The overall impact of the Urba...n Public and Environmental Health Sector Development Program (UPEHSDP) is to improve the public and environmental health conditions in the urban areas of Bangladesh, particularly in the six city corporations (Barisal, Chittagong, Dhaka, Khulna, Rajshahi, and Sylhet). The successful implementation of the UPEHSDP will help reduce child mortality and morbidity by reducing the prevalence of waterborne and food-related diseases, increase productivity by reducing overall morbidity, and improve the quality of life of urban inhabitants. UPEHSDP will improve the health status of the poor in urban areas and assist Bangladesh to make progress on the Millennium Development Goals (MDGs) relating to child and maternal health care and communicable diseases (MDGs 4, 5, and 6), and improve urban sanitation (MDG 7). The program and project loans under the UPEHSDP are designed to complement each other in achieving progress towards these key goals.

The Bagmati River Basin Improv...ement Project aims to improve water security and resilience to potential climate change impact in the Bagmati River Basin. The project will complement ongoing efforts of the Government of Nepal and civil society to improve water management and the river environment in the Bagmati River Basin (BRB). The project will invest in forming a river basin organization with adequate capacity and decision support systems for integrated water resources management (IWRM). It will finance the construction of upstream water storage, riverbed oxygenating weirs, riverbank beautification, and community initiatives to improve the river environment in Kathmandu ValleyThe impact will be increased water security in the BRB. The outcome will be improved river health and flood management. The project is the first attempt in Nepal to apply the concept and principles of IWRM since its adoption under the 2005 National Water Plan.The project focuses on priority issues selected by the basin stakeholders from the basin strategic investment road map. The road map is based on the 2009 Bagmati Action Plan and further consultations with basin stakeholders. The project has five outputs:(i)Established systems and capacity for integrated and participatory river basin management. Activities include (a) provide legal and institutional strengthening for IWRM and formation of a river basin organization (RBO), (b) mobilize basin stakeholders, (c) build capacity for increasing RBO competence, (d) establish a central water resources information system including a decision support system and an operating water quality monitoring network, and (e) prepare a 15-year participatory integrated river basin master plan.(ii)Improved riverbank environment in urban areas. Activities include (a) remove contaminated riverbed material; (b) construct weirs and provide phyto-remediation to enhance the river?s self-cleaning capacity; (c) stabilize and beautify the riverbank; (d) mobilize, raise awareness, and build capacity of local government and communities for riverbank management and maintenance; and (e) collaborate with the private sector, which has expressed interest in setting up recreational businesses along the riverbanks through public?private partnerships or finance maintenance as part of social corporate activities.(iii)Increased water availability in the basin during the dry season and watershed conservation. Activities include (a) construct an 861,000 cubic meters (m3) Dhap dam and complete detail design of the 8 million m3 Nagmati dam, (b) provide rooftop rainwater harvesting and groundwater recharge, and (c) implement upstream watershed management.(iv)Functioning flood forecasting and early warning system for the Bagmati River Basin. The main objective of the Proj...ect, is to support rehabilitation of essential infrastructure and restoration of community livelihoods in the most severely conflict-affected areas of the North East, predominantly in the districts of Jaffna, Mannar, Kilinochchi, Mullaitivu, Vavuniya, Trincomalee, Batticaloa, and Ampara. The Project will focus on the highest priority sectors and areas for which ADB's assistance is most appropriate, based on the needs assessment and reflecting consultations with the Government, development partners, the LTTE, communities, nongovernment organizations, and others.The Project is being prepared and will be implemented using a sector approach, though which subprojects will be selected on the basis of pre-agreed criteria. It will include the following: component A - rehabilitation of about 500 kilometers (km) of national roads; component B - rehabilitation of power transmission, distribution, and rural electrification; component C - smaller-scale community infrastructure rehabilitation and activities, such as schools, water supplies, health centers, minor roads, renewable energy, income generation opportunities, and others, for conflict-affected communities throughout the Project area; and component D - a feasibility study for water supply and sanitation systems for the Jaffna peninsula, where the lack of such systems largely because of the conflict has resulted in a serious public health crisis.

The Project's objective is to ...promote economic growth and reduce poverty by improving the transport network by increasing regional trade and cooperation through rehabilitation of the road linking the Kyrgyz Republic, Uzbekistan, and the PRC. The Project will reduce the cost of road transport and improve access to markets for people living along the road. The scope of the Project includes (a) improvement of about 120 km of the two-lane highway from Osh to Gulcha to Sopu Korgon; (b) consulting services for construction supervision and monitoring and evaluation; and (c) procurement of maintenance equipment to maintain the entire Osh-Sary Tash-Irkeshtam road. Parts of the road section from Sary Tash to Irkeshtam will also be rehabilitated using cofinancing from the PRC.

The main project objectives ar...e improved quality of life, sustained urban economic growth, and reduced poverty for the population of the Project towns through sustainable water supply and sanitation improvements. The project area will cover eight towns in the five provinces of Binh Thuan, Dak Nong, Khanh Hoa, Ninh Thuan, and Phu Yen. The project outcomes are: (i) improved access to safe and sustainable water supply, adequate drainage and wastewater treatment, reduced flooding and ponding, and improved solid waste management systems, (ii) attitudinal change towards environmental hygiene and sanitation, particulary increased awareness on the importance of environmental sanitation, and (iii) sustainable management and delivery capacities of water supply and sanitation service providers. The project will have five major components comprising the following: (i) Part A: Water Supply Development and Expansion (ii) Part B: Drainage and Wastewater Management (iii) Part C: Solid Waste Management (iv) Part D: Community Environmental Sanitation and Awareness (v) Part E: Project Management and Institutional Strengthening.

L2477The Project has three pri...ncipal thrusts to support research and data collection, institutional development, and infrastructure investment. It comprises three components: Component 1 covers the rehabilitation, expansion, and development of water and sanitation infrastructure for major towns in the northwestern dry zone (Chilaw, Mannar, Puttalam, and Vavuniya), including urban and periurban water supply, and septage management and sanitation. Component 2 provides the foundations to (i) support decentralization of service delivery functions to regional offices; (ii) improve water resource management, coordination, and planning ability; and (iii) increase public awareness. Component 3 is designed to strengthen institutional capacity for project management and implementation activities.L2977The proposed project (the Project) to be funded through additional financing of $40 million from ADB s special fund resources will not change the scope of the original project. The Project will supplement funding of the original project to meet cost overruns to ensure that safe drinking water and sanitation services are provided to the four urban areas of Chilaw, Mannar, Puttalam, and Vavuniya and to achieve the full impact envisaged under the original project. The reasons for the cost overruns are (i) original estimates were based on feasibility studies in 2007 and not on detailed designs, (ii) increase in cost 2008 estimates caused by price escalations between 2009 and 2011 , (iii) increase in distribution pipe diameters to cater for future population growth, and (iv) enhanced water treatment improvements for rehabilitation works at the Chilaw and Puttalam water treatment plants. There will be no changes to the sanitation infrastructure and existing arrangements under the original loan will be followed. The closing date of the Project is December 2016, which will be synchronized with the original project after extension of closing date of the original loan .
