• providing emergency relief;
• building and restoring clean water sources and promoting good hygiene practices;
• providing primary health care services to underserved people and training health workers;
• providing job training, food vouchers and direct cash assistance to farmers, shepherds and small business owners;
• partnering with communities to identify, plan and manage development projects;
• promoting and protecting human rights, particularly for vulnerable groups like children and women at risk of violence.

The success in stopping polio ...was the result of a well-resourced and coordinated campaign by the authorities,
supported by UNICEF and WHO. More than 2 million children were vaccinated.
During the year, UNICEF maintained its core activities, treating over 115,000 severely malnourished
children under 5 years of age, providing nearly 317,000 people with sustainable water supply systems and
helping the authorities to provide health care to 5.5 million people. With support from the Global Fund, 1.4
million long-lasting insecticide-treated malaria nets were distributed in 2015.
In addition, we helped more than 84,000 young children and adolescents to receive an education. We
provided 10,000 children, including children of pastoralists, with the means to attend Alternative Basic
Education Centres. We assisted over 9,700 survivors of gender-based violence through a package of
services, and provided reintegration support for 769 children who had been involved with armed groups.
There were also several exciting new initiatives, such as a joint birth registration and vaccination campaign,
which led to 106,000 children obtaining birth certificates, expansion of the micronutrient sachet scheme,

The MSF clinic in Pibor provides inpatient and outpatient care, including maternity and emergency services. Looting in February temporarily halted activities, but the clinic was fully operational again by April. The team started to offer surgery towards the end of the year.
Doro
MSF staff continue to offer medical care to the 50,000 Sudanese refugees in Doro camp, as well as the local community in Maban county. Mobile clinics deployed during a spike in malaria tested 9,970 people for the disease.

The project achieved many of i...ts goals in improving Mother and Child Healthcare and Water Sanitation and Hygiene (WASH) services in refugee camps. All activities related to mother and child health and nutrition have been conducted as planned: normal deliveries have been done under the supervision of trained midwives and by traditional birth assistants, and women with complicated pregnancies have been referred to Thai hospitals. The project was able to provide safe drinking water and maintain latrine coverage above 99% in both camps. The outbreak was controlled with the support of Thai Health Authorities. Several rounds of livelihood trainings, provision of required livestock, seeds and faming equipment… have been done. Sector budget support - The sp...ecific objective of the programme is to support the timely achievement of key sector policy objectives, as laid out in particular in the 5-year plan for the health sector (2011-2015). It will also contribute to the development and implementation of health policy and planning for the period 2016-2020.The support will particularly focus on:
• Progress towards universal health coverage;
• Improvement of availability and quality of services at lower levels (district and communes), thereby contributing to the reduction of hospital overcrowding.
A specific emphasis on equity will be given by focusing on 10 Provinces considered to be the poorest: Lai Chau, Son La, Dien Bien, Kon Tum, Gia Lai, Ha Giang, Lao Cai, Cao Bang, Yen Bai and Dak Nong Provinces.

