Punjab is the largest provinci...al economy and the most populous province of Pakistan, accounting for over 50% of the country's gross domestic product (GDP) and population. The economic performance of Punjab plays a critical role in the overall economic strength of the country. Punjab has achieved robust economic growth and significant poverty reduction in recent years. However, it still faces numerous development challenges. The first is the low living standard and high poverty incidence. Average per capita income in the province is about $1,000 which is about two thirds of the low middle income country average. Poverty ratio remains high at over 20%. The second is the low level of non-income well being as measured by social indicators. For example, over one third of children under 5 years of age are underweight. Third, Punjab faces large infrastructure deficits. There is acute power shortage, and 90% of the provincial road network is rated as fair to poor. Fourth, Punjab needs productive employment opportunities. Each year nearly 1.6 million youth enter the labor force. The official unemployment rate of 8% underestimates the degree of unemployment due to prevalent under reporting. Three quarters of the nonagricultural employed labor force is in the informal sector. Addressing Punjab's development challenges requires the province to maintain 7-8% growth per annum. Yet, long run economic growth since the 1970s has only been about 5%. Punjab's growth must also be inclusive. This requires the provision of infrastructure and social services to enable the poor and vulnerable to participate in economic development. The Government of Punjab (the government) has set accelerating income growth and improving social services as its twin development objectives. Punjab's Vision 2020 envisages the doubling of per capita income to about $2,000 by 2020 and significantly improved service delivery. Realizing that Punjab's Vision requires an efficient public sector and a dynamic private sector. The government has identified an efficient, accountable, and capable public sector as the key institutional foundation for achieving Punjab's development objectives. These elements underpin the design of the Program.

A PDA funded by $3.5 million e...quivalent from ADBs Special Funds resources will be provided to support the ensuing project. The proposed Coastal Towns Infrastructure Improvement Project takes an integrated approach to urban environmental improvement in vulnerable coastal towns in Bangladesh that suffer deficits in basic urban services and are severely at risk to climate change. The project will provide climate-resilient municipal infrastructure with investments in water supply, sanitation, drainage, urban roads and bridges, solid waste management, slum improvement, and transport facilities. The project will strengthen local governance and capacity for sustainable service delivery and urban planning as well as improve natural disaster preparedness. The Local Government Engineering Department, which has extensive experience in managing urban projects supported by the Asian Development Bank (ADB), will be the executing agency. The PDA will finance consultancy to undertake the following for the ensuing project: (i) conducting physical surveys; (ii) undertaking feasibility studies, including preliminary engineering design and cost estimates for subprojects; (iii) identifying and prioritizing subprojects; (iv) conducting technical assessments of subprojects; (v) undertaking detailed engineering designs, including specifications, drawings, and detailed cost estimates; (vi) preparing bidding documents; and (vii) analyzing the social and environmental safeguard implications of detailed designs and preparing necessary safeguard documentation.

The Project will contribute to... poverty reduction and economic growth by improving transport efficiency. The objectives of the Project are to (i) improve the provincial road network on both social and economic grounds, (ii) provide or improve access for poor and disadvantaged groups living in rural communities, (iii) strengthen asset management capacity and maintenance programs of the Provincial Departments of Transport (PDOTs), (iv) continue further institutional strengthening of VRA and improve governance in the road sector, (v) strengthen PDOT capacity to prepare, implement, and monitor resettlement and ethnic minority development plans, and (vi) promote private sector participation in the delivery of road infrastructure and maintenance. The scope of the Project includes (i) a program including an investment plan and policy framework to improve about 1,600 km of provincial roads in the 18 northern provinces, (ii) assistance to Project Management Unit No. 5 (PMU-5) and the PDOTs to strengthen their capabilities to prepare and implement improvements to and maintenance of provincial roads, (iii) agreement on an action plan to implement a road fund scheme, (iv) assistance to introduce new regulation and further institutional strengthening of VRA, (v) assistance to implement and monitor resettlement and ethnic minority development plans, and (vi) supervision of civil works, preparation of additional subprojects, and capacity building of the PDOTs.

