The Developing Acute Care and ...Emergency Referral Systems Project assesses the added value of a program of implementation research, action, and capacity building to timely care-seeking behavior and effective referrals to improve maternal and neonatal care in two regions of Ghana. Project efforts build off the Three Delay Model, with a focus on the second and third delay for obstetric and neonatal emergencies. Ghana continues to experience high maternal and neonatal mortality rates despite a well-organized, decentralized system of health care. Additionally, the lack of policies and guidelines for comprehensive care at the district level have resulted in emergency care and referral initiatives that are not well-coordinated and have unknown efficacy and impact. The ACERS project will augment the Community-based Health Planning and Services (CHPS) platform with activities around acute care and emergency referral systems from the community to the district level, seeking to prove that separate components of care can be assembled into a sustainable single system with scale-up capabilities. ACERS will be woven into the fabric of Ghana s regional, district, and community health system structures to ensure the implementation of a sustainable and scalable model. This implementation research effort, co-managed and co-financed by USAID Ghana, supports the Government of Ghana s vision of improved service delivery and progress towards self-reliance.

STAR strengthens the pool of health professionals globally through field experience with developing country organizations, provides opportunities to diverse health professionals who mirror the populations USAID serves globally to build their skills and gain exposure to international health programs, and improves collaborative systems and long-term, sustainable partnerships for open exchange and utilization of information, knowledge, and educational resources to promote technical excellence and learning.

The objective of the project is to support the implementation of USAIDs Multi-Sectoral Nutrition Strategy 2014-2025 as well as progress toward the Agencys goals of improving nutrition to save lives, build resilience, increase economic productivity and advance development. The purpose of USAID Advancing Nutrition is to strengthen the enabling environment for and support country-led scale-up of effective, integrated and sustainable nutrition-specific and nutrition-sensitive policies, programs/interventions and systems to improve nutritional status and health. Kuboresha Afya Mitaani project... (KAM), also known as the Urban MNCH Project, is using implementation research to better understand and improve maternal, newborn, and child health (MNCH) outcomes for women and children living in the informal settlements of Kawangware and Mathare North in Nairobi, Kenya. In addition to strengthening approaches that will increase demand generation and delivery of quality MNCH services, KAM will also explore ways to improve the linkages between facilities and the city's regulatory system to improve high-quality, live-saving services in both public and private health facilities. The project will explore a 'quality ecosystem' model to improve health in the informal settlements by integrating typically siloed actors in the quality of care space in Nairobi, including women and families, communities, facilities, health providers, health regulators and actors in WASH and air pollution. This work is not only intended to improve outcomes for almost 60,000 of Nairobi s most vulnerable women and children, but it will also use real-time learning to plan and catalyze a sustainable approach across Kenya s largest city, working in partnership with key public and private sector stakeholders that can inform efforts in other African urban contexts. It will provide a template for African cities to understand how to build successful programs to address the unique challenges of MNCH in informal settlements.

The Strengthening Community He...alth Outcomes through Positive Engagement (SCOPE) project is a five-year, $28 million award under the New Partnerships Initiative (NPI) which aims to address key drivers of child and maternal morbidity and mortality at the community level in four priority countries (Haiti, Kenya, Malawi, and South Sudan) and to contribute to the ultimate goal of preventing child and maternal deaths (PCMD) within a generation. SCOPE's objective is to increase the utilization of reproductive health services for women of reproductive age and increase utilization of primary health care services by children under five years with a focus on increasing demand for a) voluntary family planning and healthy timing and spacing of pregnancy, b) maternity care, c) postpartum and essential newborn care (ENC), and d) timely and appropriate treatment of child illness. The SCOPE project will leverage key delivery mechanisms at the community level in the four focussed countries to implement interventions aimed at shifting behaviors and strengthening community-based services. This includes community health workers (CHWs), various community groups (care groups, savings groups, etc), faith-based institutions and faith actors. The project will also utilize social accountability mechanisms and work with local partners to achieve project objectives.

