L2477The Project has three pri...ncipal thrusts to support research and data collection, institutional development, and infrastructure investment. It comprises three components: Component 1 covers the rehabilitation, expansion, and development of water and sanitation infrastructure for major towns in the northwestern dry zone (Chilaw, Mannar, Puttalam, and Vavuniya), including urban and periurban water supply, and septage management and sanitation. Component 2 provides the foundations to (i) support decentralization of service delivery functions to regional offices; (ii) improve water resource management, coordination, and planning ability; and (iii) increase public awareness. Component 3 is designed to strengthen institutional capacity for project management and implementation activities.L2977The proposed project (the Project) to be funded through additional financing of $40 million from ADB s special fund resources will not change the scope of the original project. The Project will supplement funding of the original project to meet cost overruns to ensure that safe drinking water and sanitation services are provided to the four urban areas of Chilaw, Mannar, Puttalam, and Vavuniya and to achieve the full impact envisaged under the original project. The reasons for the cost overruns are (i) original estimates were based on feasibility studies in 2007 and not on detailed designs, (ii) increase in cost 2008 estimates caused by price escalations between 2009 and 2011 , (iii) increase in distribution pipe diameters to cater for future population growth, and (iv) enhanced water treatment improvements for rehabilitation works at the Chilaw and Puttalam water treatment plants. There will be no changes to the sanitation infrastructure and existing arrangements under the original loan will be followed. The closing date of the Project is December 2016, which will be synchronized with the original project after extension of closing date of the original loan .

The Investment Program focuses... on the Highlands core road network (HCRN) of 2,500 kilometers (km) of major national and some provincial roads, which carry the bulk of the traffic in the region. The investment program will include (i) projects to improve about 1,400 km of the HCRN, to be funded through four or more tranches under this multitranch financing facility (MFF); (ii) design and supervision of road improvement works, preparation and administration of long-term road maintenance contracts for the entire 2,500 km of the HCRN, and capacity development of road agencies; and (iii) monitoring the socioeconomic benefits of the improved and maintained roads in the Highlands region. Support will also be provided for policies such as road user charges (to increase the resources available for road maintenance). In addition, technical assistance (TA) will be provided to support the Department of Transport to prepare a new National Transport Development Plan (NTDP) for 2011-2020.

The project will increase acce...ss to water supply and sanitation, improving the health and quality of life of the rural population in six selected provinces in the central coastal region of Viet Nam. The project will support the government in implementing its Socioeconomic Development Plan, 2006-2010, including reducing poverty to 10%-11% of households by 2010. In so doing, it will help the government to achieve the Vietnamese Millennium Development Goals. The project will provide piped water and hygienic sanitation to about 350,000 people living in rural areas. The project has a strong poverty focus and its design is based on lessons from previous interventions in the sector. The implementation will follow a community-based approach and will focus on (i) improving hygienic behavior, (ii) strengthening operation and maintenance of the water supply works, and (iii) monitoring and evaluation of the outputs and impacts of rural water supply and sanitation investments.

The project will improve the e...ffective delivery of local infrastructure and services by local authorities in less-developed areas of Sri Lanka. Under the project, about 100 local authorities selected in seven provinces (excluding the Northern and Eastern provinces), whose reform plans are reviewed and confirmed by the government, will implement subprojects for roads and bridges, water supply and sanitation, drainage, solid waste management, and other basic facilities, including building or enhancing health-care centers and public markets. The project will support the institutional strengthening of the local authorities for improved and sustainable service delivery through business process reengineering and the development of their information technology (IT) systems.

Output 1: Water supply systems... in CKD-affected areas improved. The additional financing will support development and expansion of water supply systems in CKD-affected areas in the four provinces (Central, North Central, North Western, and Uva) to provide continuous supply of safe drinking water. The schemes include development of new water supply systems and expansion of existing systems, mostly run by NWSDB. Facilities such as raw water intakes, water treatment plants, overhead tanks, and transmission and distribution networks up to household connections are eligible for financing.2 About 30 schemes will be developed or expanded, and will be implemented by respective provincial councils with technical inputs and supervision support from NWSDB. Considering the nature and complexity of the schemes, the piped-network will be operated by NWSDB, except a few local authorities which have adequate operational capacity. If local authorities are identified to be the appropriate entity to implement the subprojects, such local authorities will first have to submit a reform plan, as practiced in the original project, prior to the subproject implementation. The additional financing will also ensure efficient use of water through non-revenue water reduction programs.
6. Output 2: Local infrastructure and basic service delivery improved. The additional financing will support improvement of social and economic infrastructure in 29 new Pradeshiya Sabhas from five provinces (Central, North Western, Southern, Uva, and Western) which have not been supported under the LGIIP and LGESP. The approach will remain the same: these Pradeshiya Sabhas will first have to submit a reform plan approved through a council resolution, which will be reviewed and confirmed by the Ministerial Committee of the Ministry of Provincial Councils and Local Government to ensure that the minimum reform requirements are met. Then they will be qualified for the provision of a capital grant for infrastructure improvement.
7. Eligible subprojects include (i) environmental infrastructure such as water supply and sanitation (including sewerage), drainage, and solid waste management; (ii) economic infrastructure such as roads and bridges (including suspension bridges); (iii) public health infrastructure such as maternity and health-care centers; and (iv) other local authority facilities such as public markets. To strengthen the focus of the project, other facilities under the responsibility of local authorities, such as local authority office buildings and crematoriums, will be approved only under special circumstances and if clearly justified. For both outputs 1 and 2, only the subprojects that meet the subproject selection criteria as discussed in paragraph 9 will be implemented. Subprojects will be screened initially by the SPCUs to ensure conformity with the subproject selection criteria before they will be endorsed by the PMU. The PMU will engage one Project Management Consultant (PMC) to assist in management of the project and six teams of design and supervision consultants (DSCs) (one per province; except in Sabaragamuwa which has no new subprojects) to support preparation of design and ensure the quality of work.
8. Output 3: Local government policy reform advanced and capacity strengthened. The additional financing will support advancing business process reengineering and additional capacity building measures in the original and new Pradeshiya Sabhas.3 The activities will include (i) support for implementing the guidelines developed under the capacity development TA (CDTA);4 (ii) establishment and implementation of IT solutions in new Pradeshiya Sabhas; (iii) continuation of support and improvement of IT solutions in the original 108 Pradeshiya Sabhas including development and installation of additional software to simplify and increase efficiency of local administration; (iv) support for implementing reform plans in the original and new Pradeshiya Sabhas; and (v) capacity building programs to strengthen technical, financial, and administrative capacity of the original and new Pradeshiya Sabhas, provincial councils, and MPCLG. The project will improve Cambo...dia's rural road network by paving 505.4 kilometers (km) of rural roads in seven provinces, most of which are located around Tonle Sap Basin. The project also aims to strengthen the capacity of the Ministry of Rural Development (MRD) to plan, manage, and monitor road maintenance operations by improving the sustainability of funding for road maintenance, increasing the participation and capacity of the private contracting industry, and strengthening provincial departments of rural development (PDRDs) as a means to support greater decentralization of road maintenance responsibilities. Furthermore, the project will help MRD establish an axle load control program for rural roads, design and manage a rural road safety program for the project provinces, and establish better implementation capacity for social safeguards within MRD. The project also supports initial work on road design and planning for climate change, and on emergency preparedness, mitigation, and response. The feasibility study for the project was prepared through an Asian Development Bank (ADB) technical assistance (TA) to the government.

