The Climate Resilient Rice Com...mercialization Sector Development Program (SDP) is proposed to support and accelerate the efficient and effective implementation of the Strategy on Agriculture and Water (SAW) and the ?Policy on the Promotion of Paddy Production and Rice Export? (the Rice Policy). It will address food security and rice commercialization by prioritizing: (i) strengthening the rice value chain; (ii) improving the legal and regulatory framework in agricultural land management; (iii) improving access to credit by paddy producers and rice millers/exporters; and (iv) enhancing paddy production and productivity through improved irrigation water use efficiency, establishment of paddy post-harvesting facilities, and paddy crop insurance pilots. The SDP will (i) address major strategic thrusts of the 2011?2013 Country Partnership Strategy, and sector strategies and roadmap; and (ii) complement the on-going sector initiatives by emphasizing the commercialization aspects of rice.

The Greater Mekong Subregion (...GMS) East West Economic Corridor (EWEC) provides a conduit for Lao agricultural surpluses to reach the neighboring countries of Thailand and Vietnam and even beyond. There is essentially unlimited demand from these countries for Lao agricultural and rural produce. Better agriculture infrastructure will enable more diversity and value addition to agricultural produce from the target provinces. This will expand sustainable livelihoods opportunities. The Project aims to regenerate and upgrade existing but underdeveloped or outdated agriculture infrastructures in the two target provinces over a period of eight years. The proposed project is consistent with the government?s sector development objectives as presented in its Seventh National Socio-Economic Development Plan (2011-2015), Strategy for Agricultural Development to 2020, Agricultural Master Plan 2011-2015, which promotes the expansion of market-oriented agricultural production in an environmentally sensitive manner. It will be a key component in the Government?s new Southern Rural Development Program (SRDP), which is currently under formulation with the support of IFAD.The design draws upon the experience of recent rural development initiatives that ADB has financed as well as rural development initiatives financed by the World Bank - Poverty Reduction Fund, and by the Japan International Cooperation Agency (JICA) - Participatory Irrigated Agriculture Development Project (PIADP).

The Land degradation is a seri...ous economic,social, and environmental problem in Uzbekistan and the rest Central Asia. It directly affects the livelihoods of the rural population by reducing land productivity, and by causing africultural production losses estimated at $2 billion a year for the region.The project will address the rapidly worsening and expanding land degradation in nine districts in Bukhara, Kashkadarya and Navoi provinces. The project area,covering 162,300 hectares (ha) of irrigated land, suffers from increased soil salinity and shallow groundwater table the most serious forms of land degradation. Crop yields in these areas are reportedly have declined by 30% since 1991. These problems are caused by (i) poor water management, (ii) deteriorating irrigation and drainage infrastructure(I&D), and (iii) a policy environment that constrains production growth and reduces incentives to invest in land improvement. Worsening land degradation directly affects a rural population of 1.4 million in the project districts. To help the Government halt and reverse land degradation, the Project will (i) develop and disseminate improved land reclamation practices adapted to local conditions; (ii) strengthen institutions to address land degradation issues at central, provincial and community levels; and (iii) improve land and water management infrastructure to enhance water control and efficiency. Through agreed policy reforms, the Project also will help to increase farmers' incentives to raise land productivity and invest in land, as well as improve rural governance.

Sihanoukville, Cambodia's only... deep-sea port, is a fast-growing city with major ongoing developments to (i) expand the port facilities, (ii) upgrade the airport, and (iii) set up an export processing zone, thus making Sihanoukville an import gateway to the southern economic corridor. No power transmission grid connects Sihanoukville to the national grid. The city gets its power from a small, isolated power system based on diesel generators. This mode of power generation is expensive, inefficient, as it does not achieve economies of scale, and cannot meet the demand. The Project will complement previous investments in the transmission and distribution facilities. It will (i) extend the 230 kilovolt (kV) transmission line from Kampot to Sihanoukville, (ii) build associated substations and bulk supply distribution facilities, and (iii) carry out institutional development and capacity building for Electricit¿ du Cambodge (EDC).

Strengthening Water Management... and Irrigation Systems Rehabilitation Project

The project is designed to add...ress two binding constraints that contribute to the core sector problem of poor quality and delivery of water-related services. These constraints are insufficient human resource capacity and inadequate public infrastructure. The project will address these constraints by funding education facilities to train engineers in water-related fields that are needed to meet the heightened demands of a rapidly growing economy. The project will also address the requirements of dilapidated irrigation and drainage infrastructure with funding to upgrade and modernize the management of irrigation canal systems. It will help the government increase the number of qualified agriculturerelatedwater management engineers, improve the governance and management of irrigation systems, increase agricultural production, and improve the productivity of project areas toincrease poor farmers' incomes and reduce poverty.

