The GHSC-TA Francophone TO will provide technical assistance for strengthening regional, national and sub-national health supply systems in the DRC, Senegal, Benin, and Haiti and will support the USAID/West Africa (USAID/WA) Regional Mission in Accra, Ghana, and will collaborate with other United States Government agencies, country governments, and non-governmental organizations to improve the long-term availability of health commodities. Additionally, the task order will develop a plan to improve preparedness to provide commodities needed to manage disease outbreaks with pandemic potential in select GHSA countries.

Building on decades of USAID's... work procuring health commodities and strengthening supply chains, the Global Health Supply Chain-Procurement and Supply Management project is working to transform global and national supply chains for health commodities. The project integrates two former USAID programs into one efficient supply chain that serves many of the world's most vulnerable and difficult-to-reach communities. The project is designed to meet today's critical global health challenges - eliminating HIV and AIDS, providing universal malaria coverage, and helping women meet their family planning and reproductive health needs. By bringing together advanced technical solutions, a team of highly qualified experts, and proven commercial processes and principles, USAID Global Health Supply Chain works to reduce costs and increase efficiencies in global and national supply chains. In addition to optimizing supply chains, the project is strengthening national supply chain systems and fostering collaboration among supply chain stakeholders worldwide.

The Workplace Wellness Program... Global Development Alliance will leverage private-sector resources to improve the reproductive health and nutritional status of young women in the garment industry. The U.S. government will leverage funding and in-kind support from the private sector, including major international clothing companies, to improve garment workers' knowledge about their health-care rights and health needs. This project will also increase factory workers' access to quality healthcare. U.S. government diplomatic and democracy and governance activities will complement this project by improving labor relations and labor rights by leveraging the influence of international clothing companies.

Environment partners in particular will gain from this activity and will in turn lead to more effective programming that will often support Cambodia low emissions development strategy. The project will help local organizations improve their financial management and human resource systems, develop strategic and operational plans, and strengthen their monitoring and evaluation systems. This project will also support USAID in implementing risk-mitigation procedures through pre-award assessments of potential local organizations and financial reviews of current partners.

HIPA will support the entry of tuberculosis program data into the health information system; development of analytic and user-friendly tools for use by non-health authorities to better allocate resources for community health priorities; and refinement of the host government's data quality audit tools and systems to improve the quality of reported data from both public and private health-care providers. Reliable data is essential for Cambodian government officials and other stakeholders to make informed decisions about policies and resource allocations leading to improved accountability of health-care service delivery.

Data indicate that many young ...Cambodians are engaging in high-risk sexual behavior without contraceptive protection, resulting in unwanted pregnancies and infections. In response, the U.S. government will fund a communications campaign to promote and increase young Cambodians' knowledge of positive social norms on gender and sexual and reproductive health. The campaign will target youth between the ages of 15 and 24 years of age. The project will also include a call-in center that will provide youth with information and advice about their sexual health. This multi-media health project will develop and air a drama series on television, radio, and the internet to encourage safe sexual practices that prevent unwanted pregnancies and reduce the transmission of infections. The campaign is expected to reach more than one million Cambodian youth.

The Quality Health Services (Q...HS) project will improve the services in public-sector clinics and hospitals, to improve maternal, neonatal and child healthcare in nine focus provinces. The QHS project will continue to provide on-site coaching to health providers on newborn care and emergency obstetric care (including prevention and treatment of post-partum hemorrhage, pre-eclampsia and eclampsia). QHS will improve skills of health providers to screen and treat severe acute malnutrition according to national standards. QHS will also train health-care providers to identify and treat nutrition-related issues, pediatric TB and improve infection control in public-sector facilities.

SIAPS focuses on enhancing pha...rmaceutical services through patientcentered solutions while continuing to support essential supply chain functions and medical products supply security. The SIAPS goal is to support the achievement of improved and sustained health outcomes by applying a systems strengthening approach consistent with the Global Health Initiative (GHI) principles. The SIAPS result areas address the intersections of five health systems components as they pertain to pharmaceutical services (governance, human resources, information, financing, and service delivery) in the design of potential interventions to ensure that they respond to health element and cross cutting concerns in support of health system strengthening.