With fewer than half the country’s health care facilities still operating after more than two years of war, International Medical Corps is supporting hospitals and clinics in five governorates across Yemen—Sana’a, Ibb, Taizz, Aden and Lahj. To do this, we support government-run primary health care centers still operating and also provide mobile medical units and additional static services. The strategy seeks to rebuild local confidence in community-level government services rather than create an unsustainable parallel system. A major part of our support includes supplies of medicines, pharmaceutical and other equipment as well as nutrition commodities. We are also training local health workers to expand their skills and knowledge. Our mobile teams in all supported governorates serve especially vulnerable communities and internally displaced groups who have limited or no access to government health facilities.
In April 2017, International Medical Corps supported 77 health facilities and 14 mobile health clinics. We work closely with local community health volunteers to increase their capacity to raise awareness how to access essential lifesaving health care services. Through local staff training, particularly around topics such as first aid, infection control and other basic services, our goal is to build the long-term capacity of community-based health workers to respond themselves to Yemen’s growing malnutrition crisis and emergency health needs that accompany the present conflict.
Nutrition and Food Security
In response to Yemen’s hunger crisis, we provide treatment for Severe and Acute Malnutrition (SAM) and Moderate and Acute Malnutrition (MAM) cases at more than 40 community-level health facilities and with mobile clinics in Sana’a, Taizz, Lahj and Aden governorates. We offer training, essential drugs and nutrition commodities needed to operate outpatient therapeutic programs. In a country that has long struggled with food shortages and chronic malnutrition, the effects of civil war and a blockade of major ports has exacerbated conditions to a point where nearly a quarter of Yemen’s 27 million people face the threat of famine.
On average, International Medical Corps reaches over 13,000 individuals per month with health and nutrition education, 80% of them female. In Taizz, we are implementing emergency livelihoods and livelihoods restoration programs to rebuild livestock herds lost by vulnerable households during the conflict.
International Medical Corps also treats nearly 3,800 children under 5 years-old in our outpatient and inpatient nutrition programs each month, as well as 1,400 pregnant or nursing women per month in our supplementary feeding programs. In addition, we provide an average of nearly 2,000 food-insecure households with acutely malnourished children monthly vouchers as part of our food assistance programs designed to improve household food consumption and dietary diversity.
Water, Sanitation and Hygiene (WASH)
An estimated 14.4 million people in Yemen are currently in need of safe drinking water, basic sanitation and hygiene. For 8 million of those, the need is acute. International Medical Corps’ WASH interventions target mainly beneficiaries of Community-based Management of Acute Malnutrition (CMAM) programming, including children and their caretakers who have been discharged from a CMAM program after receiving hygiene education, hygiene kits and water filters. These individuals are—by definition—among the most vulnerable members of a community whose risk of communicable and WASH-related diseases is significantly heightened because of their diminished access to water and/or lack of household and personal hygiene items.
International Medical Corps also provides emergency water trucking to selected hospitals and health facilities, easing the lack of water supply at the secondary care level. This helps address the lack of adequate water supply. Water shortages can directly impact a hospitals’ ability to perform emergency and lifesaving services, including surgeries, obstetric care, and infection control measures.
Capacity Strengthening
A central component of International Medical Corps’ programming in Yemen is regular training on health, nutrition and WASH issues to ensure quality services in line with recognized standards and protocols. Training includes infectious disease prevention, (most recently Dengue fever and cholera); emergency obstetric and newborn care, maternal and child health; immunization; and reproductive health.
During the current emergency, International Medical Corps is also providing training in first aid, resuscitation of trauma patients, their safe transport and referral to facilities offering secondary level healthcare. International Medical Corps also provides training for clinical and non-clinical staff, community health volunteers and government and non-government workers.
Our livestock restoration work includes training to help families rebuild productive herds of sheep or goats lost as a result of conflict and displacement.

The EU will support the implementation of the NHS 2009-2015, with a particular focus on
helping achieve the maternal and child health targets of the strategy, as well as those related to
the strengthening of the health systems. The preferred mechanism for the delivery of aid will
continue to be the HTF. The EU has so far provided EUR 30.3 million to the HTF under three
previous Decisions, while the ongoing implementation progress is satisfactory. The HTF has
four major thematic areas of intervention, which are the following:
Thematic Area 1: Maternal, Newborn and Child Health, and Nutrition
The expected result is improved Obstetric and Newborn Care, Community Health service
delivery, and strengthened Expanded Programme for Immunization (EPI) and IMNCI
and Nutrition.
Key activities will focus on intervention during the peri-natal period where rates of both
maternal and newborn death are highest.14 Capacity building, training, procurement and
distribution of essential equipment and supplies and supportive supervision of critical cadres
of health workers are included. This thematic area also includes advocacy for abolishing user
fees for pregnant and lactating mothers and children under-five in particular.
Thematic Area 2: Medical Products, Vaccines and technologies (Essential Medicines and
Commodities)
The result is to ensure the availability and access to essential medicines and commodities
including vaccines and injection equipment, cold chain equipment and nutrition
commodities in health facilities across Zimbabwe.
Key activities within this thematic area include the provision of selected essential medicines
and medical supplies, the procurement of vaccines, injection materials and cold chain
equipment for immunization, emergency obstetric care equipment, newborn care supplies,
including early infant HIV diagnosis, ready to use therapeutic and supplementary nutrition
commodities, and potentially micro-nutrient sprinkles and lipid-based supplements.
The HTF will finance the strengthening of the National Pharmaceutical Company (NatPharm)
and Ministry counterparts in integrated management of essential medicines and health and
nutrition commodities (Drug and Logistic Management Information Systems) with a view to
increasing access, use and quality of primary health care services across Zimbabwe.
Thematic Area 3: Human Resources for Health (including Health Worker Retention Scheme)
The result is to ensure that all health management offices and health facilities are staffed
with the minimum standard of qualified health professionals by 2015.
Key activities in this thematic area include ensuring that the Health Worker Retention Scheme
is resourced, coordinated and effectively administered within a framework that enables an
affordable harmonized national retention allowance that complements government salaries
and helps retain critical health sector workers. In addition, technical assistance will be
provided to support MoHCC in Human Resources strategic management and planning and
demand driven capacity building (training, supervision and orientation).
Thematic Area 4: Health policy, planning and finance (Health Services Fund)
The result is to improve national capacity for policy, planning and financing system
across all health service delivery levels with special emphasis on the financing of most
peripheral health facilities.
Key activities include financial support to peripheral health facilities through the Health
Services Fund, Monitoring, Evaluation and Operational Research, and provision of Technical
Assistance. The technical assistance will focus on governance, management, Health
Information System (HIS) and policy development. It will also support demand driven human