Microfinance Expansion Project

The Project will support the f...urther development of the microfinance sector in Papua New Guinea (PNG) through an integrated package of support, including six outputs. Outputs 1, 2 and 3 will strengthen the capacity of the microfinance industry to provide financial services to a broader cross-section of the community and strengthen the capacity of its clients and potential clients to utilize these financial services. Output 4 will provide appropriate regulation for, and supervision of, microfinance institutions (MFI) and savings and loan societies (SLS) through the Bank of PNG (BPNG). Output 5 will seek to increase lending to micro and small enterprises (MSE) to increase rural income generation. Output 6 will provide efficient and effective project management services to the Project. As a result participating financial institutions (PFIs) throughout PNG, which will be identified through a series of institutional assessments, will be better able to provide profitable, appropriate, reliable and safe financial services to financially literate clients and capable businesses.

The CAREC Corridor 1 (Bishkek-...Torugart Road) Project 3 (the project) will help the government improve the 60-km section from At Beit to Torugart at the People's Republic of China (PRC) border. Together with the ongoing improvement works in the other sections, it will enable all weather road travel between Bishkek and Kashi. Aside from the economic benefits of higher speeds and reliability, the better road geometry and protective structures resulting from the improvement will reduce the accidental toxic spill risk and material run-off from vehicles. These reductions will benefit the ecosystem of Chatyr Kul lake--a wetland of international significance and protected under the Ramsar convention. The project will also strengthen infrastructure management skills of government staff engaged in the road sector. This is an essential and natural complement to the capital investment. The Asian Development Bank (ADB) provided technical assistance for institutional strengthening and capacity building totaling nearly $6 million between 1996 and 2010. The World Bank and the European Bank for Reconstruction and Development have more assistance programmed for 2011. These are short and one-off interventions. The project, in contract, supports a long-term, results oriented program of learning and development for government staff. It will result in better informed staff, equipped to champion strategies for reducing life cycle costs and improving user cost recovery.

The Project will produce a mor...e competitive and highly skilled workforce in priority industries by developing higher level training programs at a new college level, while also establishing and strengthening system governance and quality assurance frameworks for vocational training. Studies will also strengthen the policy foundation for future development.The project will improve the quality and management of vocational education and training (VET) programs in 15 public and 5 private vocational colleges (VCs) in economic zonesoffering programs for occupations in high demand in priority industries. The programs cover automotive technology, electrical manufacturing, hospitality and tourism, information andcommunication technology (ICT), mechanical manufacturing, and navigation and shipping. The project will consist of two loans, the first to strengthen the public vocational training system and VCs, and the second to provide private VCs with additional resources through an onlending facility. The direct beneficiaries of the project will be students in certificate and diploma vocational training courses, most of whom come from the rural lower middle class.

The Secondary Education Sector... Development Program (SESDP) will be the first education sector development program in Viet Nam. It will comprise a program loan for policy reforms and an accompanying investment loan for addressing three key constraints on secondary education: sector management and accountability, quality and relevance, and access and equity. The Program is anchored in the Government?s reforms in secondary education. The SESDP is aimed at improving the average learning outcome among secondary students through three outputs: effective and accountable management of secondary education, improvements in quality for international competitiveness, and better access and equity for disadvantaged groups. The SESDP will comprise the following activities: (i) updating the Secondary Education Sector Master Plan 2011?2015, (ii) developing new national standards for secondary schools, (iii) establishing a national accreditation board for secondary schools, (iv) introducing a new human resource management strategy for secondary teachers, (v) issuing certificates to secondary teachers, (vi) introducing a new learning assessment system, (vii) participating in the Programme for International Student Assessment of the Organisation for Economic Co-operation andDevelopment, (viii) upgrading the curriculum, (ix) expanding continuing education, (x) expanding integrated education for disabled students, and (xi) pilot-testing the conditional cash transfer program

The new Khanki Barrage (NKB) w...ill be constructed on River Chenab at 275m downstream of the existing khanki headworks. It will replace a 120 years old existing structure. Its main components are (i) main weir and undersluices, (ii) gates and hoisting arrangement, (iii) operating deck and access road, and (iv) canal head regulator and lead channel. The NKB will diver 330 m3sec-1 (11,653 ft3 sec-1) irrigation supplies to the Lower Chenab Canal (LCC) serving about 1.2 million ha agricultural land. The construction of NKB at the upstream end will ensure sustained irrigation delivery to the LCC comman area and will contribute to the outcome of the MFF. The NKB will also increase the safe flood discharge capacity from the present 22,654 m3sec-1 (800,000 ft3sec-1) which is less than a one fifty years flood event to 31,149 m3sec-1 (1,100,000 ft3sec-1) equivalent to one in 100 years flood event. Overall 568,000 farming families (310,000 less than 2 ha and 190,000 between 2 to 6 ha) will be benefitted through reliable irrigation supplies.