From 2011 to 2018, the USAID-f...unded Systems for Improved Access to Pharmaceuticals and Services (SIAPS) Program worked to ensure equitable, affordable access to safe, quality-assured medicines and related services in 46 countries throughout Africa, Asia, Europe, Latin America and the Caribbean, the Middle East, and Oceania.
The SIAPS pharmaceutical systems strengthening approach included local counterparts and partners in addressing five interrelated health system functions—governance, human resources, information, financing, and service delivery—with a focus on medicines.
The program tackled systemic deficiencies, going beyond the selection, procurement, and distribution of pharmaceutical products to include dispensing and supplying pharmaceuticals to individuals and providing medication-related information and counseling. Treatment focused on critical health areas, such as family planning, HIV/AIDS, malaria, maternal and child health, tuberculosis, and neglected tropical diseases and, more recently, Ebola.

The Advance Social Marketing f...or Health in Democratic Republic of the Congo had the following objectives: 1) Increase the supply and diversity of health products and services that are to be distributed and delivered through the private sector, in conjunction with the public sector, for disease prevention and control as well as integrated health service delivery. 2) Increase the awareness and demand for health products and services to emphasize prevention of childhood illnesses, unintended and unsafe pregnancies, HIV infections and STIs, and to build an informed, sustainable consumer base. 3) Develop and or enhance the ability of the commercial/private sector entities to socially market health products and services including behavior change communication activities. 4) Integrate service delivery and other activities, emphasizing prevention, at national, provincial, district, facility, and community levels through joint planning with the GRDC, other United States Government (USG), and non-USG partners.

WHO identified the shortage of... functional medical equipment in low-income countries as a critical barrier to meeting the health-related Millennium Development Goals (MDGs). The public-private partnership with Project C.U.R.E. will increase USAID's contribution to health systems strengthening (HSS) in DRC through the provision of quality and customized medical equipment and supplies to healthcare facilities in USAID supported health zones, supporting all sectors of the health program, including TB and FP. Project C.U.R.E. will obtain donations of equipment from medical manufacturers, wholesale suppliers, and hospitals in the United States and will plan the shipments according to the priority needs of the country. Project C.U.R.E. will be compliant with the WHO Guidelines for Equipment Donations and relevant US government policies. USAID anticipates that this investment will contribute to improved quality of care and increased demand for services in USAID supported facilities.

The Workplace Wellness Program... Global Development Alliance will leverage private-sector resources to improve the reproductive health and nutritional status of young women in the garment industry. The U.S. government will leverage funding and in-kind support from the private sector, including major international clothing companies, to improve garment workers' knowledge about their health-care rights and health needs. This project will also increase factory workers' access to quality healthcare. U.S. government diplomatic and democracy and governance activities will complement this project by improving labor relations and labor rights by leveraging the influence of international clothing companies.

The Evidence Project uses impl...ementation science—the strategic generation, translation, and use of evidence—to improve family planning policies, programs, and practices. Led by the Population Council in partnership with INDEPTH Network, International Planned Parenthood Federation, PATH, Population Reference Bureau, and the project’s University Resource Network, the five-year project (2013–2018) is investigating which strategies work best in improving, expanding, and sustaining family planning services. It is also evaluating how to implement and scale up those strategies. Critical to the Evidence Project is translating this knowledge and working with stakeholders to apply the evidence and to build capacity in using implementation science to improve policies, programs, and practices.

These data are used for policy development, program formulation, and monitoring and evaluation, and form anintegral part of USAID's work in combating HIV/AIDS. Applying its extensive experience in epidemiological data base projections and population projection modeling, the Census Bureau has contributed to the USAID program with support in monitoring the spread of HIV and in understanding the effect the AIDS pandemic has on development.

It addresses both the number of healthcare workers needed and the quality and performance of those workers. The definition of healthcare worker is expanded to include HR managers, laboratory staff, pharmacists, social workers, information systems/monitoring and evaluation specialists and others essential to the effective functioning of the health system.
