HC3 is the flagship project fo...r behavior change in the Global Health Bureau. It is designed to complement and add value to behavior change activities supported by USAID Missions worldwide by responding to critical needs in technical leadership, capacity strengthening, research, and innovation. It focuses on the technical areas of family planning/reproductive health, HIV/AIDS, malaria, and maternal and child health. HC3 will focus on strengthening in-country capacity to implement state-of-the art health communication, including mass media, community-level activities, interpersonal communication, and new media. The project will provide tailored, capacity strengthening to a range of indigenous partners, including governments, NGOs, creative professionals, and academics, with activities to develop individuals, organizations, and national systems. HC3 will also provide technical leadership in health communication that includes professional exchange, analysis of emerging trends, and development and dissemination of technical and operational guidance. The project will be characterized by a strong focus on implementation science, emphasizing rigorous evaluation, documentation, and diffusion of effective practices.

Background: En 2007, l'APEFE ...a terminé son 1er programme quinquennal en crédits non dissociés. Le 2nd programme triennal 2008 - 2010 s' inscrivait dans le cadre des crédits dissociés. Quant au 3ème programme 2011 - 2013, il a été présenté dans la poursuite de son cadre stratégique 2008 - 2013 en tenant compte de la concentration géographique et sectorielle, de la synergie et complémentarité ainsi que la mise en oeuvre de la Plateforme Education. Le programme 2014 - 2016 a été apprécié dans le cadre des procédures de D3 -DGD sur la qualité des partenariats et de l'amélioration des cadres logiques et des indicateurs ainsi qu'une plus grande intégration des thèmes transversaux 'Gender' et 'Environnement' aux différents objectifs et résultats de ce programme. L'approche est ici tant stratégique que méthodologique. - General objective: Programme d'appui au renforcement des compétences des aides -soignants, techniciens sanitaires et assistants sociaux - Specific objective: La qualité de la formation initiale des techniciens sanitaires, assistants sociaux et aides -soignants formés à l'Ecole de Formation Médico -sociale (EFMS) de Parakou a été améliorée par un renforcement des capacités institutionnelles, pédagogiques et de gestion et de planification - Results: R1.1 : L'EFMS est capable d'assurer sa mission de gestion et de planification R1.2 : L'EFMS est capable d'assurer sa mission pédagogique R1.3 : Le cadre législatif de l'EFMS est amélioré et le cadre de concertation entre les Ministères concernés est fonctionnel -

In Armenia, RTI works with par...tners IntraHealth International and Save the Children to improve maternal and child health services and increase access to family planning and reproductive health services. The RTI team is helping create Schools of Motherhood within existing Maternal Health Centers, which encourage expectant mothers to access pre-natal care while offering information and training on pregnancy danger signs, newborn and infant care, exclusive breastfeeding, fitness, healthy lifestyles, and postpartum family planning. The schools promote male involvement in class attendance, with a curriculum that provides partners with the skills to support and participate in the pregnancy and child rearing process.

The Health Policy Project (HPP...) works to strengthen developing country national and subnational policy, advocacy, governance, and finance for strategic, equitable, and sustainable health programming. HPP helps countries bring about real change in the health of people and communities. HPP focuses on the policy aspects of health and other social sectors, often in a multi-sectoral context. In Haiti, HPP has been asked to implement the USAID-funded for the Aksyon Kolektif pou Sekirite kont Eksplwatasyon (AKSE) Program which supports a multi-sectoral approach to strengthen the Haitian environment for human rights in general and for vulnerable populations, in particular, children, women, and sexual minorities. AKSE was previously implemented by CARE International. HPP will build on the work of the previous project from March 2014 through at least September 2015, with potential for extension.

