The Global Health Technical Pr...ofessionals (GHTP), a project of the U.S. Agency for International Development (USAID), supports the Global Health Bureaus commitment to improving global health outcomes in communities around the world by providing technical professionals at all career stages for posts both in Washington, D.C. and abroad. These global health professionals augment the Agencys programs addressing its three strategic priorities: preventing child and maternal deaths; controlling the HIV/AIDS epidemic; and, combating infectious diseases. The LEAP III Project is a mech...anism for United State Agency for International Development (USAID) field missions and bureaus to easily and cost-effectively access rigorous, independent, and high-quality analytical services to support economic and policy analyses, strategy and project design, monitoring and evaluation, training, and knowledge management. LEAP III provides field support for analytical staff when specialized expertise in an area of analysis is required. It also provides a vehicle for USAID to support capacity building for USAID staff, partner governments, and civil society counterparts. Assistance can be provided across all sectors, including economic growth, agriculture, education, womens empowerment, environment and infrastructure. Under LEAP III, missions can request a range of analytical services, including: Cost-Benefit and Cost-Effectiveness Analysis; Macroeconomic and Public Financial Management Analysis; Performance Evaluations; Impact Evaluations; Policy Analysis Matrix Methodology; Inclusive Growth Diagnostics; and Political Economy Analysis.

The goal of MTaPS is to enable... low- and middle-income countries to strengthen their pharmaceutical systems to ensure sustainable access to and appropriate use of safe, effective, quality-assured, and affordable essential medical products and medicines-related pharmaceutical services. The purpose of MTaPS is to provide pharmaceutical system strengthening assistance for sustained improvements in health system performance, and to advance USAID s goals of Preventing Child and Maternal Deaths, Controlling the HIV/AIDS Epidemic, and Combatting Infectious Disease Threats, as well as expanding essential health coverage. MTaPS works to strengthen essential areas of the pharmaceutical sector, including regulatory capacity, supply chain management, pharmaceutical financing and services, and pharmaceutical management information systems. Within this context, MTaPS addresses USG priority health elements including malaria, HIV/AIDS, family planning and reproductive health, tuberculosis, maternal and child health, neglected tropical diseases, and the Global Health Security Agenda (GHSA). MTaPS focuses on enhancing pharmaceutical services through patient-centered solutions while continuing to support essential supply chain functions and medical products supply security. STAR strengthens the pool of health professionals globally through field experience with developing country organizations, provides opportunities to diverse health professionals who mirror the populations USAID serves globally to build their skills and gain exposure to international health programs, and improves collaborative systems and long-term, sustainable partnerships for open exchange and utilization of information, knowledge, and educational resources to promote technical excellence and learning.

New Partnerships Initiative (N...PI) EXPAND (New Partners for Better Health) is a five-year (2019-2024), $43.9 million global project with the goal of working with missions and organizations to increase the availability and utilization of quality health services across all USAID priority health areas. NPI EXPAND will catalyze opportunities to scale up innovative interventions by strengthening the capacity of New and Underutilized Partners (NUP) with varying levels of capabilities and exposure to USAID. In line with the Journey to Self-Reliance, NPI EXPAND will support countries to identify and strengthen local organizations to participate fully in their local health system. New Partnerships Initiative will increase USAID s development impact by elevating local leadership, fostering creativity and innovation, and mobilizing resources across the Agency s programs. 1. Strengthen the organizational sustainability of new and underutilized local entities or locally established partners: Targeted countries will advance their self-reliance through a strengthened cadre of NUPs that are ready to meet the needs of the underserved. The activity will support NUPs to increase their managerial, financial, and administrative capacities to enhance their ability to not only receive direct support from USAID but also be more engaged partners within local health systems. 2. Expand utilization of high-quality, high-impact health services, information and supplies expanded: Participating NUPs will contribute to enhancing the supply and utilization of high-quality, integrated health services, with a focus on reaching underserved populations. The Strengthening Community He...alth Outcomes through Positive Engagement (SCOPE) project is a five-year, $28 million award under the New Partnerships Initiative (NPI) which aims to address key drivers of child and maternal morbidity and mortality at the community level in four priority countries (Haiti, Kenya, Malawi, and South Sudan) and to contribute to the ultimate goal of preventing child and maternal deaths (PCMD) within a generation. SCOPE's objective is to increase the utilization of reproductive health services for women of reproductive age and increase utilization of primary health care services by children under five years with a focus on increasing demand for a) voluntary family planning and healthy timing and spacing of pregnancy, b) maternity care, c) postpartum and essential newborn care (ENC), and d) timely and appropriate treatment of child illness. The SCOPE project will leverage key delivery mechanisms at the community level in the four focussed countries to implement interventions aimed at shifting behaviors and strengthening community-based services. This includes community health workers (CHWs), various community groups (care groups, savings groups, etc), faith-based institutions and faith actors. The project will also utilize social accountability mechanisms and work with local partners to achieve project objectives.

