The objectives of the Project ...is to improve the living conditions and the quality of life of the urban population.The Project follows a sector lending approach and supports sector policies on urban development, including the Government's Action Plan for 2004-2008 and program to provide 40,000 households with opportunities to live in housing with improved basic services. The Project will consist of four components: (i) A: improvement of basic urban services, (ii) B: urban road improvement, (iii) C: small loans for water connections and on-plot facility improvements, and (iv) D: institutional development and training.Project implementation will start with two core subprojects: (i) improvement of the Hailaast road section in Ulaanbaatar; and (ii) water supply, sanitation, and solid waste management in Erdenet. The remaining subprojects will be identified and formulated during project implementation in accordance with rigorous procedures for screening, identification, selection, and appraisal of the subprojects. The Asian Development Bank (ADB) reviewed the two core subprojects and found that they are viable from a technical, institutional, social, financial, economic, and environmental perspective. For each of the remaining subprojects, the Ulaanbaatar municipal government and concerned aimag (province) governments and public urban services organizations (PUSOs) will prepare a feasibility study, including a resettlement plan and environmental impact assessment. For the water supply subcomponent, concerned aimag governments will be required to indicate strong political commitment to implement the tariff reforms to ensure repayment to the Government.

The Project will contribute to... improved sustainability of livelihoods for upland smallholders in northern Lao PDR. The immediate outcome is to improve livestock productivity and profitability under integrated upland farming systems through (i) enhanced productivity of village livestock systems, (ii) capacity building for community driven development (CDD), and (iii) support for implementation management. The Project will contribute to sustainable livelihoods through improved cash incomes, food security, and nutrition for some of the poorest segments of the population. It will achieve this by providing access to appropriate technology, management and marketing systems, rationalizing household labor requirements, and improving returns to labor. It will contribute to gender equity by providing upland ethnic women with opportunities and support to participate in the selection and implementation of community and household investments in livelihoods improvements. It will support organization of village communities into small groups, training in credit management, and technical training in livestock rearing. Women will participate equitably in all training, group formation, and activities aimed at improved extension, production, and marketing. Environmental benefits are expected from the stabilization of shifting cultivation, improved hygiene, introduction of cut-and-carry systems, and environmental health?through waste management, disease control, and controlled animal movements. The project has the following outputs: (i) Improved on-farm livestock production technologies; (ii) Developed market efficiency and livestock enterprises; (iii) Strengthened participatory extension networks; (iv) Effective community driven development and (v) Strengthened project implementation management.

The project's impact is the de...velopment of an economically sustainable cotton subsector in Tajikistan's two major cotton-growing regions, Khatlon and Sughd. Its outcome is for the debt-restructured cotton farms in Vose and Yovon raions of Khatlon and Mastchoh and Zafarabad raions in Sughd to sustainably improve their financial viability based on market principles. The Project will provide three key outputs to achieve the desired outcome. The two key outputs in the four selected cotton-producing raions are that (i) the strategies, policy measures, and mechanisms to effectively address and resolve indebtedness of cotton farms are in place; and (ii) participating commercial banks (PCBs) provide suitable financing products and services to the debt-restructured cotton farms. At the supply chain's marketing level, the Project's third output is putting into effect grading and marketing regulations, a joint venture established by the Government with an internationally recognized cotton classification organization, and bonding warehousing of cotton following international standards. To support the delivery of the outputs, an effective Common Center for Project Management will be established.

The ultimate goal of the Proje...ct is to help Indonesia achieve target 2 of Millenium Development Goal (MDG) 1: to halve the number of underweight children under five years of age by 2015 and related MDG goals. To achieve this, the Project aims to reduce the prevalence of underweight in children under five years of age, and pregnant and lactating women through strengthening the capacity of central and local governments in improving the management of nutrition services. Strengthening community-based services for children and women, and social mobilization for improved nutrition and hygiene is the centerpiece of the Project. The Project is expected to cover about 4,000 villages in 18 districts, including poor urban areas in 6 cities, in 6 provinces. The participating provinces were selected and agreed upon between the Government, ADB and major stakeholders based on the following criteria: (i) prevalence of malnutrition, (ii) poverty incidence and (iii) local government commitment to contribute counterpart funding. The Project is expected to have a demonstration effect, which may lead to an expansion of nutrition interventions to other provinces.

Scope: Under the first set of subprojects North-West Frontier Porvince (NWFP) will develop a cluster of small hydropower from perennial high-head rivers that are abundant in the province. Punjab province will also develop a cluster of low-head, high-volume small hydropower stations that can be installed in the existing irrigation canal system with perennial water flows. The Project will interconnect ...the power grids in Afghanistan and Tajikistan.The Project's scope will cover the construction of a 220 kilovolt (kV) double-circuit transmission line that will link the hydropower stations located on the Vakhsh River in Tajikistan to the border town of Sherkan Bandar; then to Kunduz, Baglan, and Pul-e-Khumri in Afghanistan. This line will be ultimately linked to Afghanistan?s major electricity demand centre, Kabul, through the Afghan 220 kV corridor currently under construction, linking Pul-e-Khumri to Kabul.The Project will also include upgrading and new investments in Tajikistan that will help reduce the winter power deficit by (i) increasing the available level of generation, and (ii) decreasing the level of technical losses in south Tajikistan. Both measures will aim to export 300 megawatt (MW) to Afghanistan and generate additional 320 gigawatt-hour (GWh) annually in Tajikistan. The Project is in line with the governments' strategies and policies. In Afghanistan, the policy is to provide reliable power supply to all Afghans. In Tajikistan, the policy is to maximize the use of its hydropower assets. The project scope has been coordinated with other external funding agencies.