MCSP is reducing maternal and ...newborn mortality and morbidity in Burma by strengthening the midwifery profession. In collaboration with the Ministry of Health (MOH) and other partners, we promote best practices in maternal and newborn health care, and provide capacity building support to the Myanmar Nurses Midwives Association. We focus on evidence-based, high-quality interventions to reduce the leading drivers of maternal mortality in the country: postpartum hemorrhage, pre-eclampsia/eclampsia, and sepsis. MCSP also addresses the major causes of newborn death through improved neonatal resuscitation, prevention and management of pre-term birth, care for preterm/low birth weight newborns, and identification and management of newborn infections. And we work with the MOH to provide national technical assistance for malaria in pregnancy and integrated community case management.

MEASURE Evaluation Phase III c...ontinues the MEASURE programs 10 year initiative to improve the collection, analysis and presentation of data to promote better use in planning, policymaking, managing, monitoring and evaluating of population, health and nutrition programs. The program aims to accomplish this through achieving the following six results: (1) increased user demand for data and tools; (2) increased individual and institutional capacity in monitoring and evaluation; (3)increased collaboration and coordination in obtaining and sharing health sector data; (4) improved tools, methodologies and technical guidance; (5) increased availability of data, methods and tools; and (6) increased facilitation of data use. MEASURE Evaluation Phase III is the Global Health Bureaus primary vehicle for supporting improvements in monitoring and evaluation in population, health and nutrition worldwide.

The NGO Health Service Deliver...y Project (NHSDP) supports the provision of primary and curative care to a catchment population of 22 million through a nationwide network of 350 non-government organization (NGO) clinics. Specifically, using FY2014 funds, NHSDP will provide performance based grants to network NGOs to enable them to expand coverage, increase equity, and improve management practices and the quality of services delivered. Further, NHSDP will strengthen the capacity of a subset of clinics to enable them to provide higher level, specialized care, such as emergency obstetric and neonatal care. Finally, NHSDP will provide institutional strengthening to two large NGOs that were recently awarded direct USAID grants.

FHI Bangladesh began activitie...s under the USAIDs Implementing AIDS Prevention and Care (IMPACT) project from 2000 until September 2007 to support interventions for people most vulnerable to HIV. These activities continued under USAIDs four-year bilateral cooperative agreement, the Bangladesh AIDS Program (BAP). Through BAP, FHI received US$13,780,690 to lead the response to HIV in Bangladesh. FHI continued to support USAID/Dhakas strategy and the Bangladesh Ministry of Healths priorities by concentrating efforts on groups most vulnerable to HIV. When BAP started, Bangladesh was still a country with low HIV prevalence; however, during the project phase, the country moved to having a concentrated epidemic (NASP, 2007). BAP, in collaboration with other key players, worked to reduce HIV vulnerability through targeted interventions with several high-risk groups including female, male and transgender sex workers and their clients, men having sex with men (MSM), and injecting drug users.

The purpose of the Translating... Research into Action (TRAction) Project is to accelerate the introduction and scale up of approaches and interventions that when implemented in programs will reduce mortality and severe morbidity in women, newborns and young children. There is a preponderance of evidence on the potential impact of specific maternal, neonatal and child health interventions yet the successful implementation and scale-up of these in countries remains a challenge. TRAction will address this knowledge gap by managing research, introduction and evaluation activities on how to effectively deliver, increase utilization, achieve coverage, and scale-up evidence based newborn, child, maternaland integrated MNCH health and nutrition tools, approaches, interventions and policies that are relevant to field programs.

HC3 is the flagship project fo...r behavior change in the Global Health Bureau. It is designed to complement and add value to behavior change activities supported by USAID Missions worldwide by responding to critical needs in technical leadership, capacity strengthening, research, and innovation. It focuses on the technical areas of family planning/reproductive health, HIV/AIDS, malaria, and maternal and child health. HC3 will focus on strengthening in-country capacity to implement state-of-the art health communication, including mass media, community-level activities, interpersonal communication, and new media. The project will provide tailored, capacity strengthening to a range of indigenous partners, including governments, NGOs, creative professionals, and academics, with activities to develop individuals, organizations, and national systems. HC3 will also provide technical leadership in health communication that includes professional exchange, analysis of emerging trends, and development and dissemination of technical and operational guidance. The project will be characterized by a strong focus on implementation science, emphasizing rigorous evaluation, documentation, and diffusion of effective practices.