The project contributes to the Government of the Lao PDR's long-term urbanization strategy and Pakse Urban Development Strategy, 2011-2030.

The project will establish, strengthen, and implement (i) surveillance and inspection programs for plant health, animal health, and food safety; (ii) enhanced education levels and university training of SPS specialists; and (iii) regional cooperation and harmonization for SPS measures and practices. It will selectively strengthen food safety capacities of private food handling enterprises and restaurants in tourist areas. The project will be implemented by the national authorities in each country.

This project is proposed under... the Government of Bangladesh?s Strategic Program for Climate Resilience (SPCR), prepared under the Pilot Program for Climate Resilience (PPCR). The PPCR is a part of the Strategic Climate Fund (SCF) within the Climate Investment Funds (CIF), to pilot and demonstrate ways to mainstream climate resilience in development planning and management. The SPCR was approved by the PPCR Sub-committee on 10 November 2010. Led by the Asian Development Bank (ADB), the World Bank and International Finance Corporation, proposed investments in the Bangladesh SPCR will focus on improving coastal embankments, rural connectivity, water supply and sanitation, promoting public-private financing, and capacity building for mainstreaming climate resilience, and knowledge management. As one of the projects approved for enhanced climate resilience under the SPCR, the Climate Resilient Infrastructure Improvement in Coastal Zone Project will improve livelihoods in the rural coastal districts vulnerable to climate variability and change.

On 25 October 2012, Asian Deve...lopment Bank (ADB) approved a multitranche financing facility (MFF) of $300 million, envisaged to be funded from ADB?s Ordinary Capital Resources (OCR) and Asian Development Fund (ADF), for the Greater Colombo Water and Wastewater Management Improvement Investment Program (the Investment Program). Tranche 1 ($84 million) under the Investment Program was approved by the President on 22 November 2012. The MFF is envisaged to comprise three additional tranches as follows: $88 million (Project 2 in 2013); $90 million (Project 3 in 2015); and $38 million (Project 4 in 2016). Tranches 1 and 2 focus on reducing non-revenue water (NRW) and improving water service efficiency in Greater Colombo. Tranches 3 and 4 will support improvement of wastewater collection and treatment facilities and management services in Greater Colombo. The Framework Financing Agreement (FFA) for the Investment Program was signed on 12 September 2012. The Government submitted to ADB a periodic financing request (PFR) for Project 2, on 3 June 2013 (Appendix 1). The proposed Project 2 will continue investments in water supply, NRW reduction in the south part of Colombo city, and water supply service improvements for National Water Supply and Drainage Board (NWSDB). The proposed Project 2 will also support the Colombo Municipal Council (CMC) to complete the project preparation activities for the wastewater investments under Projects 3 and 4. The proposed Project 2 will include: (i) $80 million ADB loan from both OCR and ADF for investments in water supply improvements and NRW reduction; and (ii) $8 million ADB loan from ADF support for the CMC for advance action on wastewater investments. The ADB?s Country Operations Business Plan, 2013-2015, for Sri Lanka includes a firm provision for Project 2 in 2013.

On 25 October 2012, Asian Deve...lopment Bank (ADB) approved a multitranche financing facility (MFF) of $300 million, envisaged to be funded from ADB?s Ordinary Capital Resources (OCR) and Asian Development Fund (ADF), for the Greater Colombo Water and Wastewater Management Improvement Investment Program (the Investment Program). Tranche 1 ($84 million) under the Investment Program was approved by the President on 22 November 2012. The MFF is envisaged to comprise three additional tranches as follows: $88 million (Project 2 in 2013); $90 million (Project 3 in 2015); and $38 million (Project 4 in 2016). Tranches 1 and 2 focus on reducing non-revenue water (NRW) and improving water service efficiency in Greater Colombo. Tranches 3 and 4 will support improvement of wastewater collection and treatment facilities and management services in Greater Colombo.
