LTM's objective is to increase... access to long term and permanent FP in Uganda. The LTM activity will: 1) Expand to include other reproductive health services (two new outreach teams will be added to the existing 24 teams in areas with high unmet need and high client demand). The teams will provide 12,663 FP services, leading to 15,183 Couple Years of Protection; 2) Integrate HIV testing and cervical cancer screening in 16 districts. 15,120 integrated services will be provided; 3) Strengthen the national health system by embedding 75 dedicated providers (DPs) at hospital-level public or Private Not-For-Profit (PNFP) health facilities. The DPs will serve a cluster of 3 surrounding Health Center IVs and IIIs in the public and PNFP sectors. These FP champions will provide services and improve the ability of host facilities to sustainably provide services - mentoring, improving stock management, integrating FP into activities, and engaging district leadership.

The USAID Uganda Strengthening... Decentralization for Sustainability (SDS) Program is a six-year USAID-funded project that is at the core of an innovative strategy by USAID to improve the results of decentralization for delivering services to the community, particularly with regard to health, orphans and vulnerable children, and education. From 2010 to 2016, Cardno will work closely with 35 district governments in Uganda to develop strategies that improve capacity for delivering services, provide institutional capacity building to district and local governments in core governance and management areas, and to provide performance-based grants that fund health and social sector activities, reward districts for progress made on agreed benchmarks, and promote innovative strategies to improve service delivery at the local government level.

This activity aims to strength...en, organize and mobilize the private sector to provide Ugandans with the option of obtaining high-quality health services from private-for-profit (PFP) providers. The program's objectives are to: a) expand availability of health services by private providers; b) increase affordability of private health services and products; and c) improve quality of private health sector facilities and services. The program already supports 120 private providers in approximately 44 districts of Uganda targeting clients of PFP facilities as well as workplace sites. The project will facilitate partnerships and provide technical assistance to design and implement comprehensive workplace health programs that maximize accessibility to tuberculosis; maternal, newborn and child health; family planning; nutrition; and malaria prevention and treatment services.

SHRH will be a bilateral assoc...iate award under the Capacity Plus Leader with Associate award. Building upon the Uganda Capacity Program and continuing HRH interventions which were shown to produce higher level results, SHRH will further expand in the area of pre-service training capacity and performance based incentives. SHRH will develop the capacities of the central ministries, districts and professional councils to effectively and efficiently manage their HR for delivery of health services. It will work with USG implementing partners to ensure targeted HRH improvements at the service delivery level. Expected results in FY 2014 includes: scale-up of HR information system and recruitment plans in all 112 districts; comprehensive support for district level HRH to all USG implementing partners; and improved regulation and functionality of health professional councils. FY 2014 Global Health Program and PEPFAR funds support SHRH at $2,300,000 and $2,119,101 respectively.

This mechanism will implement ...advocacy activities targeting a range of HIV, health and education issues in 35 districts, funded from the FHP and PEPFAR accounts. The program will work with civil society organizations (CSOs), through existing community, district and national level structures, and with other USAID programs and will result in strengthening the citizens' voice, increasing demand for services and the promotion of country ownership. The key objectives are: 1) to ensure that communities in the selected districts can identify and articulate their needs and are able to demand quality services; 2) to ensure that the CSOs develop effective advocacy initiatives and are able to represent the communities' demands for better quality services; and 3) to build the technical and operational capacity of the CSOs to qualify them as potential direct recipients of future USAID funding.

Building on decades of USAIDs ...work procuring health commodities and strengthening supply chains, the Global Health Supply Chain-Procurement and Supply Management project is working to transform global and national supply chains for health commodities. The project is designed to meet todays critical global health challenges eliminating HIV and AIDS, providing universal malaria coverage, and helping women meet their family planning and reproductive health needs. This mechanism will support de...livery of comprehensive HIV/AIDS and health services at the workplace. This activity's target population is the Uganda Police Force, private guards from security companies with a national coverage, Uganda Wildlife Authority Staff including game rangers and park wardens, other national park staff, staff in selected hotels under Uganda Hotel Owners Association, their families and surrounding communities. With $500,000 in FY 2015 GHP funds, this activity will support MNCH interventions that include: support for police barracks and outposts outreaches to mobilize women for ANC/PNC, supporting skilled attended delivery, and immunization outreach activities and provision of both long term and short term family planning services. The activity will also support targeted nutrition and water and sanitation activities among the target population for better health outcomes.