The Issyk?Kul Sustainable Deve...lopment Project (the Project) is the first phase in a longer-term initiative by the Asian Development Bank (ADB) to support environmental management and to improve urban service delivery in the Issyk-Kul Oblast. ADB and government collaboration in Issyk-Kul will ensure that urban services interventions will increase access to potable water and safe sanitation, including use of proven technologies for treatment and disposal of solid and liquid waste. The Project will (i) improve urban infrastructure, including sewerage and sanitation, solid waste management, water supply, and community upgrading; and (ii) improve service delivery through better enterprise resource management. The Project covers the cities of Balykchy, Cholpon-Ata, and Karakol. Its outputs are:(i)replacing a 13.4-kilometer (km) sewer network (specifically addressing pumping mains to sewage treatment plants); rehabilitating pumping stations in Balykchy and Karakol; extending the sewer network by 12 km to uncovered areas in Karakol; and supplying relevant tools, equipment, and vehicles for sewer maintenance; (ii)re-engineering 42.5 hectares of waste dumps into sanitary landfills, closing existing dumps in all three project cities, providing waste segregation and recyclable sorting equipment, and supplying vehicles and equipment for waste collection and transport;(iii)installing 8,550 water meters, training vodokanal enterprises in meter reading and leak control, constructing a presedimentation treatment tank at the Karakol water headworks, replacing a 2 km corroded transmission main in Balykchy, and reconstructing 10 boreholes (with treatment, energy efficient pumps, storage, and protection facilities) in Balykchy and Cholpon-Ata; (iv)providing in the three project cities, water and sanitation facilities in pre-schools, schools and health care organizations; and (v)implementing an enterprise resource management component comprising a management information system, accounting and financial management, geographic information system, asset inventory and management, and institutional effectiveness program for cities, vodokanal enterprises and tazalyk enterprises.

Banking Sector Reform Project
|
The TA Loan will foster improv...ements in governance of the SOCBs by introducing modern banking policies and procedures. This will be achieved by (i) resolving NPLs through a case-by-case focus on cash recovery and legal action; (ii) ensuring that new flows of credit are secured by cash flows; (iii) introducing a client-and-business orientation in banking relationships, particularly in assisting SMEs to present bankable projects; and (iv) reducing costs through better economies of scale.

The broad goals of the Project... are to contribute to (i) poverty reduction by addressing inequity in human development through improved provision and completion of the nine-year basic education for poverty-affected children; and (ii) implementation of regional autonomy by supporting decentralized management of basic education. The immediate objectives are to: (i) improve poor children's participation in and completion of nine-year basic education; (ii) develop the capacity of districts to plan, manage, finance and deliver basic education services, improve community participation in developing basic education; and (iii) demonstrate the effectiveness of proposed and demand-based block grant mechanisms to support initiatives of the school, community and district for basic education improvement.

The Climate Resilient Rice Com...mercialization Sector Development Program (SDP) is proposed to support and accelerate the efficient and effective implementation of the Strategy on Agriculture and Water (SAW) and the ?Policy on the Promotion of Paddy Production and Rice Export? (the Rice Policy). It will address food security and rice commercialization by prioritizing: (i) strengthening the rice value chain; (ii) improving the legal and regulatory framework in agricultural land management; (iii) improving access to credit by paddy producers and rice millers/exporters; and (iv) enhancing paddy production and productivity through improved irrigation water use efficiency, establishment of paddy post-harvesting facilities, and paddy crop insurance pilots. The SDP will (i) address major strategic thrusts of the 2011?2013 Country Partnership Strategy, and sector strategies and roadmap; and (ii) complement the on-going sector initiatives by emphasizing the commercialization aspects of rice.

Nepal is a landlocked country.... More than 70% of the area is mountainous terrain. Road transport is central to economic and social development, accounting for almost 90% of the country's passenger and freight movement. Poor road connectivity is a major constraint for Nepal. Its road density is low-14 km per 100 km2 or 0.9 km per 1,000 people. The so-called strategic road network (SRN), with a total length of about 14,490 km of national and feeder roads, is the core of Nepal's roads system. It carries most of the country's road traffic and provides linkages to major economic centers and neighboring countries. This network consists of three main east-west corridors and several north-south corridors. The east-west corridors includes the EWH (1,024 km). This is the main artery in the country and the one with the heaviest traffic into the Terai region. The East-West corridors also comprise (i) postal roads running in parallel with the EWH along the Indian border to the south; and (ii) the Mid-Hill East-West Corridor (MHC), a series of feeder roads (1,700 km) that link mid-hill districts and the main centers in the hills, including Kathmandu and Pokhara.Only 6% of the MHC is paved. The government wants to improve the entire 1,700 km stretch into all-weather maintainable standard. This will connect communities and provide access to basic services. There is also a need to improve north-south linkages between EWH and MHC.

The goal of the project is to ...improve the living conditions of the rural community of Katako through the development of agro-pastoral activities with diversification of crops and animals in order to improve nutrition and generate income from the sale of surplus. The planned activities are the following: strengthening and stabilization of swine breeding activity, of poultry breeding and vegetable cultivation of different varieties, suitable for growing locally, through recovery of the source for drinking water, of a well for agricultural use and a pigsty. It is also envisaged the construction of a poultry pen, the installation of two electric grinders and the starting of a nursery; training in horticulture and swine and poultry farming techniques; assisted reproduction of seeds, seedlings and animals; the supply of agricultural implements; support for the sale of pigs and chickens; the commissioning of the processing center for the palm oil and the production of soap; support to the community in the organization of a collective system for the sale of surplus materials, by starting cooperative activity managed by the community autonomously.
