This contract provides technic...al assistance to entities that receive direct financing under USAID's government-to-government (G2G) program in the health sector. Assistance is in technical areas in the health sector (e.g. how to improve lagging health indicators) and capacity building in governance and management (e.g. ensuring government entities understand G2G requirements and effectively oversee implementation), it will enable target regions to sustain their health outcomes, reinforce the Ministry of Health's (MOH) stewardship role, and increase domestic spending on health. GoTAP also provides assistance to USAID to better align G2G investments with MOH processes, and provides analytical support to USAID and the MOH to improve use of data for decision-making and identify opportunities for adjustments in USAID health programming.

more
Integrated Service Delivery an...d Healthy Behaviors (ISD-HB) will help Senegal achieve the vision it outlines in its Plan Senegal Emergent: a Senegal where all individuals, all households, and all communities enjoy universal access to promotional, preventive, curative health services of quality, without any form of exclusion.
more
The "Integrated Health Service...s and Healthy Behaviors (ISD-HB)†project, also known as Neema, supports the Government of Senegal in its efforts to ensure that health services are improved in a sustainable manner and used effectively to reduce maternal, neonatal and child mortality and morbidity rates and contribute to the emergence of an AIDS-free generation. Implemented as part of USAID's Health Program 2016-2021, the Neema project is implemented by a consortium of NGOs led by IntraHealth International. The project combines support for service delivery in public health structures, community health system strengthening, the design, implementation of integrated communication strategies for social and behavior change (SBCC), research, monitoring and evaluation in priority health areas. The Johns Hopkins Center for Communication Programs (CCP) leads the SBCC component of the Neema project and will be hosting the student in the project office in Dakar.

more
Digital Square works to create... a future where governments and decision-makers can access the information they need to ensure better health outcomes for all. The activity aims to perpetuate the pilot programs by aligning donors and the digital community around shared goals, supporting technical capacity in-country, coordinating and aligning investments around government priorities to achieve lasting impact, and promoting the reuse and adaptation of existing open-source digital health solutions. In Bangladesh, the activity will use FY17 funds to continue providing technical assistance to the Ministry of Health and Family Welfare (MoHFW) to maintain the operations of the digitized supply chain management systems developed by USAID in the last six years. Digital Square will work with a local Information Technology firm to assist MoHFW to maintain and use the system for procurement planning..

BREAKTHROUGH-ACTION
Breakthrough-ACTION
Breakthrough-ACTION will use s...tate-of-the-art, evidence-based tools to encourage people in developing countries to adopt healthy behaviors, from using modern contraceptive methods to sleeping under bed nets to being tested for HIV. Much of the work will harness the power of communication - from mass media campaigns to TV and radio dramas to simple posters in a health clinic - to inspire long-lasting change. The project will also take advantage of other behavioral science approaches such as behavioral economics and human-centered design to improve programs. The program - which builds on a prior five-year, 31-country project called the Health Communication Capacity Collaborative (HC3) - is expected to be double the size. It will be led by CCP who will partner with Save the Children, ideas42, ThinkPlace Kenya and Camber Collective. Breakthrough-ACTION will also be supported in the field by ActionSprout, the International Center for Research on Women and Human Network International. CCP is based at the Johns Hopkins Bloomberg School of Public Health.

EVIDENCE PROJECT
EVIDENCE Project
The Evidence Project uses impl...ementation science - the strategic generation, translation, and use of evidence - to improve family planning policies, programs, and practices. The project is led by the Population Council. Over the course of the project (2013-2020), the Evidence Project was implemented in partnership with INDEPTH Network, International Planned Parenthood Federation, PATH, Population Reference Bureau, Meridian Group International, Management Sciences for Health, and the projects University Resource Network. The Evidence Project is investigating which strategies work best in improving, expanding, and sustaining family planning services. It is also evaluating how to implement and scale up those strategies. Critical to the Evidence Project is translating this knowledge and working with stakeholders to apply the evidence and to build capacity in using implementation science to improve policies, programs, and practices.

