Breakthrough-ACTION

Breakthrough-ACTION will use s...tate-of-the-art, evidence-based tools to encourage people in developing countries to adopt healthy behaviors, from using modern contraceptive methods to sleeping under bed nets to being tested for HIV. Much of the work will harness the power of communication from mass media campaigns to TV and radio dramas to simple posters in a health clinic to inspire long-lasting change. The project will also take advantage of other behavioral science approaches such as behavioral economics and human-centered design to improve programs. The program which builds on a prior five-year, 31-country project called the Health Communication Capacity Collaborative (HC3) is expected to be double the size. It will be led by CCP who will partner with Save the Children, ideas42, ThinkPlace Kenya and Camber Collective. Breakthrough-ACTION will also be supported in the field by ActionSprout, the International Center for Research on Women and Human Network International. CCP is based at the Johns Hopkins Bloomberg School of Public Health.

It provides access to partners with localized expertise in investment and development. And, it focuses on learning and adaptation to drive innovation in blended finance.

The Rajasthan Maternal and New...-born Health (MNH) Impact Bond is an innovative results-based financing mechanism that will use private investor capital to fund interventions aimed at improving maternal and new-born health in the state of Rajasthan, India. Specifically, the Development Impact Bond (DIB) will support the preparation for accreditation to national standards of private sector small health-care organizations (SHCOs) in Rajasthan. Achievement of the accreditation will result in better quality care, and in turn this is expected to reduce maternal and neonatal mortality. The DIB aims to prepare at least 360 SHCOs to apply for a combined quality certification from the Federation of Obstetrics and Gynaecological Societies of India (FOGSI) and the National Accreditation Board for Hospitals and Healthcare Providers (NABH).

The goal of Medicines, Technol...ogies, and Pharmaceutical Services (MTaPS), a new activity, is to strengthen low- and middle-income country health systems to ensure sustainable access to, and appropriate use of, safe, effective, quality-assured, affordable essential medicines and medicines-related services. This will be accomplished by using a systems strengthening approach to technical assistance, customized based on country context, Mission objectives, and technical feasibility. In furtherance of this purpose, specific objectives that MTaPS will work to accomplish through technical assistance include: 1) Strengthening pharmaceutical sector governance; 2) Increasing institutional and human resource capacity for pharmaceutical management and services, including regulation of medical products; 3) Advancing the availability and use of pharmaceutical information for decision-making; 4) Optimized pharmaceutical sector financing, including resource allocation and use; and 5) Improved pharmaceutical services including product availability and patient-centered care to achieve desired health outcomes.

Leveraging the expertise, resources, and partnerships of academic institutions and many other types of organizations, STAR contributes to strengthening institutions in developing countries that provide technical leadership and improve systems that promote technical collaboration across the global health community. STAR strengthens the pool of health professionals globally through field experience with developing country organizations, provides opportunities to diverse health professionals who mirror the populations USAID serves globally to build their skills and gain exposure to international health programs, and improves collaborative systems and long-term, sustainable partnerships for open exchange and utilization of information, knowledge, and educational resources to promote technical excellence and learning.

The United States Agency for I...nternational Developments (USAID) Bureau for Global Healths flagship Maternal and Child Survival Program (MCSP) focuses on 25 high-priority countries with the ultimate goal of preventing child and maternal deaths. The Program is introducing and supporting high-impact, sustainable reproductive, maternal, newborn and child health (RMNCH) interventions in partnership with ministries of health and other partners. MCSP places a greater emphasis on key cross-cutting issues such as innovation, e/mHealth, equity, quality, gender, public-private partnerships and involvement of civil society, community approaches, health systems strengthening, and behavior change interventions. While maintaining a focus on technical, high-impact interventions; the Program works toward sustainable scale-up to include the health systems that deliver these interventions. In addition to contributing to high-level technical and policy dialogue at the global level, the Program provides tailored technical assistance to help countries meet specific priorities and contextual needs of local RMNCH programs.

The service package comprises: referral for long and short-term family planning services, community-based immunization, HIV screening of pregnant women, ANC referrals and defaulter tracing, postpartum care, TB screening, and referrals. The program was launched in January 2014 with the presence of Ministry of Health and Regional officials. These activities complement those supported by PEPFAR, which targets high-risk urban population.

The Health Pooled Fund (HPF) i...s one of the Government of Ethiopia's preferred modalities for scaling up development partners' assistance in support of HSDP IV. UNICEF has been substantially involved in the implementation of the Health Sector Development Plan (HSDP IV) since the introduction of the Health Pooled Fund (HPF). Through this mechanism, USAID is contributing to the Health Pooled Fund. This activity is an effective and efficient way to achieve USAID objectives through ensuring the accessibility of effective health services at all levels of the health system. This activity supports HSDP IV implementation through monitoring and evaluation; the development of studies/research; development of standards, guidelines, and manuals; and promotion of policy dialogue workshops such as woreda-based planning and the Annual Review Meeting (ARM). PHSP will provide technical as...sistance to 203 private for-profit health facilities to provide high-impact primary health services. Tuberculosis (TB) and malaria funds will expand and enhance PPM-DOTS and malaria treatment; and MCH/FP/RH funds will be used to ensure better access and quality of maternal and child health and FP/RH services in the urban setting. USAID will complete a rapid assessment to investigate the potential for various levels of private facilities to deliver MCH services; increase access to integrated FP services; initiate youth friendly FP services and expand diagnosis and treatment for TB. The activity will also ensure the flow of TB, malaria and FP commodities to private facilities and ensure private facilities are included as part of the integrated supportive supervision led by the Regional Health Bureaus to improve health services.