The Project aims to strengthen... the national AST system in Viet Nam, thereby contributing to the sustainable and equitable growth of the agriculture sector and ultimately to reduced rural poverty. The Project will address critical issues involved in AST development, including the low level of linkages among key AST areas (agricultural research, extension, and training), and the gap in the capacity of physical and human resources for the national AST system. The Project will contribute to the resolution of these issues and increase the effectiveness and relevance of AST activities for clients to receive benefits of improved AST, and promote on-farm and off-farm sustainable use of natural resources. Including the three key AST areas under the Project as part of the integrated national system is vital if the full potential of AST development is to be realized. The Project scope will cover (i) client-oriented agricultural research and capacity strengthening, (ii) grassroots agricultural extension improvement, and (iii) rural-based technical and vocational training. The activities will be undertaken through close linkages among the components. Specific project outcomes will include (i) improved capacity of physical and human resources for agricultural research, (ii) increased responsiveness of agricultural research activities to client needs, (iii) improved farmer access to participatory and pro-poor agricultural extension services, (iv) strengthened linkage between agricultural research and extension, (v) increased responsiveness of rural-based technical and vocational training to national sector goals, and (vi) strengthened capacity of rural-based agricultural training. The project scope has been carefully designed to avoid overlapping, and be technically complementary to the ongoing policy and institutional reforms under the ASDP.

The goal of the project is to ...help reduce poverty in Viet Nam by improving the quality of upper secondary and professional secondary education thereby producing a better-qualified and more productive work force. The outcomes of the project will be: (i) improved quality of upper secondary and professional secondary pre-service and in-service teacher training; (ii) expanded access to upper secondary and professional teacher development; (iii) strengthened capacity for planning, management, and delivery of teacher training for upper secondary and professional secondary education; and (iv) improved facilities to strengthen instructional capability in teacher training institutions. The Project will enhance training quality, efficiency, access and equity, and management. It will sponsor a nationwide teacher development system to integrate pre-service and in-service training. The project will provide targeted support to: (i) TTIs in ethnic minority areas; (ii) ethnic minority students, particularly women; and (iii) TTIs in areas of rapid economic growth.

The Project will work with bot...h the national and the provincial governments. At the national level, the Project will help the Government strengthen sector planning and management by developing a sector strategy, a road map, and an investment program. A public?private partnership (PPP) framework will also be prepared together with the sector strategy to enable the Government to promote private sector involvement in the sector more effectively. At the provincial level, the Project will provide safe, reliable, and sustainable water supply and improved sanitation services in seven districts and one city in Surkhandarya Province. The services can be used as a model that can be replicated and expanded in other provinces. Besides investments in physical infrastructure for system rehabilitation and necessary upgrading, the Project will address the critical planning, management, financial, operational, and customer relations needs of the vodokanals (water supply and sanitation agencies) to improve service delivery efficiency.

The CAREC Transport Corridor I... (Bishkek-Torugart Road) Project II will continue the rehabilitation work on the section from km 439 to km 476, next to Project I. It will also help the design of remaining sections of the thoroughfare to be completed and the transport sector masterplan to be implemented on time. These would help the government to continue working towards the corridor improvement target of 2013, and the national goals set out in the country development strategy (2007-2010). Additionally, in the longer term, it would contribute to the realization of the CAREC vision. It has 2 components: The physical component includes rehabilitating 75km of the Bishkek-Torugart Road and constructing a facility for managing international (cross border) passenger and freight movements to and from the PRC. The non-physical component is for implementing the human resource development measures recommended in the transport sector masterplan being prepared under Grant 0123-KGZ.

The Eastern and North Central ...Provincial Road Project (the Project) will rehabilitate about 370 kilometers (km) of provincial roads in Eastern Province and North Central Province (NCP). Pavement will be strengthened, and bridges, drainage, and culverts will be improved or replaced as necessary. Consultingservices will be provided to support project implementation, strengthening the project management capability of the Eastern Provincial Road Development Department (EPRDD) and North Central Provincial Road Development Authority (NCPRDA). Overall road sector management capacity in both provinces will be enhanced by (i) modernizing the EPRDD office, and (ii) improving the capacity of EPRDD and NCPRDA to manage road assets.

The Project continues the supp...ort of the Asian Development Bank (ADB) for the rehabilitation and upgrading of irrigation and drainage infrastructure and capacity development for water management. The Project is structured as a sector loan project. It involves two areas of the country: (i) the Zarafshan River Basin, and (ii) the Fergana Valley. The Project will (i) rehabilitate and upgrade pumping stations, (ii) rehabilitate and upgrade inter-farm irrigation and drainage canals and structures, and (iii) improve inter-farm water management through state water agencies and on-farm management through water users' associations (WUAs). The primary aim is sustained and increased agriculture productivity.

The combination of physical an...d non-physical investments under the Program aim to improve quality, continuity and coverage of urban infrastructure services in water supply, wastewater and SWM, while incentivising and supporting effective management and sustainable financing of urban service providers. This in turn should help improve quality of life for residents in Sindh's provincial cities, including the poor, and address growing regional development imbalances within Sindh Province.

Part I of the Project include ...the (i) rehabilitation of Damkhodja water source and water supply systems in 2 district centers/towns; (ii) improvement of wastewater collection and treatment in Termez city in Surkhandarya province to meet service levels of 60-70% through 2025; (iii) development of improved sanitation practices and positive hygiene behavior in local health clinics, schools and general population in subproject towns with focus on children and women to help further improve the overall public health of project beneficiaries.Part II of the Project include the (i) assistance in implementation of the insitutional strengthening and capacity development action plan; (ii) provision of support through program management consultants to the PPMU and PIUs on investment program management and implementation.