Conducted first-aid training for 626 people who have direct contact with the wounded on the battlefield.
Provided stabilization materials and 526 first-aid packages to first aiders and health staff in contact with weapon-wounded fighters and civilians.
Transported 564 war-wounded patients to health facilities.
Supported Mirwais and Sheberghan hospitals (run by the Afghan Ministry of Public Health) which admitted 17,720 patients to their surgical, medical, obstetrics and gynaecology wards. These two hospitals carried out operations on 5,246 patients and provided more than 110,785 outpatient consultations..
Provided technical support, financial support, and medical supplies to 47 Afghan Red Crescent health facilities. These facilities conducted over 223,480 outpatient consultations. They also administered more than 118,400 doses of vaccine to protect against common childhood diseases..
Carried out 71 medical-related visits to nine places of detention countrywide.
Provided technical support, financial support, and medical supplies to the Ministry of Public Health's clinics for detainees in Kandahar and Herat Provincial Prisons, where staff conducted 9,940 consultations.
Donated disposables and medical equipment to three places of detention countrywide, delivering 56 different items in all. Providing limb-fitting and physical rehabilitation services:
Registered 2,500 new patients, of whom 323 were amputees.
Assisted a total of 33,303 patients in the seven ICRC physical rehabilitation centres.
Made 5,210 prostheses and orthoses.
Provided 73,390 physiotherapy sessions.
Granted micro-credit loans to 132 patients so they could start their own small business ventures.
Facilitated the vocational training of 196 patients of whom 45 completed their training between January and March.
Made 2,088 home visits through the Home Care programme, which is assisting 1,695 patients with spinal cord injuries, and provided training to their families. (AFG SI2.731683 Humanitarian aid and food assistance p.1-2)

Aim to provide trauma services... and build national capacity to respond to unmet essential health needs. It will be implemented through `EMERGENCY NGO', specializing in trauma care, in Lashkar Gah, helmand, a province most affected by conflict. Some grant will be allocated for unforeseen emergencies and establishment of temporary first aid trauma posts. In order to build national capacity, female and male community health workers and supervisors will be trained on first aid and casualty referral.
Blood banks are supported under current echo grant. However, the recent health facility rationalization assessment identified gaps, highlighting that more support is needed. The establishment of trauma centres in high-conflict districts is seen as a priority by the health cluster in order to bring trauma services closer to demand and reduce conflict-related morbidity and mortality. Prepositioning of kits and supplies will ensure rapid response to emergencies and conflict. Lastly, training female healthcare workers promotes access by women and girls to healthcare, by addressing a leading barrier to access to healthcare for women (i.e. the lack of female healthcare workers).
Part of this grant will focus on public health risks control. Support will be provided to established provincial emergency preparedness and response committees (EPR) which have the prime responsibility at the provincial level to detect public health risks and develop plans of action for effective response. Such support will also include sensitization to the specific needs of women and girls affected by conflict, a monitoring framework to ensure that EPR remain accountable for promoting gender sensitive EPR, and development of guidelines to ensure that women and girls specific needs are being addressed. Support will be provided through the prepositioning of kits and supplies, especially to prepare for winter and flooding which may cause casualties.