MIH is a four-year project tha...t started in July 2012 under a cooperative agreement with USAID. SMC is implementing this integrated social marketing program along with several local and international partners, to help bring about behavior change and improve health practices, increase access to and use of family planning products including Long Acting Reversible Contraceptive methods, Reproductive Health and Nutritional products, and improve the capacity of community based health practitioners in the private sector. The program is implementing community mobilization activities in 19 low-performing districts of Bangladesh. In addition, it includes national distribution and communication of existing SMC products as well as several new innovations through the private sector. SMC partners in the project include BRAC, Concerned Women for Family Development (CWFD), Population Services and Training Centre (PSTC) and Shimantik. Engender Health and PSI are associated as training and technical partners respectively. Under MIH, SMC is implementing a large health communications program with focused messaging on five core communication areas as follows: Healthy Timing and Spacing of Pregnancies; First 1000 Days of a Childs life (from conception to 2 years of age); Healthy Pregnancy; Adolescent Health; TB Prevention and Management. The program will also expand SMCs network of Blue Star providers and build capacity of formal and non-formal health providers through basic and refreshers training.

The Workplace Wellness Program... Global Development Alliance will leverage private-sector resources to improve the reproductive health and nutritional status of young women in the garment industry. The U.S. government will leverage funding and in-kind support from the private sector, including major international clothing companies, to improve garment workers knowledge about their health-care rights and health needs. This project will also increase factory workers access to quality healthcare. U.S. government diplomatic and democracy and governance activities will complement this project by improving labor relations and labor rights by leveraging the influence of international clothing companies.

The program aims to accomplish this through achieving the following six results: (1) increased user demand for data and tools; (2) increased individual and institutional capacity in monitoring and evaluation; (3)increased collaboration and coordination in obtaining and sharing health sector data; (4) improved tools, methodologies and technical guidance; (5) increased availability of data, methods and tools; and (6) increased facilitation of data use. MEASURE Evaluation Phase III is the Global Health Bureaus primary vehicle for supporting improvements in monitoring and evaluation in population, health and nutrition worldwide.

South Sudan has some of the wo...rst health indicators in the world. This project will seek to address the problem by improving community health-worker motivation and performance. This, in turn, will help improve maternal and child health outcomes.Access to health care in South SudanFifty-five percent of South Sudanese live beyond walking distance to a health clinic. Poverty, limited infrastructure, lack of health information, severe shortages of health personnel, and lack of up-to-date standards of practice are seriously compromising healthcare services. The Ministry of Health and BRAC South Sudan (a non-governmental organization) are using the support of community health workers to address the gap and extend existing health interventions to underserved communities. There is a need to improve the performance of the country's 3,000 community health workers and to sustain their services using approaches that work.Reducing deaths, improving healthThis project will provide information on sustainable methods of delivering community-based primary healthcare services in emergency settings. The project team will examine non-financial incentives that will help improve the performance of community health workers. The study's first phase includes analyzing a qualitative evaluation of existing community health-worker programs in South Sudan and other BRAC-supported countries (Uganda, Sierra Leone, and Liberia). During the second phase, a randomized controlled trial will assess whether non-financial incentives are effective enough to sustain support of community health workers in South Sudan.The findings from this project will address gaps in knowledge for cost-effective measures, such as non-financial incentives, to improve access to health care for mothers and children in high conflict contexts. The results will directly inform, strengthen, and scale community health-worker program efforts implemented by BRAC and the Ministry of Health in South Sudan. The research team will share its findings through scientific publications and presentations.Project partnersThis project is part of the Innovating for Maternal and Child Health in Africa program. The program is a seven-year $36 million initiative funded by Foreign Affairs, Trade and Development Canada (DFATD), Canada's International Development Research Centre (IDRC), and the Canadian Institutes of Health Research (CIHR).