The aim of the Youth Leadershi...p for Agriculture Activity is to build economic opportunities for youth ages 10 to 35 in agriculture-related fields in order to increase incomes and build entrepreneurial, leadership, and workforce readiness skills. With almost 50% of its population under age 14 and one of the highest population growth rates in the world, Uganda is in the midst of a quickly worsening youth crisis. This activity will address critical gaps in the human, social, financial, and physical capital of youth to increase the access of youth to viable livelihoods on a large scale.

USAID will collaborate with SI...DA, World Bank, and the GoU to increase access among poor women to skilled care during pregnancy, delivery, and postpartum. The project will support: a) 450,000 pregnant women to deliver under skilled attendance; b) 50 percent of enrolled pregnant women to attend at least 4 antenatal care (ANC) visits; c) 100 percent of enrolled women with HIV to receive PMTCT; and d) 30 percent of enrolled mothers to access post-natal care. The project focuses on safe delivery, capacity building and project management. The safe delivery component provides subsidized vouchers to poor pregnant women to access a package of safe delivery services from contracted service providers. The package will also include preventing mother-to-child transmission and malaria prevention services as part of ANC. The component on capacity building and project management will support project management functions and build national capacity to mainstream and scale-up implementation of the voucher scheme in the health sector.

Yemen has one of the highest m...aternal and child mortality rates in the world. Its reproductive health challenges can be addressed with proven, preventable, and for the most part affordable, low-tech interventions under the most challenging conditions. USAID/Yemen MCHIP-will strengthen the Ministry of Public Health and Population's (MoPHP) reproductive and child health systems performance and address improving health seeking behavior at both the household and facility levels of health institutions. Y-MCHIP is divided into a field support Phase I which conducted various assessments, including a needs and gap analysis on maternal, nutrition, and child health as well as family planning/reproductive health care services at the household and at both governmental and private facility service levels.

HC3 is the flagship project fo...r behavior change in the Global Health Bureau. It is designed to complement and add value to behavior change activities supported by USAID Missions worldwide by responding to critical needs in technical leadership, capacity strengthening, research, and innovation. It focuses on the technical areas of family planning/reproductive health, HIV/AIDS, malaria, and maternal and child health. HC3 will focus on strengthening in-country capacity to implement state-of-the art health communication, including mass media, community-level activities, interpersonal communication, and new media. The project will provide tailored, capacity strengthening to a range of indigenous partners, including governments, NGOs, creative professionals, and academics, with activities to develop individuals, organizations, and national systems. HC3 will also provide technical leadership in health communication that includes professional exchange, analysis of emerging trends, and development and dissemination of technical and operational guidance. The project will be characterized by a strong focus on implementation science, emphasizing rigorous evaluation, documentation, and diffusion of effective practices.

This new activity will work wi...th the Zambian government to re-energize civic participation among Zambians by boosting active membership and strengthening the ability of civil society organizations to engage with grassroots constituencies in the education, health/HIV, sustainable rural livelihoods, and environment sectors ($200,000 SL strengthens NGO ability to link policies with their impact on forests and communities). It includes strengthening the watchdog function of civil society organizations to minimize cases of mal-administration among service providers and corruption in service provision. The activity will increase and improve the engagement between citizens and government service providers in the above-mentioned sectors. This will require establishing and strengthening service delivery monitoring systems and processes that enable citizen/civil society-government engagement and result in increased participatory governance around service delivery, quality, and accessibility.

This activity will work with t...he Zambian government (GRZ) to develop and implement national strategies and plans that address challenges faced by the health sector, including the shortage of human resources, limited management and leadership skills among staff, inadequate coordination and integration of health programs, and weak public financial management systems. ~The activity will provide technical assistance to the GRZ to build the capacity of health managers and providers at all levels of the health system to plan, implement, monitor, and evaluate programs. ~The activity will also strengthen the capacity of community structures, such as Neighborhood Health Committees, to enhance community-level participation in the health sector. ~Additionally, this activity will support the implementation of community-level nutrition interventions to address chronic malnutrition in targeted districts, and safe motherhood interventions that support the Saving Mothers, Giving Life endeavor.