With the approval of the Natio...nal Education Policy (NEP), the government has embarked on a comprehensive reform process to strengthen access, quality, equity and relevance of education in Bangladesh. In 2011 a new phase of the primary education reform program started, with ADB as one of the key partners. The TQI-I and TQI-II projects are core building blocks to strengthen quality of secondary education in line with the reforms proposed in the NEP. Building on TQI-I achievements and gaps, TQI-II includes the following features to enhance teacher quality: (i) establishing partnerships between universities and teacher training colleges (TTCs) to enhance content and pedagogical knowledge of teachers and recognizing prior learning within an integrated teacher development framework; (ii) developing one of the TTCs as a center of excellence for teaching English; (iii) introducing teacher and head teacher competencies, and institutionalizing teacher classroom performance monitoring by head teachers; (iv) piloting computer aided learning to support the government's large investments envisaged in the use of computers and multi-media to enhance teaching and learning; (v) providing incentives to enhance inclusive education; and (vi) strengthening teaching and learning and equity by enhancing the use of innovation development fund. TQI-II will by developing a strengthened, integrated and more inclusive teacher education system, support improved learning outcomes in secondary education. TQI-II has the following four components: (i) strengthened teacher development and institutional and organizational capacity to ensure registration of all teachers, establishment of a robust accreditation system for quality assurance of training providers, and application of newly acquired knowledge by teachers; (ii) enhanced teacher training programs and delivery systems (pre-service, in-service and CPD) to ensure synergy of training programs to meet agreed teacher and head teacher competencies; (iii) targeted support for inclusive education to increase the proportion of female teachers and support for remedial teaching where student performance is low; and (iv) quality project management for effective implementation and effective monitoring and reporting.

The project will establish, strengthen, and implement (i) surveillance and inspection programs for plant health, animal health, and food safety; (ii) enhanced education levels and university training of SPS specialists; and (iii) regional cooperation and harmonization for SPS measures and practices. It will selectively strengthen food safety capacities of private food handling enterprises and restaurants in tourist areas. The project will be implemented by the national authorities in each country.

The impact of the Project will... be reduced economic losses resulting from floods and droughts. The outcome will be improved capacities and preparedness to manage and mitigate the impacts of flood and drought events. The Project will have four key outputs: (i) Enhanced regional data, information, and knowledge base for the management of floods and droughts; (ii) Upgraded water management infrastructure; (iii) Enhanced capacity for community-based disaster risk management; and (iv) Effective project implementation.

The program comprises an integ...rated approach to enable women entrepreneurs and micro, small, and medium-sized enterprises (MSMEs) in Armenia to play a greater role in economic development. The program has two components: (i) a policy-based loan to help fund budget allocations to strengthen the business environment and the Small and Medium Entrepreneurship Development National Center (SME DNC) of Armenia and its support for women entrepreneurs and MSMEs; and (ii) a financial intermediation loan (FIL) to enable participating financial institutions (PFIs) to provide local currency loans to MSMEs, of which at least 50% are women's MSMEs. The program is supported by capacity development TA to improve the entrepreneurial capacity of women and to increase the capacity of the SME DNC, the project management unit of the German-Armenian Fund (PMU GAF), and PFIs to provide support for women's entrepreneurship. The implementation period is 2013-2017.

The Secondar Cities Developmen...t Project in Ha Tiinh, Tam Ky and Buon Ma Thuot, focusses on flood risk reduction, urban environment improvement and provides project management and capacity building support. The sub-project selection criteria includes economic planning and development, social cohesion and equity, climate resilience, environmental sustainability and good governance. Land demand and design standards are accorded high priority. High consideration was provided to the protection of communities from floods and natural disaster risks, therefore completion of flood control and drainage works from the Central Regions Urban Environment Improvement Project (CRUEIP) where there were gaps in essential flood protection work in Ha Tinh and Tam Ky was given highest priority. The sub-projects include in : (i) Buon Ma Thuot - solid waste management and urban connectivity through upgrading of strategic roads; (ii) Ha Tinh - completion of drainage channels, regulating basins, lake improvement, and upgrading of access roads; (iii) Tam Ky - completion of flood dyke and strategic roads construction.