Building on decades of USAIDs ...work procuring health commodities and strengthening supply chains, the Global Health Supply Chain-Procurement and Supply Management project is working to transform global and national supply chains for health commodities. The project integrates two former USAID programs into one efficient supply chain that serves many of the worlds most vulnerable and difficult-to-reach communities. The project is designed to meet todays critical global health challenges eliminating HIV and AIDS, providing universal malaria coverage, and helping women meet their family planning and reproductive health needs. By bringing together advanced technical solutions, a team of highly qualified experts, and proven commercial processes and principles, USAID Global Health Supply Chain works to reduce costs and increase efficiencies in global and national supply chains. In addition to optimizing supply chains, the project is strengthening national supply chain systems and fostering collaboration among supply chain stakeholders worldwide.

Social Enterprise Support (USE...SA) will improve the health status of Tanzanians by increased access to needed commodities through a total market approach (TMA) strategy. Focusing on HIV and family planning, this activity will increase uptake of preventive health services and products in support of Government of Tanzania and U.S. Government health priorities. Major activities include strengthening and expanding the sale of oral contraceptive pills (Flexi P) and male condoms (Dume) to targeted populations with a willingness to pay. It will also increase demand among target groups for these commodities. USESA will also work to transition its health products marketing from a grant dependency activity to a self-sustaining enterprise. Additionally, the activity will participate in Government of Tanzania forecasting and quantification exercises for health products and promote the implementation of a TMA in the country.

STAR improves the effectivenes...s of global health programs worldwide by developing and strengthening the capacity of global health professionals by placing fellows and interns in external institutions, primarily in USAID-supported countries, and in USAID in partnership with academic and other institutions. STAR strengthens the technical and analytic professional cadre of human resources for global health by partnering with organizations of higher learning, development research, and/or health professional associations. Leveraging the expertise, resources, and partnerships of academic institutions and many other types of organizations, STAR contributes to strengthening institutions in developing countries that provide technical leadership and improve systems that promote technical collaboration across the global health community. STAR strengthens the pool of health professionals globally through field experience with developing country organizations, provides opportunities to diverse health professionals who mirror the populations USAID serves globally to build their skills and gain exposure to international health programs, and improves collaborative systems and long-term, sustainable partnerships for open exchange and utilization of information, knowledge, and educational resources to promote technical excellence and learning.

New Partnerships Initiative (N...PI) EXPAND (New Partners for Better Health) is a five-year (2019-2024), $43.9 million global project with the goal of working with missions and organizations to increase the availability and utilization of quality health services across all USAID priority health areas. NPI EXPAND will catalyze opportunities to scale up innovative interventions by strengthening the capacity of New and Underutilized Partners (NUP) with varying levels of capabilities and exposure to USAID. In line with the Journey to Self-Reliance, NPI EXPAND will support countries to identify and strengthen local organizations to participate fully in their local health system. New Partnerships Initiative will increase USAID s development impact by elevating local leadership, fostering creativity and innovation, and mobilizing resources across the Agency s programs. 1. Strengthen the organizational sustainability of new and underutilized local entities or locally established partners: Targeted countries will advance their self-reliance through a strengthened cadre of NUPs that are ready to meet the needs of the underserved. The activity will support NUPs to increase their managerial, financial, and administrative capacities to enhance their ability to not only receive direct support from USAID but also be more engaged partners within local health systems. 2. Expand utilization of high-quality, high-impact health services, information and supplies expanded: Participating NUPs will contribute to enhancing the supply and utilization of high-quality, integrated health services, with a focus on reaching underserved populations. NPI EXPAND supports this evolution by fostering the technical skills of providers, the expansion of services offered, quality assurance systems, and introducing cost-effective demand creation techniques that can be integrated in the service delivery setting. 3. TMEC: Meeting Targets and Main...taining Epidemic Control (EpiC)
more
Meeting Targets and Maintainin...g Epidemic Control (TMEC) will help meet or exceed PEPFAR targets for reaching adults, key, and priority populations by finding those who have not yet been identified as positive, linking those who are positive to treatment, and by keeping those on treatment virally suppressed. This mechanism will work with a range of stakeholders to ensure that host government health systems and host countries in general are able to maintain program gains with appropriately decreasing dependence on PEPFAR/USAID. EpiC can support USAID's response to address COVID-19, by preventing, preparing for, responding to, and bolstering health systems to address COVID-19 and re-emergence. Within the scope, EpiC can support Pillar 2 activities, including emergency health response, strengthening global health security in affected countries, and health systems support.