The overarching purpose of R4S... is to strengthen generation and utilization of evidence to increase access to voluntary family planning and improve healthy timing and spacing of births. In order to achieve this purpose, R4S supports two key areas of work: 1) research to answer priority implementation science questions; and 2) technical assistance to build capacity for data analysis, evidence synthesis, and adoption of evidence-based practices. R4S has three key results areas: Result 1: Expanded development, adoption and implementation at scale of client-driven approaches. Result 2: Improved understanding of the cost-effectiveness and efficiency of scaling proven and promising service delivery practices. Result 3: Increased understanding of how proven and promising practices enhance equitable access to high-quality, voluntary family planning.

The Health Policy Project (HPP...) works to strengthen developing country national and subnational policy, advocacy, governance, and finance for strategic, equitable, and sustainable health programming. HPP helps countries bring about real change in the health of people and communities. We work with in-country partners to sustain commitment to and ownership of policy responses that support improvements in family planning and reproductive health (FP/RH), HIV, and maternal health.

Globally, HPP contributes to i...mproved health outcomes through strengthening the efficiency, effectiveness, and equity of health systems in a multi-sectoral context. HPP focuses on the policy aspects of health and other social sectors, often in a multi-sectoral context. We also assist countries to improve health outcomes by addressing barriers due to gender inequalities, socioeconomic status, stigma and discrimination, operational issues, and other factors that prevent people from seeking the health and related social services they need. In Haiti, HPP has been asked to implement the USAID-funded for the Aksyon Kolektif pou Sekirite kont Eksplwatasyon (AKSE) Program which supports a multi-sectoral approach to strengthen the Haitian environment for human rights in general and for vulnerable populations, in particular, children, women, and sexual minorities. AKSE was previously implemented by CARE International. HPP will build on the work of the previous project from March 2014 through at least September 2015, with potential for extension.

As follow-on technical assista...nce provider to the Urban Health Extension Program (UHEP), SEUHP will address demand-side barriers to improving health outcomes in urban and peri-urban centers. The UHEP, run by the Government, engages 5,000+ nurses to provide household-centered health promotion, disease prevention, and limited curative services to vulnerable groups and households. SEUHP will expand to include biomedical interventions at a household level. The service package comprises: referral for long and short-term family planning services, community-based immunization, HIV screening of pregnant women, ANC referrals and defaulter tracing, postpartum care, TB screening, and referrals. The program was launched in January 2014 with the presence of Ministry of Health and Regional officials. These activities complement those supported by PEPFAR, which targets high-risk urban population.

The Health Pooled Fund (HPF) i...s one of the Government of Ethiopia's preferred modalities for scaling up development partners' assistance in support of HSDP IV. UNICEF has been substantially involved in the implementation of the Health Sector Development Plan (HSDP IV) since the introduction of the Health Pooled Fund (HPF). Through this mechanism, USAID is contributing to the Health Pooled Fund. This activity is an effective and efficient way to achieve USAID objectives through ensuring the accessibility of effective health services at all levels of the health system. This activity supports HSDP IV implementation through monitoring and evaluation; the development of studies/research; development of standards, guidelines, and manuals; and promotion of policy dialogue workshops such as woreda-based planning and the Annual Review Meeting (ARM). The project also supports participation of Ministry staff in relevant seminars and study trips to enhance program excellence.

By bringing together advanced technical solutions, a team of highly qualified experts, and proven commercial processes and principles, USAID Global Health Supply Chain works to reduce costs and increase efficiencies in global and national supply chains. In addition to optimizing supply chains, the project is strengthening national supply chain systems and fostering collaboration among supply chain stakeholders worldwide.

PHSP will provide technical as...sistance to 203 private for-profit health facilities to provide high-impact primary health services. Tuberculosis (TB) and malaria funds will expand and enhance PPM-DOTS and malaria treatment; and MCH/FP/RH funds will be used to ensure better access and quality of maternal and child health and FP/RH services in the urban setting. USAID will complete a rapid assessment to investigate the potential for various levels of private facilities to deliver MCH services; increase access to integrated FP services; initiate youth friendly FP services and expand diagnosis and treatment for TB. The activity will also ensure the flow of TB, malaria and FP commodities to private facilities and ensure private facilities are included as part of the integrated supportive supervision led by the Regional Health Bureaus to improve health services.

Our efforts focus on facilitating the nationwide rollout and institutionalization of first-generation reforms (such as health facility boards and revenue retention and utilization) that increase domestic resources for health and improve governance. Were also refining and scaling-up second-generation reforms, including community-based health insurance (CBHI); and exploring new third-generation interventions to further enhance HCF reforms.

The U.S. government will leverage funding and in-kind support from the private sector, including major international clothing companies, to improve garment workers' knowledge about their health-care rights and health needs. This project will also increase factory workers' access to quality healthcare. U.S. government diplomatic and democracy and governance activities will complement this project by improving labor relations and labor rights by leveraging the influence of international clothing companies.