Improving the Performance of N...urses (IPN) in Upper Egypt is a partnership between MSH and the Nursing Program of the Om Habibeh Foundation, an Aga Khan Foundation affiliate. The programs goal is to build the leadership and management capacity of hospital and primary health care facility nurses for improvement in the areas of infection control, basic nursing skills, and communication, in the governorates of Aswan, Luxor, Qena, Sohag and Assiut. The IPN program applies the Leadership Development Program as the core technical approach for the intervention. In the first phase of the project, the IPN will target facilities in Aswan. The second and third phases will target hospitals in Luxor and Quena, and in Sohag and Assiut respectively.

FFP is funding a USAID Impleme...nting Partner to reach over 240,000 people with public works activities that build communal assets and reduce food insecurity risks over time, as well as through investments in human capacity, such as technical training and livelihood support. The Implementing Partner is working closely with communities and in partnership with local governments to expand livelihood opportunities, address priority health and nutrition concerns, and create the foundation for households to graduate from the Government of Ethiopia-led Productive Safety Net Program (PSNP). The DFSA includes a pilot of mobile-based cash transfers to 74,000 people to generate best practices for the government to run cash transfers in these areas.

This award aims to enhance aca...demia's role in generating evidence for action in health care financing in Ethiopia by developing EEA's capacity to produce evidence on health sector financing reform (HSFR) through assessments, studies, applied research, and needs-based training programs. The main objective is to build the capacity of the EEA and its members to be independent and sustainable partners for evaluations and research while providing important data on the success of HSFR.Major activities include:-Assess impact of user fees on public health facility service provision, and the behaviors of providers and seeking users-Assess impact of private wings in public health facilities and feasibility of outsourcing some clinical services, and -Provide trainings on health economics, health care financing, impact evaluations, and health resources trackingThe award aligns with the Mission's CDCS DO2, IR2 and with USAID Forward priorities promoting local capacity development and research.

As follow-on technical assista...nce provider to the Urban Health Extension Program (UHEP), SEUHP will address demand-side barriers to improving health outcomes in urban and peri-urban centers. The UHEP, run by the Government, engages 5,000+ nurses to provide household-centered health promotion, disease prevention, and limited curative services to vulnerable groups and households. SEUHP will expand to include biomedical interventions at a household level. The service package comprises: referral for long and short-term family planning services, community-based immunization, HIV screening of pregnant women, ANC referrals and defaulter tracing, postpartum care, TB screening, and referrals. The program was launched in January 2014 with the presence of Ministry of Health and Regional officials. These activities complement those supported by PEPFAR, which targets high-risk urban population.

Rohi Weddu Pastoral Women Deve...lopment Organization implements the Afar Community Based Reproductive Health Project in the pastoralist Afar region, an underserved area where USAID had not traditionally worked. The activity will work in five remote woredas of Afar region. It will primarily focus on improving the availability and quality of reproductive health and maternal and child health services by strengthening the health system through training of health extension workers, health workers and woreda health office staff, supporting MCH equipment necessary to provide services and expanding immunization outreach services. The activity uses existing cultural and government structures to improve the utilization of these services to benefit more than 150,000 people, mainly children and women of reproductive age. The award aligns with the Mission's CDCS DO2, IR2 and with USAID Forward priorities promoting local capacity development and research.

PHSP will provide technical as...sistance to 203 private for-profit health facilities to provide high-impact primary health services. Tuberculosis (TB) and malaria funds will expand and enhance PPM-DOTS and malaria treatment; and MCH/FP/RH funds will be used to ensure better access and quality of maternal and child health and FP/RH services in the urban setting. USAID will complete a rapid assessment to investigate the potential for various levels of private facilities to deliver MCH services; increase access to integrated FP services; initiate youth friendly FP services and expand diagnosis and treatment for TB. The activity will also ensure the flow of TB, malaria and FP commodities to private facilities and ensure private facilities are included as part of the integrated supportive supervision led by the Regional Health Bureaus to improve health services.