The Construction of Health and... Education Facilities (CHEF) project addresses the medical needs of more than two million Afghan citizens through the construction of two new hospitals, a 100-bed hospital in Gardez, and a 20 bed hospital in Paktika.Additionally over 1 million Afghan citizens will benefit from the construction of three provincial midwife training centers in Faizabad, Khost, and Bamiyan. These health facilities will support the Ministry of Public Health in its efforts to provide urgently needed health services, including in-patient and out-patient referral and treatment. The hospitals will also serve as training facilities for health professionals, as well as venues for medical conferences and seminars. The education component of the CHEF project, through construction of four Provincial Teacher Training Centers (PTTC), aims to address the following teacher training goals identified by the Ministry of Education: 1) providing the proper infrastructure needed to educate trainers of teachers and teachers themselves; 2) strengthening the educational requirements of the country; and 3) increasing the quality and number of teachers. Target PTTC's are located in Wardak, Faryab, Nangarhar, and Parwan provinces.

The Multi-Input Area Developme...nt Global Development Alliance (MIAD GDA) represents an innovative partnership between the Aga Khan Development Network (AKDN) and USAID to improve the quality of life of citizens of Afghanistan's Badakhshan Province by linking the public and private sectors to support long-term social and economic development. The MIAD GDA involves matching contributions from the AKDN and USAID. MIAD will be realized through the mobilization of private investments in profitable businesses, which will create jobs, stimulate economic growth and generate income for social development over the long-term. Returns from these investments will sustain local social development activities in Badakhshan well beyond the life of the MIAD GDA.

Building on decades of USAID's... work procuring health commodities and strengthening supply chains, the Global Health Supply Chain-Procurement and Supply Management project is working to transform global and national supply chains for health commodities. The project integrates two former USAID programs into one efficient supply chain that serves many of the world's most vulnerable and difficult-to-reach communities. The project is designed to meet today's critical global health challenges - eliminating HIV and AIDS, providing universal malaria coverage, and helping women meet their family planning and reproductive health needs. By bringing together advanced technical solutions, a team of highly qualified experts, and proven commercial processes and principles, USAID Global Health Supply Chain works to reduce costs and increase efficiencies in global and national supply chains. In addition to optimizing supply chains, the project is strengthening national supply chain systems and fostering collaboration among supply chain stakeholders worldwide.

HEMAYAT will increase access a...nd availability of gender-sensitive family planning, maternal, newborn, and child health (FP/MNCH) services at the facility and community levels while supporting introduction and scale-up of culturally appropriate, cost-effective, high impact interventions that strengthen the Ministry of Public Health's (MoPH) basic package of health services. HEMAYAT will work to strengthening the technical and stewardship capacity of Reproductive Health and Child and Adolescent departments of the MoPH, Provincial Public Health Officers, in-service and pre-service training institutions, implementing NGOs, and communities. HEMAYAT will collaborate with the MoPH to broadcast and disseminate an already-developed FP TV series in local languages. Other mass media endeavors include billboard messaging, written FP messaging, and radio spots with both FP and gender awareness content. HEMAYAT will also support media outlets which provide high volume and quality FP coverage.

SIAPS focuses on enhancing pha...rmaceutical services through patientcentered solutions while continuing to support essential supply chain functions and medical products supply security. The SIAPS goal is to support the achievement of improved and sustained health outcomes by applying a systems strengthening approach consistent with the Global Health Initiative (GHI) principles. The SIAPS result areas address the intersections of five health systems components as they pertain to pharmaceutical services (governance, human resources, information, financing, and service delivery) in the design of potential interventions to ensure that they respond to health element and cross cutting concerns in support of health system strengthening.

From 2011 to 2018, the USAID-f...unded Systems for Improved Access to Pharmaceuticals and Services (SIAPS) Program worked to ensure equitable, affordable access to safe, quality-assured medicines and related services in 46 countries throughout Africa, Asia, Europe, Latin America and the Caribbean, the Middle East, and Oceania.
The SIAPS pharmaceutical systems strengthening approach included local counterparts and partners in addressing five interrelated health system functions—governance, human resources, information, financing, and service delivery—with a focus on medicines.
The program tackled systemic deficiencies, going beyond the selection, procurement, and distribution of pharmaceutical products to include dispensing and supplying pharmaceuticals to individuals and providing medication-related information and counseling. Treatment focused on critical health areas, such as family planning, HIV/AIDS, malaria, maternal and child health, tuberculosis, and neglected tropical diseases and, more recently, Ebola.
