter rates, all treatment outcome
indicators within the SPHERE standards. To ensure the availability and continuity of services for children suffering from
SAM, UNICEF procured and delivered the necessary nutrition supplies including the distribution of 130,874 cartons of
RUTF, therapeutic milk (1,314 cartons of F-75 and 992 cartons of F-100) and BP-5 high energy biscuits. When required,
essential nutrition supplies were airlifted to high risk districts to ensure pipeline continuity. In total, close to 75 per
cent of the targeted regions were covered with emergency nutrition supplies in 2016. However, in Sool, Sanaag and
Middle Shabelle, insecurity limited access and the delivery of nutrition services.
In response to the drought affecting Puntland and Somaliland throughout 2016, UNICEF scaled-up the availability of
outpatient therapeutic programme (OTP) service sites, both static and mobile, coupled with the delivery of an
integrated package of care – the Basic Nutrition Service Package (BNSP). In Somaliland, UNICEF increased the OTP
coverage to 16 rural health centres in Woqooyi Galbeed region and started the provision of nutrition emergency
interventions in Ceel Afweyn district in Sanaag. In total, UNICEF and partners provided 20,954 children with SAM
lifesaving treatment services in the drought-affected regions of Bari, Nugaal, Awdal, Woqooyi Galbeed, Sool and
Sanaag. As the drought expanded to southern regions, UNICEF increased its response in Bay and Bakool regions, 15,939
children for SAM treatment and achieving a recovery rate of 92 per cent.
Addressing malnutrition in IDP sites remained a priority in 2016, and Dollow a key area of focus in light of the
emergency malnutrition rates. UNICEF implemented an integrated nutrition, WASH and health response which
included nutrition screening and referral; deworming; routine immunisation; and distribution of micronutrient
powders. These interventions targeted 8,411 children under-5 and 3,364 pregnant and lactating women (PLW),
including 1,890 severely malnourished children who received treatment. UNICEF also the expanded the coverage of
SAM treatment and scale-up of nutrition, health, hygiene promotion (NHHP) activities in response to the influx of IDPs

The overall objective and purp...ose of this Trust Fund shall be to address the crises in the regions Sahel and the Lake Chad, the Horn of Africa, and the North of Africa. It will support all aspects of stability and contribute to better migration management as well as addressing the root causes of destabilisation, forced displacement and irregular migration, in particular by promoting resilience, economic and equal opportunities, security and development and addressing human rights abuses.

South Sudan – Health Pooled Fund (€20 million)
The objective of this project is to increase health service delivery, to strengthen health systems at State
and County level. Among other outcomes, for example, this project is expected to raise the percentage of
women with consistent access to antenatal care during pregnancy, or to triple the proportion of newborns
delivered in the presence of a skilled health personnel. Further, the project is expected to increase access to
nutrition services and to ensure the availability of essential medicines. Activities are already ongoing under
the implementation of the UK Department for International Development (DFID).

The primary objective of this ...programme is to provide lifesaving services through an integrated package of health and nutrition interventions in vulnerable communities in Abyei Administrative Area (AAA), Twic County, Warrap State; and Ulang and Maiwut Counties, Upper Nile State (UNS). The Action will be complemented by sanitation and hygiene (WASH) and food security and livelihoods (FSL) (Agok (AAA) and Twic only) interventions in targeted operational areas (funded by other donors). Primary health care (PHC) will be provided through an existing network of eight static PHC facilities in AAA, including two Primary Health Care Centres (PHCCs) and six Primary Health Care Units (PHCUs). Each provides all components of PHC, including curative care of communicable diseases, expanded programme of immunization (EPI), reproductive health care, health education and disease surveillance, growth monitoring, and integrated nutrition and water, sanitation and hygiene (WASH) programmes. Nutrition Sensitive Care Groups (NSCGs) will be introduced to increase uptake of services and to promote health seeking behaviour at community level.
GOAL's nutrition programme addresses both prevention and treatment of severe acute malnutrition (SAM) in children aged 6-59 months and moderate acute malnutrition (MAM) in children aged 6-59 months and pregnant and lactating women (PLW). This will be done through eight OTPs in Agok and 20 TSFP sites (Agok: eight and Twic: 12). Growth monitoring (GM) and mid-upper arm circumference (MUAC) screening is conducted at all GOAL health facilities and through mass MUAC screening campaigns at community level. SAM with medical complications are treated in GOAL's stabilization centres (SCs); GOAL currently operates one SC in Twic County (Wunrok), one in Ulang County, and two in Maiwut County, and will establish a new SC in the remote western Payam of Twic. All SCs will be supported under this Action.

MR1 : PUI's initial strategy w...as to take over and operate MSF-Belgium's PHCC in Gogrial (Warrap state). Because of serious security incidents during inception phases in Gogrial, PUI and ECHO agreed to cancel this part of the action and refocus it fully towards operations in Aweil North. In this MR, the information related to Gogrial are thus removed. In order to adapt the project to this change of strategy and to reinforce PUI's intervention on Aweil North, this MR includes, a new result, new activities and an extension of 3 months of the eligibility period.
MR2: Because of delays recently experienced in procuring important quantities of drugs, PUI and Echo have agreed upon a second MR allowing PUI to extend the action by 6 weeks (until 14/05/2017) and dispatch the content of this order into several batches, some charged on the ongoign ECHO funded action and the others on potential future ECHO funding (HIP 2017).
